या (ख) जजसने अपने पजत या अपनी पत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया ह ैया जववाह की संजवदा की है, उि पद पर जनयजु ि का पात्र नहीं होगा : परन्तु यदद केन्रीय सरकार का यह समाधान हो जाता ह ैदक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम के प्रवतनय से छूट द ेसकेगी । 5. जिजथल करन े की िजि – जहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन है, वहााँ वह उसके जलए जो कारण ह ैंउन्ह ें लेखबद्ध करके, और संघ लोक सेवा आयोग से परामिय करके, इन जनयमों के दकसी उपबंध को दकसी वगय या प्रवगय के व्यजियों की बाबत, आदिे द्वारा जिजथल कर सकेगी । 6. व्यावजृ त्त – इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव नहीं डालेगी, जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदिे ों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन्य जपछडें वगों, भूतपूवय सैजनकों और अन्य जविेष प्रवगय के व्यजियों के जलए उपबंध करना अपेजक्षत ह ै। अनसु चू ी पद का नाम । पद की संयया । वगीकरण । वेतन मैट्ररक्स में स्ट्तर । चयन पद अथवा अचयन पद । (1) (2) (3) (4) (5) ज्येष्ठ प्रिासजनक 10* (2024) साधारण केन्रीय सेवा, समूह वेतन स्ट्तर – 10 (56100 - चयन पद । अजधकारी *काययभार के आधार पर ‘क’, राजपजत्रत, अनुसजचवीय 177500 रू.) पट्ररवतयन दकया जा सकता ह ै। सीधे भती दकए जाने सीधे भती दकए जाने वाले सीधे भती दकए जान ेवाले व्यजियों पट्ररवीक्षा की अवजध, यदद वाले व्यजियों के जलए व्यजियों के जलए अपेजक्षत के जलए जवजहत आयु और िैजक्षक कोई हो । आयु-सीमा । िैजक्षक और अन्य अहतय ाएं । अहतय ाएं, प्रोन्नत व्यजियों की दिा में लागू होंगी या नहीं । (6) (7) (8) (9) लागू नहीं होता । लागू नहीं होता । लागू नहीं होता । प्रोन्नत दकए जाने वाले व्यजियों के जलए दो वषय । भती की पध्दजत, भती सीधे होगी या प्रोन्नजत या प्रजतजनयुजि / आमेलन द्वारा भती की दिा में वे श्रेजणयां जजनसे प्रोन्नजत या प्रोन्नजत द्वारा या प्रजतजनयजु ि/आमेलन प्रजतजनयुजि / आमेलन दकया जाएगा । द्वारा तथा जवजभन्न पध्दजतयों द्वारा भरी जाने वाली ट्ररजियों की प्रजतितता । (10) (11) प्रोन्नजत जजसके न हो सकने पर प्रोन्नजत द्वारा: वेतन मैट्ररक्स के स्ट्तर – 7 (44900-142400 रू.) में क्षेत्र संकायय प्रभाग प्रजतजनयुजि । के ऐसे प्रिासजनक अजधकारी जजन्होंने जनयजमत आधार पर जनयुजि के पश्चात उस श्रेणी में पााँच वषय की सेवा की हो और जजन्होंने दकसी मान्यता प्राप्त प्रजिक्षण संस्ट्थान से प्रिासन, स्ट्थापना और लेखा के क्षेत्र में पााँच सप्ताह का प्रजिक्षण सफलतापूवयक पूरा दकया हो ।[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 ट्रटप्पण-1 : इन जनयमों की अजधसूचना की तारीख को जनयजमत आधार पर पद धारण करने वाले पोषक पदों को धारण करने वाले व्यजियों के जलए तीन वषय की पात्रता सेवा बनी रहगे ी । ट्रटप्पण-2 : जहां ऐसे कजनष्ठ व्यजियों के संबंध में जजन्होंने अपनी अहयक या पात्रता सेवा पूरी कर ली है, प्रोन्नजत के जलए जवचार दकया जा रहा हो, वहां उनसे ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा परंतु यह तब जब दक उनके द्वारा की गई ऐसी अहकय या पात्रता सेवा, अपेजक्षत अहयक या पात्रता सेवा के आधे से अजधक से या दो वषय स,े इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत जजन्होंने ऐसी अहकय या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररवीक्षा की अवजध सफलतापूवयक पूरी कर ली हो। प्रजतजनयजुि द्वारा: केन्रीय सरकार, राज्य सरकार या संघ राज्यक्षेत्र के ऐसे अजधकारी - (i) जो मूल काडर या जवभाग में जनयजमत आधार पर सदिृ पद धारण दकए हुए हैं; या (ii) जजन्होंने वेतन मैट्ररक्स के स्ट्तर-9 (53,100-1,67,800 रू.) या समतुल्य में जनयजमत आधार पर जनयुजि के पश्चात उस श्रेणी में दो वषय की जनयजमत सेवा की हो; (iii) जजन्होंने वेतन मैट्ररक्स के स्ट्तर-8 (47600-151100 रू.) या समतुल्य में जनयजमत आधार पर जनयुजि के पश्चात उस श्रेणी में चार वषय की जनयजमत सेवा की हो; (iv) जजन्होंने वेतन मैट्ररक्स के स्ट्तर-7 (44900-142400 रू.) या समतुल्य में जनयजमत आधार पर जनयुजि के पश्चात उस श्रेणी में पााँच वषय की जनयजमत सेवा की हो; और (ख) जजनके पास जनम्नजलजखत िैजक्षक अहतय ाएं और अनुभव हो:- (i) दकसी मान्यताप्राप्त जवश्वजवद्यालय से बैचलर जडग्री । (ii) दकसी मान्यता प्राप्त सरकारी कायायलय या पजललक सेक्टर उपक्रम या कानूनी संगठन में प्रिासन, स्ट्थापना और लेखा संकमय में तीन वषय का अनुभव। ट्रटप्पण 1: पोषक प्रवगय के ऐसे जवभागीय अजधकारी, जो प्रोन्नजत की सीधी पंजि में हैं, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए जाने के पात्र नहीं होंगे । इसी प्रकार प्रजतनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए जाने के पात्र नहीं होंगे । ट्रटप्पण 2: प्रजतजनयुजि की अवजध, जजसके अंतगयत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पद पर प्रजतजनयुजि की अवजध ह ै साधारणतया तीन वष य से अजधक नहीं होगी । प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आवेदन प्राप्त करने की अंजतम तारीख को छप्पन वषय से अजधक नहीं होगी । यदद जवभागीय प्रोन्नजत सजमजत है, तो उसकी संरचना । भती करने में दकन पट्ररजस्ट्थजतयों में संघ लोक सेवा आयोग से परामिय दकया जाएगा । (12) (13) समूह ‘क’ जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जवचार करने के जलए) प्रोन्नजत के जलए संघ लोक सेवा आयोग से जजसमें जनम्नजलजखत होंगे : परामिय करना आवश्यक ह।ै 1. अध्यक्ष या सदस्ट्य, संघ लोक सेवा आयोग - अध्यक्ष4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 2. अपर महाजनदिे क, क्षेत्र संकायय प्रभाग (मुययालय), राष्ट्रीय प्रजतदिय सवेक्षण कायायलय – सदस्ट्य 3. उप महाजनदेिक (प्रिासन) या संयुि सजचव (प्रिासन), सांजययकी और काययक्रम कायायन्वयन मंत्रालय – सदस्ट्य समूह ‘क’ जवभागीय पुजष्ट सजमजत (पुजष्ट के संबंध में जवचार करने के जलए) जजसमें जनम्नजलजखत होंगे : 1. महाजनदेिक, राष्ट्रीय प्रजतदिय सवेक्षण कायायलय - अध्यक्ष 2. अपर महाजनदिे क, क्षेत्र संकायय प्रभाग (मुययालय), राष्ट्रीय प्रजतदिय सवेक्षण कायायलय – सदस्ट्य 3. उप महाजनदेिक (प्रिासन) या संयुि सजचव (प्रिासन), सांजययकी और काययक्रम कायायन्वयन मंत्रालय – सदस्ट्य [फा. सं. ए-11018/06/2020- ई.III (ई-30156)] नीलम अरोडा, अवर सजचव MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION (National Sample Survey Office) (FIELD OPERATIONS DIVISION) NOTIFICATION New Delhi, the 8th March, 2024 G.S.R. 168(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution and in supersession of the Ministry of Statistics and Programme Implementation, Field Operations Division, National Sample Survey Office, Senior Administrative Officer, Group ‘A’ Post, Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Administrative Officer, Field Operations Division, National Sample Survey Office, Ministry of Statistics and Programme Implementation, namely:- 1. Short title and commencement. - (1) These rules may be called the Ministry of Statistics and Programme Implementation, National Sample Survey Office, Field Operations Division, Senior Administrative Officer, Group ‘A’ Post, Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix. – The number of post, its classification and pay level attached thereto, shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, other qualifications, etc.. – The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in Columns (5) to (13) of the said Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to Relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 5 6. Note-1: The eligibility service shall continue to be three years for persons holding the feeder posts on regular basis on the date of notification of these rules. Note-2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. By deputation: Officers of the Central Government, State Government or Union Territory – (a) (i) holding analogous posts on a regular basis in the parent cadre or Department; or (ii) with two years service in the grade rendered after appointment thereto on regular basis in the post in pay level-9 (Rs.53,100-1,67,800) in the pay matrix or equivalent; (iii) with four years service in the grade rendered after appointment thereto on regular basis in the post in pay level-8 (Rs.47600-151100) in the pay matrix or equivalent; (iv) with five years service in the grade rendered after appointment thereto on regular basis in the post in pay level-7 (Rs.44900-142400) in the pay matrix or equivalent; and6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (b) possessing the following educational qualifications and experience:- (i) a Bachelor Degree of a recognised University or institute; (ii) Three years experience in administration or establishment or accounts works in a Government Office or Public Sector Undertaking or Autonomous Organization or Statutory Organisation. Note 1: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationist shall not be eligible for consideration for appointment by promotion. Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall be not exceeding fifty six years as on closing date of receipt of applications.
