अध्िक्ष रटप्पण : िहां ऐसे कजनष्ठ व्यजििों के संबंध में, जिन्होने अपनी अहकय िा पात्रता सेवा पूरी कर 2. सांजयिकी और काियक्रम ली है, प्रोन्नजत के जलए जवचार दकिा िा रहा कािायन्विन मंत्रालि से हो, वहााँ उनके वररष्ठ व्यजििों के संबंध में भी उप सजचव/अवर सजचव -सदस्ट्ि जवचार दकिा िाएगा परंतु िह तब िब दक उसके द्वारा की गई ऐसी अहकय िा पात्रता सेवा, 3. उप जनदिे क, क्षेत्र संकािय अपेजक्षत अहकय िा पात्रता सेवा के आध े स े प्रभाग,राष्ट्रीि प्रजतदिय अजधक से िा दो वषय से, इनमें से िो भी कम हो, सवेक्षण कािायलि – सदस्ट्ि कम न हो और उन्होने अपने ऐसे कजनष्ठ व्यजििों सजहत, जिन्होने ऐसी अहकय िा पात्रता सेवा पहल े ही पूरी कर ली है, अगली उच्चतर 4. केंर सरकार के अन्ि कािायलिों श्रेणी म ें प्रोन्नजत के जलए अपनी पररवीक्षा की से कम से कम अवर सजचव अवजध सफलतापूवयक पूरी कर ली हो । की जस्ट्र्जत का एक अजधकारी - सदस्ट्ि प्रजतजनिजु ि : केन्रीि सरकार के अधीन आिुजलजपक का पद धाररत दकए हुए हैं, ऐसे अजधकारी िो ; (i) मूल काडर िा जवभाग में जनिजमत आधार पर सदिृ पद धारण दकिा हुआ ह ै; िा (ii)जिन्होन े मूल काडर िा जवभाग में वेतन मैररक्स मेंस्ट्तर 7 (44900-142400 रु0) िा समतुल्ि में जनिजमत आधार पर जनिुजि के पश्चात जनिी सजचव की श्रेणी में दो वषय की सेवा की हो; रटप्पण 1 : पोषक प्रवगय के ऐसे जवभागीि अजधकारी, िो प्रोन्नजत की सीधी पंजि में है, प्रजतजनिुजि पर जनिुजि के जलए जवचार दकए िाने के पात्र नहीं होंग े । इसी प्रकार प्रजतजनिुि4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] व्यजि प्रोन्नजत द्वारा जनिुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे । रटप्पण 2 : प्रजतजनिजु ि की अवजध, जिसके अंतगयत केन्रीि सरकार के उसी िा दकसी अन्ि संगठन िा जवभाग में इस जनिुजि से ठीक पहले धाररत दकसी अन्ि काडर बाह्य पद पर प्रजतजनिुजि की अवजध है साधारणतिा तीन वषय से अजधक नहीं होगी । प्रजतजनिुजि द्वारा जनिुजि के जलए अजधकतम आिु-सीमा आवेदन प्राप्त करने की अंजतम तारीख को 56 वष य से अजधक नहीं होगी । (1) (2) (3) (4) (5) जनिी सजचव *14 (2023) साधारण केन्रीि सेवा, वेतन मैररक्स में स्ट्तर-7 चिन पद समूह‘ख’, रािपजत्रत (44900रु.-142400 रु.) *काियभार के आधार पर अनुसजचवीि पररवतयन दकिा िा सकता है (6) (7) (8) (9) (10) लाग ूनहीं होता लाग ूनहीं होता लाग ूनहीं होता लाग ूनहीं होता प्रोन्नजत द्वारा जिसके न हो सकने पर प्रजतजनिुजि द्वारा । (11) (12) (13) प्रोन्नजत द्वारा : क्षेत्र संकािय प्रभाग,राष्ट्रीि प्रजतदि य समूह ‘ख’ जवभागीि प्रोन्नजत सजमजत संघ लोक सेवा आिोग स े परामिय करना आवश्िक सवेक्षण कािायलि के ऐसे आिुजलजपक श्रेणी I जिन्होन े (प्रोन्नजत के संबंध में जवचार करने के जलए) नहीं ह ै। वेतन मैररक्स के स्ट्तर 6 मे जनिजमत आधार पर जनिुजि जिसमें जनम्नजलजखत होंग े- के पश्चात उस श्रेणी मे पााँच वष यसेवा की हो । 1. उप महाजनदिे क / जनदिे क, रटप्पण 1 : िहां ऐसे कजनष्ठ व्यजििों के संबंध में, क्षेत्र संकािय प्रभाग, जिन्होने अपनी अहकय िा पात्रता सेवा पूरी कर ली है, राष्ट्रीि प्रजतदिय सवेक्षण कािायलि - अध्िक्ष प्रोन्नजत के जलए जवचार दकिा िा रहा हो, वहााँ उनके वररष्ठ व्यजििों के संबंध में भी जवचार दकिा िाएगा 2. सांजयिकी और काियक्रम परंतु िह तब िब दक उसके द्वारा की गई ऐसी अहकय िा कािायन्विन मंत्रालि से पात्रता सेवा, अपेजक्षत अहकय िा पात्रता सेवा के आध े से उप सजचव / अजधक से िा दो वषय से, इनमें से िो भी कम हो, कम न अवर सजचव - सदस्ट्ि हो और उन्होने अपने ऐसे कजनष्ठ व्यजििों सजहत, 3. उप जनदिे क, क्षेत्र संकािय जिन्होने ऐसी अहकय िा पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी प्रभाग, राष्ट्रीि प्रजतदिय पररवीक्षा की अवजध सफलतापूवयक पूरी कर ली हो । सवेक्षण कािायलि –सदस्ट्ि 4. केंर सरकार के अन्ि प्रजतजनिजु ि द्वारा : केन्रीि सरकार के अधीन कािायलिों से कम से आिुजलजपक पद धारक ऐसे अजधकारी जिन्होने; कम अवर सजचव की (क)(i) मूल काडर िा जवभाग में जनिजमत आधार पर जस्ट्र्जत का एक अजधकारी - Short title and commencement – (a) These rules may be called the Ministry of Statistics and Programme Implementation, National Sample Survey Office, Field Operations Division, Senior Private Secretary and Private Secretary, Recruitment Rules, 2023. (b) They shall come into force on the date of their publication in the Official Gazette. 2. Application.-: These rules shall apply to the posts specified in Column (1) of the Schedule annexed to these rules. 3. Number of post, classification and scale of pay.- The number of post, their classification and pay level or pay scale attached thereto shall be specified in Columns (2) to (4) of the said Schedule. 4. Method of recruitment, age limit, other qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in Columns (5) to (13) of the said Schedule. 5. Disqualification.- No person, - (a) who has entered into or contracted a marriage with a person having a spouse living, or6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to Relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
