**1. Executive Summary:**
This report analyzes a notification from the Ministry of Health and Family Welfare, Government of India, dated July 22, 2022. This notification constitutes an *amendment* to a previous notification (S.O. 3261(E) dated September 24, 2020) and concerns the appointment of a Whole-Time Member to the Medical Assessment and Rating Board (MARB) of the National Medical Commission (NMC). The key finding is the specified appointment of Dr. J.L. Meena to this role. The amendment also specifies the term of office for the appointee.
**2. Introduction:**
The purpose of this report is to provide an informative analysis of a Government of India notification regarding the appointment of a member to the Medical Assessment and Rating Board (MARB) of the National Medical Commission (NMC). This analysis is based solely on the information provided within the notification text.
**3. Policy Overview:**
* This document represents an *amendment* to the Ministry of Health Family Welfare, Government of India notification number S.O. 3261(E) dated 24th September, 2020.
* **Core Objective(s):** The original policy likely aimed to establish the Autonomous Boards under the National Medical Commission Act, 2019. This amendment focuses on the staffing/personnel of one of those boards (MARB).
**4. Background and Rationale:**
Since this document is an amendment, the rationale lies in the need to fill a specific position within the Medical Assessment and Rating Board. The amendment suggests a need to appoint a Whole-Time Member to the MARB, potentially to address vacancies, expand capacity, or introduce specific expertise. The text doesn't provide further detail, but the appointment likely aims to ensure the MARB can effectively fulfill its functions under the NMC Act.
**5. Key Provisions / Changes:**
This section focuses specifically on the changes introduced by the amendment text.
* **What specific part of the original policy is being changed:** Paragraph 4 of the original notification S.O. 3261(E) dated 24th September, 2020, specifically the entries related to serial number 4 under the Medical Assessment and Rating Board.
* **What the *new* rule/provision *is*, based *only* on the amendment text:**
* Dr. J. L. Meena, Division Head Joint Director, Service Member Provider Engagement, Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, National Health Authority, New Delhi, is appointed as a Whole-Time Member of the Medical Assessment and Rating Board.
* The appointee shall hold office for a term of four years with effect from the date of assumption of charge of the post, or until further orders, whichever is earlier.
* **Explain the *difference* or the *effect* of this specific change:** The amendment adds Dr. Meena's name and designation to the list of members, clarifying their role as a "Wholetime Member" and provides specifics regarding the term of the appointment. This ensures a specific individual is designated to perform the duties of a Wholetime Member on the MARB.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders are:
* **Dr. J.L. Meena:** The appointee directly affected by this notification.
* **The Medical Assessment and Rating Board (MARB) of the NMC:** The organization that will be gaining a new member.
* **The National Medical Commission (NMC):** The overarching body under which the MARB operates.
* **Ministry of Health and Family Welfare:** The government body responsible for the notification.
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies:** The Ministry of Health and Family Welfare is responsible for issuing the notification. The National Medical Commission and specifically the Medical Assessment and Rating Board are responsible for integrating the new member.
* **Timelines or procedures specified:** The appointee shall hold office for a term of four years with effect from the date of assumption of charge of the post, or until further orders, whichever is earlier. It can be inferred that the implementation involves Dr. Meena assuming charge of the post. The text does not specify the procedure for assuming charge.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of this amendment is the successful integration of Dr. J.L. Meena into the Medical Assessment and Rating Board. This likely aims to strengthen the Board's capacity and expertise in assessing and rating medical institutions, as well as ensuring the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana is represented within the board. The amendment seeks to facilitate the smooth functioning of the MARB by filling a key personnel position.
**9. Conclusion:**
The notification analyzed constitutes an amendment to a previous policy, specifically appointing Dr. J.L. Meena as a Whole-Time Member to the Medical Assessment and Rating Board of the National Medical Commission. This appointment is likely intended to enhance the Board's capacity and expertise. The amendment also specifies the term of office for the appointee. This amendment is significant as it ensures the MARB is appropriately staffed to carry out its functions related to medical education and assessment.
