Building, Bengaluru, Dated:17.08.2023 NOTIFICATION The High Security Registration Plates (HSRP) scheme is imperative to the country’s security, aiding in reduction in vehicular borne crime, identification of all vehicles plying on the roads and in prevention of tampering and counterfeiting. Considering the significant role of HSRP from enforcement and security stand point, it is imperative that vehicles be fitted with HSRP at the earliest. Rule 50 of CMV Rules, 1989 prescribes for fixation of High Security Registration Plates (HSRP) and third registration mark on motor vehicles. In this connection and with reference to the Central Government amended Rule 50 of CMVR and Notifications/Statutory Orders from Ministry of Road Transport & Highways vide G.S.R. No: 1162 (E) dated 04-12-2018 and Order S.O. 6052 (E) dated: 06-12-2018 “for affixation of HSRP on vehicles manufactured prior to 01-04-2019, the High Security Registration Plate (HSRP) including the third registration mark may be supplied and affixed by the dealers of the vehicle manufacturers after placing the mark of registration thereon” and follow such other Notifications, Circulars and Guidelines issued by the MoRTH and State from time to time. With respect to affixing HSRP for old vehicles registered prior to the 01-04-2019, it has been decided by the State Govt. that:  To control and check the substandard material, only Original Equipment Manufacturers (OEMs)/Authorized dealers will be allowed to fix the HSRP on the old vehicles.  The OEM/ Authorized dealers of OEM shall ensure that only authorized and type approved HSRPs as mandated by the Government of India are affixed on the old vehicles, which shall be verified by the Transport officials, time to time. (1)2  All OEMs/ Authorized dealers of OEMs will be allowed to fix HSRP on old vehicles of any make.  Vehicle owners will be given at least 3 months time from the date of issue of this order to fix the HSRP on old vehicles before enforcement is undertaken by the Transport Department officials/Police officials. Following guidelines are to be adhered regarding affixation of HSRP on old vehicles. 1. HSRP would be affixed by the vehicle manufacturers (OEMs) and their Authorized dealers only. Only the HSRP manufacturer authorized by the vehicle manufacturers (OEMs) shall supply the HSRPs only to their authorized dealers. Affixation of HSRP on old vehicles shall be carried by authorized dealers of OEMs. 2. The vehicle owner shall book for fitment of HSRP and make payment for the purpose through online portal authorized by the OEMs to maintain the transparency and to prevent excess charging from the vehicle owners. The portal authorized by the OEMs Authorized HSRP manufacturers shall offer the facility to the vehicle owner for selection of any dealer, location and date for affixing of HSRP as per his convenience. 3. The HSRP portal shall have the capability to inform the vehicle owner status of the order placed for fitment of HSRP through SMS. 4. The OEMs or its authorized dealers shall display board at a conspicuous place at their showroom indicating charges to be paid by the vehicle owner for affixation of HSRP and also on the HSRP portal to maintain transparency at all times. 5. The OEMs or its authorized manufacturer/dealer may offer the services to the vehicle owners for fitment of the HSRP where the owner resides or has his place of business on payment of extra charges subject to willingness of the vehicle owner. 6. The OEMs or its authorized dealers / manufacturers after affixing the HSRP on the vehicle shall ensure that the laser code is updated in VAHAN portal. 7. The vehicles not having valid Registration Certificate and Fitness Certificate (for Transport Vehicle) and the vehicles having arrear tax due shall not be allowed to affix HSRP by OEMs or its authorized dealers. The OEMs shall customize their portal accordingly. 8. Commissioner for Transport and Road Safety shall issue directions to all the registering authorities and concerned officers for necessary action in implementing this order. Timeline for affixing HSRP: A. For all class of vehicles registered prior to 1st April, 2019, the vehicle owners shall have to take necessary steps to get the HSRP affixed on their vehicle. B. No e-challan shall be issued and no fine shall be collected or no penal action shall be taken against any old vehicle registered prior to 1st April, 2019 for plying vehicles without HSRP till 17.11.2023.R.N.I. No. RNP/KA/BGS/2202/2017-19 Licensed to post without prepayment WPP No. 297 3 However, to avoid last minute rush, vehicle owners should be encouraged / sensitized to affix HSRP on their vehicles as soon as possible within 3 months. In case the vehicle is not affixed with HSRP within the scheduled date mentioned above, penal action shall be taken against the offending vehicles and respective fines shall be collected as per the Government Notification No: TD 250 TDO 2019, Bengaluru, dated:21-09-2019 and any other orders issued from time to time as the case may be. C. Legal action shall be initiated against Dealers / any other person found to be selling and supplying HSRPs in the State without being authorized by the OEMs. All Registering Authorities are instructed to comply with the above order to ensure that HSRPs are fitted on all motor vehicles registered prior to 01-04-2019 in a seamless manner. They are directed to convene meeting with the all vehicle dealers functioning under their jurisdiction to sensitize them about the modalities for fitment of HSRP on old vehicles within the scheduled date.
