(1) (cid:7021)क(cid:7409)म के अधीन (cid:7079)सुिवधाएं (cid:7079)ा(cid:7385) करने क(cid:7409) वांछा करने वाले (cid:7408)कसी (cid:7390)ि(cid:7334) से उसके पास आधार सं(cid:6990)यांक होने का (cid:7079)माण (cid:7079)(cid:7021)तुत करने या आधार अिध(cid:7079)माणन (cid:7079)(cid:7408)(cid:7059)या पूरी करने क(cid:7409) अपे(cid:6979)ा क(cid:7409) जाएगी; (2) (cid:7021)क(cid:7409)म के अधीन (cid:7079)सुिवधाएं (cid:7079)ा(cid:7385) करने के हकदार ऐसे िहतािधकारी से, िजसके पास आधार सं(cid:6990)यांक नह(cid:7277) है या िजसने अभी आधार के िलए नामांकन नह(cid:7277) करवाया ह,ै (cid:7408)क(cid:7008)तु (cid:7021)क(cid:7409)म के अधीन (cid:7079)सुिवधा(cid:7312) का उपभोग करने का इ(cid:6994)छुक है, 31 अग(cid:7021)त, 2017 तक 1812 GI/2017 (1)(cid:32)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] आधार नामांकन के िलए आवदने करना होगा य(cid:7408)द वह उ(cid:7334) अिधिनयम क(cid:7409) धारा 3 के उपबंध(cid:7298) अनुसार आधार अिभ(cid:7079)ा(cid:7385) करने के िलए हकदार हो और ऐसे (cid:7390)ि(cid:7334)य(cid:7298) को आधार के िलए नामांकन हते ु (cid:7408)कसी आधार नामांकन के(cid:7008)(cid:7076) (www.uidai.gov.in पर सूची उपल(cid:7011)ध) जाना होगा; (3) आधार (नामांकन और अ(cid:7378)तन) िविनयम, 2016 के िनयम 12 के अनुसार जल संसाधन, नदी िवकास और गंगा संर(cid:6979)ण मं(cid:7074)ालय, अपने काया(cid:6981)(cid:7008)वयन अिभकरण, जो (cid:7408)कसी (cid:7390)ि(cid:7334) से आधार रखने का सबूत (cid:7079)(cid:7021)तुत करने क(cid:7409) अपे(cid:6979)ा करता ह,ै के मा(cid:7007)यम से और ऐसे िहतािधका(cid:7407)रय(cid:7298) के िलए, िज(cid:7008)ह(cid:7298)न े आधार के िलए अभी नामांकन नह(cid:7277) कराया ह,ै आधार नामांकन सुिवधाएं सुिनि(cid:7391)त करेगा और य(cid:7408)द संबंिधत (cid:7011)लाक या तालुका अथवा तहसील म(cid:7286) कोई आधार नामांकन के(cid:7008)(cid:7076) अवि(cid:7021)थत नह(cid:7277) ह ैतो जल संसाधन, नदी िवकास और गंगा संर(cid:6979)ण मं(cid:7074)ालय अपने काया(cid:6981)(cid:7008)वयन अिभकरण के मा(cid:7007)यम से भारतीय िविश(cid:7397) पहचान (cid:7079)ािधकरण (यूआईडीएआई) के िव(cid:7378)मान रिज(cid:7021)(cid:7069)ार के साथ सम(cid:7008)वय करके अथवा यूआईडीएआई रिज(cid:7021)(cid:7069)ार बनकर सुिवधाजनक (cid:7021)थान(cid:7298) पर आधार नामांकन सुिवधा उपल(cid:7011)ध करा सकेगा । पर(cid:7008)तु (cid:7390)ि(cid:7334)य(cid:7298) का आधार सं(cid:6990)यांक समनुदिे शत (cid:7408)कए जाने के समय तक (cid:7021)क(cid:7409)म के अधीन ऐसे (cid:7390)ि(cid:7334)य(cid:7298) को िन(cid:7388)िलिखत द(cid:7021)तावेज (cid:7079)(cid:7021)तुत करने के अधीन रहते (cid:7263)ए (cid:7079)सुिवधा दी जाएगी अथा(cid:6981)तः- (क) (i) य(cid:7408)द उसने नामांकन करा िलया ह ैतो उसक(cid:7409) आधार नामांकन पहचान पच(cid:7278); या (ii) पैरा 2 के उप-पैरा (ख) म(cid:7286) यथा िविन(cid:7416)द(cid:7397) आधार नामांकन हते ु उसके (cid:7367)ारा (cid:7408)कए गए अनुरोध क(cid:7409) (cid:7079)ित; और (ख) (i) ब(cid:7289)क पास बुक या डाकघर क(cid:7409) पासबुक फोटो सिहत; या (ii) राशन काड(cid:6981); या (iii) पासपोट(cid:6981); या (iv) (cid:7408)कसी राजपि(cid:7074)त अिधकारी (cid:7367)ारा उसके शासक(cid:7409)य प(cid:7074) पर फोटो सिहत जारी ऐसे (cid:7390)ि(cid:7334) क(cid:7409) पहचान का (cid:7079)माणप(cid:7074); या (v) ज(cid:7008)म (cid:7079)माणप(cid:7074) या (vi) जल संसाधन, नदी िवकास और गंगा संर(cid:6979)ण मं(cid:7074)ालय (cid:7367)ारा यथा िविन(cid:7416)द(cid:7397) कोई अ(cid:7008)य द(cid:7021)तावेजः पर(cid:7008)तु यह और (cid:7408)क उपयु(cid:6981)(cid:7334) द(cid:7021)तावेज(cid:7298) क(cid:7409) जांच, जल संसाधन, नदी िवकास और गंगा संर(cid:6979)ण मं(cid:7074)ालय (cid:7367)ारा इस (cid:7079)योजनाथ (cid:6981) अिभिहत अिधकारी (cid:7367)ारा क(cid:7409) जाएगी। 2. (cid:7021)क(cid:7409)म के अधीन िहतािधका(cid:7407)रय(cid:7298) को सुिवधाजनक और िनबा(cid:6981)ध (cid:7079)सुिवधा दने े के िलए, जल संसाधन, नदी िवकास और गंगा संर(cid:6979)ण मं(cid:7074)ालय अपने काया(cid:6981)(cid:7008)वयन अिभकरण के मा(cid:7007)यम से सभी अपेि(cid:6979)त (cid:7390)व(cid:7021)था करेगा, िजसके अंतग(cid:6981)त िन(cid:7388)िलिखत भी ह,ै अथा(cid:6981)तः- (क) (cid:7021)क(cid:7409)म के अधीन आधार क(cid:7409) अपे(cid:6979)ा के बारे म(cid:7286) िहतािधका(cid:7407)रय(cid:7298) को जाग(cid:7272)क बनाने हते ु मीिडया और (cid:7390)ि(cid:7334)गत सूचना के मा(cid:7007)यम से (cid:7390)ापक (cid:7079)चार और य(cid:7408)द उ(cid:7008)ह(cid:7298)ने पहले नामांकन नह(cid:7277) करवाया ह ैतो उ(cid:7008)ह (cid:7286)31 अग(cid:7021)त, 2017 तक उनके (cid:6979)े(cid:7074) म(cid:7286) उपल(cid:7011)ध िनकटतम आधार नामांकन के(cid:7008)(cid:7076) म(cid:7286) नामांकन कराने क(cid:7409) सलाह दी जा सकेगी तथा उ(cid:7008)ह (cid:7286) (cid:7021)थानीय (cid:7272)प से उपल(cid:7011)ध नामांकन के(cid:7008)(cid:7076)(cid:7298) क(cid:7409) सूची उपल(cid:7011)ध करायी जाएगी। (ख) य(cid:7408)द िनकट आस पास (cid:6979)े(cid:7074) जैसे (cid:7011)लाक या तालुका या तहसील म(cid:7286) नामांकन के(cid:7008)(cid:7076) उपल(cid:7011)ध न होने के कारण (cid:7021)क(cid:7409)म के अधीन िहतािधकारी आधार नामांकन कराने म(cid:7286) समथ(cid:6981) नह(cid:7277) ह (cid:7289) तो जल संसाधन, नदी िवकास और गंगा संर(cid:6979)ण मं(cid:7074)ालय से अपने काया(cid:6981)(cid:7008)वयन अिभकरण के मा(cid:7007)यम से सुिवधाजनक अव(cid:7021)थान(cid:7298) पर आधार नामांकन सुिवधा का सृजन करने क(cid:7409) अपे(cid:6979)ा क(cid:7409) जाती ह ै और िहतािधका(cid:7407)रय(cid:7298) से अनुरोध (cid:7408)कया जाए (cid:7408)क वे अपना नाम, पता, मोबाइल नं. तथा पैरा 1 के उप-पैरा (3) के पहले परंतुक म(cid:7286) यथा िविन(cid:7416)द(cid:7397) अ(cid:7008)य (cid:7011)यौरे देकर जल संसाधन, नदी िवकास और गंगा संर(cid:6979)ण मं(cid:7074)ालय के संबंिधत पदािधका(cid:7407)रय(cid:7298) या उसके काया(cid:6981)(cid:7008)वयन अिभकरण अथवा इस (cid:7079)योजन के िलए उपल(cid:7011)ध कराए गए वेब पोट(cid:6981)ल के मा(cid:7007)यम से आधार नामांकन के िलए अपना आवेदन पंजीकृत कराएं। 3. यह अिधसूचना राजप(cid:7074) म(cid:7286) उसके (cid:7079)काशन क(cid:7409) तारीख से, असम, मेघालय और ज(cid:7013)मू-क(cid:7019)मीर को छोड़कर सभी रा(cid:6996)य(cid:7298) और संघ रा(cid:6996)य (cid:6979)े(cid:7074) (cid:7079)शासन(cid:7298) म(cid:7286) (cid:7079)भावी होगी। [फा. सं. के-11025/1/2017-आईईसी] अिखल कुमार, संयु(cid:7334) सिचव MINISTRY OF WATER RESOURCES,RIVER DEVELOPMENT AND GANGA REJUVENATION NOTIFICATION New Delhi, the 31st March, 2017 S.O. 1013(E).—Whereas the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity;¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 And whereas, the Ministry of Water Resources, River Development and Ganga Rejuvenation in the Government of India is implementing Painting Competition for School Children (of the 6th, 7th and 8th standard) and Essay Competitions for the students up to the age of eighteen years under the Information Education and Communication component of the Human Resource Development and Capacity Building Scheme (hereinafter referred as the Scheme) by awarding prize money to the winners of the competitions; And whereas, Financial Assistance provided by the Ministry of Water Resources, River Development and Ganga Rejuvenation, to the Central Ground Water Board, who along with its regional offices implements the Scheme (hereinafter referred to as the Implementing Agency), is used for distribution of the prize money and incidental charges (hereinafter referred to as benefits) among the winners of the competitions (hereinafter referred to as the beneficiaries); And whereas, the benefits offered under the Scheme involve recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:- 1.(cid:32) (1) An individual desirous to availing benefits under the Scheme shall be required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication; (2)(cid:32) any individual entitled to receive benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, but desirous of availing benefits under the Scheme, shall have to apply for Aadhaar enrolment by 31st August, 2017, in case he is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such individuals may visit any Aadhaar enrolment center (list available at www.uidai.gov.in) for Aadhaar enrollment; (3)(cid:32) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry of Water Resources, River Development and Ganga Rejuvenation through its Implementing Agency, which requires an individual to furnish proof of possession of Aadhaar, and shall ensure Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry of Water Resources, River Development and Ganga Rejuvenation through its Implementation Agency may provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of Unique Identification Authority of India (UIDAI) or by becoming UIDAI Registrar: Provided that till the time Aadhaar number is assigned to the individual, benefits under the Scheme shall be given to such individuals subject to the production of the following documents, namely :- (a)(cid:32) (i) if he has enrolled, his Aadhaar Enrolment ID slip; or (ii) a copy of his request made for Aadhaar enrolment, as specified in sub-paragraph (b) of paragraph 2; and (b)(cid:32) (i) Bank Passbook or Post Office Passbook with photograph; or (ii) Ration Card; or (iii) Passport; or (iv) Certificate of Identity having photo of such person issued by a Gazetted Officer on an official letter head; or (v) Birth Certificate; or (vi) any other documents as specified by the Ministry of Water Resources, River Development and Ganga Rejuvenation: Provided, further that the above documents shall be checked by an officer designated by the Ministry of Water Resources, River Development and Ganga Rejuvenation for that purpose. 2. In order to provide convenient and hassle free benefits under the Scheme to the beneficiaries, the Ministry of Water Resources, River Development and Ganga Rejuvenation through its Implementing Agency shall make all the required arrangements including the following:- (a)(cid:32) Wide publicity through media and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centers available in their areas by 31st August, 2017, in case they are not already enrolled and the list of locally available enrolment centers shall be made available to them. (b)(cid:32) In case, the beneficiaries under the Scheme are not able to enroll for Aadhaar due to non-availability of enrolment centres in the near vicinity such as in the Block or Taluka or Tehsil, the Ministry of Water Resources, River Development and Ganga Rejuvenation through its Implementation Agency are required to create Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be requested to register their requests for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the concerned officials of the Ministry of Water Resources, River Development and Ganga Rejuvenation or its Implementation Agency or through the web portal provided for the purpose.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 3.
