The Ministry of Statistics & Programme Implementation released the Consumer Price Index (CPI) numbers for October 2025, with base year 2012=100, for rural, urban, and combined sectors. Key highlights include headline inflation dropping to 0.25% and food inflation declining to -5.02%.
Headline inflation for October 2025 is provisionally 0.25%, a decrease of 119 basis points from September 2025, and the lowest year-on-year inflation in the current CPI series. Food inflation is -5.02% (provisional), with rural at -4.85% and urban at -5.18%. This decrease is attributed to the decline in GST and favorable base effects.
Rural headline inflation is -0.25%, down from -1.07% in September 2025, with CFPI-based food inflation at -4.85%. Urban headline inflation decreased from 1.83% in September 2025 to 0.88%, with food inflation from -2.47% to -5.18%.
Housing inflation for October 2025 is 2.96%, education inflation is 3.49%, health inflation is 3.86%, transport & communication inflation is 0.94%, and fuel & light inflation is 1.98%.
All India CPI (General) for October 2025 (Provisional) is 0.25%, compared to 1.44% in September 2025 (Final) and 6.68% in October 2024. The All India CFPI for October 2025 (Provisional) is -5.02%, compared to -2.33% in September 2025 (Final) and 10.69% in October 2024.
The price data was collected from 1181 villages and 1114 urban Markets, with a response rate of 88.53% for rural and 92.17% for urban sectors. The next release for November 2025 CPI is scheduled for December 12th, 2025.

I. Key highlights

1. Headline Inflation: Year-on-year inflation rate based on All India Consumer Price Index
(CPI) for the month of October, 2025 over October, 2024 is 0.25% (Provisional). There is
decrease of 119 basis points in headline inflation of October, 2025 in comparison to
September, 2025. It is the lowest year-on-year inflation of the current CPI series.

3. Food Inflation: Year-on-year inflation rate based on All India Consumer Food Price
Index (CFPI) for the month of October, 2025 over October, 2024 is -5.02% (Provisional).
Corresponding inflation rates for rural and urban are –4.85% and -5.18%, respectively.
All India inflation rates for CPI (General) and CFPI over the last 13 months are shown
below. A decrease of 269 basis points is observed in food inflation in October, 2025 in
comparison to September, 2025. The food inflation in October, 2025 is the lowest of the
current CPI series.4. The decline in headline inflation and food inflation during the month of October, 2025 is
mainly attributed to full month’s impact of decline in GST, favorable base effect and to
drop in inflation of Oils and fats, Vegetables, Fruits, Egg, Footwear, Cereals and
products, Transport and Communication etc.
5. Rural Inflation: A decrease in headline and food inflation in rural sector observed in
October, 2025. The headline inflation is -0.25% (Provisional) in October, 2025 while it
was -1.07% in September, 2025. The CFPI based food inflation in rural sector is observed
as -4.85% (Provisional) in October, 2025 in comparison to -2.22% in September, 2025.
6. Urban Inflation: A decrease from 1.83% in September, 2025 to 0.88% (Provisional) in
October, 2025 is observed in headline inflation of urban sector. Decrease is also observed
in food inflation from -2.47% in September, 2025 to -5.18% (Provisional) in October,
2025.
7. Housing Inflation: Year-on-year Housing inflation rate for the month of October, 2025 is
2.96% (Provisional). Corresponding inflation rate for the month of September, 2025 was
2.98%. The housing index is compiled for urban sector only.
8. Education Inflation: Year-on-year Education inflation rate for the month of October,
2025 is 3.49% (Provisional). Corresponding inflation rate for the month of September,
2025 was 3.44%. It is combined education inflation for both rural and urban sector.
9. Health Inflation: Year-on-year Health inflation rate for the month of October, 2025 is
3.86% (Provisional). Corresponding inflation rate for the month of September, 2025 was
4.39%. It is combined health inflation for both rural and urban sector.
10. Transport & Communication: Year-on-year Transport & communication inflation rate
for the month of October, 2025 is 0.94% (Provisional). Corresponding inflation rate for
the month of September, 2025 was 1.82%. It is combined inflation rate for both rural and
urban sector.
11. Fuel & light: Year-on-year Fuel & light inflation rate for the month of October, 2025 is
1.98% (Provisional). Corresponding inflation rate for the month of September, 2025 was
also 1.98%. It is combined inflation rate for both rural and urban sector.

IV. Response rate: The price data are collected from selected 1181 villages and 1114 urban
Markets covering all States/UTs through personal visits by field staff of Field Operations
Division of NSO, MoSPI on a weekly roster. During the month of October, 2025, NSO
collected prices from 100.00% villages and 98.29% urban markets while the market-wise prices
reported therein were 88.53% for rural and 92.17% for urban.
V. Next date of release for November, 2025 CPI is 12th December, 2025 (Friday) or the next
working day in case of 12th being a holiday.
