“खले ो इंजडया – राष्‍टर ीय खले जवकास कायक्रय म” स्ट्क ीम को िारी रखन ेके सधं धं म । स.ं 40-1/एमवाईएएस/एमडीएसडी/2020.—खेलों म । व् यापक क िनसहभाजगता और उ‍ कृष्‍टट ता को ध़ाावा देन े के युज‍ मत उदेशे‍ यों की पक ूि त के जलए भारत सरकार ने 15व। जव‍ त ययोग की अवजध (2021-22 स े 2025-26) के दौरान 3165.50 करोड़ रु. के पक ररव् यय स े “खेलो इंजडया – राष्‍टर ीय खेल जवकास काययक्रम” स्ट् कीम को िारी रखन े का जनणयय जलया ह ै 2. खेलो इंजडया स्ट् कीम युवा काययक्रम और खले मंत्रालय की मु‍य क।्ीय से्‍ट र की स्ट् कीम ह ै इसका उदेशे‍ य देि म । खेल संस्ट् कृजत को ध़ाावा देना और खेल उ‍ कृष्‍टट ता प्रा्‍ त करना ह ैऔर इस प्रकार इसके व् यापक क प्रभाव के माध् यम से लोगों को खेलों की िज्‍त का इष्‍टट तम उपक योग करने म । समथय धनाना ह ै खेलो इंजडया काययक्रम म । खले मैदान जवकास; सामुदाजयक कोचचग जवकास; सामुदाजयक खेलों को ध़ाावा देना; ग्रामीण/ स्ट् वदिे ी खेलों सजहत खेलों के जलए जव्ालय और जवश्वजव्ालय स्ट्तर पक र एक मिधूत खले अवसंरचना तंत्र की स्ट्थ ापक ना; ददव् यागं िनों के जलए खले तथा मजहलाके के जलए खेल; खेल अवसंरचना म। मह‍ वपक ूणय कजमयों को दरू करना तथा चयजनत जवश्वजव्ालयों म। खले उ‍ कृष्‍टट ता क।्ों का जनमायण; प्रजतभा पक हचान और जवकास; खेल अकादजमयों को सहायता; स्ट् कूली ध‍ चों के जलए राष्‍टर ीय िारीररक दसटनेस अजभयान का कायायन् वयन और िांजत और जवकास के जलए खले िाजमल ह । 3. मौिूदा खेलो इंजडया स्ट् कीम के मूलभूत उदेशे‍ यों, जविन और सरं चना को धनाए रखा गया ह ै तथाजपक , मौिूदा स्ट् कीम के कायायन् वयन के दौरान इस मत्रं ालय के अनुभव के यधार पक र तथा थडय पक ाटम मल्ू यांकक के मल्ू यांकन/ जससाररिों के यधार 1991 GI/2022 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] पक र इस स्ट् कीम के कुघ घटकों का तदनपीु पक ी धड़े घटकों म। जवलय करके इन् ह। पक नु सरचिरजचत दकया गया ह ैऔर युज्‍त संगत धनाया गया ह,ै इस प्रकार मौिूदा 12 घटकों को जनम्न जलजखत 5 घटकों म। पक ररवि तत दकया गया ह:ै - (i) खेल अवसंरचना का जनमायण और उन् नयन (ii) खेल प्रजतयोजगताएं और प्रजतभा जवकास (iii) खेलो इंजडया क।् और खेल अकादजमयां (iv) दसट इंजडया मूवम।ट (v) खेलों के माध् यम से समावेजिता को ध़ाावा देना 4. इस स्ट् कीम की अन् य जविेषताके को मु‍य पीपक से एकपीपक ता तथा स्ट् थाजपक त अ‍घ ी काययपक धतिजतयों को सुद़ाृ करने के जलए धनाए रखा गया ह ै इसके अलावा, इस स्ट् कीम को संज््‍ त ककतु सारगि भत धनाकर तथा इसकी सरं चना और अनुमोदन प्रदक्रया का सरलीकरण करके और इसम। अनाव‍ यक सामग्री को हटाकर तथा वा्‍य गत कजमयों को दरू करके युज्‍त संगत धनाया गया ह ै साथ ही, “खेलो इंजडया िीतकालीन खेल” को “खेल प्रजतयोजगताएं और प्रजतभा जवकास” घटक के तहत िाजमल दकया गया ह ै “दसट इंजडया मूवम।ट” को अलग से एक मह‍ वपक ूण य घटक के पीपक म। िुपी दकया गया ह ै 5. इस स्ट् कीम म । एक पक ररयोिना मूल् यांकन सजमजत (पक ीएसी) का प्रावधान दकया गया ह ै िो स्ट्क ीम के तहत प्रा्‍ त प्रस्ट् तावों का मूल् यांकन करेगी और उन् ह । जवभागीय पक ररयोिना अनुमोदन सजमजत (डीएपक ीसी) के सम् अनुमोदनाथ य प्रस्ट् तुत करेगी अनुमोददत पक ररयोिनाएं थड य पक ाटम जनगरानी सजहत गहन जनगरानी के अध् ययधीन होंगी जिसके जलए राज्य स्ट् तरीय मॉजनटरों की जनयुज्‍त की िाएगी 6. इस संपक ूणय काययक्रम का संचालन प्रभारी मंत्री की अध् य्ता वाली एक सामान् य पक ररषद (िीसी) ्ारा दकया िाएगा िो इस स्ट् कीम के कायायन् वयन के प्रयोिनाथ य उ‍ चतम नीजत जनणाययक जनकाय के पीपक म । काय यकरेगी इस सामान् य जनकाय की सहायता खेल सजचव की अध् य्ता वाली एक राष्‍टर ीय स्ट्त रीय काययकारी सजमजत (एनएलईसी) ्ारा की िाएगी 7. इस स्ट् कीम का 2021-22 स े 2025-26 की अवजध के जलए धिट यवंटन 3165.50 करोड़ रु. ह ै 8. मंजत्रमंडल ्ारा यथा-अनुमोददत संपक णू य स्ट् कीम को त‍क ाल प्रभाव से कायायन् वयन के जलए अजधसूजचत दकया िाता ह ै खले ो इंजडया - राष्ट्रीय खले जवकास कायक्रय म (2021-22 स े2025-26) 1. खले ो इंजडया स्ट्क ीम 1.1 जविन देि म। खले संस्ट्कृजत को ध़ाावा देना और खले उ‍कृष्टता हाजसल करना 1.2 जमिन देि भर म । खेलों को प्रो‍साजहत करना जिससे लोग खेल के व् यापक क प्रभाव के माध्यम से खेल की िजक के इष्‍टट तम उपक योग कर सक। जिसम। धच्चों और युवाके का समग्र जवकास, सामुदाजयक जवकास, सामाजिक एकीकरण, ि।डर समानता, स्ट्वस्ट्थ िीवन िैली, राष्ट्रीय गौरव और यि थक अवसर िाजमल ह । 1.3 स्ट्क ीम के घटक खेलो इंजडया स्ट् कीम म। जननलिजलजखत घटक िाजमल ह:। - i) खेल अवसंरचना का जनमायण और उन्नयन ii) खेल प्रजतयोजगताएं और प्रजतभा जवकास[भाग I—खण् ड 1] भारत का रािपक त्र : असाधारण 3 iii) खेलो इंजडया क।् और खेल अकादजमयां iv) दसट इंजडया मूवम।ट v) खेल के माध्यम से समावेजिता को ध़ाावा देना 1.3.1 खले अवसरं चना का जनमाणय और उन्नयन i) इस घटक के तहत, राज्यों/संघ राज्य ्ेत्रों (यूटी) और अन्य पक ात्र संस्ट्थाके िैसे क।्ीय/राज्य ि्ै जणक संस्ट्थानों, क।् सरकार के स्ट्वायत्त जनकायों, र्ा/अधयसैजनक सगं ठनों यदद को यधुजनक खेल अवसंरचना का जनमायण करने के साथ-साथ मौिूदा खले ों और अन्य संधंजधत अवसंरचना के उन्नयन के जलए सहायता अनुदान ददया िाएगा ii) मौिूदा अवसंरचना म। मह‍वपक णू य गपक ै वाले राज्यों/संघ राज्य ्ेत्रों और अन्य पक ात्र संस्ट्थाके को खेल अवसंरचना और इसका उपक योग करन े की ्मता होगी iii) खेल जवज्ञान और खेल उपक करण के जलए भी सहायता अनुदान प्रदान दकया िाएगा iv) इस घटक के तहत, जवश्वजव्ालय अनुदान ययोग (यूिीसी) ्ारा मान्यता प्राप्त क।्ीय और राज्य जवश्वजव्ालयों को खेल अवसंरचना के जनमायण और उन्नयन और खले उपक करणों की खरीद के जलए सहायता अनदु ान भी प्रदान दकया िाएगा जि्ा मंत्रालय स े यह भी अनरु ोध दकया िाएगा दक युवा काययक्रम और खले मंत्रालय को जवश्वजव्ालयों म। खले के जलए जवश्वजव्ालय अनुदान ययोग की संचालन सजमजत म ।िाजमल दकया िाए v) खेलो इंजडया स्ट् कीम को भी संसद सदस्ट्य स्ट्थानीय ्ेत्र जवकास (एमपक ीएलएडी) स्ट् कीम के साथ अजभसररत दकया िाएगा राज्य/संघ राज्य ्ेत्र अपक न े संधंजधत जवधान सभा सदस्ट्य स्ट्थानीय ्ेत्र जवकास (एमएलएएलएडी) स्ट् कीमों म। भी इसी तरह का प्रावधान करने पक र जवचार कर सकते ह । तादक एक जवधान सभा सदस्ट्य संधंजधत राज्यों/संघ राज्य ्ेत्रों म। अपक ने एमएलएएलएडी संड स ेखेल अवसंरचना के जवकास के जलए योगदान कर सके vi) युवा काययक्रम और खेल मंत्रालय को इस स्ट् कीम के तहत सजृ ित खेल अवसंरचना के उपक योग के जलए िध भी यव‍यकता होगी, प्राथजमकता दी िाएगी इस संधंध म । एक समझौता ज्ञापक न (एमओयू) पक र मंत्रालय और अनुदानग्राही के धीच हस्ट्ता्र दकए िाएंगे इसके अलावा, यह भी सुजनज‍ चत दकया िाएगा दक अनुदानग्राही भी अवसंरचना का जववेकपक ूणय उपक योग करे खाली समय म। स्ट्कूलों, कॉलेिों, यस-पक ड़ोस के समुदायों और खेल पक ररसंघों के उपक योग के जलए सुजवधाएं उपक लब्ध होंगी vii) खले के मदै ान का जवकास: इस स्ट् कीम के तहत ग्राम पक ंचायतों के साथ-साथ क।् और राज्य सरकारों के स्ट्वाजम‍व वाले स्ट्कूलों म । खेल के मदै ानों के जवकास पक र भी ध्यान क।द्त दकया िाएगा महा‍मा गांधी राष्ट्रीय ग्रामीण रोिगार गारंटी स्ट् कीम (मनरेगा) और राज्य सरकार/क।् सरकार की दकसी भी अन्य स्ट् कीम (स्ट्क ीमों) के अजभसरण से च।ि पीम, पक ीने के पक ानी की सुजवधा, िौचालय की सुजवधा (मजहलाके और पक रुु षों के जलए अलग-अलग) यदद से यु्‍ त यधुजनक खेल के मैदानों के जवकास के जलए सहायता प्रदान की िाएगी इस प्रयोिन के जलए राज्य/संघ राज्य ्ेत्र सरकार के माध्यम से अनुरोध प्राप्त होने पक र प्रजत खेल के मैदान के जलए उपक यकु अनुदान ददया िा सकता ह ै viii) उनके इष्टतम उपक योग के जलए एक भौगोजलक सूचना प्रणाली (िीयईएस) ्‍लेटसॉमय पक र खले के मैदानों और खले के अवसंरचना की एक राष्ट्रीय सूची तैयार की िाएगी खले जवभाग ्ारा डेटाधेस तैयार दकया िाएगा और इसका रखरखाव दकया िाएगा ix) गुिरात, मजणपक ुर, नागालड। , ओजडिा, पक जिम धगं ाल, अंडमान और जनकोधार ्ीपक समूह और ददल्ली के राज्यों/सघं राज्य ्ेत्रों वषय 2021-22 म। नेतािी सुभाष चं् धोस की 125वीं ियंती मनाने के जलए खेल अवसंरचना के जवकास के जलए केवल 100 करोड़ रुपक य ेतक सहायता अनुदान ददया िा सकता ह ै x) जवत्त पक ोषण: देि म। मह‍वपक ूण य अवसंरचना के गैपक और खले के मैदानों के जवकास के जलए खेल अवसंरचना के जनमायण और उन्नयन के जवत्तपक ोषण के जलए 1879 करोड़ रु. की राजि जनधायररत की िाएगी4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] 1.3.2 खले प्रजतयोजगताएं और प्रजतभा जवकास I. खले प्रजतयोजगताए ं i) खेलो इंजडया खले कौिल का प्रदियन करन े के जलए धुजनयादी मंच होगा और तदनुसार प्रजतभाके को खोिन े और प्रजतभािाली धच्चों को उ‍कृष्टता प्राप्त करने के जलए प्रजतभा का पक ता लगान े और उनके जवकास का मागय प्रिस्ट् त करने का मंच होगा ii) क।् सरकार दिे भर म। जवजभन्न स्ट्थानों पक र राष्ट्रीय स्ट्तर की प्रजतयोजगताके अथायत खेलो इंजडया यूथ गेम्स और खले ो इंजडया यूजनवि सटी गेम्स िैसे तीरंदािी, एथलेरट्‍स, धैडचमटन, धास्ट्केटधॉल, धॉच्‍सग, ितरंि, साइदकचलग, सुटधॉल, जिनलिाजस्ट्टक, हड। धॉल, हॉकी, िूडो, कधड्डी, कराटे, खो-खो, जनिानेधािी, तैराकी, टेधल टेजनस, ताइक्ांडो, टेजनस, वॉलीधॉल, भारोत्तोलन, कु‍ती और वुिु उच्च प्राथजमकता/प्राथजमकता वाली खेल जवधाके का ययोिन करेगी इन खले ों म। स्म प्राजधकारी के अनुमोदन से अजतररक खेल जवधाके को िाजमल दकया िा सकता ह ै क।् सरकार िीतकालीन खले ों जवधाके के संधंध म । प्रजतवषय राष्ट्रीय स्ट्तर के खेलो इंजडया िीतकालीन खेलों का भी ययोिन करेगी iii) राष्ट्रीय स्ट्तर की य े प्रजतयोजगताएं संधंजधत राष्ट्रीय खले पक ररसघं ों (एनएसएस), स्ट्कूल गेम्स सेडरेिन ऑस इंजडया (एसिीएसयई) और जव‍ वजव्ालय खले संवधयन जनकायों और एसोजसएिन ऑस इंजडयन यजू नवि सटीि (एयईयू) की सहभाजगता से ओलंजपक क मूवम।ट की सच्ची भावना के अनुपीपक ययोजित की िाएंगी iv) प्रजतभा पक हचान और जवकास काययक्रम के जलए नेिनल यथू गेम्स, नेिनल यूजनवि सटी गेम्स और चवटर गेम्स म । जचजन् हत टैल।ट पक लू , एक मह‍वपक ूणय इनपक ुट होंगे जिसके जलए उपक युक मानदडं तैयार दकए िाएगं े v) अजधक से अजधक भागीदारी और प्रजतस्ट्पक धाय पक ैदा करने के जलए देि भर म । प्रमुख टीम खेलों म। स्ट्कूल और जवश्वजव्ालय लीग की एक प्रणाली िपीु की िाएगी vi) प्रजतभा पक हचान और जवकास को प्रो‍साजहत करने के उदेशे‍य से, इन काययकलापक ों के संचालन के जलए सहायता अनुदान प्रा्‍ त करने वाले राज्य/संघ राज्य ्ेत्र के खेल जवभाग के माध् यम से स्ट्थानीय या राज्य स्ट्तर पक र दकसी भी श्रेणी के जखलाजड़यों के जलए खले प्रजतयोजगताके के ययोिन के प्रस्ट्ताव दकसी भी सगं ठन, संघ या दकसी भी या संस्ट्थान ्ारा भेि े िा सकत े ह । राज्य/संघ राज्य ्ेत्र की सरकारों को जवजभन्न खेल जवधाके के जिला और राज्य स्ट्तर के पक ररसंघों/संघों की सहभाजगता से अजभज्ञात खेल जवधाके म। प्रजतयोजगताके का ययोिन करने के जलए प्रो‍साजहत दकया िाएगा प्रजि्ण एवं प्रजतयोजगता के वाि षक कलण्ै डर (ए.सी.टी.सी.) दरों के अनुसार जवत्तीय सहायता दी िायेगी vii) र्ा और अधयसैजनक धलों िो खेल अवसंरचना से सुसजज्ि त ह,। म। धड़े पक ैमान े पक र खले ों को प्रो‍साजहत करन े के जलए उपक युक नीजतयां तैयार की िाएंगी, और इसके जलए उपक यु्‍त जनजधयन पक र जवचार दकया िाएगा viii) जवत्त पक ोषण: खेलो इंजडया गेम्स भारतीय ओलंजपक क संघ और प्रजतभागी राष्ट्रीय खेल पक ररसंघों के सहयोग स े ओलंजपक क मूवम।ट की सच्ची भावना के अनुपीपक ययोजित दकए िाएंगे प्रजतयोजगताके के प्र‍येक सेट म। लगभग 8,000 एथलीट और अजधकारी भाग ल।गे प्रजतयोजगताके अथायत खले ो इंजडया यथू गेम्स, खेलो इंजडया यूजनवि सटी गेम्स और खले ो इंजडया चवटर गम्े स ययोिन के जलए 22 करोड़ रु. की वाि षक धनराजि जनधायररत की िाएगी II. प्रजतभा पक हचान और जवकास i) संधंजधत राज्यों/संघ राज्य ्ेत्रों म । संभाजवत प्रजतभाके का इष्‍टट तम उपक योग करन े की यव‍यकता ह ै तदनुसार, प्र‍येक राज्य/संघ राज्य ्ेत्र को ओलंजपक क म । उ‍कृष्टता के जलए एक खले को अपक नाने के जलए प्रो‍साजहत दकया िाएगा और उस खले जविेष के जलए उस राज्य/संघ राज्य ्ेत्र म । एक जवश्व स्ट्तरीय प्रणाली/संरचना तैयार की िाएगी यह भजवष्‍टय म। भारत के खेल महािजक धनने की ददिा म। एक कदम होगा ii) िमीनी स्ट्तर के प्रजतभािाली जखलाजड़यों की पक हचान के जलए और अंतरराष्ट्रीय मंच पक र उ‍कृष्टता प्राप्त करन े के जलए उ‍ कृष्‍टट एथलीटों के जवकास के जलए एक जपक राजमड संरचना को लागू करन े की यव‍य कता ह ै प्रजतभा की पक हचान और जवकास का जपक राजमड-फ्लो पक ैटन यजनम्न ानुसार ह ै[भाग I—खण् ड 1] भारत का रािपक त्र : असाधारण 5 iii) िमीनी स्ट्तर पक र प्रजतभा की पक हचान: प्रजतभा की पक हचान के जलए जननलिजलजखत तरीकों का इस्ट्तेमाल दकया िाएगा- क. संभाजवत प्रजतभा - खेलो इंजडया मोधाइल ऐपक और दसट इंजडया ऐपक का उपक योग डेटा प्रा्‍ त करन े के जलए दकया िाएगा जिसके जलए ययु-उपक युक प्रोटोकॉल जवकजसत दकए गए ह;। संभाजवत प्रजतभा की पक हचान के जलए िारीररक जि्ा जि्कों (पक ीईटी) की जविेषज्ञता का भी उपक योग दकया िाएगा ख. प्रमाजणत प्रजतभा - ्ेत्रीय सजमजतयों ्ारा जनयुक स्ट्काउटों ्ारा प्रजतयोजगताके, प्रजि्ण अकादजमयों म । स्ट्काउस स के दौरों, जिजवर, प्रजतभा खोि के जलए जविेष अजभयान, प्रजतभा पक ोटयल यदद के माध्यम से प्रजतभा पक हचान की िाएगी ग. प्रजतभािाली िमीनी स्ट्तर के एथलीटों की सूची राज्य सरकार की खेल सुजवधाके, साई प्रजि्ण क।्ों, खेलो इंजडया राज्य क।्ों, खेल स्ट्कूलों यदद को भेिी िाएगी iv) उ‍ कृष्‍टट प्रजतभा पक हचान: क. प्रजतभा स्ट्क्रीचनग कमेटी (टीएससी) जवजभन्न प्रजि्ण क।्ों म । िाजमल होन े वाली प्रजतभाके की जससाररि करेगी (िोनल कमेटी टीएससी के पीपक म। भी कायय कर सकती ह)ै ख. एनएसएस के प्रजतजनजध‍व के साथ गरठत प्रजतभा पक हचान और जवकास सजमजत (टीयईडीसी) राष्ट्रीय स्ट्तर पक र प्रजतभाके की पक हचान करेगी और एथलीटों को खले ो इंजडया मान्यता प्राप्त अकादजमयों म। िाजमल करन े की जससाररि करेगी यदद यव‍यक हुय तो मूल्यांकन जिजवर भी ययोजित दकए िाएगं े (उ‍क ृष्‍टट एथलीटों के जलए, प्रजत एथलीट प्रजत वष य औसतन 5 लाख रु. का कंपक ोनेन्ट यवंरटत दकया िा सकता ह)ै इस राजि को खेल जवभाग ्ारा मु्ास्ट्सीजत और अन्य प्रासंजगक सूचकांकों के यधार पक र समय-समय पक र उपक युक पीपक से संिोजधत दकया िा सकता ह ै v) कौिल जवकास: क. ई-खेल पक ाठिाला और खले ो इंजडया जिला क।्ों के माध्यम से िमीनी स्ट्तर पक र प्रजतभा जवकास ख. खेलो इंजडया राज्य क।्ों (उ‍ कृष्‍टट ता क।्, स्ट्पक ोस सय स्ट्कूल, यमम धॉयि स्ट्पक ोस सय कंपक नी, साई रेचनग क।्ों को संचडग यदद) के माध्यम से इंटरमीजडएट प्रजतभा जवकास ग. जवजिष्‍टट प्रजतभा का जवकास खेलो इंजडया मान्यता प्राप्त अकादजमयों के माध्यम से दकया िाएगा िो दक साई, राज्य/ संघ राज्य ्ेत्र सरकार या जनिी संस्ट्थाके ्ारा संचाजलत की िा सकती ह । जवजिष्ट प्रजतभा जवकास के जलए 3000 एथलीटों के जलए प्रजत एथलीट प्रजत वषय 5 लाख रु. की सहायता प्रदान की िाएगी इस राजि की हर दो साल धाद समी्ा की िा सकती ह ै और मु्ास्ट्सीजत दर और अन्य प्रासंजगक सूचकांकों के अनुसार संिोजधत दकया िा सकता ह ै iv) खेलो इंजडया स्ट् कीम, राष्ट्रीय च।जपक यनजिपक और साई के राष्ट्रीय खेल प्रजतभा खोि पक ोटलय के तहत स्ट्कूलों, कॉलेिों, जवश्वजव्ालयों और राष्ट्रीय खेल पक ररसंघों (एनएसएस) की सहभाजगता वाली राष्ट्रीय प्रजतयोजगताके से प्राथजमकता वाली उन खले जवधाके म। प्रजतभािाली जखलाजड़यों की पक हचान के जलए एक मंच उपक लब्ध होगा जिसम। देि को ्मता/लाभ प्राप्त ह ै v) पक ुरस्ट्कार जविेताके के चयन के अलावा, जवजधवत गरठत प्रजतभा पक हचान सजमजत जवजभन्न खेल जवधाके म। प्रजतभा को पक हचानने और पक ता लगाने के जलए जवश्व स्ट्तर पक र स्ट्वीकृत वैज्ञाजनक तरीकों को भी अपक ना सकती ह ै vi) प्रजतभावान जखलाजड़यों की पक हचान पक ारदिम तरीके स े प्रजतस्ट्पक धम प्रदिनय और वैज्ञाजनक पीपक से तैयार दकए गए पक री्णों के माध्यम स ेदकए गए मूल्यांकन के यधार पक र की िाएगी vii) इसके अलावा, एक राष्ट्रीय प्रजतभा खोि पक ोटयल ्ारा धेरोकटोक ढंग स े व्यजकगत उपक लजब्धयों को अपक लोड दकया िा सकेगा viii) इसके अलावा, प्रजतभािाली जखलाजड़यों की धेहतर पक हचान के जलए दरू स्ट्थ स्ट्थानों पक र वैज्ञाजनक मूल्यांकन करने के जलए जवजभन्न अन्य नवीन दजृ ष्टकोण अपक नाए िाएंगे6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] ix) प्रजतभा पक हचान अजभयान के दौरान, देिि खले ों सजहत खले ों की खेल प्रजतभा क।्ों, खेल जवधा-वार पक हचान की िाएगी और उनका जवजधवत मूल् यांकन दकया िाएगा खेल अकादजमयों के माध्यम से उस ्ेत्र म। इस तरह के जवजिष्ट खेलों को प्रो‍साजहत करने के जलए जविेष काययक्रम ययोजित करने का प्रयास दकया िाएगा x) जवजभन्न प्रजतयोजगताके के माध्यम से जवजभन्न स्ट्तरों पक र प्राथजमकता वाली खेल जवधाके म । दीघायवजध एथलीट जवकास काययक्रम के तहत मंत्रालय ्ारा कम से कम 8 वषय की अवजध के जलए अजभज्ञात प्रजतभािाली जखलाजड़यों म । स े उन खले जवधाके म । सवश्रय ष्ठे प्रजतभाके की पक हचान एक उच्चाजधकार प्राप्त सजमजत ्ारा की िाएगी और उन्ह । वाि षक जवत्तीय सहायता प्रदान की िाएगी, जिसम। समय-समय पक र मंत्रालय ्ारा दरों का जनधायरण दकया िाएगा और इसे अ्तन दकया िाएगा xi) संधंजधत अजभज्ञात खले जवधा म। उसकी प्रगजत/ प्रदिनय के यधार पक र दकसी एथलीट को सहायता िारी रखी िाएगी और यह सुजनजित दकया िाएगा दक उच्चतम स्ट्तर पक र उ‍कृष्टता प्राप्त करन े की ्मता रखने वाल े सवयश्रष्ठे एथलीटों को जनरंतर सहायता दी िाए और अ‍घा प्रदियन न करने वालों/ उपक लजब् ध हाजसल न करन े वालों को जसस्ट्टम से धाहर दकया िा सकता ह ै xii) इससे एक धड़ी ध।च स्ट्र।थ सुजनज‍च त होगी जिसकी देि म। वतयमान म। कमी ह ै xiii) जवत्त पक ोषण: ऑनलाइन पक ोटलय के रखरखाव, उन्नत वैज्ञाजनक प्रोसाइचलग, प्रजतभाके की िॉटयजलचस्ट्टग और सहायता प्रदान करने के जलए सवयश्रष्ठे प्रजतभाके की जससाररि सजहत जवजभन्न अवसरों के माध्यम स े खेल प्रजतभाके की पक हचान के जलए प्रजत वषय 90 करोड़ रु. की धनराजि जनधायररत की िाएगी खेल प्रजतभाके की पक हचान म । राज्यों/संघ राज्य ्ेत्रों के सहयोग से टैल।ट स्ट्काउस स (इस उदेशे‍य के जलए जनयु्‍त ) ्ारा अजखल भारतीय रायल का ययोिन दकया िाएगा III. सामदु ाजयक कोचचग जवकास i) िमीनी स्ट्तर पक र प्रजतभा की पक हचान और जवकास म। सामुदाजयक कोचचग के मह‍व को निरअंदाि नहीं दकया िा सकता ह ै तदनुसार, इस स्ट् कीम म । देि म । नवोददत खले प्रजतभाके को प्रो‍साजहत करन े और संवारने म । िारीररक जि्ा जि्कों और सामुदाजयक प्रजि्कों की मह‍वपक ूण य भूजमका को स्ट् वीकार दकया गया ह ै इस प्रकार इस स्ट् कीम से िारीररक जि्ा प्रजि्ण के साथ-साथ सामुदाजयक कोच जवकास के जलए संस्ट्थागत सहायता की पक ररकल्पक ना की गई ह ै ii) देि भर म । सामुदाजयक कोचों के जवकास के जलए सामुदाजयक कोच जवकास का एक व्यापक क मॉडल अपक नाया िाएगा इसम। कौिल जवकास और प्रमाणन प्रणाली िाजमल होगी iii) एक अल्पक काजलक सामुदाजयक कोचचग जवकास काययक्रम तैयार दकया िाएगा और अजभज्ञात िारीररक जि्ा जि्कों को मास्ट्टर प्रजि्कों के पीपक म। प्रजिज्त दकया िाएगा iv) सामुदाजयक कोच जवकास के जलए ऑनलाइन पक ाठ्यक्रम भी प्राथजमक और उन्नत स्ट्तरों पक र जवकजसत दकए िाएंगे प्रवीणता के स्ट्तर के यधार पक र कोच मान्यता की एक प्रणाली होगी v) अंपक ायर और रेसरी िैसे तकनीकी अजधकाररयों को ्मता जवकास काययक्रमों के जलए सहायता दी िाएगी vi) जवत्त पक ोषण: मास्ट्टर प्रजि्कों के पीपक म। पक ीईटी/स्ट्वयंसेवकों के प्रजि्ण म। यात्रा, यवास, सामग्री जवकास, प्रजि्ण सामग्री, संकाय िुल्क यदद पक र व्यय होता ह ै उक प्रजि्ण के जलए 30 लाख रु. की वाि षक राजि जनधायररत की िाएगी 1.3.3 खले ो इंजडया क।् और खले अकादजमया ं (I) राज्य स्ट्तरीय खले ो इंजडया क।् i) कोचों/अंिकाजलक कोचों, सहायक स्ट्टास िैसे दसजियोथेरेजपक स्ट्ट और मसािकतायके, उपक करण, खेल के उजचत मैदान, उपक भो‍य सामजग्रयों, ड-े धोर्डडग सुजवधाके यदद और यवतम व्यय को पक ूरा करने के जलए पक यायप्त जवत्तीय सहायता की कमी के कारण दिे भर म । स्ट्थाजपक त धड़ी सं‍या म। खेल के अवसंरचना का इष्टतम उपक योग नहीं दकया िा रहा ह ै[भाग I—खण् ड 1] भारत का रािपक त्र : असाधारण 7 ii) उपक युक समझौता ज्ञापक न (एमओयू) के माध्यम से राज्यों/संघ राज्य ्ेत्रों से संधंजधत खले अवसंरचना के धेहतर उपक योग के जलए सहायता करने और कोचों की जनयुजक, ड-े धोर्डडग सुजवधाएं, प्रजि्ुके को विीसा यदद देने के जलए सहायता प्रदान करने का प्रस्ट्ताव ह ै iii) "वन स्ट्टेट, वन गेम" पक हल के तहत राज्य ्ारा चयजनत प्राथजमकता वाले खेल के जलए राज्य उ‍ कृष्‍टट ता क।्ों और खेलो इंजडया क।्ों को अजधकतम संचडग का प्रावधान दकया िाएगा iv) राज्य उ‍कृष्टता क।्ों और खले ो इंजडया क।्ों के जलए ्मता जनमायण और व्यवहाययता गपक ै संचडग सहायता का प्रावधान दकया िाएगा जिसम । जव‍ वजव्ालय (जनिी जव‍ वजव्ालयों सजहत) िाजमल हो सकते ह । खले जवज्ञान सुजवधाके और खले जवज्ञान संसाधनों के उन्नयन पक र िोर ददया िाएगा v) जव‍त पक ोषण: प्र‍येक राज्य स्ट्तरीय खेलो इंजडया क।् को कोचों/अंिकाजलक कोचों की जनयुजक और उपक करण, खेल के उजचत मैदान, उपक भो‍य सामजग्रयों, डे धोर्डडग सुजवधाके, दसजियोथेरेजपक स्ट्ट यदद पक र व्यय और लाभाथम सहायता, मरम्मत और रखरखाव सजहत यवतम व्यय के प्रयोिन के जलए वाि षक अनुदान ददया िाएगा इस प्रयोिन के जलए 100 करोड़ रु. की वाि षक राजि जनधायररत की िाएगी इसम। स े 25 करोड़ रु. यवतम व्यय और 75 करोड़ रु. अनावतम व्यय होंग े हर साल नए खले ो इंजडया क।् िोड़े िाएगं े इसके अलावा, अगल े पक ांच वषों म । राज्यों/संघ राज्य ्ेत्रों के प्र‍येक जिले म ।1 से 2 तक 1000 घोटे खेलो इंजडया क।् स्ट्थाजपक त दकए िाएंगे II. राष्ट्रीय/्त्रे ीय/राज्य खले अकादजमयों को सहायता i) अजभज्ञात खेल प्रजतभाके को साई राष्ट्रीय खले अकादजमयों, राज्य खेल अकादजमयों या जनिी ्ेत्र ्ारा स्ट्थाजपक त खेल अकादजमयों म। िाजमल होने का जवकल्पक ददया िाएगा ii) दीघायवजध एथलेरटक जवकास (एलटीएडी) काययक्रम (8 वषय) को सुकर धनान े तथा इसम। सहायता देने के जलए भारतीय खेल प्राजधकरण, राज्य सरकारों या जनिी ्ेत्र या जखलाड़ी को सावयिजनक जनिी भागीदारी (पक ीपक ीपक ी) मोड के तहत जचजन् हत खले जवधाके के जलए खेल अकादजमयों की स्ट्थापक ना, संचालन और रखरखाव के जलए सहायता अनुदान ददया िाएगा iii) उपक युक संस्ट्थाके स े प्रस्ट्ताव यमंजत्रत करके, यव‍यकता-यधाररत यवतम और गैर-यवतम सहायता के जलए अकादजमयों की पक हचान की िाएगी iv) सहायता के जलए उपक युक एकेडजम्‍ स के चयन की सुजवधा के जलए एकेडजम्‍ स की रेिंटग के जलए एक प्रणाली जवकजसत की िाएगी पक ैरा एथलीटों के जलए कम स ेकम एक अकादमी की सहायता की िाएगी v) राष्ट्रीय खेल जवश्वजव्ालय सजहत स्ट्कूलों और जवश्वजव्ालयों के साथ घजनष्ठ समन्वय दकया िाएगा तादक अजभज्ञात प्रजतभािाली जखलाजड़यों को जि्ा, प्रजि्ण और खेल अवसंरचना के उपक योग के जलए उपक यकु संस्ट्थान म। रखा िा सके vi) खेल प्रजतभाके की पक हचान, प्रजि्ण पक धतिजत, जनगरानी और प्रदियन मूल् यांकन प्रणाली, एलटीएडी, खेल सुजवधाके की यव‍यकताके, खेल जवज्ञान धैकअपक , खेल औषजध यदद के प्रयोिन के जलए सामान्य मानदंड जवकजसत दकए िाएंगे तादक जवजभन्न संस्ट्थानों और अकादजमयों ्ारा कायायजन्वत की िान े वाली प्रदक्रयाके म। एकपीपक ता हो vii) जवत्त पक ोषण: खले अकादजमयों को यो‍यता के यधार पक र खले अवसंरचना के जनमायण और कोचों, खेल जवज्ञान सहायता यदद के पीपक म । तकनीकी सहायता के जलए यव‍यकता यधाररत सहायता के जलए 24 करोड़ रु. की वाि षक राजि जनधायररत की िाएगी इसम। से 12 करोड़ रु. यवतम व्यय और 12 करोड़ रु. अनावतम व्यय होगा उच्च प्रदिनय जनदेिक, कोच, सहायक स्ट्टास की जनयुजक, उपक भो‍य सामजग्रयों, जनगरानी और प्रदियन मल्ू यांकन प्रणाली, प्रजतस्ट्पक धाय ए्‍ सपक ोिर, जि्ा यदद के जलए यवतम व्यय दकया िाएगा गरै -यवतम व्यय उपक करण और ऐसी अकादजमयों म । मह‍वपक ूण य अवसंरचना गैपक संचडग के जलए दकया िाएगा प्र‍येक वषय नए खले ो इंजडया क।् िोड़े िाएंग े जिससे इस घटक के जलए यवतम धिट म। वृजधति होगी 1.3.4 दसट इंजडया मवू मट। i) सभी नागररक अपक नी ददनचयाय म। दसटनेस को अजभन् न अंग धनाकर िारीररक दसटनेस को ध़ाावा देने के जलए 29 अगस्ट्त, 2019 को दसट इंजडया मूवम।ट िुपी दकया गया था सरकार इस मूवम।ट के जलए उ‍प्रेरक की भूजमका8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] जनभाएगी दसट इंजडया एक िन-क।द्त अजभयान ह ै िो स्ट्वैज‍घक यधार पक र अजधक से अजधक नागररकों की भागीदारी के साथ चलाया िाता ह ै और यह एक सतत कायकय लापक ह ै नागररकों को दकसी भी पीपक म । िारीररक काययकलापक ों के जलए हर ददन समय जनकालन े के जलए प्रो‍साजहत दकया िाना चाजहए, चाह े वह खेल, पक ैदल चलना, िॉचगग, साइदकल चलाना, नृ‍य, ्‍लॉचगग, योगासन, दसटनेस दक्ज़, दसटनेस काययक्रमों म। भाग लेना या िारीररक काययकलापक , िागपीकता काययक्रम या उसके संयोिन का कोई अन्य पीपक हो खले जवभाग, युवा काययक्रम और खेल मंत्रालय को इस अजभयान और संधंजधत काययक्रमों के कायायन्वयन और प्रचार-प्रसार की प्रदक्रया और अंतर-संधंधों के माध्यम स े समन्वय के जलए नोडल एि।सी का कायय सौंपक ा गया ह ै खेल जवभाग म। इस अजभयान का संचालन एव ं दक्रयान्वयन खेलो इंजडया स्ट् कीम के तहत दकया िायेगा ii) राष्ट्रीय िारीररक दसटनेस मानदंड जवकजसत दकए िाएंगे और सभी नागररकों, धच्चों और वयस्ट्कों की िारीररक दसटनेस का मूल्यांकन करने के जलए स्ट्कूलों और संधंजधत एिज। सयों को एक टूल दकट प्रदान की िाएगी इस टूल दकट को दकट म। िाजमल ददिा-जनदेिों की मदद से कोई भी व्यजक यसानी से लाग ूकर सकता ह ै iii) खेल और िारीररक जि्ा के एकीकरण के जलए सलाहकार की भूजमका जनभान े के जलए एक तंत्र जवकजसत दकया िाएगा राष्ट्रीय जि्ा नीजत, 2020 म। यथा पक ररकजल्पक त खेल को स्ट्कूली जि्ा के साथ एकीकृत दकया िाएगा iv) जवत्त पक ोषण: दसटनेस संवधयन काययक्रमों, अजभयानों और संधंजधत काययक्रमों के ययोिन के जलए इस घटक के जलए 10 करोड़ रु. की वाि षक राजि जनधायररत की िाएगी दसट इंजडया स्ट्कूल सर्टटदसकेिन के तहत 5-स्ट्टार रेटेड स्ट्कूलों को 25,000 रु. और 3-स्ट्टार रेटेड स्ट्कूलों को 10,000 रु. उपक करण खरीदने/खले सुजवधाएं जवकजसत करने के जलए इस प्रमाजणत स्ट्कूलों म। खले सजु वधाके के जवकास के जलए एकमु‍त सहायता के पीपक म। करने पक र जवचार दकया िाएगा दसटनेस के ्ेत्र म । उनकी उपक लजब्धयों के जलए राज्यों/संघ राज्य ्ेत्रों, स्ट्कूलों यदद को मान्यता देन े के जलए उपक यकु पक ुरस्ट्कार स्ट् कीम भी लाग ू की िाएगी दसट इंजडया दक्ि और संधंजधत काययकलापक ों के जलए पक रु स्ट्कार राजि के प्रावधान के साथ पक ुरस्ट्कार संजस्ट् थत दकए िाएंग े और इसे इस घटक से जवत्त पक ोजषत दकया िाएगा 1.3.5 खले कूद के माध्यम स ेसमावजे िता को ध़ाावा दने ा I. िाजं त और जवकास के जलए खले i) इस स्ट् कीम म। स्ट्थानीय यधादी के धीच जवश्वास को ध़ाावा देन े और युवाके को मु‍य धारा म। लाने के जलए यतंकवाद और उग्रवाद प्रभाजवत ्ेत्रों और उन् ह। स्ट् वस्ट्थ तथा रचना‍ मक काययकलापक ों म। सहभागी धनाने तथा अन्य अिांत ्ेत्रों और अंतरराष्ट्रीय सीमा के साथ लगते ्ेत्रों म। िांजत और जवकास को ध़ाावा देने के जलए खेल को प्रो‍ साजहत करने की पक ररकल्पक ना की गई ह ै ii) भारत सरकार, िम्मू और क‍मीर के जलए जविेष पक ैकेि के तहत इस संघ राज्य ्ेत्रम। खले सुजवधाके को ध़ाान े के जलए धन उपक लब्ध करा रही ह ै इस पक ैकेि के तहत काययकलापक ों को इस स्ट् कीम के साथ िोड़कर संचाजलत दकया िाएगा इन अवसंरचना का इष्टतम उपक योग सुजनजित करने के जलए कोच, उपक करण, उपक भो‍य सामजग्रयों, तकनीकी सहायता, प्रजतस्ट्पक धाय यदद के जलए सॉफ्ट सपक ोटय प्रदान दकया िाएगा iii) युवाके की सकारा‍मक भागीदारी के जलए ऐसे सभी ्ेत्रों म। लोकजप्रय खेल जवधाके के सधं ंध म। ग्राम स्ट्तरीय प्रजतयोजगताएं ययोजित करन ेका प्रयास दकया िाएगा iv) जवत्त पक ोषण: राज्य सरकारों को सहायता के जलए और अिांत ्त्रे ों म। खेल ्‍लधों और टीमों की सहायकता के जलए 4 करोड़ रु. की वाि षक राजि जनधायररत की िाएगी गृह मंत्रालय की नागररक कायय योिना के तहत क।्ीय सिस्त्र पक ुजलस धलों (सीएपक ीएस) के साथ समन्वय करके इस संधंध म। उपक युक मानदडं जनधायररत दकए िाएंगे II. ग्रामीण और स्ट्वदिे ी/िनिातीय खले ों को ध़ाावा दने ा i) एक भारत श्रेष्ठ भारत (ईधीएसधी) जि्ा मंत्रालय का एक मह‍वाकां्ी काययक्रम ह,ै जिसका उदेशे‍य राष्ट्रीय एकता, िांजत और सद्भाव को ध़ाावा देने के जलए इस देि के जवजभन्न राज्यों/ संघ राज्य ्ेत्रों म। रहने वाल े जवजवध संस्ट्कृजत के लोगों के धीच जवचारों के यदान-प्रदान को ध़ाावा देना ह ै इस स्ट् कीम म । जनजहत िांजत और जवकास के उदेशे‍यों को कायायजन् वत करने और संधंजधत काययक्रमों के ययोिन के जलए ईधीएसधी के खेल घटक को खले ो इंजडया स्ट् कीम के साथ िोड़ा िाएगा खेल जवभाग ्ारा ययोजित दकए िाने वाले ईधीएसधी काययक्रमों म। ग्रामीण और[भाग I—खण् ड 1] भारत का रािपक त्र : असाधारण 9 स्ट्वदेिी खेल, प्रचार खेल, पक ारंपक ररक खले यदद सजहत जवजभन्न खेल जवधाके को िाजमल दकया िाएगा इस प्रयोिन के जलए एनएसएस, खेल संघों और संधंजधत जवधाके/खले ों म। जविेषज्ञता रखन े वाले अन् य स्ट्थानीय खले जनकायों को सहायता प्रदान की िाएगी ii) हमारे ग्रामीण और स्ट्वदिे ी/ िानिातीय खेलों को प्रदि ित करने के जलए, भारत सरकार के एक भारत श्रेष्‍टठ भारत (ईधीएसधी) काययक्रम के माध्यम से ग्रामीण और स्ट्वदिे ी/िनिातीय खेलों/प्रजतयोजगताके के ययोिन तथा खेल जवभाग म। प्रा्‍ त अन्य उपक यकु प्रस्ट्तावों के जलए खेलो इंजडया स्ट्क ीम के तहत जवत्तीय सहायता प्रदान की िा सकती ह ै iii) मल्लखंध, कलाररयापक स टू, गतका, थांग-ता, योगासन और जसलधं म के स्ट्वदेिी खेलों के अलावा, जवजभन्न राज्यों/संघ राज्य ्ेत्रों के अन्य स्ट्वदिे ी/पक ारंपक ररक खले ों से संधंजधत संगठनों को भी उनके संवधयन और प्रो‍साहन के जलए जवत्तीय सहायता प्रदान की िाएगी iv) ऐसे खेलों की िानकारी ऑनलाइन और ऑसलाइन मोड के माध्यम से भी उपक लब्ध कराई िाएगी यह न केवल सूचनाके के प्रसार म। मदद करेगा और इन खेलों के धारे म। वतमय ान पक ी़ाी म। जिज्ञासा उ‍ पक न् न होगी धजल्क धच्चों और युवाके को इन खेलों को प्राथजमकता के पीपक म। अपक नाने के जलए प्रो‍साजहत करेगा, जिससे भजवष्‍टय म। मु‍यधारा म। यने का उनका माग यप्रिस्ट्त होगा v) स्ट्वदेिी खेलों के ययोिन/संवधयन और उ‍थान के प्रस्ट्ताव सधं ंजधत संघों, पक ररसंघों या दकसी अन्य संगठन ्ारा राज्य/संघ राज्य ्ेत्रों के खेल जवभाग के माध्यम से इस तरह के काययकलापक ों को सुजवधािनक धनाने के जलए सहायता अनुदान प्राप्त करने के प्रयोिन से भेिे िा सकते ह । vi) जवत्त पक ोषण: राष्ट्रीय, राज्य स्ट्तर /या स्ट्थानीय प्रजतयोजगताके के ययोिन और इंटरैज्‍टव वधे साइट की स्ट्थापक ना, रखरखाव और उन्नयन और िहां यव‍यक हो, वहां मह‍वपक ूणय अवसंरचना के जलए सहायता प्रदान करके स्ट्वदेिी खेलों को ध़ाावा दने े के जलए 2 करोड़ रु. का वाि षक अनुदान जनधायररत दकया िाएगा घटक के तहत स्ट् पक धायके/प्रजतयोजगताके के सुचापी ययोिन और संचालन के जलए भारत सरकार, राज्य सरकारों, एनएसएस और अन्य संधंजधत जहतधारकों के प्रजतजनजधयों को िाजमल करत े हुए एक ययोिन सजमजत का गठन दकया िाएगा इस धनराजि का उपक योग ग्रामीण और स्ट्वदेिी/िनिातीय खले ों को ध़ाावा देने वाले गैर-सरकारी संगठनों और खेल पक ररसंघों/संघों की सहायता देने के जलए दकया िा सकता ह ै सभी संचडग राष्ट्रीय खेल सघं ों के जलए जनधायररत प्रजि्ण और प्रजतयोजगता (एसीटीसी) वाि षक कैल।डर की दरों के अनुसार होगी III. ददव्य ागं िनों के धीच खले को ध़ाावा दने ा i) ददव् यागं िनों के जलए जविेषज्ञ खेल अवसंरचना के जनमायण के जलए राज्यों/संघ राज्य ्ेत्रों और साई को जवत्तीय सहायता प्रदान करने का प्रावधान ह ै ii) स्ट्टेजडयमों को ददव् यांगिनों के अनुकूल/धाधा मुक धनान े के जलए यव‍यक धनराजि ददव् यांगिनों के सिज्‍त करण जवभाग के ददव् यांगिन अजधजनयम (एसयईपक ीडीए) टीमों की तैयारी के जलए दकया िा सकता ह ै iv) ददव् यागं िनों के जलए खेल स्ट्पक धायके के प्रस्ट्ताव प्रस्ट्तावक संगठनों ्ारा राज्य/संघ राज्य ्त्रे ों के खले जवभाग के माध्यम से इन स्ट् पक धायके के ययोिन के जलए सहायता अनुदान प्राप्त करने के उदेशे‍य स ेभेिे िा सकते ह । v) जवत्त पक ोषण: इस घटक के तहत 2 करोड़ रु. का वाि षक अनुदान जनधायररत दकया िाएगा जिसका उपक योग एथलीटों के वगमकरण, इंजडयन ्‍लाजससायर के प्रजि्ण, और ददव् यांगिनों के जलए जविेष खले प्रजि्ण क।्ों की स्ट्थापक ना /सहायता, कोचचग जवकास, पक ैरा-एथलीटों के प्रजि्ण के जलए कोचचग प्रा्‍ त करने वाले ददव् यांगिनों और अन् य स्म व्यजकयों के जलए कोचचग न् यूरल ह । और मजहलाके को भी खेल काययकलापक ों म। भाग लेन े का अवसर प्रदान करत े ह । मजहलाके और अन्य वंजचत समूहों के जलए खले प्रजतयोजगता, लीग और टूनामय ।ट का जवजभन् न खेल जवधाके म। जवजभन्न स्ट्तर पक ययोिन दकया िा सकता ह ै ii) ऐसी खेल जवधाके पक र िोर ददया िाएगा िहां मजहलाके और अन्य वंजचत समूहों और अन्य की भागीदारी कम हो तादक अजधक से अजधक सं‍या म। मजहलाएं इन खले जवधाके म ।भाग ल। iii) इस तरह की स्ट् पक धायके के जलए सहायता अनुदान प्राप्त करन े के उदेशे‍य स े प्रस्ट्तावक संगठनों ्ारा राज्य/सघं राज्य ्ेत्रों के खेल जवभाग के माध्यम से मजहलाके के जलए खेल स्ट् पक धायके के ययोिन के प्रस्ट्ताव भेिे िा सकते ह । iv) जवत्त पक ोषण: भारतीय ओलंजपक क संघ और प्रजतभागी राष्ट्रीय खले पक ररसंघों के साथ-साथ मजहलाके और अन्य वंजचत समूहों के धीच खेलों को ध़ाावा देने म । िाजमल अन्य संगठनों के सहयोग से ओलंजपक क मूवम।ट की सच्ची भावना स े स्ट् पक धायएं/ प्रजतयोजगताएं ययोजित की िानी चाजहए इस घटक के तहत काययकलापक ों के ययोिन के जलए 2 करोड़ रु. की वाि षक राजि जनधायररत की िाएगी अपक न ेमान्यता प्राप्त एनएसएस के माध्यम से जवजभन्न टीम खले जवधाके के जलए मजहला लीग के ययोिन को प्रो‍साजहत दकया िाएगा इस घटक के माध्यम स े उपक यकु जवत्त पक ोषण और सहायता प्रदान की िाएगी 1.4 समन्वय i) युवा काययक्रम और खले मंत्रालय के तहत खले जवभाग, जिसे कायय यवंटन जनयम, 1961 के तहत खले म । व्यापक क भागीदारी और उ‍कृष्टता के जलए काम करन े का दाजय‍ व सौंपक ा गया ह,ै एक राष्ट्रीय स्ट्तर की काययकारी सजमजत का गठन करेगा जिसम। खले ों के जवकास म। सहभागी जवजभन्न खेल संवधयन धोडों, सीपक ीएसई सजहत संधंजधत सभी मंत्रालयों/जवभागों का प्रजतजनजध‍ व होगा एनएलईसी की अध्य्ता सजचव (खले ) कर।गे ii) सजमजत, अन्य धातों के साथ-साथ अजधकतम समाजभपीपक ता सजु नज‍ चत करन े के जलए खले अवसंरचना के इष्टतम उपक योग सजहत पक ररयोिनाके, काययक्रमों और खले संवधनय और जवकास पक र व्यय के संधंध म । एक वाि षक संयुक कायय योिना तैयार करेगी iii) इससे युवा काययक्रम और खेल मंत्रालय, भारतीय खले प्राजधकरण और मंत्रालय के जनयंत्रण वाल े अन्य स्ट्वायत्त जनकायों और मंत्रालय ्ारा सहायता प्रा्‍ त राष्ट्रीय खेल पक ररसंघों ्ारा दकए गए प्रयासों म ।समाजभपीपक ता यएगी iv) सजमजत भारत सरकार से धिटीय सहायता के माध्यम से धनाए गए सभी खेल अवसंरचना (अभ्यास स्ट्थलों सजहत) का इष्टतम उपक योग सुजनजित करने के जलए भी उ‍ तरदायी होगी v) सामुदाजयक खेलों को ध़ाावा दने े के अलावा, राष्ट्रीय एथलीटों के प्रजि्ण के जलए इस तरह की अवसंरचना का उपक योग करने और राष्ट्रीय अकादजमयों की स्ट्थापक ना पक र भी ध्यान ददया िाएगा vi) एक नेिनल स्ट् पक ोस सय ररपक ोजिटरी जसस्ट् टम (एनएसयरएस) जवकजसत की िाएगी जिसम। एथलीट, कोच और अकादजमयां यहां पक ंिीकृत करा सकती ह । जिससे संभाजवत एथलीटों, कोचों और अकादजमयों का राष्ट्रीय भंडार तैयार होगा, िो यगे खले को व्यापक क यधार प्रदान करने और खले ों म। उ‍कृष्टता के संवधनय के युज‍ मत उदेशे‍यों को प्राप्त करन े म। सहायक होगा 1.5 जनगरानी और मल्ू य ाकं न i) समय-समय पक र खेलो इंजडया के यउटपक ुट/पक ररणामों को मल्ू यांकन करन े और समी्ा करने के जलए एक मिधूत जनगरानी तंत्र स्ट्थाजपक त दकया िाएगा ii) युवा काययक्रम और खेल मंत्रालय यईएस/धीयईएस और सीपक ीडब्ल्यडू ी व्‍सय मैनअु ल ददिाजनदेिों के प्रावधानों के अनुसार इस स्ट् कीम के तहत जवत्तपक ोजषत पक ररयोिनाके की जनगरानी, पक ययवे्ण, गुणवत्ता जनयंत्रण और लेखा पक री्ा करने पक र भी जवचार कर सकता ह ै iii) इस स्ट् कीम का मध्यावजध और कायायन्वयन के धाद का मल्ू यांकन दकसी तीसरे पक ्/स्ट्वतंत्र एि।सी ्ारा दकया िाएगा[भाग I—खण् ड 1] भारत का रािपक त्र : असाधारण 11 1.6 प्रिासजनक व्यय i) इस स्ट् कीम के समग्र प्रिासन और जनगरानी के जलए जमिन जनदेिालय-खेल जवकास को 5 करोड़ रु. की राजि यवंरटत की िाएगी इसके अंतगतय जवजभन् न व् यय िाजमल होंगे िैसे जनयु्‍त स्ट् टास के जलए वेतन/मिदरू ी, कायायलय व् यय, घटक की प्रगजत की जनगरानी के जलए सलाहकारों की जनयुजक, स्ट् कीम की सूचना, जि्ा और संचार (यईईसी), िागपीकता सृिन यदद िैस े व्यय मंत्रालय इस यवंरटत राजि स े राष्ट्रीय खेल नीजत, दसटनेस और खले ों यदद म। व् यापक क िन भागीदारी यदद िैसे ्ेत्रों म। वररष्ठ अजधकाररयों, प्रधंधकों और कोचों के जलए ्मता जवकास प्रजि्ण काययक्रम और काययिालाके के जलए जनजधकरण करेगा ii) वाि षक धिट के खेलो इंजडया स्ट्क ीम िीषय के तहत सभी धनराजि जमिन जनदेिालय - खेल जवकास, खेल जवभाग, युवा काययक्रम और खेल मंत्रालय ्ारा जनयंजत्रत और जवतररत की िाएगी 1.7 सामान्य i) खेल जवभाग, युवा काययक्रम और खले मंत्रालय, योिना के संचालन और उसके समग्र कायायन्वयन और जनगरानी के जलए जिम्मेदार होगा इस प्रयोिन के जलए, जवभाग यव‍यकता पक ड़न े पक र प्रचालना‍ मक ददिाजनदेि और अन्य यव‍यक जनदिे , पक ररपक त्र, अजधसूचनाएं, डेलीगिे न और अन्य यदेि िारी कर सकता ह ै ii) देि भर म। खले ों के जवकास के जलए जनिी ्ेत्र की भागीदारी को प्रो‍साजहत दकया िाएगा खेलो इंजडया की एक पक हल के तहत कॉपक ोरेट संस्ट्थाके से सीएसयर संचडग को भी प्रो‍साजहत दकया िाएगा iii) खेल जवकास पक र राज्यों/ संघ राज्य ्ेत्रों को ग्रडे दने े के जलए मत्रं ालय ्ारा एक खले जवकास सूचकांक और दसटनेस सूचकांक जवकजसत दकया िाएगा, िो धनराजि के जवतरण के जलए एक मह‍वपक ूणय मानदडं भी होगा iv) जनिी ्ेत्र, सावयिजनक ्ेत्र और जवजभन्न राज्यों/संघ राज्य ्त्रे ों म। सीएसयर भागीदारी ्ारा अध तक जवकजसत की िा रही जवजभन्न खेल सुजवधाके के मल्ू यांकन के संधंध म ।एक उपक योजगता सूचकांक जवकजसत दकया िाएगा v) खेल जवभाग ्ारा जवजभन्न खेलों म। लीग के जवकास को प्रो‍साजहत करने के जलए एक नीजत जवकजसत की िाएगी vi) इस स्ट् कीम को लागू करत े समय, एक य‍मजनभयर भारत (य‍मजनभयर भारत) के लक्ष्य को प्राप्त करन े के जलए घरेल ू और स्ट्वदेिी सामान जवजनमायताके और सेवा प्रदाताके की सहभाजगता के जलए काययकारी एि।जसयों /संगठनों को यव‍यक जनदिे िारी दकए िाएंगे vii) पक ंचायती राि संस्ट्थाके को गांव से जिला स्ट्तर तक उनकी जनकट पक हुचं के कारण, स्ट् कीम के कायायन्वयन/ लेखापक री्ा और उदेशे‍यों की समाजभपीपक ता के जलए उपक यकु पीपक से िाजमल दकया िा सकता ह ै इन स्ट्थानीय जनकायों म। स्ट्थानीय स्ट्तर पक र ग्रामीण/स्ट्वदिे ी खेलों, खेल संस्ट्कृजत और प्रजतभा को ध़ाावा देने के जलए संस्ट्थागत यधार पक र सावयभौजमक कवरेि और लोगों की भागीदारी को सूचीधधति करने की ्मता ह ै viii) िमीनी स्ट्तर पक र इस स्ट् कीम के लाभों के उपक योग को प्रो‍ साजहत करने के जलए लोक प्रिासन म। उ‍कृष्टता के जलए प्रधान मंत्री पक रु स्ट्कार सजहत क।् सरकार की जवजभन्न पक ुरस्ट्कार स्ट्क ीमों के तहत इस स्ट् कीम के उदेशे‍यों को कायायजन् वत करने और प्रा्‍ त करन े म । सभी राज्यों और संघ राज्य ्ेत्रों के जिलों के मूल्यांकन के जलए उनके प्रदिनय के यधार पक र खले ो इंजडया स्ट् कीम को इसम। िाजमल करन े की पक ररकल्पक ना की गई ह ै 2.1 अनमु ोदन कायजय वजध 2.1.1 पक ररयोिना प्रस्ट्तावों का मल्ू यांकन पक ररयोिना मूल्यांकन सजमजत (पक ीएसी) ्ारा दकया िाएगा, िो कायायन्वयन की स्ट्वीकृजत और जनगरानी के जलए सजचव (खेल) की अध्य्ता वाली जवभागीय पक ररयोिना अनमु ोदन सजमजत (डीपक ीएसी) को अपक नी जससाररि । प्रस्ट्तुत करेगी इस स्ट् कीम के संचालना‍मक ददिा-जनदेिों या इस स्ट् कीम के प्र‍येक घटक म । अन्य धातों के साथ-साथ प्रस्ट्ताव/अनुमोदन/कायायन्वयन की प्रदक्रया िाजमल होगी 2.1.2 इस स्ट् कीम के जवजभन्न घटकों के तहत जवजभन्न काययकलापक ों के जलए जनजधयां िारी करने की मंिूरी देते समय, मह‍वपक ूणय घटकों म । गैपक की मौिूदगी पक र जवस्ट् तृत जवचार दकया िाएगा तदनुसार, सभी प्रस्ट्तावों म। अजनवायय पीपक से एक गैपक जव‍ल ेषण अध्ययन (मांग और यपक ूि त की सीमा (या इसकी कमी) होगा तादक उपक लब्ध धनराजि का इष्टतम उपक योग दकया िा सके प्रस्ट्तावों म। समय-सीमा भी जनधायररत की िानी चाजहए जिनका कायायन्वयन एि।सी ्ारा समुजचत अनुपक ालन करने की यव‍यकता ह,ै तादक समय की अजधकता और लागत म। वृजधति से धचा िा सके केवल ऐसे प्रस्ट्तावों पक र, िो सभी प्रकार से पक णू य और तकनीकी पीपक से व्यवहायय हों, स्ट्वीकृजत के जलए जवचार दकया िाएगा12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] 2.2 जनगरानी तत्रं 2.2.1 यतं ररक जनगरानी: 2.2.1.1 स्ट् कीम के कायायन्वयन की प्रगजत की जनगरानी सामान्य चैनलों के माध्यम से की िाएगी िैसे दस्ट्तावेिी साक्ष्य ्ारा समि थत यवजधक प्रगजत ररपक ोटय मंगवाना, युवा काययक्रम और खले मंत्रालय/ एसएयई के प्रजतजनजधयों ्ारा यादजृ ‍घक दौरा, उपक योजगता प्रमाण पक त्र प्रस्ट्तुत करना, जनगरानी सजमजतयों की ररपक ोटय यदद 2.2.1.2 प्र‍येक राज्य/संघ राज्य ्ेत्र म। पक ररयोिनाके की प्रगजत की जनगरानी के जलए एक जनगरानी सजमजत का गठन दकया िा सकता ह ै अनुदानग्राही ्ारा प्रस्ट्ततु उपक योजगता प्रमाण पक त्र के साथ संधंजधत जनगरानी सजमजत की ररपक ोट य अजनवायय होगी जनगरानी सजमजत का गठन इस प्रकार होगा: 1 राज्य या संघ राज्य ्ेत्रों के प्रधान सजचव/ ययुक/ सजचव (युवा काययक्रम और खले )/ अध्य् जवश्वजव्ालय के रजिस्ट्रार/ डीन िैसी भी जस्ट्थ जत हो 2 युवा काययक्रम और खेल मंत्रालय के प्रजतजनजध सदस्ट्य 3 भारतीय खेल प्राजधकरण के प्रजतजनजध सदस्ट्य 4 पक ररयोिना के प्रभारी अजभयंता सदस्ट्य 5 संधंजधत राज्य/संघ राज्य ्ेत्र सरकार से उपक सजचव/जनदेिक या समक् र।क के अजधकारी सदस्ट्य सजचव कोई अन्य व्यजक जिसे अध्य् सहयोजित करना चाह । 2.3.1.3 इस स्ट् कीम के प्र‍येक घटक के तहत काययकलापक ों के कायायन्वयन की जनगरानी के उदेशे‍य से जनगरानी सजमजतयों का गठन दकया िा सकता ह ै सजमजतयों का गठन सजचव, खेल जवभाग, युवा काययक्रम और खेल मंत्रालय ्ारा तय दकया िाएगा 2.3.2 धाहरी जनगरानी: 2.3.2.1 पक ररयोिनाके के कायायन्वयन की प्रगजत की जनगरानी धाहरी मॉनीटरों के अथायत राज्य स्ट्तरीय मॉजनटस य (एसएलएम) और राज्य स्ट्तर पक र नामोददष्‍टट दकए िाने वाल े राज्य सरकार के कम स े कम उपक सजचव के ग्रडे र।क के नोडल अजधकारी के माध्यम से भी की िा सकती ह ै इस उदेशे‍य के जलए एक मॉडल जनरी्ण प्रापीपक तैयार दकया िाएगा और नोडल अजधकारी कायायन्वयन की प्रगजत पक र मंत्रालय को (राज्य सरकार के माध्यम से) जतमाही ररपक ोटय प्रस्ट्ततु करेगा 2.3.2.2 राज्य स्ट्तरीय मॉजनटस य (एसएलएम) का पक ैनल: एसएलएम का चयन एक पक ारदिम प्रदक्रया के माध्यम से दकया िाएगा जिसम। जवज्ञापक न िारी करना, िॉटय जलचस्ट्टग और सा्ा‍कार िाजमल होगा पक ररयोिनाके की प्रगजत की जनगरानी म। पक ूव य अनुभव रखन े वाल े व्यजक एसएलएम के पीपक म । जनयुजक के जलए पक ात्र होंगे यवेदकों के जपक घल े अनुभव, तकनीकी यो‍यता, स्मता और अन्य कारकों के रैक ररकॉड य के वस्ट्तजु नष्ठ मल्ू यांकन के यधार पक र एक सजमजत ्ारा चयन दकया िाएगा 2.3.2.3 दकसी भी एसएलएम को पक ैनल म। िाजमल करने से पक हल े पक वू यवृत्त/सतकयता मंिूरी यदद के स‍यापक न के पीपक की पक ृष्ठभूजम की िांच की िानी चाजहए पक ैनल म । िाजमल होन े के धाद, एसएलएम वाि षक समी्ा के अधीन तीन वषों की अवजध के जलए पक नै ल म । धना रह सकता ह ै दकसी भी समय असंतोषिनक प्रदियन यदद के कारण दकसी एसएलएम को हटाया िा सकता ह/ैसूची से धाहर दकया िा सकता ह ै 2.3.2.4 एसएलएम के काय:य i) अंजतम पीपक ददए गए कायों/स्ट्थलों की सूची के यधार पक र एक यात्रा काययक्रम तैयार करना ii) जनयत जतजथ पक र जनरी्ण के जलए स्ट्थल का भ्रमण करना iii) काययवार दौरा ररपक ोटय तैयार करना, जिसके जलए पीपक रेखा/अध्याय-योिना/कोर टेधल और प्रापीपक नोडल अजधकारी ्ारा उपक लब्ध कराई िाएगी इस ररपक ोटय म । जनरी्ण के पक ररणामस्ट्वपीपक जचजन् हत कजमयों को सुधारने/दरू करन े के जलए यव‍यक त‍काल प्र‍ युपक ाय िाजमल होन े चाजहएं[भाग I—खण् ड 1] भारत का रािपक त्र : असाधारण 13 iv) प्र‍येक जतमाही के अतं म,। एसएलएम ्ारा जिल े के जलए एक समेदकत ररपक ोटय तैयार की िाएगी और नोडल अजधकारी के माध्यम से राज्य सरकार को प्रस्ट्तुत की िाएगी इस ररपक ोटय म। ययोिना, जडिाइचनग, कायय स्ट्थलों के चयन और कायों के जनष्‍टपक ादन और उसके पक ययवे्ण म । जभन् नता की पक नु रावृजत्त को रोकन े के जलए दकए िान े वाल े उपक ाय िाजमल होने चाजहए यह दीघयकाजलक उपक ायों की प्रकृजत का होगा और इसम। प्रजि्ण के जलए जचजन्हत ्ेत्रों को िाजमल दकया िाएगा इस ररपक ोटय म । सझु ाए गए उपक ायों के जलए एक पक ररजनयोिन काययनीजत भी िाजमल होगी ररपक ोटय का सारांि भी एसएलएम ्ारा कारयवाई चधदकेु को दिायत े हुए तैयार दकया िाएगा v) नोडल अजधकारी कायायन्वयन एि।सी के माध्यम से सुधारा‍मक उपक ाय करेगा vi) नोडल अजधकारी सुधारा‍मक कारयवाई की जनगरानी करेगा और कारयवाई पक ूरी होने तक की गई कारयवाई की त्रमै ाजसक जस्ट्थजत प्रस्ट्ततु करेगा vii) एसएलएम की ररपक ोटों और सुझावों पक र राज्य सरकार ्ारा की गई कारयवाई की समी्ा राष्ट्रीय स्ट्तर की काययकारी सजमजत (एनएलईसी) ्ारा की िाएगी और यह सामान्य पक ररषद (िीसी) की चचाय के जलए काययसूची की मदों का भी जहस्ट्सा होगी viii) जवत्त पक ोषण: एसएलएम के पक ाररश्रजमक और यकजस्ट्मक व्यय पक र व्यय प्रिासजनक व्यय से वहन दकया िाएगा 2.5 सामान्य पक ररषद (िीसी) i) मंत्री, युवा काययक्रम और खले की अध्य्ता म । िीसी स्ट् कीम के जलए सवोच्च नीजत धनाने (Department of Sports) NOTIFICATION New Delhi, the 4th March, 2022 SUBJECT: CONTINUATION OF THE SCHEME OF ―KHELO INDIA–NATIONAL PROGRAMME FOR DEVELOPMENT OF SPORTS‖ - REG. No. 40-1/MYAS/MDSD/2020.—With a view to achieving the twin objectives of mass participation and promotion of excellence in sports, the Government has decided to continue the Scheme of ―Khelo India – National Programme for Development of Sports‖ over the 15th Finance Commission Cycle (2021-22 to 2025-26) at an outlay of ₹ 3165.50 crore. 2. The Khelo India Scheme is the flagship Central Sector Scheme of the Ministry of Youth Affairs & Sports. It aims at infusing sports culture and achieving sporting excellence in the country thus allowing the populace to harness the power of sports through its cross-cutting influence. The Khelo India programme includes playfield development; community coaching development; promotion of community sports; establishment of a strong sports competition structure at both school and university level as also for rural / indigenous sports, sports for persons with disability and women sports; filling up of critical gaps in sports infrastructure, including creation of hubs of sports excellence in select universities; talent identification and development; support to sports academies; implementation of a national physical fitness drive for school children; and sports for peace and development. 3. The basic objectives, vision and structure of the extant Khelo India Scheme have been retained. However, on the basis of the experience of this Ministry while implementing the extant Scheme as well as the evaluation/recommendations of the Third-Party Evaluator, the components of the Scheme have been rearranged and rationalized by merging/subsuming some of the similar components with the larger ones, thus condensing the twelve existing components into following five components: - (i) Creation and Upgradation of Sports Infrastructure (ii) Sports Competitions and Talent Development (iii) Khelo India Centres and Sports Academies (iv) Fit India Movement (v) Promotion of Inclusiveness through Sports 4. The other features of the Scheme are broadly retained for continuity and strengthening of the established good practices. Besides, the Scheme has been rationalised by making it leaner and simplifying the structure and approval process, as well as by removing the redundancies and syntactical deficiencies. Also, ‗Khelo India Winter Games‘ have been included under the ‗Sports Competitions and Talent Development‘ component. The ‗Fit India Movement‘ has been introduced as a separate and dedicated component. 5. The Scheme provides for a Project Appraisal Committee (PAC), which will appraise all proposals received under the scheme and place them before a Departmental Project Approval Committee (DAPC) for approval. The approved projects will be subject to strict monitoring, including third party monitoring, for which State level monitors will be engaged. 6. The entire programme will be steered by a General Council (GC) chaired by the Minister in-charge, which will function as the highest policy making body for the purpose of implementation of the scheme. The General Council will be supported by a National Level Executive Committee (NLEC) headed by Union Secretary of Sports. 7. The budget allocation for the scheme is ₹ 3165.50 crore for the period 2021-22 to 2025-26. 8. The entire scheme as approved by the Cabinet, is hereby notified on this date as enclosed, for implementation with immediate effect.18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] KHELO INDIA – NATIONAL PROGRAMME FOR DEVELOPMENT OF SPORTS (2021-22 TO 2025-26) 1. KHELO INDIA SCHEME 1.1 Vision To infuse sports culture and achieve sporting excellence in the country. 1.2 Mission To encourage sports across the country thus allowing the population to harness the power of sports through its cross-cutting influence, including, holistic development of children and youth, community development, social integration, gender equality, healthy lifestyle, national pride and economic opportunities related to sports development. 1.3 Components of the Scheme The Khelo India Scheme comprises the following components: - i) Creation and Upgradation of Sports Infrastructure ii) Sports Competitions and Talent Development iii) Khelo India Centres and Sports Academies iv) Fit India Movement v) Promotion of Inclusiveness through Sports 1.3.1 Creation and Upgradation of Sports Infrastructure i) Under this component, grants-in-aid will be provided to States/Union Territories (UTs), and other eligible entities such as Central/State educational institutions, autonomous bodies of the Central Government, defence/paramilitary organisations, etc. to create modern sports infrastructure as well as upgrade the existing sports and other related infrastructure. ii) The sports infrastructure will be offered to States/UTs and other eligible entities with critical gaps in the existing infrastructure and having capacity to utilise the same. iii) Grants-in-aid will also be provided for sports science and sports equipment. iv) Under this component, grants-in-aid will also be provided to Central and State Universities recognized by University Grants Commission (UGC) for creation and upgradation of sports infrastructure and purchase of sports equipment. Ministry of Education will also be requested to have Ministry of Youth Affairs & Sports included in the University Grants Commission Steering Committee for Sports in Universities. v) Khelo India Scheme will also be converged with Members of Parliament Local Area Development (MPLAD) Scheme. The States/UTs may also like to consider making a similar provision in their respective Member of Legislative Assembly Local Area Development (MLALAD) Schemes so as to enable a Member of Legislative Assembly to contribute from out of his/her MLALAD funds for development of sports infrastructure in the respective States/UTs. vi) The Ministry of Youth Affairs & Sports will be given priority for usage of the sports infrastructure created under this Scheme, whenever required. A Memorandum of Understanding (MoU) in this regard will be signed between the Ministry and the grantee. Besides, it will also be ensured that the grantee also utilises the infrastructure judiciously. During free time, facilities would be available for use to schools, colleges, neighbourhood communities and sports associations. vii) Playfield Development: Development of playgrounds in gram panchayats as well as in schools owned by the Central and State Governments will also be an area of attention under this Scheme. Support will be provided for development of modern playgrounds having change rooms, drinking water facilities, toilet facilities (separately for women and men), etc. in convergence with the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and any other scheme(s) of the State Government/Central Government. Suitable grant per playground may be given on receipt of request through the State/UT Government for this purpose.[भाग I—खण् ड 1] भारत का रािपक त्र : असाधारण 19 viii) A national inventory of playfields and sports infrastructure will be prepared on a Geographic Information System (GIS) platform for their optimum utilisation. The database will be created and maintained by the Department of Sports. ix) Grants-in-aid up to ₹ 100 crore only may be given for the development of sports infrastructure in the States/UTs of Gujarat, Manipur, Nagaland, Odisha, West Bengal, Andaman & Nicobar Islands and Delhi to commemorate the 125th birth centenary of Netaji Subhash Chandra Bose during the course of the year 2021-22. x) Funding: An amount of ₹ 1879 crore will be earmarked for funding the creation and upgradation of sports infrastructure to bridge critical infrastructure gaps and development of playfields in the country. 1.3.2 Sports Competitions and Talent Development I. Sports Competitions i) Khelo India will be the basic platform to showcase sporting skills and accordingly become a platform for talent spotting and providing development pathways for gifted and talented children to achieve excellence. ii) The Central Government will organise National-level competitions, i.e., Khelo India Youth Games and Khelo India University Games, in respect of high priority/priority sports disciplines, like, Archery, Athletics, Badminton, Basketball, Boxing, Chess, Cycling, Football, Gymnastics, Handball, Hockey, Judo, Kabaddi, Karate, Kho-Kho, Shooting, Swimming, Table Tennis, Taekwondo, Tennis, Volleyball, Weightlifting, Wrestling and Wushu, at various places across the country. Additional sports disciplines may be included in these Games with the approval of the competent authority. The Central Government will also organise national-level Khelo India Winter Games annually in respect of winter games disciplines. iii) These National-level competitions will be organised in true spirit of the Olympic Movement by associating the concerned National Sports Federations (NSFs), School Games Federation of India (SGFI) and University sports promotion bodies, including the Association of Indian Universities (AIU). iv) Talent pool identified at the National Youth Games, National University Games and Winter Games will form a key input for the Talent Search and Development Programme for which suitable criteria will be devised. v) A system of school and university leagues will be launched in key team games across the country to create greater participation and competition. vi) For the purpose of encouraging identification and development of talent, proposals for organising sports competitions for any category of sportspersons at local or State level may be sent by any organisation, association, or anybody or institution irrespective of their recognition, through the Sports Department of the State/Union Territories for receiving grants-in-aid to facilitate such activities. State/UT Governments will be encouraged to conduct competitions in identified sports disciplines on their own by associating District and State level associations/federations of various sports disciplines. Financial assistance will be given as per the Annual Calendar of Training and Competition (ACTC) rates. vii) Suitable policies would be evolved to encourage sports in a big way among Defence and Paramilitary forces, who are well endowed with sports infrastructure and appropriate funding will be considered for the same. viii) Funding: The Khelo India Games will be held in the true spirit of the Olympic Movement in association with the Indian Olympic Association and the participating National Sports Federations. Each set of competitions will see participation of about 8,000 athletes and officials. An annual amount of ₹ 22 crore will be earmarked for conduct of each set of competitions, viz. Khelo India Youth Games, Khelo India University Games and Khelo India Winter Games.20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] II. Talent Identification and Development i) There is a need to harness the potential talent in respective States/UTs. Accordingly, each State/UT will be encouraged to take up one sport for excellence in Olympics and create a world class system/structure in that State/UT for that particular sport. This will be a step towards becoming a sporting power in the coming years. ii) A pyramidical structure is sought to be put in place for the identification of talented sportspersons starting from the grassroots level and culminating in the development of elite athletes for achieving excellence at international platforms. The pyramid-flow pattern of talent identification and development is described below. iii) Grassroots Talent Identification: The following modes will be used for identification of talent - a. Potential Talent - Khelo India Mobile App and Fit India App would be used to capture the data for which age-appropriate protocols have been developed; the expertise of physical education teachers (PETs) will also be utilised for identifying potential talent. b. Proven Talent - Identification will be done by scouts appointed by Zonal Committees through competitions, visit of scouts to training academies, camp, special drive for talent hunt, talent portal, etc. c. The list of talented grassroots athletes will be forwarded to State Government sports facilities, SAI training centres, Khelo India State Centres, sports schools, etc. iv) Elite Talent Identification: a. Talent Screening Committee (TSCs) will recommend the talent to be inducted in various training centres (Zonal committee can also act as TSCs). b. Talent Identification & Development Committee (TIDC) formed with representation from NSFs will scout talent at National level and recommend athletes to be inducted in Khelo India accredited academies. The assessment camps if required will also be organised (for elite athletes, a component of ₹ 5 lakh per athlete per annum on average could be allocated). This amount may be suitably revised by the Department of Sports from time to time based on inflation and other relevant indices. v) Talent Development: a. Grassroots talent development through e-Khel Pathshala and Khelo India District Centres. b. Intermediate talent development through Khelo India State Centres (Centres of Excellence, Sports Schools, Army Boys Sports Companies, funding to SAI training centres etc.). c. Elite talent development will be done through Khelo India accredited academies which may be operated by SAI, State/UT Government or private entities. Support to the tune of ₹ 5 lakh per athlete per annum for 3000 athletes will be provided for Elite talent development. This amount may be reviewed after every two years and revised in accordance with inflation rate and other relevant indices. vi) National competitions involving Schools, Colleges, Universities and National Sports Federations (NSFs) under the Khelo India Scheme, National Championships, and National Sports Talent Search Portal of SAI, will provide a platform for identification of talented sports persons in priority sports disciplines in which the country has potential/advantage. vii) In addition to the selection of prize winners, the duly constituted Talent Identification Committee may also adopt globally accepted scientific methods to spot and identify talent in various sports disciplines. viii) The identification of talented sportspersons will be done in a transparent manner through competitive performance and assessment made through scientifically designed battery of tests. ix) Further, a National Talent Search Portal will provide seamless access to upload individual achievements. x) In addition, various other innovative approaches will be adopted for carrying out scientific evaluation at remote places for better identification of the talented sportspersons.[भाग I—खण् ड 1] भारत का रािपक त्र : असाधारण 21 xi) During the talent identification drive, sporting talent hubs, discipline-wise, including indigenous games, shall be identified and duly mapped. Efforts will be made through sports academies to conduct special programmes to encourage such specific sport/game in that area. xii) Out of the talented players identified in priority sports disciplines at various levels through different avenues, best talents in those sports discipline will be identified by a High-Powered Committee and provided annual financial assistance, with rates to be decided and updated from time to time by the Ministry, for a period of at least 8 years under a Long-Term Athlete Development Programme. xiii) Continuation of support to an individual athlete will be subject to his/her progress/performance in the identified sports discipline concerned, ensuring the best performers, having potential to excel at the highest level, are given continuous support and non-performers/ non-achievers can be taken out of the system. xiv) This will ensure a sizable bench strength that the country is lacking at present. xv) Funding: An amount of ₹90 crore per annum will be earmarked for the maintenance of the Online Portal, identification of sporting talents through different avenues, including through advanced scientific profiling, short listing of talents and recommending the best talents for providing support. Identification of sporting talent will involve conduct of pan-India trials by Talent Scouts (to be engaged for the purpose), in association with States/UTs. III. Community Coaching Development i) The significance of community coaching is identification and development of talent at the grassroots level cannot be ignored. Accordingly, the Scheme recognizes the pivotal role of physical education teachers and community coaches in encouragement and grooming of budding sports talent in the country. The Scheme thus envisages institutional support for community coach development along with physical education training. ii) A cascading model of Community Coach Development will be adopted for development of community coaches across the country. This will involve skill development and certification system. iii) A short-term community coaching development programme will be devised and identified Physical Education Teachers will be trained as Master Trainers. iv) Online courses for community coach development will also be developed at primary and advanced levels. There will be a system of coach accreditation based upon the level of proficiency. v) With respect to technical officials such as umpires and referees, they would be supported with capacity development programmes. vi) Funding: Training of PETs/Volunteers as Master Trainers entails expenditure on travel, accommodation, content development, training material, faculty charges, etc. An annual amount of ₹ 30 lakh will be earmarked for said training. 1.3.3 Khelo India Centres and Sports Academies I. State Level Khelo India Centres i) A large number of sports infrastructure set up throughout the country are not being utilized optimally due to lack of coaches/part-time coaches, supports staff such as physiotherapists and masseurs, equipment, proper field of play, consumables, day boarding facilities, etc., as well as lack of adequate financial support for meeting recurring expenditure. ii) It is proposed to support better utilization of sports infrastructure belonging to States/UTs through suitable Memorandum of Understanding (MoU) and provide support for engagement of coaches, providing day-boarding facilities, stipend to trainees, etc. iii) Provision of maximum funding to the State Centres of Excellence and Khelo India Centres will be done for the priority sport selected by the State under the ―One State, One Game‖ initiative. iv) Capacity building and Viability Gap Funding support will be provisioned for State Centres of Excellence and Khelo India Centres that may include universities (including private universities). The emphasis would be on upgradation of sports science facilities and sports science resources.22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] v) Funding: Each State Level Khelo India Centre will be provided an annual grant for the purpose of engagement of coaches/part-time coaches, and expenditure on equipment, proper field of play, consumables, day boarding facilities, physiotherapists, etc., as well as requirement for recurring expenditure including beneficiary support, repair & maintenance. An annual amount of ₹100 crore will be earmarked for this purpose. Out of this, ₹25 crore will be recurring expenditure and ₹75 crore non-recurring expenditure. Each year new Khelo India Centres will be added. In addition, 1000 Small Khelo India Centres will be established in the next five years, 1 to 2 in each district across States/UTs. II. Support to National/Regional/State Sports Academies i) The identified sports talents will be given the option to join SAI National Sports Academies, State Sports Academies or Sports Academies established by the private sector. ii) Grants-in-aid will be provided for establishment, operation and maintenance of sports academies in respect of identified disciplines to Sports Authority of India, State Governments or to private sector or a sports person under Public Private Partnership (PPP) mode for facilitating and supplementing Long Term Athlete Development (LTAD) programme (for 8 years). iii) Academies will be identified for need-based support, both recurring and non-recurring, by inviting proposals from suitable entities. iv) A system would be developed for rating of academics to facilitate selection of appropriate academics for support. At least one academy for Para Athletes will be supported. v) There will be a close coordination with Schools and Universities including National Sports University so that the identified talented sports persons can be placed in appropriate institute for the purpose of academics, training and utilization of sports infrastructure facilities. vi) Common norms will be evolved for the purpose of identification of sports talent, training methodology, monitoring and performance measurement systems, LTAD, requirements of sporting facilities, sports science backup, sports medicine etc., so that there is some uniformity of processes to be implemented by various Institutes and Academies. vii) Funding: An annual amount of ₹ 24 crore will be earmarked for need based support for both creation of sports infrastructure and technical assistance in terms of coaches, sports science support, etc. to Sports academies on merit. Out of this, ₹ 12 crore will be recurring expenditure and ₹ 12 crore non-recurring expenditure. The recurring expenditure will be incurred for engagement of High-Performance Director, Coaches, Support Staff, Consumables, monitoring and performance measurement systems, competition exposure, education, etc. The non-recurring expenditure will be incurred to fund critical infrastructure gaps, including equipment, in such academies. Each year new Khelo India Centres will be added leading to increase in recurring budget for this component. 1.3.4 Fit India Movement i) The Fit India Movement was launched on 29 August, 2019 for promoting physical fitness of all by inculcating a habit of fitness among all citizens. The Government will be playing the role of a catalyst for this Movement. Fit India is a people-centric movement to be run on voluntary basis with participation of as many citizens as possible and is an ongoing activity. Citizens are to be encouraged to spend time every day on physical activities in any form, be it sports, games, walking, jogging, cycling, dancing, plogging, yogasan, fitness quizzes, participation in fitness events or any other form of physical activity, awareness programmes or combinations thereof. The Department of Sports, MYAS has been entrusted with the task of the nodal agency for coordinating the implementation and propagation of this Movement and related programmes through the process and inter-linkages. The administration and implementation of this Movement in the Department of Sports will be undertaken under the aegis of the Khelo India Scheme. ii) National Physical Fitness parameters will be evolved and a tool kit will be provided to schools and relevant agencies to evaluate physical fitness of all citizens, both children and adult. This tool kit would be easy to implement by anyone with the help of guidelines included in the kit. iii) A mechanism will be evolved to perform an advisory role for integration of sports and physical education. Sports will be integrated with school education as envisaged in the National Education Policy, 2020.[भाग I—खण् ड 1] भारत का रािपक त्र : असाधारण 23 iv) Funding: An annual amount of ₹ 10 crore will be earmarked for the component for organizing fitness promotion events, campaigns and related. Funds to the extent of ₹ 25,000 for procuring equipment/developing sports facilities to 5-Star and ₹ 10,000 to 3-Star rated schools under Fit India School Certification would be considered to be released as one time assistance for developing sports facilities in such certified schools Suitable award scheme would also be implemented for recognizing States/UTs, Schools etc. for their achievements in the fitness sphere. Fit India quizzes and related activities with commensurate prize money awards would also be instituted and funded from this component. 1.3.5 Promotion of Inclusiveness through Sports I. Sports for Peace and Development i) The Scheme envisages the usage of sports for the promotion of peace and development in terrorism and extremism affected areas as well as other disturbed areas and areas along the international land border to promote confidence-building among the local populace and bringing the youth into the mainstream and engaging them in healthy and constructive activities. ii) The Government of India, under the Special Package for Jammu and Kashmir is providing funds for enhancement of sports facilities in the Union Territory. The activities under this Package will be carried out by dovetailing them with this Scheme. To ensure optimal utilization of these infrastructure, soft support in terms of coaches, equipment, consumables, technical support, competition etc. will be provided. iii) Efforts will be made to organise village level competitions in respect of sports disciplines popular in all such areas for positive engagement of youth. iv) Funding: An annual amount of ₹ 4 crore will be earmarked for support to State Governments and for supporting Sporting Clubs and teams in disturbed areas. Suitable criteria will be laid down in this regard by co-ordination with Central Armed Police Forces (CAPFs) as part of Civic Action Plan of Ministry of Home Affairs. II. Promotion of Rural and Indigenous/Tribal Games i) Ek Bharat Shrestha Bharat (EBSB) is an ambitious programme of the Ministry of Education, which aims at enhancing interaction of people of diverse culture living in different States/Union Territories of this country to promote national integration, peace and harmony. The sports component of EBSB would be dovetailed with the Khelo India Scheme for the purpose of organising the events and implementing the objectives of peace and development inherent in this Scheme. EBSB events to be organised by the Department of Sports would include a variety of sports disciplines, including rural and indigenous games, promotional sports, traditional games, etc. For this purpose, support and assistance would be provided to the NSFs, sports associations and other local sports bodies specialising respective disciplines/games. ii) In order to showcase our rural and indigenous/tribal games, financial assistance may be provided under the Khelo India Scheme for organising rural and indigenous/tribal games/competitions through Ek Bharat Shrestha Bharat (EBSB) programme of the Government of India and other suitable proposals received in the Department of Sports. iii) In addition to the indigenous games of Mallakhamba, Kalaripayattu, Gatka, Thang-Ta, Yogasana and Silambam, organisations related to other indigenous/traditional games of different States/Union Territories would also be provided financial assistance for their promotion and encouragement. iv) Information on such games will also be made available through online and offline modes. This will not only help disseminate information and ignite the curiosity of the present generation about these games but also encourage children and youth to take up these games in a major way, paving way for their future mainstreaming. v) Proposals for organising events/promotion and upliftment of indigenous games may be sent by the associations, federations concerned or any other organisation through the Sports Department of the State/Union Territories for the purpose of receiving grants-in-aid to facilitate such activities.24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] vi) Funding: An annual grant of ₹ 2 crore will be earmarked for promoting indigenous games by organising national, state level and/or local competitions and installing, maintaining and upgrading the interactive website and supporting critical infrastructure where required. An Organising Committee comprising representatives from the Government of India, State Governments, NSFs, and other relevant stakeholders will be constituted for smooth conduct and delivery of the events/ competitions under the component. The funds may be used for supporting NGOs and Sports Federations/Associations promoting rural and indigenous/tribal games. All the funding will be as per Annual Calendar of Training and Competition (ACTC) rates fixed for the National Sports Federations. III. Promotion of Sports among Persons with Disabilities i) Financial assistance may be provided to States/UTs and SAI for creation of specialist sports infrastructure for persons with disabilities. ii) Funds required for making stadia disabled friendly / barrier free may be accessed from Scheme for Implementation of Persons with Disabilities Act (SIPDA) of Department of Empowerment of Persons with Disabilities. iii) The funds provided under this head may be used for classification of players, equipment, training and preparation of teams for Paralympic Games and disciplines and competitions. iv) Proposals for organising sports events for persons with disabilities may be sent by the proponent organisations through the Sports Department of the State/Union Territories for the purpose of receiving grants-in-aid to facilitate such events. v) Funding: An annual grant of ₹ 2 crore will be earmarked under this component which may be utilized for classification of athletes, training of Indian classifiers, and setting up/supporting Specialised Sports Training Centres for people with disabilities, coaching development, scholarships for coaching diploma both by differently abled persons and able-bodied persons seeking coaching for training para-athletes, and competitions. IV. Promotion of Sports among Women i) While all the components of the Khelo India Scheme are gender neutral and afford opportunities to women too for participating in sporting activities and development of sports, competitions, leagues and tournaments for women, as well as other disadvantaged groups may be organised in different disciplines at various level. ii) Emphasis will be laid on such sports disciplines where there is less participation of women and other disadvantaged groups and other so that a greater number of women will participate in such sports disciplines. iii) Proposals for organising sports events for women may be sent by the proponent organisations through the Sports Department of the State/Union Territories for the purpose of receiving grants-in- aid to facilitate such events. iv) Funding: The events/competitions should be held in the true spirit of the Olympic Movement in association with the Indian Olympic Association and the participating National Sports Federations as well as other organisation involved in promotion of sports among women and other disadvantaged groups. An annual amount of ₹ 2 crore will be earmarked for organising the activities under this component. Hosting of women leagues will be encouraged for various team sports disciplines through their recognised NSFs. Suitable funding and support will be provided through this component. 1.4 Coordination i) The Department of Sports under the Ministry of Sports & Youth Affairs, which is mandated under the Allocation of Business Rules, 1961 to work for mass participation and excellence in Sports, will set up a National Level Executive Committee which would have representation from all relevant Ministries/Departments, including various Sports Promotion Boards, CPSEs, which are involved in sports development. The NLEC will be chaired by the Secretary (Sports). ii) The Committee, inter alia, shall prepare an Annual Joint Action Plan with respect to projects, programmes and expenditure on sports promotion and development, including optimal utilization of sports infrastructure, in order to achieve maximum convergence.[भाग I—खण् ड 1] भारत का रािपक त्र : असाधारण 25 iii) This would also enable convergence with the efforts made by the Ministry of Youth Affairs & Sports, Sports Authority of India and other autonomous bodies under the control of the Ministry and the National Sports Federations, which are supported by the Ministry. iv) The Committee shall also be mandated to ensure optimum utilization of all sports infrastructure (including practice venues) that were created through budgetary support from Government of India. v) Apart from community sports promotion, focus shall also be there on using such infrastructure for training of national athletes as also setting up national academies. vi) A National Sports Repository System (NSRS) will be developed wherein the athletes, coaches and academies can register themselves hereon to build a national repository of prospective athletes, coaches and academies, which will further achieve the twin objectives of broad basing of sports and promotion of excellence in sports as laid down under the Scheme. 1.5 Monitoring and Evaluation i) A robust monitoring mechanism will be set up to measure and review the outputs/outcomes of Khelo India on a periodic basis. ii) The Ministry of Youth Affairs and Sports may also consider carrying out monitoring, supervision, quality control and audit of the projects financed under this Scheme as per the provisions of IS/BIS and CPWD Works Manual Guidelines. iii) A mid-term and post-implementation evaluation of the Scheme will be conducted by a third party / independent agency. 1.6 Administrative Expenses i) An amount of ₹ 5 crore will be allocated to the Mission Directorate – Sports Development for the overall administration and monitoring of the Scheme. This will also include expenses such as salary/wages of staff engaged, office expenses, engagement of consultants for monitoring of progress of the component, Information, Education & Communication (IEC) of the Scheme, awareness creation, etc. The Ministry shall fund capacity development training programmes and workshops for senior officers, managers and coaches in areas such as National Sports Policy, mass participation in fitness and sports, etc. from the above allocation. ii) All funds under the Khelo India Scheme head of the annual budget will be handled and disbursed by the Mission Directorate – Sports Development, Department of Sports, Ministry of Youth Affairs and Sports. 1.7 General i) The Department of Sports, Ministry of Youth Affairs and Sports, shall be responsible for operationalising the Scheme and overall implementation and monitoring of the same. For this purpose, the Department may issue operational guidelines and other necessary directives, circulars, notifications, delegations and other orders, as and when required. ii) Private sector participation will be encouraged for the development of sports across the country. CSR funding from corporate entities, as a part of the Khelo India initiative shall also be encouraged. iii) A Sports Development Index and Fitness Index will be developed by the Ministry to grade States/ UTs on sports development, which will also be an important parameter for disbursal of funds. iv) A Utilization Index will be developed with respect to mapping of various sports facilities being developed so far by the private sector, public sector and CSR participation across various States/UTs. v) A policy for encouraging the growth of Leagues in different sports shall be evolved by the Department of Sports. vi) While implementing the Scheme, necessary directions will be issued to the executing agencies / organisations to involve domestic and indigenous goods manufacturers and service providers to achieve the goal of a self-reliant India (Atmanirbhar Bharat).26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] vii) Panchayati Raj Institutions, owing to their proximity from village to district levels, may be appropriately involved for implementation/audit of the Scheme and convergence of the objectives. These local bodies have the potential for universal coverage and enlisting people‘s participation on an institutionalized basis for promoting rural/ indigenous games, sports culture and talent at local levels. viii) To catalyse the utilisation of benefits of this Scheme to the grassroots level, it is envisaged to include the Khelo India Scheme for evaluation of the districts across all States and Union Territories on the basis of their performance in implementing and achieving the objectives of this Scheme, under various Awards Schemes of the Central Government, including the Prime Minister‘s Awards for Excellence in Public Administration. 2.1 Approval Mechanism 2.1.1 The project proposals will be appraised by the Project Appraisal Committee (PAC), which will submit its recommendations to the Departmental Project Approval Committee (DPAC) headed by Secretary (Sports) for approval and monitoring of implementation. The Operational Guidelines or each component of this Scheme will, inter alia, include the procedure for proposal/approval/implementation. 2.1.2 While sanctioning the release of funds for various activities under different components of the Scheme, the overarching consideration will be existence of gap in critical components. Accordingly, all proposals will necessarily have to contain a gap analysis study (indicating the extent of demand and supply (or lack of it) so that the available funds can be utilized optimally. The proposals should also contain timelines which need to be adhered scrupulously by the implementing agency, so that time overruns and cost overruns can be avoided. Only such proposals, which are complete in all respects and technically feasible, will be considered for sanction. 2.2 Monitoring Mechanism 2.2.1 Internal Monitoring: 2.2.1.1 Monitoring of progress of implementation of the Scheme will be done through normal channels like calling for periodic progress reports supported by documentary evidence, random visits by representatives of the MYAS/SAI, furnishing of Utilisation Certificates, reports of the Monitoring Committees and so on. 2.2.1.2 A Monitoring Committee may be constituted to watch the progress of the projects in each State/UT. It will be mandatory for the Utilization Certificates furnished by the grantee to be accompanied by the report of the respective Monitoring Committee. The constitution of the Monitoring Committee shall be as follows: - 1 Principal Secretary/ Commissioner/ Secretary (Sports and Youth Affairs)/ of the State Chairperson or UTs /Registrar/ Dean of University as the case may be 2 Representative from Ministry of Youth Affairs & Sports Member 3 Representative from Sports Authority of India Member 4 Engineer In-charge of the project Member 5 Deputy Secretary/Director or officer of equivalent rank from the concerned State/UT Member Government Secretary Any other person the Chairperson may like to co-opt. 2.3.1.3 Monitoring Committees may be formed for the purpose of monitoring the implementation of activities under each Component of this Scheme. The composition of the Committees will be decided by the Secretary, Department of Sports, MYAS. 2.3.2 External Monitoring: 2.3.2.1 Monitoring of progress of implementation of projects may also be done through external monitors viz. State Level Monitors (SLM) and a Nodal Officer of the rank of minimum grade of Deputy Secretary to the State Government, to be designated as such at the State level. A model inspection format will be prepared for the purpose and the Nodal Officer will submit quarterly report to the Ministry (through the State Government) on progress of implementation.[भाग I—खण् ड 1] भारत का रािपक त्र : असाधारण 27 2.3.2.2 Empanelment of State Level Monitors (SLM): SLMs will be selected through a transparent process which will include issuing an advertisement, short listing, and interview. Individuals having prior experience in monitoring progress of projects will be eligible for appointment as SLM. Based on an objective assessment of the track record of applicants, past experience, technical qualifications, competence and other factors, the selection will be made by a committee. 2.3.2.3 A background check of the form of verification of antecedents/ vigilance clearance etc. may be carried out before empanelling any SLM. Once empanelled, the SLM may remain on the panel for a period of three years, subject to annual review. An SLM may be removed/ delisted because of non-satisfactory performance, etc. at any time. 2.3.2.4 Functions of the SLMs: i) Prepare a visit plan, based on the list of works/ sites finalized. ii) Visit the site for inspection on the appointed date. iii) Prepare visit report work wise, the framework/chapter-plan/core tables and format for which would be made available by the Nodal Officer. This report should include immediate counter measures required to be taken to rectify/ correct deficiencies identified as a result of the inspection. iv) At the end of every quarter, a consolidated report for the district shall be prepared by the SLM and submitted to the State Government through Nodal Officer. This report should include measures to be taken to prevent recurrence of deviations in planning, designing, selection of worksites and execution of works and supervision thereof. This would be in the nature of long term measures and would include areas identified for training. This report will also contain a deployment strategy for the suggested measures. A summary of the report shall also be made by the SLM bringing out the Action Points. v) The Nodal Officer shall take corrective measures through the Implementing Agency. vi) The Nodal Officer shall monitor the corrective action and furnish the action taken status quarterly till such time that action is complete. vii) Action taken by the State Government on the reports and suggestions of SLMs will be reviewed by the National Level Executive Committee (NLEC) and will also be a part of the agenda item for discussion of the General Council (GC). viii) Funding: Expenditure on remuneration and incidentals of SLMs will be borne out of the administrative expenses. 2.5 General Council (GC) i) The GC chaired by the Minister, Youth Affairs & Sports will be the highest policy making body for the Scheme and will be fully empowered to decide all policy matters.
