## Report on the Plant Quarantine Regulation of Import into India Eighth Amendment Order, 2022 **1. Executive Summary:** This report analyzes the Plant Quarantine Regulation of Import into India Eighth Amendment Order, 2022, as published in the Gazette of India on December 1, 2022. This order amends the Plant Quarantine Regulation of Import into India Order, 2003, by adding a new Plant Quarantine Station. The key finding is the expansion of the plant quarantine infrastructure to include an Inland Container Depot (ICD) at Atal Nagar, Chattisgarh, under the jurisdiction of the Regional Plant Quarantine Station, Raipur. This is likely to improve the efficiency of plant quarantine procedures related to imports in this region. **2. Introduction:** This report aims to provide an informative overview of the Plant Quarantine Regulation of Import into India Eighth Amendment Order, 2022, based solely on the text provided. It will outline the amendment's purpose, key changes, affected stakeholders, and likely implications. **3. Policy Overview:** * This order is an amendment to the Plant Quarantine Regulation of Import into India Order, 2003. * The core objective, inferred from the provided text, is to enhance the plant quarantine infrastructure by establishing a new quarantine station at ICD Atal Nagar, Chattisgarh to regulate imported plants and plant products. **4. Background and Rationale:** The amendment likely addresses the need for expanded plant quarantine capabilities to manage the increasing volume of imports and prevent the introduction of destructive insects and pests. The establishment of a new ICD Atal Nagar Plant Quarantine Station indicates a specific focus on addressing quarantine needs for the Chattisgarh region. The addition of a new Plant Quarantine Station signifies a need for increased inspection and monitoring capacity, potentially due to increased import activities in Chattisgarh, and underscores the need to protect agriculture and prevent the entry of invasive pests and diseases. **5. Key Provisions / Changes:** This amendment introduces the following change to Schedule II of the Plant Quarantine Regulation of Import into India Order, 2003: * **Specific Part Changed:** Schedule II, adding a new entry after serial number 80. * **New Rule/Provision:** The addition of the following entry: * Place: ICD Atal Nagar, Chattisgarh * State: Chattisgarh * Status: Inland Freight Depot * Jurisdiction of PQ Station: Regional Plant Quarantine Station, Raipur Mumbai. * **Difference/Effect:** This change establishes a new Plant Quarantine Station at ICD Atal Nagar, Chattisgarh, designating it as an Inland Freight Depot and placing it under the jurisdiction of the Regional Plant Quarantine Station in Raipur. This expansion of the plant quarantine network enables inspection of imported plant materials at this specific inland freight depot location. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders directly affected by this amendment include: * Importers and exporters operating in or through the Chattisgarh region, particularly those using the ICD Atal Nagar. * The Regional Plant Quarantine Station, Raipur, which now has jurisdiction over the new station. * The Department of Agriculture and Farmers Welfare, responsible for implementing and overseeing plant quarantine regulations. * The agricultural sector in Chattisgarh, which will benefit from enhanced protection against invasive pests and diseases. **7. Implementation Aspects (Inferred):** * **Responsible Agency:** The Department of Agriculture and Farmers Welfare, through the Regional Plant Quarantine Station, Raipur. * **Timelines/Procedures:** The amendment came into force on December 1, 2022, the date of its publication in the Official Gazette. Specific operational procedures for the new station would likely be established by the Regional Plant Quarantine Station, Raipur. * **Specific Implementation Changes related to this amendment:** The Regional Plant Quarantine Station Raipur needs to allocate resources (personnel, equipment) to set up and operate the new Plant Quarantine Station in ICD Atal Nagar. This includes training personnel to perform inspections, setting up laboratory facilities if necessary, and coordinating with customs officials to ensure smooth processing of consignments. **8. Expected Outcomes / Impact of Changes:** The likely intended outcome of this amendment is to: * Strengthen plant quarantine measures in the Chattisgarh region by providing a dedicated inspection point at ICD Atal Nagar. * Improve the efficiency of import processes by enabling on-site quarantine inspections. * Reduce the risk of introducing destructive insects and pests into the region, thereby protecting agricultural production. * Streamline the regulatory process for plant imports in Chattisgarh. * Reduce transportation time and costs for plant imports, which could benefit the local economy. **9. Conclusion:** The Plant Quarantine Regulation of Import into India Eighth Amendment Order, 2022, represents a targeted effort to strengthen India's plant quarantine infrastructure. By establishing a new Plant Quarantine Station at ICD Atal Nagar, the amendment aims to enhance import inspection capabilities and protect the agricultural sector in Chattisgarh from harmful pests and diseases. This targeted expansion contributes to the broader goal of safeguarding India's agricultural biosecurity and facilitating safe trade.
