L.-33004/99 सी.जी.-डी.एल.-अ.-11112025-267560 CG-DxLx-xEG-I1D1H1x1x2x0 25-267560 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 746] नई दिल्ली, मगं लवार, नवम्ब र 11, 2025/कार्तका 20, 1947 No. 746] NEW DELHI, TUESDAY, NOVEMBER 11, 2025/KARTIKA 20, 1947 स्ट्वास्ट््य और पररवार कल्याण मत्रं ालय अजधसचू ना नई दिल्ली, 11 नवम् बर, 2025 सा.का.जन. 832(अ).— राष्ट्रपजत, संजवधान के अनुच्छेि 309 के प्रावधानों द्वारा प्रित्त िजियों का प्रयोग करत े हुए और स्ट्वास्ट््य सेवा महाजनिेिालय में केन्द्रीय औषध मानक जनयत्रं ण संगठन (औषध जनरीक्षक) भती जनयम, 2010 का का उन बातों के जसवाय अजधक्ांत करते हुए जिन्द्ह ें ऐसे अजधक्मण से पहले दकया गया ह ै या करन े का लोप दकया गया है, स्ट्वास्ट््य और पररवार कल्याण मंत्रालय के अधीन स्ट्वास्ट््य सेवा महाजनिेिालय के केन्द्रीय औषध मानक जनयंत्रण संगठन म ें औषध जनरीक्षक के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती हैं, अर्ाात ् :- 1. सजं क्षप्त नाम और प्रारम्भ - (1) इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, स्ट्वास्ट््य सेवा महाजनिेिालय, केन्द्रीय औषध मानक जनयंत्रण सगं ठन, औषध जनरीक्षक (समूह ‘ख’ पि) भती जनयम, 2025 ह।ै (2) य ेरािपत्र में प्रकािन की तारीख से प्रवृत्त होंगे। 2. पिों की सख्ं या, वगीकरण और वते न मरै रक्स म ें स्ट्तर .–पिों की संख्या, उनका वगीकरण और उससे सलं ग्न वेतन मैररक्स में स्ट्तर वह होगा, िो उि उपाबद्ध अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) तक में जवजनर्िाष्ट ह।ैं 7475 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. भती की पद्धजत, आय ुसीमा, अहता ाएं आदि.- उि पिों पर भती की पद्धजत, आयु सीमा, अहता ाएं तर्ा उससे संबंजधत अन्द्य बात ें वे होंगी िो उि अनसु ूची के स्ट्तम्भ (5) से स्ट्तम्भ (13) म ेंजवजनर्िाष्ट ह।ैं 4. जनरहता ा- वह व्यजि (क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत है, जववाह दकया ह,ै या जववाह की संजविा की ह;ै अर्वा (ख) जिसन े अपन े पजत या अपनी पत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया है, या जववाह की संजविा की ह;ै उि पि के जलए जनयुजि का पात्र नहीं होगा : परंत ु यदि केंरीय सरकार का यह समाधान हो िाता ह ैदक ऐसा जववाह ऐसे व्यजि और जववाह के अन्द्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्द्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम के प्रवतना से छूट िे सकेगी। 5. जिजर्ल करन े की िजि. - िहा ं केंरीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन ह,ै वहा ं वह उसके जलए िो कारण ह,ैं उन्द्ह ें लेखबद्ध करके तर्ा संघ लोक सेवा आयोग से परामि ा करके इन जनयमों के दकसी भी उपबंध को दकसी वगा या प्रवग ाके व्यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी। 6. व्यावजृ त्त. - इन जनयमों की कोई बात ऐसे आरक्षण, आय ु सीमा में छूट और अन्द्य ररयायतों पर प्रभाव नहीं डालगे ी, जिनका केंरीय सरकार द्वारा इस संबंध में समय-समय पर िारी आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्द्य जपछडा वगों, भूतपूवा सैजनकों और अन्द्य जविषे प्रवग ाके व्यजियों के जलए उपबंध कराना अपेजक्षत ह।ै अनसु चू ी पि का पिों की संख्या वगीकरण वेतन चयन पि या सीधी भती दकए िान े नाम मैररक्स में अचयन पि वाले व्यजियों के जलए स्ट्तर आयु -सीमा (1) (2) (3) (4) (5) (6) औषध 419* (2025) साधारण केंरीय सेवा, वेतन लाग ूनहीं होता। तीस वषा की आयु स े जनरीक्षक मैररक्स में अजधक नहीं समूह 'ख', रािपजत्रत, स्ट्तर -8 (केंरीय सरकार द्वारा * कायाभार के अननुसजचवीय. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare, Central Drugs Standard Control Organisation, Drugs Inspector (Group ‘B’ Post) Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1.- The qualifications are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 2.- The qualifications regarding experience are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the v acancy reserved for them.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Period of probation, if any.
