SUBJECT: Approval of Foreign operators to carry dangerous goods to/from
India.
1. INTRODUCTION
1.1 Dangerous goods are articles or substances capable of posing a hazard to health,
safety, property or the environment. The safe transport of such goods by air is governed
internationally by ICAO Annex 18 and the Technical Instructions for the Safe Transport of
Dangerous Goods by Air, which prescribe detailed provisions for classification, packing,
marking, labelling, documentation and handling. For giving effect to these provisions in
India, the Aircraft (Carriage of Dangerous Goods) Rules, 2026, have been framed.
1.2 Rule 3 of the said Rules stipulates that no operator shall engage in the carriage of
dangerous goods unless certified by the aeronautical authority of the State of the
Operator, and further provides that wherever the State of operator is other than India,
such certified operator shall not carry dangerous goods to, from India without prior
approval of the Director General of Civil Aviation.
1.3 This Civil Aviation Requirement (CAR) lays down the requirements and procedure for
grant of approval by DGCA to foreign operators for carriage of dangerous goods and shall
apply to all foreign operators, intending to carry dangerous goods to/from India.
1.4 This CAR is issued under the provisions of Rule 20 of the Aircraft (Carriage of
Dangerous Goods) Rules, 2026.
Explanation: The term Foreign Operator for the purposes of this CAR means an operator

whose State of operator is other than India and certified for carriage of dangerous goods
by such State.
2. APPLICATION FOR APPROVAL
2.1 An application for grant of approval shall be submitted by the foreign operator in the
format specified in Appendix ‘A’ to this CAR at least thirty days prior to the intended date
of commencement of operations involving dangerous goods alongwith the prescribed fees
in the Rule 19 of the Aircraft (Carriage of Dangerous Goods) Rules, 2026.
2.2 The application shall be submitted to the Directorate General of Civil Aviation with all
supporting documents demonstrating compliance with the requirements specified in this
CAR.
3. DOCUMENTATION REQUIREMENTS
3.1 The foreign operator shall submit the application alongwith following documents:
(i) Certificate/Approval issued by State of Operator to carry dangerous goods;
(ii) Copy of valid Air Operator Certificate (AOC), and the associated Operations
Specifications clearly indicating authorization for carriage of dangerous goods;
(iii) Copy of its Dangerous Goods Manual or Dangerous Goods Section of Operational
Manual, as approved or accepted by the State of the Operator;
(iv) Information regarding its operational arrangements within India for acceptance,
storage, handling, loading and segregation etc. of dangerous goods;
(v) Details of its approved dangerous goods training programme, including initial and
recurrent training;
(vi) The details of arrangements of Dangerous Goods training for personnel engaged in
handling dangerous goods on their behalf within India;
(vii) Details of designated person responsible for dangerous goods compliance in India.

(viii) Procedures for reporting dangerous goods accidents, incidents, and occurrences
involving undeclared or mis-declared dangerous goods.
(ix) Station-wise details of its proposed operations in India, including the locations where
dangerous goods will be handled, the categories or classes of dangerous goods intended
to be carried, and the arrangements in place for storage, emergency response and
contingency handling.
3.2 Approval may be granted upon satisfactory compliance with the re quirements
specified in this CAR and the applicable rules subject to certain conditions and limitations
as deemed appropriatefor a period as mentioned in the sub rule (5) of the said rules.
3.3 If there is any change in the details or manual, the updated details shall be submitted
to the DGCA immediately for acceptance.
5. Renewal of the Approval
5.1 A request for renewal of the approval shall be made to DGCA at least 30 days prior
to expiry of the approval alongwith the supporting documents and on receipt of the
request, upon satisfactory compliance with the requirements specified in this CAR and
the applicable rules, the approval may be renewed for a period as mentioned in the sub
rule (5) of the the Aircraft (Carriage of Dangerous Goods) Rules, 2026.
6. OVERSIGHT AND INSPECTION
6.1 DGCA shall exercise oversight through inspections, audits and surveillance of foreign
operators and their associated ground handling arrangements in India.
6.2 DGCA may conduct inspections of facilities, documentation, training records and
procedures related to transport of dangerous goods.
7. SUSPENSION OR WITHDRAWAL
7.1 DGCA may suspend or withdraw approval granted under this CAR in case of:
(a) Non-compliance with applicable rules or ICAO Technical Instructions;
(b) Deficiencies in training or operational procedures;and

(c) Failure to report dangerous goods occurrences.
8. TRANSITIONAL PROVISION
8.1 Foreign operators engaged in carriage of dangerous goods prior to the
commencement of the Aircraft (Carriage of Dangerous Goods) Rules, 2026 shall obtain
approval under this CAR within a period of six months from the date of commencement
of the said Rules.
