सत्र के पूरा होने और मौलखक और व्यावहाररक परी्ा म ें उत्तीणण होने के बाि मेडाजलयन प्राथलमक लचदकत्सा प्रमाण पत्र के ललए पात्र

G.S.R. 529(E).—As required under sub-regulation (2) of Regulation 14 of the Coal Mines Regulations 2017,
I , Prabhat Kumar, Chief Inspector of Mines, hereby , specify the following standards for the Institute /Training
centers imparting First-Aid training and issuing First-aid competency certificate.
1.0 Infrastructure of the Center:
1.1 Lecture Hall- At least one Lecture hall, well ventilated, lighted and of adequate size with proper arrangement for
sitting and taking notes, Computer with LED display/ LCD projector, projector screen , microphone & sound system
,provision of White Board with white Board Pens are there.[भाग II—खण् ड 3(i)] भारत का रािपत्र असाधारण 7
1.2. Practical training gallery/hall- One gallery/hall well ventilated, lighted and of adequate size for practical training
purpose.
1.3 First-aid Training Officer’s Room - One room with suitable furniture and attached washroom.
1.4 Trainer's Rooms- At least one room with suitable furniture.
1.5 Record Room with computer system and suitable storage facilities for maintaining documents.
1.6 Staff room with furniture.
1.7 Pantry cum Cafeteria for serving refreshments.
1.8 Separate Washroom/toilet – for female and male
1.9 Arrangement for Clean & cooled drinking water.

2.1 First-aid Training Officer : A Medical officer having recognized M.B.B.S qualification with experience of
imparting First-aid training.
2.2 Trainers - Minimum three (03) in number; having recognized qualification in paramedics/ nursing/dressing or
holder of valid First-aid Certificate with five years experience.

(iii) supply of tincture of iodine or other antiseptic solution;
(iv) supply of roller bandages
(v) tourniquet ,scissors and Safety pins; and
(vi) Liquid soap & sanitizers
3.8 Posters of First-aid practices.
4.0 First-aid Competency Certificate:
The following competency certificates can be issued to the trainees after duly conducting an oral and practical

Voucher – Voucher First-Aid Certificate after completion of 10 days session of lecture & practical training and
passing in oral & practical examination, which shall be valid for 5 years.
Medallion – Persons holding valid Voucher Certificate for consecutive three years, shall be eligible for Medallion
First-Aid Certificate after completion of 10 days session of lecture & practical training and passing in oral &
practical examination. Medallion certificate shall be valid for life time.
Candidate’s passport size color photograph and signature shall be put on the certificate. The First-aid Training
Officer’s signature and seal of the institute/training centre shall also be put on the certificate.

Oral – Full Marks 40 , Pass Marks-20
Oral- 10 Questions shall be asked , each question carries 4 marks
Candidate shall pass in Practical and Oral examination separately.
