L.-33004/99 सी.जी.-डी.एल.-अ.-25022023-243927 xxxGIDHxxx CG-DL-E-25022023-243927 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 106] नई ददल्ली, िुक्रवार, फरवरी 24, 2023/फाल्ग नु 5, 1944 No. 106] NEW DELHI, FRIDAY, FEBRUARY 24, 2023/PHALGUNA 5, 1944 साजं ययकी और कायक्रय म कायान्य वयन मत्रं ालय (राष्ट्रीय प्रजतदि यसवक्षे ण कायालय य) (क्षत्रे संकाय यप्रभाग) अजधसचू ना नई ददल्ली, 14 फरवरी, 2023 सा.का.जन. 128(अ).—राष्ट्रपजत, संजवधान के अनच्ु छेद 309 के परन्तुक द्वारा प्रदत्त िजियों का प्रयोग करत े हुए और सांजययकी एवं काययक्रम कायायन्वयन मंत्रालय, क्षत्रे संदक्रया प्रभाग, राष्ट्रीय प्रजतदि य सवेक्षण कायायलय, उच्च श्रेणी जलजपक, समूह ’ग’ पद भती जनयम, 2011 को उन बातों के जसवाय अजधक्रांत करत े हुए, जजन्ह े ऐस े अजधक्रमण से पहल े दकया गया ह ै या करन े का लोप दकया गया ह,ै सांजययकी और काययक्रम कायायन्वयन मंत्रालय, राष्ट्रीय प्रजतदि य सवेक्षण कायायलय, क्षत्रे संकायय प्रभाग में उच्च श्रेणी जलजपक के पद पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते ह,ैं अथायत :- 1. संजक्षप्त नाम और प्रारंभ :(1) इन जनयमों का संजक्षप्त नाम सांजययकी और काययक्रम कायायन्वयन मंत्रालय, राष्ट्रीय प्रजतदिय सवेक्षण कायायलय, क्षेत्र संकायय प्रभाग, उच्च श्रेणी जलजपक, भती जनयम, 2023 ह ैं। (2) ये राजपत्र म ेंउनके प्रकािन की तारीख स े प्रवृत्त होंगे । 2. लाग ूहोना : ये जनयम, इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) में जवजनर्ददष्ट पदों पर लागू होंगे। 3. पद सयं या, वगीकरण और वते न मट्रै रक्स म ेंस्ट्तर : पद की संयया, उसका वगीकरण और वेतन मट्रै रक्स में उसका स्ट्तर वह होगा, जो पूवोि अनसु ूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट ह ैं। 1244 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. भती की पद्धजत, आय-ु सीमा, अहतय ाएँ, आदद : भती की पद्धजत, आय-ु सीमा, अहतय ाएँ और उससे संबंजधत अन्य बातें वे होंगी जो उि अनुसचू ी के स्ट्तभं (5) से स्ट्तंभ (13) में जवजनर्ददष्ट ह।ैं 5. जनरहतय ा : वह व्यजि – (क) जजसने ऐसे व्यजि स,े जजसका पजत या पत्नी जीजवत ह,ै जववाह दकया ह ै या जववाह की संजवदा की ह;ै या (ख) जजसन े अपने पजत या अपनी पत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया है या जववाह की संजवदा की ह ै उि पद पर जनयुजि का पात्र नहीं होगा : परन्त ु यदद केन्रीय सरकार का यह समाधान हो जाता दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य पक्षकार को लाग ू स्ट्वीय जवजध से अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम के प्रवतनय से छूट दे सकेगी । 6. जिजथल करन े की िजि : जहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके जलए जो कारण ह ैं उन्ह े लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी वगय या प्रवगय के व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी। 7. व्यावजृ त : इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव नहीं डालगे ी, जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, भूतपूवय सैजनकों और अन्य जविेष प्रवगय के व्यजियों के जलए उपबंध करना अपेजक्षत ह ै। अनसु चू ी पद का नाम पदों की संयया वगीकरण वेतन मैट्ररक्स चयन सीधे भती सीधे भती दकए में स्ट्तर अथवा दकए जान े जाने वाले अचयन वाले व्यजियों व्यजियों के जलए पद के जलए आयु- अपेजक्षत िैजक्षक सीमा और अन्य अहतय ाएं (1) (2) (3) (4) (5) (6) (7) उच्च श्रेणी जलजपक 126*(2023) साधारण वेतन मैट्ररक्स अचयन लागू नहीं लागू नहीं होता केन्रीय सेवा, में स्ट्तर-4, होता *(काययभार के आधार समूह ‘ग’, (25500- पर पट्ररवतयन दकया जा अराजपजत्रत, 81100 रु.) सकता है)। अनुसजचवीय सीधे भती दकए पट्ररवीक्षा की भती की पद्धजत : प्रोन्नजत या यदद जवभागीय प्रोन्नजत भती करने मे जाने वाल े अवजध, यदद भती सीधे होगी प्रजतजनयुजि/ आमेलन सजमजत ह,ै तो उसकी दकन व्यजियों के जलए कोई हो । या प्रोन्नजत द्वारा द्वारा भती की दिा में सरंचना पट्ररजस्ट्थजतयों म ें जवजहत आयु और या प्रजतजनयुजि/ वे श्रेजणयां जजनसे संघ लोक सेवा आमेलन द्वारा आयोग से िैजक्षक अहतय ाएं प्रोन्नजत या तथा जवजभन्न परामिय दकया प्रोन्नत की दिा में प्रजतजनयुजि/ आमेलन पद्धजतयों द्वारा जाएगा । लागू होंगी या दकया जायगा । भरी जाने वाली नहीं । ट्ररजियों की प्रजतितता । (8) (9) (10) (11) (12) (13) लागू नहीं होता लागू नहीं होता प्रोन्नजत द्वारा प्रोन्नजत : वेतन मैट्ररक्स 1. मुययालय में समूह ‘ग’ लागू नहीं होता । जजसके न होने के स्ट्तर-2 (19900- जवभागीय प्रोन्नजत सजमजत सकने पर (प्रोन्नजत के संबंध में 63200 रु0) ऐसे अवर प्रजतजनयुजि जवचार करने के जलए), जो श्रेणी जलजपक जजन्होने द्वारा जनम्नजलजखत से जमलकर जनयजमत आधार पर[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 जनयुजि के पश्चात उस बनेगी :- श्रेणी म े आठ वषय सेवा (i) उप महाजनदिे क, की है (प्रोन्नजत राष्ट्रीय प्रजतदिय सवेक्षण राज्यवार की जाएगी कायायलय, क्षेत्र संकायय और मुययालय के पद प्रभाग (मुययालय) - मुययालय में काययरत अध्यक्ष अजधकाट्ररयों से भरें जाएंग े)। (ii) उप जनदिे क (प्रिासन), राष्ट्रीय प्रजतदिय प्रजतजनयिु : केन्रीय सवेक्षण कायायलय, क्षेत्र सरकार के ऐसे संकायय प्रभाग अजधकारी– (मुययालय) - सदस्ट्य (क)(i) जो मूल काडर या जवभाग में जनयजमत (iii) केन्रीय सरकार के आधार पर सदिृ पद दकसी अन्य मंत्रालय या धारण दकए हुए है : या जवभाग से एक समूह ‘क’ अजधकारी - सदस्ट्य (ii) जजन्होने मूल काडर या जवभाग में अवर 2. राज्य की राजधानी के श्रेणी जलजपक या क्षेत्रीय कायायलयों में समूह समतुल्य में आठ वषय ‘ग’ जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध सेवा की है ; और में जवचार करने के जलए), जो जनम्नजलजखत से (iii) जजनके पास दकसी जमलकर बनेगी :- मान्यता प्राप्त जवश्वजवधालय या (i) राज्य की राजधानी के समतुल्य म ें बैचलर क्षेत्रीय कायायलय का जडग्री ह ै। क्षेत्रीय अध्यक्ष (जनदिे क की पंजि से कम का न हो) ट्रटप्पण 1 : पोषक प्रवगय - अध्यक्ष से ऐसे जवभागीय अजधकारी, जो प्रोन्नजत (ii) राज्य की राजधानी के की सीधी पंजि में है, क्षेत्रीय कायायलय या प्रजतजनयुजि पर पड़ोसी राज्य के क्षेत्रीय जनयुजि के जलए जवचार कायायलय का अध्यक्ष दकए जाने के पात्र नहीं – सदस्ट्य होंगे । इसी प्रकार, प्रजतजनयुि व्यजि (iii) केन्रीय सरकार के प्रोन्नजत द्वारा जनयुजि के दकसी अन्य मंत्रालय या जलए जवचार दकए जाने जवभाग से एक समूह ‘क’ के पात्र नहीं होंगे। अजधकारी- सदस्ट्य ट्रटप्पण 2 : प्रजतजनयजु ि की अवजध, जजसके अंतगयत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पद पर प्रजतजनयुजि की अवजध साधारणतया4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] तीन वषय से अजधक नहीं होगी। प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आवेदन प्राप्त करने की अंजतम तारीख को 56 वषय से अजधक नहीं होगी । [फा. स.ं ए–12018/8/2016-प्रिा.III] नवीन कुमार, अवर सजचव MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION (National Sample Survey Office) (FIELD OPERATIONS DIVISION) NOTIFICATION New Delhi, the 14th February, 2023 G.S.R. 128(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Statistics and Programme Implementation, Field Operations Division, National Sample Survey Office, Upper Division Clerk, Group ‘C’ Post, Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Upper Division Clerk, Field Operations Division, National Sample Survey Office in the Ministry of Statistics and Programme Implementation, namely:- 1. Short title and commencement.– (1) These rules may be called the Ministry of Statistics and Programme Implementation, National Sample Survey Office, Field Operations Division, Upper Division Clerk, Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.– These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of post, classification and level in the pay matrix.– The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule. 4. Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification.– No person, - (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. No. A-12018/8/2016-Ad.III] NAVEEN KUMAR, Under Secy. अजधसचू ना नई ददल्ली, 14 फरवरी, 2023 सा.का.जन. 129(अ).—राष्ट्रपजत, संजवधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त िजियों का प्रयोग करत े हुए और सांजययकी और काययक्रम कायायन्वयन मंत्रालय, क्षेत्र संकायय प्रभाग, राष्ट्रीय प्रजतदिय सवेक्षण कायायलय, अवर श्रेणी जलजपक, समूह “ग” पद भती जनयम, 2012 को उन बातों के जसवाय अजधक्रांत करत े हुए, जजन्ह े ऐसे अजधक्रमण से पहल े दकया गया ह ै या करने का लोप दकया गया है, सांजययकी और काययक्रम कायायन्वयन मंत्रालय, राष्ट्रीय प्रजतदिय सवेक्षण कायायलय, क्षेत्र संकाय य प्रभाग में अवर श्रेणी जलजपक के पद पर भती की पद्धजत का जवजनयमन करन े के जलए जनम्नजलजखत जनयम बनाते ह,ैं अथायत :- 1. संजक्षप्त नाम और प्रारंभ : (1) इन जनयमों का संजक्षप्त नाम साजं ययकी और काययक्रम कायायन्वयन मंत्रालय, राष्ट्रीय प्रजतदिय सवेक्षण कायायलय, क्षेत्र संकायय प्रभाग, अवर श्रणे ी जलजपक, भती जनयम, 2023 ह।ैं (2) ये राजपत्र में उनके प्रकािन की तारीख से प्रवृत्त होंगे । 2. लाग ूहोना : ये जनयम, इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) में जवजनर्ददष्ट पदों पर लागू होंगे। 3. पद सयं या, वगीकरण और वते न मट्रै रक्स म ें स्ट्तर : पद की संयया, उसका वगीकरण और वेतन मैट्ररक्स में उसका स्ट्तर वह होगा, जो पूवोि अनसु ूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट ह ैं। 4. भती की पद्धजत, आय-ु सीमा, अहतय ाएँ आदद : भती की पद्धजत, आय-ु सीमा, अहतय ाएँ और उससे संबंजधत अन्य बात ें वे होंगी जो उि अनुसूची के स्ट्तभं (5) से स्ट्तंभ (13) में जवजनर्ददष्ट ह ैं। 5. जनरहतय ा : वह व्यजि – (क) जजसन े ऐसे व्यजि से, जजसका पजत या पत्नी जीजवत ह,ैं जववाह दकया ह ैया जववाह की संजवदा की है; या (ख) जजसन े अपने पजत या अपनी पत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया ह ैया जववाह की संजवदा की ह ै उि पद पर जनयुजि का पात्र नहीं होगा : परन्त ु यदद केन्रीय सरकार का यह समाधान हो जाता दक ऐसा जववाह ऐस े व्यजि और जववाह के अन्य पक्षकार को लागू स्ट्वीय जवजध से अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम के प्रवतयन से छूट दे सकेगी ।[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 7 6. जिजथल करन े की िजि : जहां केन्रीय सरकार की यह राय ह ै की ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके जलए जो कारण ह ैं उन्ह े लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी वगय या प्रवगय के व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी। 7. व्यावजृ त : इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव नहीं डालगे ी, जजनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, भूतपूवय सैजनकों और अन्य जविेष प्रवगय के व्यजियों के जलए उपबंध करना अपेजक्षत ह ै। अनसु चू ी पद का नाम पदों की संयया वगीकरण वेतन मैट्ररक्स में स्ट्तर चयन अथवा अचयन पद (1) (2) (3) (4) (5) अवर श्रेणी जलजपक 184*(2023) साधारण केन्रीय सेवा, स्ट्तर-2 (19900-63200 अचयन समूह ‘ग’, अराजपजत्रत, रु0) *(काययभार के आधार पर अनुसजचवीय पट्ररवतयन दकया जा सकता ह)ै । सीधे भती दकए जान े वाले व्यजियों सीधे भती दकए जाने वाले व्यजियों के सीधे भती दकए जान ेवाले पट्ररवीक्षा की के जलए आयु-सीमा । जलए अपेजक्षत िैजक्षक और अन्य व्यजियों के जलए जवजहत अवजध, यदद कोई अहतय ाएं । आयु और िैजक्षक हो । अहतय ाएं प्रोन्नत की दिा में लागू होंगी या नहीं । (6) (7) (8) (9) 18 से 27 वषय के बीच (i) दकसी मान्यताप्राप्त बोडय या िैजक्षक अहतय ा – हाँ सीधे भती दकए जवश्वजवद्यालय से 12 कक्षा उत्तीणय आयु – नहीं । जाने वाले (केन्रीय सरकार द्वारा समय-समय व्यजियों के जलए पर जारी दकए गए अनुदिे ों या (ii) कम्पप्यूटर पर अंग्रेजी में 35 िब्द प्रजत दो वषय । आदिे ों के अनुसार सरकारी सेवकों के जमनट या जहन्दी में 30 िब्द प्रजत जमनट जलए साधारण अभ्यर्थथयों की दिा मे की टंकण गजत (प्रत्येक िब्द के जलए 5 की जिजथल करके 40 वषय तक और जडप्रेिन के औसत पर 10500 की जडप्रेिन अनुसूजचत जाजतयों और अनुसूजचत प्रजत घंटा/9000 की जडप्रेिन प्रजत घंटा जनजाजतयों के अभ्यर्थथयों की दिा म े समरूप 35 िब्द प्रजत जमनट और 30 जिजथल करके 45 वषय तक की जा िब्द प्रजत जमनट) सकती ह ै। ) ट्रटप्पण : आयु-सीमा अवधाट्ररत करने के जलए जनणाययक तारीख कमयचारी चयन आयोग द्वारा जवज्ञाजपत दकया जायगा । भती की पद्धजत : भती सीधे होगी या प्रोन्नजत या प्रजतजनयुजि/ यदद जवभागीय प्रोन्नजत सजमजत है, भती करने मे दकन पट्ररजस्ट्थजतयों म ें प्रोन्नजत द्वारा या प्रजतजनयुजि/ आमेलन आमेलन द्वारा भती की दिा तो उसकी सरंचना । संघ लोक सेवा द्वारा तथा जवजभन्न पद्धजतयों द्वारा भरी में वे श्रेजणयां जजनस े प्रोन्नजत आयोग से परामिय जाने वाली ट्ररजियों की प्रजतितता । या प्रजतजनयुजि/ आमेलन दकया जाएगा । दकया जायगा । (10) (11) (12) (13) (i) पचासी प्रजतित कमयचारी चयन स्ट्तंभ (10) में उजल्लजखत 1. मुययालय में समूह ‘ग’ जवभागीय लागू नहीं होता ।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] आयोग के माध्यम स े सीधी भती अनुसार । प्रोन्नजत सजमजत (प्रोन्नजत और पुजष्ट के द्वारा । संबंध में जवचार करने के जलए) जो (ii) दस प्रजतित ट्ररजियाँ वेतन मैट्ररक्स जनम्नजलजखत से जमलकर के स्ट्तर-1 (18000-56900 रु0) में बनेगी :- ऐसे समूह ‘ग’ कमयचारीवृंद में से भरी (i) जनदिे क (प्रिासन) या मुयय जाएंगी जजसके पास 12वीं कक्षा प्रिासजनक अजधकारी, राष्ट्रीय उत्तीणय या समतुल्य अहतय ा ह ै और प्रजतदिय सवेक्षण कायायलय, क्षेत्र जजन्होने जवभागीय अहकय परीक्षा के संकायय प्रभाग (मुययालय) - अध्यक्ष आधार पर उस श्रेणी में तीन वषय (ii) उप जनदिे क (प्रिासन) या उप जनयजमत सेवा की ह ै । जवभागीय जनदिे क, राष्ट्रीय प्रजतदिय सवेक्षण परीक्षा की अहतय ा के जलए अजधकतम आयु सीमा 45 वषय है (अनुसूजचत कायायलय, क्षेत्र संकायय प्रभाग जाजतयों/अनुसूजचत जनजाजतयों के (मुययालय) - सदस्ट्य जलए आयु 50 वषय) । (iii) केन्रीय सरकार के दकसी अन्य ट्रटप्पण 1 : यदद खंड (ii) के अधीन मंत्रालय या जवभाग में एक समूह ‘क’ उपलब्ध ट्ररजियों की संयया से अजधक अजधकारी - सदस्ट्य कमयचारी परीक्षा में अहतय ा प्राप्त कर 2. क्षेत्रीय कायायलयों में समूह ‘ग’ लेते हैं, तो ऐसी अजधक संयया वाले जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत कमयचाट्ररयों पर पश्चातवती वषों म े और पुजष्ट के संबंध में जवचार करने के होने वाली ट्ररजियों को भरने के जलए जलए)जो जनम्नजलजखत से जमलकर जवचार दकया जाएगा जजसस े की पूवायवती परीक्षा में अरहता प्राप्त करने बनेगी :- वाले कमयचाट्ररयों पर पश्चातवती (i) राजधानी में उप महाजनदिे क परीक्षा में अहतय ा प्राप्त करने वाले (प्रदजे िक) या जनदिे क - Short title and commencement.–(1) These rules may be called the Ministry of Statistics and Programme Implementation, National Sample Survey Office, Field Operations Division, Lower Division Clerk, Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.– These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of post, classification and level in the pay matrix.–The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule. 4. Method of recruitment, age limit, qualifications, etc.–The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification.– No person, - (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to Relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving.–Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Short title and commencement.– (1) These rules may be called the Ministry of Statistics and Programme Implementation, National Sample Survey Office, Field Operations Division, Multi-Tasking Staff, Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Disqualification.– No person, - (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving.– Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
