Sl. No Existing Provision Amended Provision
1 Statute 11 11 (2) The Executive Council shall consist of the following:
Five members of the Executive Council (a) Vice-Chancellor : Chairperson;
shall form a quorum for a meeting of the (b) Secretary, Department of Higher Education, MHRD, GoI
Executive Council. or his/her nominee;
(c) Chairman, UGC or his/her nominee;
(d) Principal Secretary, Higher Education, Govt. of Kerala;
(e) Pro Vice-Chancellor;
(f) One Dean from among the Deans of Schools, to be
nominated by the Vice-Chancellor;
(g) One Professor, who is not a Dean, by rotation, according to
the seniority of the incumbent as Professor, to be
nominated by the Vice-Chancellor;
(h) One Associate Professor, who is not a Dean, by rotation,
according to seniority of the incumbent as Associate
Professor, to be nominated by the Vice-Chancellor;
(i) Two members of the Court, none of whom shall be an
employee or a student of the University or an institution
recognized by the university or bodies associated with the
University, to be nominated by the Visitor from a panel
recommended by the Vice- Chancellor;
(j) Three distinguished academicians nominated by the

(k) An eminent academician belonging to SC/ST nominated by
the Vice-Chancellor from other reputed academic
institution in the country, if none of the members in the EC
under (a)-(i) above belongs to SC/ST.
11 (3) All the members of the Executive Council, other than the Vice-
Chancellor and Pro Vice-Chancellor, shall hold office for a
term of three years.
11 (4) Half of the total members of the Executive Council shall form
a quorum for a meeting of the Executive Council excluding
the Chairperson.
11 (5) The powers and functions of the Executive Council shall be
those spelt out in Statute 12 of the University (Second
Schedule to Act 25 of 2009)

Amendment to Statute 13 of the Central Universities Act, 2009
2 Statute 13 13(2) The Academic Council shall consist of the following:
One-third members of the Academic
Council shall form a quorum for a (a) Vice-Chancellor : Chairperson;
meeting of the Academic Council. (b) Pro Vice-Chancellor;
(c) A serving Professor of eminence, co-opted by the
Academic Council on the recommendation of the Vice-
Chancellor;
(d) All Deans;
(e) All Heads of Departments;
(f) Four Professors, by rotation, representing different schools,
nominated by the Vice-Chancellor;
(g) Four Associate Professors, by rotation, representing
different schools, nominated by the Vice-Chancellor;
(h) Four Assistant Professors, by rotation, representing
different schools, nominated by the Vice-Chancellor;
(i) Dean of Students’ Welfare (DSW);
(j) The University Librarian;
(k) One Provost, by rotation, according to seniority;
(l) Two members of the Court from amongst themselves who
are not in the employment of the University or an
organization/institution recognized/associated with the
University;
(m) Two students (one male and one female) nominated by the
Vice-Chancellor on the basis of their merit in terms of
attendance and performance in the University

Provided that such students shall not have the right to be
present in the meeting of the Academic Council when it
takes up for consideration of the subjects like creation of
faculty positions, recruitment, academic freedom,
conditions of service, evaluation criteria for academic
performance and merit of students;
(n) One member belonging to SC/ST working in the University
as teacher, to be nominated by the Vice-Chancellor.
13(3): The non-ex-officio members shall hold office for a term of
three years unless otherwise specifically provided for.
13(4): Half of the total members of the Academic Council shall
form a quorum for a meeting of the Academic Council
excluding the Chairperson.
13(5): The powers and functions of the Academic Council shall be
those spelt out in Statute 14 of the University (Second
Schedule to Act 25 of 2009).

3 Statute 2 (4) The Vice-Chancellor shall hold office for a term of
