Objections or suggestions, if any, may be addressed to the Director-General of Civil Aviation, Opposite Safdarjung Airport, New Delhi-110003; Any objection or suggestion which may be received from any person with respect to the said draft rules before the expiry of the period specified above, will be considered by the Central Government. Draft Rules 1. (1) These rules may be called the Aircraft (Amendment) Rules, 2014. (2) They shall come into force on the date of their final publication in the Official Gazette. 2. In the Aircraft Rules, 1937,— (a) in rule 39C, against entry (i) in column (3) for the words “Two years” the words, “Five years” shall be substituted. (b) in rule 42,— (i) in sub-rule (1) after second proviso, the following proviso shall be inserted, namely.— “provided also that, in case where the holder of expired Indian commercial licence is flying on a valid equivalent commercial licence issued by a Contracting State and satisfies the requirement of flying experience for renewal of Indian Licence, his Indian licence if expired beyond two years, shall be renewed after his qualifying the examinations and tests as the Director-General may consider necessary:”; (i) in the existing third proviso, for the words “Provided further that”, the words “Provided also that” shall be substituted; (c) after rule 133A in the heading for Part XII-B, for the word, “Normal” the word “Manual” shall be substituted. (d) in rule 133B, (i) in sub-rule (1), in clause (a), in sub-clause (v) after the existing text the following sub-clause shall be substituted, namely :— “(v) training schools for all aviation subjects;”. (ii) in sub-rule (3A) for the words “one year” at both places where they occur, the words “five years” shall be substituted. (iii) in sub-rule (4), in clause (b) for the words, “Civil Aviation Department,” the words “Directorate General of Civil Aviation” shall be substituted. (iv) in sub-rule (9) and in clause (a) of sub-rule (10), for the words “Civil Airworthiness Requirement” the words, “Civil Aviation Requirements” shall be substituted. (e) in Schedule II, in sections ‘O’ and ‘P’, in clause (2),— (i) in sub-clause (a) for the words, “issue of the rating” the words, “ the satisfactory completion of the instrument rating test” shall respectively be substituted.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ii) in sub-clause (b) for the words, “application for renewal has been submitted” the words “test for instrument rating has been conducted” shall respectively be substituted. (iii) in sub-clause (c) for the words, “ renewal of rating” the words, “the instrument rating test” shall respectively be substituted. (f) in Schedule XI – (i) the word “permit” wherever it occurs, the words, “Air Operator Certificate” shall be substituted; (ii) In paragraph 1, in the beginning for the word “Permission” the words “Air Operator Certificate” shall be substituted; (iii) in paragraph 5, in clause (3) for the words, “twenty five thousand” words ,”fifty thousand“ shall be substituted; (iv) in paragraph 5, for clause (4) the following clause shall be substituted, namely :— “(4) A fee of twenty lakhs rupees shall be payable for the issuance of an Air Operator Certificate and ten lakhs rupees shall be payable for renewal thereof;”. (v) in paragraph 8, in clause (2), sub clause (vii) shall be omitted; (vi) for paragraph 10, the following paragraph shall be substituted, namely :— “10. The Air Operator Certificate shall contain such information as prescribed by the Director General;”. (vii) paragraphs 13, 14, 17 and 19 shall be omitted; (viii) in paragraph 20, in sub-clause (1) for the words, “Civil Aviation Department,” the words, “Directorate General of Civil Aviation” shall be substituted; (ix) for paragraph 21, the following paragraph shall be substituted, namely:— “21. The holder of an Air Operator Certificate shall perform such services for conveyance of mail or any other items as specified by the Director General.”. [F.
