रा(cid:6996)य सरकार का (cid:7088)म क(cid:7016)याण सगं ठन, क(cid:7016)याण आयु(cid:7334) के काया(cid:6981)लय (cid:7367)ारा संचािलत अ(cid:7021)पताल(cid:7298) या औषधालय(cid:7298) तथा अ(cid:7008)य साधन(cid:7298) के
मा(cid:7007)यम से सभी अपेि(cid:6979)त (cid:7390)व(cid:7021)थाएं करेगा िजनम(cid:7286) िन(cid:7388)िलिखत स(cid:32)ि(cid:7013)मिलत ह,(cid:7289) अथा(cid:6981)त:-
(1) आवेदक(cid:7298) या फायदा(cid:7061)ा(cid:32)िहय(cid:7298) को ऊपर सूचीब(cid:7373) आवासन सहा(cid:32)ियक(cid:7409) (cid:7079)स(cid:32)िु वधा (cid:7079)ा(cid:7385) करने के िलए आधार क(cid:7409) अपे(cid:6979)ा से उ(cid:7008)ह(cid:7286) अवगत
कराने के िलए क(cid:7016)याण आयु(cid:7334) के काया(cid:6981)लय (cid:7367)ारा मीिडया और वैयि(cid:7334)क सूचना(cid:7312) के मा(cid:7007)यम से (cid:7390)ापक (cid:7079)चार (cid:7408)कया जाएगा तथा उ(cid:7008)ह,(cid:7286)
पहले से नामां(cid:7408)कत न होने क(cid:7409) ि(cid:7021)थित म(cid:7286), उनके (cid:6979)े(cid:7074)(cid:7298) म(cid:7286) उपल(cid:7011)ध (cid:32)िनकटतम नामांकन के(cid:7008)(cid:7076) म(cid:7286) अपना नामांकन कराने क(cid:7409) सलाह दी जा
सकेगी। उ(cid:7008)ह(cid:7286), (cid:7021)थानीय (cid:7271)प से उपल(cid:7011)ध नामांकन के(cid:7008)(cid:7076)(cid:7298) क(cid:7409) सूची उपल(cid:7011)ध कराई जानी चा(cid:32)िहए।
(1) य(cid:7408)द, फायदा(cid:7061)ा(cid:32)ही क(cid:7016)याण आयु(cid:7334) के काया(cid:6981)लय (cid:7367)ारा संचा(cid:32)िलत अ(cid:7021)पताल(cid:7298) या औषधालय(cid:7298) से उनके िनवास (cid:7021)थान तक पाँच से सात
(cid:7408)कलोमीटर क(cid:7409) दरू ी के भीतर नामांकन के(cid:7008)(cid:7076)(cid:7298) क(cid:7409) अनुपल(cid:7011)धता के कारण नामांकन नह(cid:7277) करा पाते ह,(cid:7289) तो रा(cid:6996)य सरकार के (cid:7088)म क(cid:7016)याण
संगठन से यह अपेि(cid:6979)त है (cid:7408)क वह सुिवधाजनक (cid:7021)थान(cid:7298) पर नामांकन सुिवधा-के(cid:7008)(cid:7076) का सृजन करे। आवेदक(cid:7298) या फायदा(cid:7061)ा(cid:32)िहय(cid:7298) से अनुरोध
(cid:7408)कया जाए (cid:7408)क वह उस सं(cid:7021)थान (cid:7367)ारा जारी पहचान प(cid:7074), जहां वह अ(cid:7007)ययनरत है, पते, अपने वेब पोट(cid:6981)ल पर (cid:7408)दए मोबाइल नंबर जैसे अ(cid:7008)य

NOTIFICATION
New Delhi, the 30th January, 2017
S.O. 271(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or
subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries
to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing
multiple documents to prove one’s identity;
And whereas, the Housing Subsidy benefit under the schemes listed below involve expenditure incurred from
the Consolidated Fund of India;
(i)(cid:32) Housing Subsidy to Beedi Workers;
(ii)(cid:32) Housing Subsidy to Iron, Manganese or Chrome Ore Workers;
(iii)(cid:32) Housing Subsidy to Lime Stone and Dolomite Workers; and
(iv)(cid:32) Housing Subsidy to Cine workers;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and
other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central
Government in the Ministry of Labour and Employment hereby notifies the following, namely:––
1.(cid:32) (1) An individual desirous of receiving Housing Subsidy benefit under the schemes listed above is required to
furnish proof of possession of Aadhaar or undergo Aadhaar authentication.
(2) An individual desirous of receiving Housing Subsidy benefit under the schemes listed above and is not yet
enrolled for Aadhaar is hereby required to make an application for Aadhaar enrolment, in case he is entitled to obtain
Aadhaar as per the provisions of section 3 of the said Act and such individuals may visit any Aadhaar enrolment center
(list available at (www.uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Labour Welfare
Organization of the State Government through hospitals or dispensaries run by the Welfare Commissioner’s Offices
required to offer enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in the absence of any
Aadhaar enrolment center in the vicinity, the Labour Welfare Organization of State Government may provide enrolment
facilities at convenient locations in coordination with the existing Registrars of UIDAI or may provide Aadhaar
enrolment facilities by becoming UIDAI Registrar and engaging hospitals or dispensaries run by the Welfare
Commissioner’s Office as enrolment agency:
Provided that till the time Aadhaar is assigned to the individual, Housing Subsidy benefit under the schemes listed
above shall be given to such individuals subject to the production of the following documents, namely:––
(a)(cid:32) (i) Worker Identity card;
(ii) if he has enrolled, his Aadhaar Enrolment ID slip; or
(iii) a copy of his request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2,
and
(b)(cid:32) Identity proofs as under––
(i)(cid:32) Voter identity card issued by the Election Commission of India; or
(ii)(cid:32) Permanent Account Number Card issued by the Income Tax Department; or
(iii)(cid:32) Passport or
(iv)(cid:32) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988);
or
(v)(cid:32) Certificate of identity having photo of such member issued by a Gazetted Officer or a Tehsildar on an
official letter head; or
(vi)(cid:32) Any other document specified by the State Government:
Provided further that the above documents shall be checked by an officer specifically designated by the State
Government for that purpose.
2. In order to provide convenient and seamless Housing Subsidy benefit under the schemes listed above to
beneficiaries, Labour Welfare Organization of the State Government through hospitals or dispensaries run by Welfare
Commissioner’s Office and other means shall make all the required arrangements including the following, namely:––4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(1) Wide publicity through media and individual notices through Welfare Commissioner’s Office shall be given to
applicants or beneficiaries to make them aware of the requirement of Aadhaar to receive Housing Subsidy benefit under
the schemes listed above and they may be advised to get themselves enrolled at the nearest enrolment center available in
their areas, in case they are not already enrolled. The list of locally available enrolment centres should be made available
to them.
(2) In case, the beneficiaries are not able to enroll due to non-availability of enrolment centres within five to seven
km from hospitals or dispensaries run by the Welfare Commissioner’s Office from where they reside, then, the Labour
Welfare Organization of the State Governmentis required to create enrolment facilities at convenient locations. The
applicants or beneficiaries may be requested to register their request for enrolment by giving their names with other
details, such as,Identity card issued by the institute where he is studying, address, mobile number on their web portal and
such requests may also be registered with the hospitals or dispensaries run by Welfare Commissioner’s Office.
3.(cid:32) This notification shall come into effect from the date of its publication in all the States except the States of Assam,
Meghalaya and Jammu and Kashmir.
