िा (ख) जिसने अपन े पजत िा अपनी पत्नी के िीजवत रहत े हुए दकसी व्यजि से जववाह दकिा ह ै िा जववाह की संजवदा की ह,ै उि पद पर जनिुजि का पात्र नहीं होगा : परन्त ु िदद केन्रीि सरकार का िह समाधान हो िाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्ि पक्षकार को लागू स्ट्वीि जवजध के अधीन अनुज्ञेि ह ै और ऐसा करन े के जलए अन्ि आधार ह ैं तो वह दकसी व्यजि को इस जनिम के प्रवतयन से छूट दे सकेगी । 6. जिजर्ल करन े की िजि – िहां केन्रीि सरकार की िह राि ह ै दक ऐसा करना आवश्िक िा समीचीन ह,ै वहााँ वह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके, इन जनिमों के दकसी उपबंध को दकसी वगय िा प्रवगय के व्यजििों की बाबत, आदेि द्वारा जिजर्ल कर सकेगी । 7. व्यावजृ त्त – इन जनिमों की कोई बात, ऐस े आरक्षण, आि-ु सीमा में छूट और अन्ि ररिाितों पर प्रभाव नहीं डालेगी, जिनका केन्रीि सरकार द्वारा इस संबंध में समि-समि पर िारी दकए गए आदिे ों के अनुसार अनुसूजचत िाजतिों, अनुसूजचत िनिाजतिों, अन्ि जपछड ें वगों, भूतपूव य सैजनकों और अन्ि जविेष प्रवग य के व्यजििों के जलए उपबंध करना अपेजक्षत ह ै। अनसु चू ी पद का नाम। पदों की सयं िा। वगीकरण । वते न मरै रक्स म ें चिन पद सीध े भती दकए िान े स्ट्तर । अर्वा वाल े व्यजििों के जलए अचिन पद । आि-ु सीमा । (1) (2) (3) (4) (5) (6) 1. सहािक- 1* (2023) साधारण केन्रीि वेतन मैररक्स म ें अचिन । 18 वषय - 25 वषय प्रबंधक-सह सेवा, समूह ‘ग’, स्ट्तर – 4 (सरकारी सेवक के जलए भंडारी *(काियभार के अरािपजत्रत (25,500 - चालीस वषय तक आधार पर अननुसजचवीि 81,100 रू.) जिजर्ल की िा सकती पररवतयन दकिा ह।ै ) िा सकता ह)ै । रटप्पण: केंरीि रटप्पण: आिु सीमा सरकार द्वारा अवधाररत करने की समि-समि पर महत्वपूणय तारीख वह जवजनजित की अंजतम तारीख होगी िाने वाली दरों जिस तक रोिगार पर जविेष भत्ता कािायलि को नाम प्राप्त करन े का प्रस्ट्तुत करन े के जलए हकदार ह।ै कहा िाता ह ैऔर िदद पद को रोिगार समाचार िा समाचार पत्र में जवज्ञाजपत दकिा िाता ह,ै तो आि ुसीमा अवधाररत करने की[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 महत्वपूणय तारीख वह अंजतम तारीख होगी जिस तक आवेदन मांग े गए ह।ैं सीध े भती दकए िान े वाल े व्यजििों के जलए अपजे क्षत सीध े भती दकए पररवीक्षा की भती की पध्दजत, भती िजै क्षक और अन्ि अहतय ाएं । िान े वाल े अवजध, िदद सीध े होगी िा प्रोन्नजत द्वारा व्यजििों के जलए कोई हो । िा प्रजतजनिजु ि/आमले न जवजहत आि ु और द्वारा तर्ा जवजभन्न िजै क्षक अहतय ाए,ं पध्दजतिों द्वारा भरी िान े प्रोन्नत व्यजििों वाली ररजििों की की दिा म ें लाग ू प्रजतितता । होंगी िा नहीं । (7) (8) (9) (10) (क) दकसी मान्िताप्राप्त जवश्वजवद्यालि से बी.कॉम। नहीं । सीधे भती प्रोन्नजत द्वारा जिसके न हो िा दकए िाने वाले सकने पर प्रजतजनिुजि द्वारा बही खाता िा भंडार रखरखाव में एक वषय के व्यजििों के दोनों के न हो सकने पर जडप्लोमा के सार् दकसी मान्िता प्राप्त जवश्वजवद्यालि जलए दो वष य । सीधी भती द्वारा। से दकसी जवषि में स्नातक । (ख) अनुभव: दकसी सरकारी जवभाग िा उपक्रम म ें भंडार िा खातों के रखरखाव में तीन साल का अनुभव । रटप्पण 1:- अहतय ाएं, अन्िर्ा सुअर्हतय अभ्िर्र्यिों की दिा में सक्षम प्राजधकारी के जववेकानुसार जिजर्ल की िा सकती ह ैं। रटप्पण 2:- अनुभव संबंधी अहतय ा सक्षम प्राजधकारी के जववेकानुसार अनुसूजचत िाजतिों/अनुसूजचत िनिाजतिों के अभ्िर्र्यिों की दिा म,ें तब जिजर्ल की िा सकती ह ै िब चिन के दकसी प्रक्रम पर सक्षम प्राजधकारी की िह राि ह ै दक उनके जलए आरजक्षत ररजििों को भरन े के जलए अपेजक्षत अनुभव रखन े वाल े उन समुदािों के अभ्िर्र्यिों के पिायप्त संयिा में उपलब्ध होने की सम्भावना नहीं ह ै। प्रोन्नजत िा प्रजतजनिुजि/आमले न द्वारा भती की दिा म ें वे श्रजे णिां िदद जवभागीि प्रोन्नजत भती करने म ें दकन जिनसे प्रोन्नजत िा प्रजतजनिुजि/आमेलन दकिा िाएगा। सजमजत ह,ै तो उसकी पररजस्ट्र्जतिों में सघं संरचना लोक सेवा आिोग स े परामिय दकिा िाएगा । (11) (12) (13) प्रोन्नजत: (i) वेतन मैररक्स में स्ट्तर– 2 में ऐसे जलजपक जिन्होंन े आठ समूह ‘ग’ जवभागीि प्रोन्नजत लाग ूनहीं होता । वषय की जनिजमत सेवा की हो । और पुजष्ट सजमजत जिसमें जनम्नजलजखत होंगे:- (ii) वेतन मैररक्स में स्ट्तर–3 म ें पांच वषय की जनिजमत सेवा के सार् ऐसे हलवाई-सह-रसोइिा जिन्ह ें भंडार िा लेखा को संभालन े का दो 1. उप जनदेिक, क्षेत्र संकािय वषय का अनुभव हो और िो सीधी भती के जलए जवजहत िैजक्षक प्रभाग - अध्िक्ष4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अहतय ा रखता हो । 2. प्रिासजनक अजधकारी, क्षेत्र संकािय प्रभाग - रटप्पण: िहां ऐस े कजनष्ठ व्यजििों के संबंध म ें जिन्होंन े अपनी अहकय सदस्ट्ि िा पात्रता सेवा पूरी कर ली है, प्रोन्नजत के जलए जवचार दकिा िा रहा हो, वहां उनके ज्िष्ठे व्यजििों के संबंध में भी जवचार दकिा 3. अन्ि केंरीि सरकार िाएगा परंत ु िह तब िब दक उनके द्वारा की गई ऐसी अहकय िा कािायलि से एक समूह 'क' पात्रता सेवा, अपेजक्षत अहकय िा पात्रता सेवा के आध े स े अजधक से अजधकारी - सदस्ट्ि िा दो वषय से, इनमें से िो भी कम हो, कम न हो और उन्होंन े अपन े ऐसे कजनष्ठ व्यजििों सजहत जिन्होंने ऐसी अहकय िा पात्रता सेवा पहल े की पूरी कर ली ह,ै अगली उच्चतर श्रणे ी म ें प्रोन्नजत के जलए अपनी पररवीक्षा की अवजध सफलतापूवयक परू ी कर ली हो । प्रजतजनिुजि: केन्रीि सरकार के ऐसे अजधकारी - (क) (i)िो जनिजमत आधार पर सदिृ पद धारण दकए हुए ह;ैं िा (ii) जिन्होंन े वेतन मैररक्स के स्ट्तर-2 म ें आठ वष य की जनिजमत सेवा की हो। (iii) जिनके पास स्ट्तंभ सं. (7) के अधीन सीधी भती के जलए जवजहत िैजक्षक अहतय ा और अनुभव हो और (ख) भडं ार िा लेखा को संभालने का तीन वषय का अनुभव हो। रटप्पण 1: प्रजतजनिुजि की अवजध, जिसके अंतगयत केन्रीि सरकार के उसी िा दकसी अन्ि संगठन िा जवभाग में इस जनिुजि स े ठीक पहल े धाररत दकसी अन्ि काडर बाह्य पद पर प्रजतजनिुजि की अवजध ह ै साधारणतिा तीन वषय स े अजधक नहीं होगी । प्रजतजनिुजि द्वारा जनिुजि के जलए अजधकतम आिु सीमा आवेदन प्राप्त करने की अंजतम तारीख को छप्पन वष य स ेअजधक नहीं होगी । रटप्पण 2: पोषक प्रवग य के ऐस े जवभागीि अजधकारी, िो प्रोन्नजत की सीधी पंजि म ें ह,ैं प्रजतजनिुजि पर जनिुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे । इसी प्रकार प्रजतनििु व्यजि प्रोन्नजत द्वारा जनिुजि के जलए जवचार दकए िाने के पात्र नहीं होंग े। (1) (2) (3) (4) (5) (6) 2. हलवाई-सह- 01* (2023) साधारण केन्रीि वेतन मैररक्स अचिन । 18 वषय - 25 वष य (सरकारी रसोइिा सेवा, समूह ‘ग’, में स्ट्तर – 3 सेवक के जलए चालीस वषय तक *काियभार के अरािपजत्रत (21,700 - जिजर्ल की िा सकती ह।ै ) आधार पर अननुसजचवीि 69,100 रू.) रटप्पण: आि ु सीमा अवधाररत पररवतयन दकिा करने की महत्वपूण य तारीख वह िा सकता ह ै। अंजतम तारीख होगी जिस तक रोिगार कािायलि को नाम प्रस्ट्तुत करने के जलए कहा िाता ह ै और िदद पद को रोिगार समाचार िा समाचार पत्र में जवज्ञाजपत दकिा िाता ह,ै तो आिु सीमा अवधाररत करन े की महत्वपूण य[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 तारीख वह अंजतम तारीख होगी जिस तक आवेदन मांग े गए ह।ैं (7) (8) (9) (10) अजनवािय: आिु: नहीं दो वषय । प्रोन्नजत द्वारा जिसके (क) दकसी मान्िता प्राप्त संस्ट्र्ान स े खानपान म ें जडप्लोमा न हो सकन े पर के सार् दकसी मान्िता प्राप्त बोडय िा संस्ट्र्ान स े 10वीं िैजक्षक िोग्िता: प्रजतजनिुजि द्वारा कक्षा उत्तीणय हााँ। और दोनों के न हो सकने पर सीधी भती (ख) अभ्िर्ी की उपििु ता का आकलन करने हते ु द्वारा। खाना पकाने के जलए एक व्यापार कौिल परीक्षा आिोजित की िाएगी। वांछनीि:- खानपान में दकसी सरकारी जवभाग िा उपक्रम में दो वषय का अनुभव। रटप्पण:- अनुभव संबंधी अहतय ा सक्षम प्राजधकारी के जववेकानुसार अनुसूजचत िाजतिों िा अनुसूजचत िनिाजतिों के अभ्िर्र्यिों की दिा में, तब जिजर्ल की िा सकती ह ै िब चिन के दकसी प्रक्रम पर सक्षम प्राजधकारी की िह राि ह ै दक उनके जलए आरजक्षत ररजििों को भरन े के जलए अपेजक्षत अनुभव रखने वाले उन समुदािों के अभ्िर्र्यिों के पिायप्त संयिा म ेंउपलब्ध होने की सम्भावना नहीं ह ै। (11) (12) (13) प्रोन्नजत: वेतन मैररक्स में स्ट्तर–1 (18,000 - समूह ‘ग’ जवभागीि प्रोन्नजत और पुजष्ट सजमजत लाग ूनहीं होता । 56,900 रू.) में ऐस े कैंटीन पररचर जिन्होंन े छह जिसमें जनम्नजलजखत होंगे :- वषय की जनिजमत सेवा की हो । रटप्पण: िहां ऐसे कजनष्ठ व्यजििों के संबंध में 1. उप जनदेिक, क्षेत्र सकं ािय प्रभाग - जिन्होंने अपनी अहकय िा पात्रता सेवा पूरी कर ली अध्िक्ष ह,ै प्रोन्नजत के जलए जवचार दकिा िा रहा हो, वहां उनके ज्िष्ठे व्यजििों के संबंध में भी जवचार दकिा 2. प्रबंध सजमजत के माननीि सजचव - िाएगा परंतु िह तब िब दक उनके द्वारा की गई सदस्ट्ि ऐसी अहकय िा पात्रता सेवा, अपेजक्षत अहकय िा 3. केंरीि सरकार के अन्ि मंत्रालि िा जवभाग पात्रता सेवा के आधे से अजधक से िा दो वषय से, के कािायलि से एक समूह 'क' अजधकारी - इनमें से िो भी कम हो, कम न हो और उन्होंने सदस्ट्ि अपन े ऐसे कजनष्ठ व्यजििों सजहत जिन्होंने ऐसी अहकय िा पात्रता सेवा पहले की पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा की अवजध सफलतापूवयक पूरी कर ली हो । प्रजतजनिुजि: केन्रीि सरकार के ऐसे अजधकारी - (क) (i)िो जनिजमत आधार पर सदिृ पद6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] धारण दकए हुए ह;ैं िा (ii) ऐसे सहािक हलवाई-सह-रसोइिा जिन्होंने वेतन मैररक्स के स्ट्तर-2 (19,900 - 63,200 रू.) में कम से कम तीन वषय की जनिजमत सेवा की हो और (ख) जिनके पास स्ट्तंभ (7) के अधीन सीधी भती के जलए जवजहत िैजक्षक अहतय ा और अनुभव हो। रटप्पण 1: प्रजतजनिुजि की अवजध, जिसके अंतगतय केन्रीि सरकार के उसी िा दकसी अन्ि सगं ठन िा जवभाग में इस जनिुजि से ठीक पहले धाररत दकसी अन्ि काडर बाह्य पद पर प्रजतजनिुजि की अवजध ह ै साधारणतिा तीन वषय स ेअजधक नहीं होगी । रटप्पण 2: प्रजतजनिुजि द्वारा जनिुजि के जलए अजधकतम आि ु सीमा आवेदन प्राप्त करने की अंजतम तारीख को छप्पन वष य से अजधक नहीं होगी । रटप्पण 3: पोषक प्रवगय के ऐसे जवभागीि अजधकारी, िो प्रोन्नजत की सीधी पंजि म ें हैं, प्रजतजनिुजि पर जनिुजि के जलए जवचार दकए िान े के पात्र नहीं होंग े । इसी प्रकार प्रजतनिुि व्यजि प्रोन्नजत द्वारा जनिुजि के जलए जवचार दकए िाने के पात्र नहीं होंग े। रटप्पण 4: प्रजतजनििु व्यजिओं के पास स्ट्तंभ (7) के अधीन सीधी भती के जलए जवजहत िैजक्षक िोग्िता और अनुभव होना चाजहए। (1) (2) (3) (4) (5) (6) 3. जलजपक 01* (2023) साधारण केन्रीि वेतन मैररक्स अचिन । 18 वष य - 25 वष य (सरकारी सेवा, समूह ‘ग’, में स्ट्तर – 2 सेवक के जलए चालीस वषय तक *काियभार के अरािपजत्रत (19,900 - जिजर्ल की िा सकती ह।ै ) आधार पर अननुसजचवीि 63,200 रू.) रटप्पण: आिु सीमा अवधाररत पररवतयन दकिा िा करने की महत्वपूण य तारीख वह सकता ह ै। अंजतम तारीख होगी जिस तक रोिगार कािायलि को नाम प्रस्ट्तुत करन े के जलए कहा िाता ह ै और िदद पद को रोिगार समाचार िा समाचार पत्र म ें जवज्ञाजपत दकिा िाता ह,ै तो आिु सीमा अवधाररत करन े की महत्वपूणय तारीख वह अंजतम तारीख होगी जिस तक आवेदन मांगे गए ह।ैं[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (7) (8) (9) (10) (i) दकसी मान्िता प्राप्त बोड य िा समतुल्ि स े नहीं । सीधी भती के प्रोन्नजत द्वारा जिसके न हो वाजणज्ि में 12वीं कक्षा िा समतुल्ि । मामले में दो वषय। सकने पर सीधी भती द्वारा। (ii) कंप्िूटर पर अग्रं ेिी में 35 िब्द प्रजत जमनट िा हहदं ी में 30 िब्द प्रजतजमनट की टंकण गजत (प्रत्िेक िब्द के जलए 5 की जडप्रेिन के औसत पर 10500 की जडप्रेिन प्रजत घंटा / 9000 की जडप्रेिन प्रजत घंटा के अनरूु प 35 िब्द प्रजत जमनट और 30 िब्द प्रजत जमनट) । रटप्पण 1:- अहतय ाएं, अन्िर्ा सुअर्हतय अभ्िर्र्यिों की दिा म ें सक्षम प्राजधकारी के जववेकानुसार जिजर्ल की िा सकती ह ैं। रटप्पण 2:- अनुभव संबंधी अहतय ा सक्षम प्राजधकारी के जववेकानुसार अनुसूजचत िाजतिों िा अनुसूजचत िनिाजतिों के अभ्िर्र्यिों की दिा म,ें तब जिजर्ल की िा सकती ह ै िब चिन के दकसी प्रक्रम पर सक्षम प्राजधकारी की िह राि ह ै दक उनके जलए आरजक्षत ररजििों को भरने के जलए अपेजक्षत अनुभव रखने वाले उन समुदािों के अभ्िर्र्यिों के पिायप्त संयिा म ें उपलब्ध होन े की सम्भावना नहीं ह ै। (11) (12) (13) प्रोन्नजत: वते न मैररक्स में स्ट्तर–1 में के ऐसे कैंटीन समूह ‘ग’ जवभागीि पुजष्ट सजमजत लाग ूनहीं होता । पररचर जिन्होंने कम से कम तीन वषय की जनिजमत (प्रोन्नजत और पुजष्ट के संबंध म ें सेवा की हो । जवचार करन े के जलए) जिसमें जनम्नजलजखत होंगे :- जलजपक के पद पर प्रोन्नजत के जलए सगं ठनात्मक व्यवहार, संचार कौिल और लेखा प्रर्ाओं पर दो सप्ताह का प्रजिक्षण। 1. उप जनदिे क, क्षेत्र संकािय प्रभाग - रटप्पण: िहा ं ऐसे कजनष्ठ व्यजििों के संबंध म ें अध्िक्ष जिन्होंने अपनी अहकय िा पात्रता सेवा पूरी कर ली है, 2. प्रबंध सजमजत के माननीि सजचव प्रोन्नजत के जलए जवचार दकिा िा रहा हो, वहां उनके - सदस्ट्ि ज्िेष्ठ व्यजििों के संबंध में भी जवचार दकिा िाएगा परंतु िह तब िब दक उनके द्वारा की गई ऐसी अहकय 3. केंरीि सरकार के अन्ि मत्रं ालि िा पात्रता सेवा, अपेजक्षत अहकय िा पात्रता सेवा के िा जवभाग के कािायलि से एक समूह आध े से अजधक से िा दो वष य से, इनमें स े िो भी कम 'क' अजधकारी - Short title and commencement. – (1) These rules may be called the Ministry of Statistics and Programme Implementation, National Sample Survey Office (Field Operations Division), Canteen Staff Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.- These rules shall apply to the posts specified in column (1) of the Schedule. 3. Number of post, Classification and Level in the Pay Matrix. – The number of posts, its classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, Age-limit, Qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving. - Nothing in these rules shall affect reservation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
