सांजययकी और काययक्रम कायायन्वयन मंत्रालय, क्षेत्र संकायय प्रभाग, राष्ट्रीय प्रजतदि य सवेक्षण कायायलय, ड्राइवर (जविेष श्रेणी)
पद भती जनयम, 2012 का अजधक्रातं करते हुए उन बातों के जसवाय जजन्ह े ऐसे अजधक्रमण स े पहले दकया गया ह ै या करने
का लोप दकया गया ह,ै क्षेत्र सकं ायय प्रभाग, राष्ट्रीय प्रजतदि य सवेक्षण कायायलय, सांजययकी और काययक्रम कायायन्वयन मंत्रालय
में ड्राइवर (जविेष श्रणे ी) के पद की भती की पद्धजत का जवजनयमन करन े के जलए जनम्नजलजखत जनयम बनाती ह,ैं अथायत :-
1. संजक्षप्त नाम और प्रारंभ : (1) इन जनयमों का संजक्षप्त नाम सांजययकी और काययक्रम कायायन्वयन मंत्रालय, राष्ट्रीय प्रजतदि य
सवेक्षण कायायलय, क्षेत्र संकायय प्रभाग, ड्राइवर (जविेष श्रेणी) भती जनयम, 2023 ह।ैं
(2) ये राजपत्र म ेंउनके प्रकािन की तारीख से प्रवृत होंगे ।
2. पद सयं या, वगीकरण और वते न मट्रै रक्स म ें स्ट्तर: उि पद की संयया, उनका वगीकरण और वेतन मैट्ररक्स में स्ट्तर वह
होगा, जो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तभं (4) में जवजनर्ददष्ट ह ैं।
3. भती की पद्धजत, आय-ु सीमा, अहतय ाएँ आदद – भती की पद्धजत, आयु-सीमा, अहतय ाएँ और उससे संबंजधत अन्य बातें वे
होंगी जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट ह ैं।
4. जनरहतय ा – वह व्यजि –

(क) जजसने ऐसे व्यजि स े जजसका पजत या जजसकी पत्नी जीजवत हैं, जववाह दकया ह ै या जववाह की संजवदा
की ह;ै
(ख) जजसने अपन े पजत या अपनी पत्नी के जीजवत रहत े हुए दकसी व्यजि स े जववाह दकया है, या जववाह
की संजवदा की ह;ै
उि पद पर जनयुजि का पात्र नहीं होगा :
परन्त ु यदद केन्रीय सरकार का यह समाधान हो जाता दक ऐसा जववाह ऐस े व्यजि और जववाह के अन्य पक्षकार को
लाग ू स्ट्वीय जवजध से अधीन अनज्ञु ेय ह ैऔर ऐसा करने के जलए अन्य आधार ह ैंतो वह दकसी व्यजि को इस जनयम के प्रवतयन
से छूट दे सकेगी ।
5. जिजथल करन े की िजि – जहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन है, वहाँ वह
उसके जलए जो कारण ह,ैं उन्ह े लेखबद्ध करके, तथा संघ लोक सेवा आयोग स े परामि य करके इन जनयमों के दकसी उपबधं
को दकसी वगय या प्रवग यके व्यजियों की बाबत, आदिे द्वारा जिजथल कर सकेगी ।
6. व्यावजृ त - इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाव नहीं डालगे ी,
जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों,
अनुसूजचत जनजाजतयों, अन्य जपछडे वगों, भूतपूवय सैजनकों और अन्य जविेष प्रवग य के व्यजियों के जलए उपबंध करना
अपेजक्षत ह ै।

पद का नाम पदों की संयया वगीकरण वेतन मैट्ररक्स का स्ट्तर चयन पद है या
अचयन पद ।

व्यजियों के जलए आयु-सीमा । व्यजियों के जलए अपेजक्षत िैजक्षक जनधायट्ररत आयु और िैजक्षक कोई हो ।
और अन्य योग्यता । योग्यता प्रोन्नजत वाले मामले में
लागू होंगी ।

सीधे द्वारा या प्रोन्नजत से आमेलन द्वारा भती की मामले म ेंवे मौजूद है, उसकी सरंचना क्या है । भती करने हते ू संघ लोक
अथवा प्रजतजनयुजि / श्रेजणयां जजनस े प्रोन्नजत अथवा सेवा आयोग से परामिय
आमेलन द्वारा तथा प्रजतजनयुजि / आमेलन दकया दकया जाएगा ।
जवजभन्न पद्धजतयों से भरी जाएगा ।

स्ट्तर-5 (29200-92300/-) जनम्नजलजखत से जमलकर बनती ह ै:- ह ै।
ड्राइवर ग्रेड – I जजसने जनयजमत
1. उप महाजनदिे क, क्षेत्र संकाय य
आधार पर जनयुजि के बाद वेतन
प्रभाग, मुययालय कायायलय[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3
मैट्ररक्स ग्रेड में तीन वषय की सेवा - अध्यक्ष ;
की हो ।
2. उप जनदिे क (प्रिासन), क्षेत्र
ट्रटप्पण - जहां ऐसे कजनष्ठ व्यजियों संकायय प्रभाग, मुययालय कायायलय
के संबंध में, जजन्होने अपनी अहकय / – सदस्ट्य ;
पात्रता सेवा पूरी कर ली है,
3. वट्ररष्ठ प्रिासजनक अजधकारी /
प्रोन्नजत के जलए जवचार दकया जा
प्रिासजनक अजधकारी, क्षेत्र संकाय य
रहा हो वहाँ उनके ज्येष्ठ व्यजियों के
प्रभाग, मुययालय कायायलय
संबंध में भी जवचार दकया जाएगा
– सदस्ट्य ।
परंतु यह तब जब दक उसके द्वारा
की गई ऐसी अहयक / पात्रता सेवा, समूह ‘ख’ जवभागीय पुजष्टकरण पर
अपेजक्षत अहकय / पात्रता सेवा के जवचार करने के जलए जो
आधे से अजधक से या दो वषय से, जनम्नजलजखत से जमलकर बनती ह ै:-
इनमें से जो भी कम हो, कम न हो 1. उप महाजनदिे क, क्षेत्र संकाय य
और उन्होने अपने ऐसे कजनष्ठ प्रभाग, मुययालय कायायलय
व्यजियों सजहत जजन्होने ऐसी अहकय - अध्यक्ष ;
/ पात्रता सेवा पहले ही पूरी कर ली
2. उप जनदिे क (प्रिासन), क्षेत्र
ह ैअगली उच्चतर श्रेणी में प्रोन्नजत के
संकायय प्रभाग, मुययालय कायायलय
जलए अपनी पट्ररवीक्षा की अवजध
– सदस्ट्य ;
सफलतापूवयक पूरी कर ली हो ।
3. वट्ररष्ठ प्रिासजनक अजधकारी /
प्रिासजनक अजधकारी, क्षेत्र संकाय य
प्रभाग, मुययालय कायायलय
– सदस्ट्य ।

NOTIFICATION
New Delhi, the 27th April, 2023
G.S.R. 320(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Statistics and Programme Implementation, Field Operations Division, National Sample
Survey Office, Driver (Special Grade) Recruitment Rules, 2012, except as respects things done or omitted to be done
before such supersession, the President hereby makes the following rules regulating the method of recruitment to the
post of Driver (Special Grade) in the Field Operations Division, National Sample Survey Office, Ministry of Statistics
and Programme Implementation, namely:-
1. Short title and commencement. – (1) These rules may be called the Ministry of Statistics and Programme
Implementation, National Sample Survey Office, Field Operations Division, Driver (Special Grade) Recruitment
Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix. – The number of post, its classification and level in
the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
3. Method of recruitment, age-limit, other qualifications, etc. – The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in Columns (5) to (13) of the said
Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to Relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.
