िा (ख) जिसने अपन े पजत िा अपनी पत्नी के िीजवत रहत े हुए दकसी व्यजि स े जववाह दकिा ह ै िा जववाह की संजवदा की ह,ै उक्त पद पर जनिुजि का पात्र नहीं होगा : परन्त ु िदद केन्रीि सरकार का िह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्ि पक्षकार को लागू स्ट्वीि जवजध के अधीन अनुज्ञेि ह ै और ऐसा करन े के जलए अन्ि आधार ह ैं तो वह दकसी व्यजि को इस जनिम के प्रवतयन से छूट दे सकेगी । 5. जिजर्ल करन ेकी िजि.—िहां केन्रीि सरकार की िह राि ह ैदक ऐसा करना आवश्िक िा समीचीन है, वहााँ वह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके और संघ लोक सेवा आिोग से परामिय करके, इन जनिमों के दकसी उपबंध को दकसी वगय िा प्रवगय के व्यजििों की बाबत, आदेि द्वारा जिजर्ल कर सकेगी । 6. व्यावजृ त्त.—इन जनिमों की कोई बात, ऐसे आरक्षण, आि-ु सीमा में छूट और अन्ि ट्ररिाितों पर प्रभाव नहीं डालगे ी, जिनका केन्रीि सरकार द्वारा इस संबंध में समि-समि पर िारी दकए गए आदिे ों के अनुसार अनुसूजचत िाजतिों, अनुसूजचत िनिाजतिों, अन्ि जपछडें वगों, भूतपूवय सैजनकों और अन्ि जविेष प्रवग य के व्यजििों के जलए उपबंध करना अपेजक्षत ह ै। अनसु चू ी पद का नाम पदों की सयं िा वगीकरण वते न मट्रै रक्स म ेंस्ट्तर चिन पद अर्वा अचिन पद (1) (2) (3) (4) (5) सहािक 105* (2023) साधारण केन्रीि सेवा, वेतन मैट्ररक्स में वेतन चिन पद स्ट्तर-6 (35400- *(काियभार के आधार समूह ‘ख’, पर पट्ररवतयन दकिा िा अरािपजत्रत, 112400 रू.) सकता ह)ै अनुसजचवीि सीध े भती दकए िान े सीध े भती दकए िान े वाल े सीध े भती दकए पट्ररवीक्षा की भती की पद्धजत: भती वाल े व्यजििों के जलए व्यजििों के जलए अपजे क्षत िान े वाल े व्यजििों अवजध, िदद सीध े होगी िा प्रोन्नजत आि-ु सीमा िजै क्षक और अन्ि अहतय ाएं के जलए जवजहत कोई हो । द्वारा िा प्रजतजनिजु ि/ आि ु और िजै क्षक आमले न द्वारा तर्ा अहतय ाएं, प्रोन्नत जवजभन्न पद्धजतिों द्वारा व्यजििों की दिा भरी िान े वाली म ें लाग ू होंगी िा ट्ररजििों की नहीं प्रजतितता (6) (7) (8) (9) (10) तीस वषय की आिु से अजनवाि:य दकसी मान्िता प्राप्त नहीं दो वषय पचास प्रजतित सीधी अजधक नहीं जवश्वजवद्यालि िा संस्ट्र्ान से भती द्वारा और (केंरीि सरकार द्वारा स्नातक जडग्री पचास प्रजतित िारी दकिे गए अनुदेिों ट्रटप्पण 1: अहतय ाए ं अन्िर्ा प्रोन्नजत द्वारा जिसके िा आदेिों के अनुसार सुअर्हतय अभ्िर्र्यिों की दिा म ें न हो सकने पर िासकीि सेवको के जलए कमयचारी चिन आिोग िा प्रजतजनिुजि द्वारा पााँच वषय तक जिजर्ल की सक्षम प्राजधकारी के िा सकती ह)ै । जववेकानुसार, ऐसे कारणों के ट्रटप्पण : आि-ु सीमा जलए िो लेखबद्ध दकए िाए, अवधाट्ररत करने के जलए जिजर्ल की िा सकती ह ैं।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 जनणायिक तारीख ट्रटप्पण 2: अनुभव संबंधी कमयचारी चिन आिोग अहतय ा कमयचारी चिन आिोग द्वारा जवज्ञाजपत की िा सक्षम प्राजधकारी के िाएगी। जववेकानुसार अनुसूजचत िाजतिों िा अनुसूजचत िनिाजतिों के अभ्िर्र्यिों की दिा म,ें ऐसे कारणों के जलए िो लेखबद्ध दकए िाए, तब जिजर्ल की िा सकती ह ैं िब चिन के दकसी प्रक्रम पर कमयचारी चिन आिोग िा सक्षम प्राजधकारी की िह राि ह ै दक उनके जलए आरजक्षत ट्ररजििों को भरन े के जलए अपेजक्षत अनुभव रखन े वाल े उन समुदािों के अभ्िर्र्यिों के पिायप्त संयिा में उपलब्ध होन े की सम्भावना नहीं ह ै। प्रोन्नजत िा प्रजतजनिजु ि/आमले न द्वारा भती िदद जवभागीि प्रोन्नजत सजमजत भती करन े म ें दकन की दिा म ें व े श्रजे णिा ं जिनस े प्रोन्नजत िा ह,ै तो उसकी सरं चना पट्ररजस्ट्र्जतिों म ें सघं लोक प्रजतजनिजु ि/आमले न दकिा िाएगा सवे ा आिोग स े परामि य दकिा िाएगा (11) (12) (13) प्रोन्नजत द्वारा:- समूह ‘ख’ जवभागीि प्रोन्नजत संघ लोक सेवा आिोग से राष्ट्रीि प्रजतदिय सवेक्षण कािायलि (क्षेत्र सजमजत (प्रोन्नजत और पुजष्ट के परामिय करना आवश्िक नहीं संकािय प्रभाग) के वेतन मट्रै रक्स के वते न संबंध में जवचार करन े के जलए): ह।ै स्ट्तर – 4 (25500 – 81100 रू.) में के ऐस े 1. उप महाजनदिे क, राष्र ीि उच्च श्रेणी जलजपक जिन्होंने जनिजमत आधार प्रजतदिय सवेक्षण कािायलि (क्षेत्र पर जनिुजि के पश्चात उस श्रेणी में दस वष य संकािय प्रभाग) -अध्िक्ष; की सेवा की हो और दकसी मान्िता प्राप्त 2. अवर सजचव (प्रिासन), संस्ट्र्ा स े प्रिासन, स्ट्र्ापन, लेखा और सांजयिकी और काियक्रम जवत्तीि जनिम के क्षेत्र में पााँच सप्ताह का कािायन्विन मंत्रालि -सदस्ट्ि; प्रजिक्षण सफलतापूवयक पूरा दकिा हो । 3. उप जनदिे क (प्रिासन), ट्रटप्पण: िहां ऐस े कजनष्ठ व्यजििों के संबंध मुयिालि कािायलि, राष्र ीि में जिन्होंने अपनी अहकय सेवा पूरी कर ली प्रजतदिय सवेक्षण कािायलि, क्षेत्र ह,ै प्रोन्नजत के जलए जवचार दकिा िा रहा संकािय प्रभाग, नई ददल्ली हो, वहां उनके ज्िेष्ठ व्यजििों के संबंध में भी –सदस्ट्ि । जवचार दकिा िाएगा परंतु िह तब िब दक उनके द्वारा की गई ऐसी अहकय सेवा, अपेजक्षत अहकय सेवा के आध े से अजधक से िा दो वषय से, इनमें से िो भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजििों सजहत जिन्होंने ऐसी अहकय सेवा पहले की पूरी कर ली ह,ै अगली उच्चतर श्रेणी म ें प्रोन्नजत के जलए अपनी पट्ररवीक्षा की अवजध सफलतापूवयक पूरी कर ली ह ै । प्रजतजनिजु ि द्वारा:- केन्रीि सरकार िा राज्ि सरकार िा संघ राज्िक्षेत्र प्रिासन के ऐसे अजधकारी :-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) (i) िो मूल काडर िा जवभाग में जनिजमत आधार पर सदिृ पद धारण दकए हुए ह;ैं िा (ii) जिन्होंने मूल काडर िा जवभाग में वेतन मैट्ररक्स के वेतन स्ट्तर-5 िा समतुल्ि म ें जनिजमत आधार पर जनिुजि के पश्चात् उस श्रेणी में छह वषय की सेवा की हो; िा (iii) जिन्होंने मूल काडर िा जवभाग में वेतन मैट्ररक्स के वेतन स्ट्तर-4 (25500 – 81100 रू.) िा समतुल्ि में जनिजमत आधार पर जनिुजि के पश्चात् उस श्रेणी में दस वषय की सेवा की हो ; और (ख) जिनके पास स्ट्तंभ सं .(7) के अधीन सीधी भती के जलए जवजहत िैक्षजणक अहतय ा और अनुभव हो। ट्रटप्पण 1: पोषक प्रवगय के ऐसे जवभागीि अजधकारी, िो प्रोन्नजत की सीधी पंजि में हैं, प्रजतजनिुजि पर जनिुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे । इसी प्रकार प्रजतनिुि व्यजि प्रोन्नजत द्वारा जनिुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे । ट्रटप्पण 2: प्रजतजनिुजि की अवजध, जिसके अंतगयत केन्रीि सरकार के उसी िा दकसी अन्ि संगठन िा जवभाग में इस जनिुजि स े ठीक पहले धाट्ररत दकसी अन्ि काडर बाह्य पद पर प्रजतजनिुजि की अवजध ह ै साधारणतिा तीन वषय से अजधक नहीं होगी । ट्रटप्पण 3: प्रजतजनिुजि द्वारा जनिुजि के जलए अजधकतम आिु सीमा आवेदन प्राप्त करने की अंजतम तारीख को छप्पन वषय से अजधक नहीं होगी । [फा. सं. ए-11018/06/2020-ई.III (ई-30156)] नवीन कुमार, अवर सजचव MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION (National Sample Survey Office) (FIELD OPERATIONS DIVISION) NOTIFICATION New Delhi, the 12th June, 2023 G.S.R. 445(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution and in supersession of the Ministry of Statistics and Programme Implementation, Field Operations Division, National Sample Survey Office (Assistant) Recruitment Rules, 2013, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant in the Field Operations Division, National Sample Survey Office, Ministry of Statistics and Programme Implementation, namely:- 1. Short title and commencement.—(1) These rules may be called the Ministry of Statistics and Programme Implementation, National Sample Survey Office, Field Operations Division, Assistant, Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 2. Number of post, classification and level in pay matrix.—The number of post, its classification and pay level or pay scale attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, other qualifications, etc..—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in Columns (5) to (13) of the said Schedule. 4. Disqualification.—No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Class, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government. Note 1: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly deputationists shall not be eligible for appointment by promotion. Note 2: Period of deputation including period of deputation in any other ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of receipt of applications. [F.
