**Summary:**
This notice, issued by the Central Drugs Standard Control Organization (CDSCO), a division of the Directorate General of Health Services, Ministry of Health and Family Welfare, Government of India, pertains to the import of cosmetics into India. It addresses all stakeholders, including importers, exporters, and Customs House Brokers.
The notice references a previous notice dated January 29, 2019, outlining the procedure for registration on ICEGATE (Indian Customs Electronic Gateway) and the uploading of Licenses, Permits, Certificates, and Other Authorizations (LPCOs) via e-SANCHIT by Participating Government Agencies (PGAs). The CDSCO is identified as a PGA for uploading LPCOs related to cosmetic imports, aiming to reduce physical interaction between regulatory agencies and trade entities and expedite import and export clearances.
Registration on ICEGATE is a prerequisite for PGAs to link LPCOs to registered beneficiaries using their IEC (Importer-Exporter Code), GSTN (Goods and Services Tax Identification Number), and email ID. Upon ICEGATE registration, a unique Image Reference Number (IRN) is generated, which beneficiaries must use to link LPCOs with the Bill of Entry/Shipping Bill for customs clearance. After the full implementation of e-Sanchit, beneficiaries will no longer be allowed to physically upload LPCOs.
Therefore, all stakeholders involved in customs transactions for cosmetics are requested to furnish their IEC, GSTN code, and email ID registered with the ICEGATE portal, along with the contact details of a concerned person, to cosmeticscdsco.nic.in. These details should also be included in the covering letter when applying for a Registration Certificate on the Sugam Portal.
The notice is issued by Dr. S. Eswara Reddy, Drugs Controller General (I). Copies are distributed to relevant stakeholders, the Beauty and Hygiene Association, the Joint Secretary (R) of the Ministry of Health & Family Welfare, the Commissioner of the Single Window Project at the Central Board of Indirect Taxes and Customs, and the CDSCO website.
