The Ministry of Health and Family Welfare (Department of Health and Family Welfare) issued notification G.S.R. 821(E) in New Delhi on November 6, 2025, amending the Transplantation of Human Organs and Tissues Rules, 2014, in exercise of the powers conferred by section 24 of the Transplantation of Human Organs and Tissues Act, 1994 (42 of 1994).
The amendment is called the Transplantation of Human Organs and Tissues (Amendment) Rules, 2025, and it comes into force on the date of its publication in the Official Gazette.
Specifically, in Form 15 of the Transplantation of Human Organs and Tissues Rules, 2014, under the sub-heading "III. CORNEAL TRANSPLANTATION CENTRE," the word "Specular" is replaced with "Specular (optional)" in the entries in the second column against C.
The original rules were published under notification number G.S.R. 218, dated March 27, 2014, in the Gazette of India, Extraordinary, Part-II, Section-3, Sub-section (i).

NOTIFICATION
New Delhi, the 6th November, 2025
G.S.R. 821(E).–––In exercise of the powers conferred by section 24 of the Transplantation of Human Organs
and Tissues Act, 1994 (42 of 1994), the Central Government hereby makes the following rules to amend the
Transplantation of Human Organs and Tissues Rules, 2014, namely:─
1. (1) These rules may be called the Transplantation of Human Organs and Tissues (Amendment)
Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Transplantation of Human Organs and Tissues Rules, 2014, in Form 15, under the sub-heading “III.
CORNEAL TRANSPLANTATION CENTRE”, in the entries in the second column against C, for the word
“Specular”, the words and brackets “Specular (optional)” shall be substituted.
