तहत जनधायररत उद्देश्यों के जलए यह अनुमजत िी गई ह ै दक उि सरकार/मंत्रालय/जवभाग/एिेंसी को प्रमाणीकरण
करने की अनुमजत िी िा सकती ह ै और आधार संख्या धारक की पहचान स्ट्थाजपत करने के जलए प्रमाणीकरण के
िौरान आधार संख्या के उपयोग की अनुमजत िी िा सकती है और आधार (जवत्तीय और अन्यक सहाजयदकयों,

प्रसुजवधाओं और सेवाओं का लजक्षत पररिान) अजधजनयम 2016 (जिसे आगे अजधजनयम कहा िाएगा) की धारा 4
की उप-धारा (4) के खंड (ख) के उप-खंड (ii) के साथ परित उि जनयमों के जनयम 5 के तहत इसे अजधसूजचत करन े
की अनुमजत िी िा सकती ह।ै
तथा िबदक, उि जनयमों के जनयम 3 के उप-जनयम (1) के तहत जनधायररत अनुसार आधार प्रमाणीकरण
पहचान सत्यापन के जलए दकया िाएगा ( जिसे इसके बाि उि उद्देश्य के रूप में संिर्भयत दकया िाएगा) और उि
उद्देश्य के जलए आधार प्रमाणीकरण स्ट्वैजछिक आधार पर दकया िाएगा तथा उि मंत्रालय/जवभाग/एिेंसी केवल
एथलीटों, कोचों और कमयचाररयों के पंिीकरण के िौरान और मंत्रालय/प्राजधकरण की जवजभन्न स्ट्कीमों के तहत
उपजस्ट्थजत ििय करने के जलए आधार प्रमाणीकरण करेगा [ जिस ेआगे उपयोग मामले के रूप म ेंसंिर्भयत दकया
िाएगा ]।
अत:, अब, अजधजनयम की धारा 4 की उपधारा (4) के खंड (ख) के उपखंड (ii) के साथ परित उि जनयमों
के जनयम 5 के अनुसरण म,ें उि मंत्रालय/जवभाग/एिसें ी द्वारा जनम्नजलजखत को अजधसूजचत दकया िाता है,
नामतया: -
1. (1) अजधजनयम में दकए गए प्रावधान के अनसु ार मंत्रालय/जवभाग/एिेंसी प्रमाणीकरण के प्रयोिन के जलए
आधार संख्या धारक की सहमजत प्राप्त करेगा।
(2) उि जनयमों के जनयम 3 के उप-जनयम (2) के अनुसार, आधार प्रमाणीकरण स्ट्वैजछिक आधार पर दकया
िाएगा, मंत्रालय/जवभाग/एिेंसी आधार संख्या धारक को पहचान के जनम्नजलजखत वैकजल्पक और
व्यवहायय साधनों के बारे में सूजचत करेगा और आधार प्रमाणीकरण से इनकार करने या ऐसा करने म ें
असमथय होने पर आधार संख्या धारक को सेवा िेन े से इनकार नहीं दकया िाएगा, अथायत्: -
(क) फोटो सजहत बैंक या डाकघर की पासबुक
(ख) स्ट्थायी खाता संख्या (पैन) काड य
(ग) पासपोटय
(घ) मतिाता पहचान पत्र
2. यह अजधसूचना सरकारी रािपत्र में प्रकािन की जतजथ स े प्रभावी होगी।

NOTIFICATION
New Delhi, the 10th September,2025
S.O. 4112(E).—Whereas the use of Aadhaar number to establish identity enables individuals
to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
for multiplicity of documents to establish identity, simplifies processes and promotes transparency
and efficiency:
And whereas the Ministry of Electronics and Information Technology, Government of India,
after consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its
letter no. eF. No. 13(12)/2023-EG-II(Vol-1) , dated 04th of August, 2025 to the Department of
Sports (hereinafter referred to as the said Ministry or the said department or the said Agency),
Government of India (hereinafter referred to as the said Government) for the purposes prescribed
under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare,
Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules) that the said
Government/Ministry/Department/Agency may be allowed to perform authentication and be
permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar
number holder and notify the same under rule 5 of the said rules read with sub-clause (ii) of clause
(b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other
Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the Act):
And whereas, the Aadhaar authentication shall be performed for identity verification
(hereinafter referred to as the said purpose) as prescribed under sub-rule (1) of rule 3 of the said
rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis
and that the said Ministry/Department/Agency shall perform the Aadhaar authentication only for
verification of athletes, coaches and staffs during their registration and marking attendance under
various schemes of the Ministry/authority [hereinafter referred to as the use case(s)].
Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b)
of sub-section (4) of section 4 of the Act, the said Ministry/Department/Agency hereby notifies the
following, namely: —
1. (1) The Ministry/Department/Agency, as provided in the Act, shall obtain the consent of the Aadhaar
number holder for the purpose of authentication herein.
(2) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis
the Ministry/Department/Agency shall inform to the Aadhaar number holder of alternate and
viable means of identification and shall not deny any service to the Aadhaar number holder
for refusing to, or being unable to, undergo Aadhaar authentication, namely: —
(a) Bank or Post Office Passbook with Photo
(b) Permanent Account Number (PAN) Card
(c) Passport
(d) Voter Identity Card
2. This notification shall come into effect from the date of its publication in the official Gazette.
