This document is an addendum to the Rules for the Combined Medical Services Examination, 2025, published in the Gazette of India, Extraordinary, dated February 19, 2025. The addendum, issued by the Ministry of Health and Family Welfare on August 20, 2025, clarifies the policy regarding rounding off marks and tie-breaking principles.

The tie-breaking principle is as follows:
1. Candidates with higher aggregate final marks will be ranked higher.
2. If aggregate final marks are equal, candidates with higher marks in the written total will be ranked higher.
3. If the marks are still equal, the younger candidate will be ranked higher.
4. If the date of birth is also the same, the candidate who completed their Internship earlier will be ranked higher.
5. Any ties remaining after applying the above principles will be resolved at the discretion of the Commission.

(क) अकं ों को पणू ादां कत करना:
परीक्षा के सभी चरण(चरणों) में मानक पणू ाांकन जसद्ांत, िहां भी लागू हो, का प्रयोग करके उममीिवारों द्वारा प्राप्ांक
िो ििमलव अंकों तक पूणाांदकत दकए िाएंगे। तिनुसार, टाई ब्रेककंग जसद्ांतों का प्रयोग करते समय टाई संबंधी सभी मामलों
का समाधान करन े के जलए िो ििमलव अंकों तक पूणाांदकत प्राप्ांकों पर जवचार दकया िाएगा।
(ख) टाई ब्रके कंग जसद्ातं :
i. यदि कुल अंक) अंजतम अंक ( बराबर ह,ैं तो जलजखत परीक्षा के कुल अंकों में अजधक अंक प्राप् करन े वाल े
उममीिवार को उच्चतर रैंक िी िाएगी;
ii. यदि उपरोक्त )i) में अंक समान ह,ैं तो कम आयु वाल े उममीिवार को उच्चतर रैंक िी िाएगी;

iii. यदि िन्म जतजथ भी समान ह,ै तो जिस उममीिवार की इंटननजिप परू ी होने की तारीख पहल ेह ैउसे उच्चतर
रैंक िी िाएगी; और
iv. जिन मामलों में उपयुनक्त टाई ब्रके कंग जसद्ांतों का प्रयोग करने के पश्चात् भी टाई की जस्ट्थजत बनी रहती ह ै
तब उनका समाधान आयोग के जववेकानुसार दकया िाएगा।

ADDENDUM

F. No. A.12011/01/2025-CHS-I.— In the Rules for the Combined Medical Services Examination, 2025
published in Part I, Section 1 of the Gazette of India, Extraordinary dated 19.02.2025, the following is added regarding
‘Rounding Off Marks and Tie-Breaking Principle’:-
(A) Rounding Off Marks:
Marks obtained by the candidates shall be rounded off up to two decimal digits, at all stage(s) of the
examination, by applying the standard rounding off principle, wherever applicable. Accordingly, while applying
the Tie Breaking Principles, the rounded off marks up to two decimal digits shall be considered for resolving all
tie cases.
(B) Tie-Breaking Principle:
(i) If the marks in aggregate (Final Marks) are equal, the candidate securing more marks in the written
total will be ranked higher;
(ii) If the marks at (i) above are equal, the candidate younger in age will be ranked higher;
(iii) If the date of birth is also same, the candidate whose date of completion of the Internship is earlier,
will be ranked higher; and
(iv) In cases where a tie persists even after applying the above Tie Breaking Principles, it will be
resolved at the discretion of the Commission.
