(क) ‘’कृिष िवपणन सलाहकार’’ से भारत सरकार का कृिष िवपणन सलाहकार अिभ(cid:25)ेत ह ै;
(ख) ‘’(cid:25)ािधकृत पैकर’’ से कोई 1 यि% या 1 यि%य& का िनकाय अिभ(cid:25)ेत है िजसे इन िनयम& के अधीन (cid:10)ेणी मानक& और िविहत (cid:25)5Pया
के अनुसार, आम बीज िगरी का (cid:10)ेणीकरण और उ(cid:29)ह 8 िच(cid:16)नांकन करने के िलए (cid:25)ािधकार (cid:25)माण-प7 अनुद#त 5कया गया ह ै;
(ग) ‘’(cid:25)ािधकार (cid:25)माण प7’’ से 5कसी 1 यि% या 1य ि%य& के 5कसी िनकाय को आम बीज िगरी का (cid:10)ेणीकरण और िच(cid:16)नांकन करने
और उन पर (cid:10)ेणी अिभधान िच(cid:16)न लगाने के िलए (cid:25)ािधकृत करते (ए साधारण (cid:10)ेणीकरण और िच(cid:16)नांकन िनयम, 1988 के
उपबंध& के अधीन जारी 5कया गया (cid:25)माण प7 अिभ(cid:25)ेत ह ै;
(घ) ‘’साधारण (cid:10)ेणीकरण और िच(cid:16)नांकन िनयम’’ से कृिष उपज ((cid:10)ेणीकरण और िच(cid:16)नांकन) अिधिनयम, 1937 (1937 का 1) क(cid:31)
धारा 3 के अधीन बनाए गए साधारण (cid:10)ेणीकरण और िच(cid:16)नांकन िनयम, 1988 अिभ(cid:25)ेत ह =;
(ड़) ‘’(cid:10)ेणी अिभधान िच(cid:16)न’’ से िनयम 5 म8 िनQद: ट एगमाकD अिधिच(cid:16)न अिभ(cid:25)ेत ह ै;
(च) ‘’अनुसूची’’ से इन िनयम& के साथ संलR न अनुसूची अिभ(cid:25)ेत ह ै।
(2) उन श< द& और पद& के जो इन िनयम& म8 (cid:25)यु+त ह = और पEरभािषत नहS ह=, 5क(cid:29)त ु कृिष उपज ((cid:10)ेणीकरण और िच(cid:16)नांकन)
अिधिनयम, 1937 (1937 का 1) और साधारण (cid:10)ेणीकरण और िच(cid:29) ह िनयम, 1988 म8 पEरभािषत ह,ै के वही अथD ह&गे जो उ+त

अनुसार ह&गे ।
4. %%%%वव वव ााााििििललललटटटटीीीी :::: इन िनयम& के (cid:25)योजन& के िलए आम बीज िगरी क(cid:31) +व ािलट ी अनुसूची–2 म8 यथािविनQद:ट के अनुसार होगी ।

म8 5दए गए िडजाइन के सदशृ (cid:10)ेणी अिभधान को सि(cid:21)मिलत करते (ए िडजाइन से िमलकर बना ‘’एगमाकD (cid:25)ािधकार िच(cid:16)न’’
होगा ।

पोलीथीन लाइYनग सिहत कागज के काटूDन&, लेिमनेटेड पोलीईथाइलीन अथवा (cid:25)ोली(cid:25)ोपाइलीन अथवा उZच सघनता
पोलीईथाइलीन थैल& अथवा पाउच& या जो कृिष िवपणन सलाहकार !ारा साधारण (cid:10)ेणीकरण और िच(cid:16)नांकन िनयम के िनयम
11 के अनुसार उसके !ारा (cid:25)ािधकृत 5कसी अिधकारी !ारा अनुमो5दत अ(cid:29)य 5कसी खाW (cid:10)ेणी साम[ी के पैक 5कया जाएगा ।
(2) पैVकग साम[ी क(cid:31)ट& या फफूंद संदषू ण से मु+ त होगी और अ(cid:29)य िवषैले पदाथD या अवांछनीय गंध या उ#प ाद के सुवास से मु+त
होगी ।
(3) आम बीज िगरी क(cid:31) पैVकग िविधक माप िव]ान अिधिनयम, 2009 (2010 का 1) क(cid:31) धारा 52 क(cid:31) उपधारा (2) के खंड (ञ) और
(थ) के साथ पEठत उपधारा (1) के अधीन बनाए गए िविधक माप िव]ान (पैकेज क(cid:31) गई वTत एु ं) िनयम, 2011 के उपबंध& के
अनुसार पैक आकार& म8 अथवा कृिष िवपणन सलाहकार !ारा समय-समय पर जारी 5कए गए अनुदशे & के अनुसार होगी ।
(4) समान लॉट या बैच के छोटे पैक आकार& क(cid:31) (cid:10)ेणीकृत साम[ी और (cid:10)ेणी को (cid:10)ेणी अिभधान िच(cid:16)न के साथ उसके स(cid:21)प ूणD <य ौर& के
साथ बड़े आधान म8 पैक 5कया जा सकेगा ।
(5) (cid:25)# येक पैकेज म8 समान (cid:25)कार के तथा समान (cid:10)ेणी अिभधान के आम बीज िगरी ह&गे ।
(6) (cid:25)# येक पैकेज सुरि-त (cid:26)प से बंद और मुहरबंद 5कया जाएगा िजससे उसके अ(cid:29)य संदषू ण को रोका जा सके ।

(3) पैकेज& पर िच(cid:16)नांकन के िलए (cid:25)यु+ त T याही ऐसी होगी जो आम बीज िगरी को संदिूषत न करे ।
(4) (cid:25)ािधकृत पैकर कृिष िवपणन सलाहकार या इस िनिम#त उसके !ारा (cid:25)ािधकृत 5कसी अिधकारी का साधारण (cid:10)ेणीकरण और
िच(cid:16)नांकन िनयम के िनयम 11 के अनुसार पूवD अनुमोदन अिभ(cid:25)ाBत करने के प?च ात, (cid:10)ेणीकृत पैकज& पर अपना (cid:25)ाइवेट 1य ापार
िच(cid:16)न या 1 यापार eांड िच(cid:16)नां5कत करेगा, जो इन िनयम& के अनुसार (cid:10)ेणीकृत पैकेज& पर लगाए गए (cid:10)ेणी अिभधान िच(cid:16)न !ारा

(2) (cid:25)ािधकृत पैकर आम बीज िगरी क(cid:31) + वािलटी का परी-ण करने के िलए साधारण (cid:10)ेणीकरण और िच(cid:16)नांकन िनयम के िनयम 9 के
अनुसार, कृिष िवपणन सलाहकार या इस िनिम#त उसके !ारा (cid:25)ािधकृत 5कसी अिधकारी !ारा अनुमो5दत अ9हत रसायन] !ारा
(cid:25)बंध क(cid:31) जारी रही अपनी T वयं क(cid:31) (cid:25)योगशाला Tथ ािपत करेगा या 5कसी अनुमो5दत राgय (cid:10)ेणीकरण (cid:25)योगशाला या सहकारी या
संगम (cid:25)योगशाला या िनजी वािणिgयक (cid:25)योगशाला के साथ स(cid:21)प कD करेगा ।
(3) पEरसर& को T वाT थ(cid:25)द और T वZ छता क(cid:31) दशाh के साथ उिचत संवातन तथा अZछ ी (cid:25)काश 1य वT था म8 रखा जाएगा । इन सं5Pयाh
म8 िलB त का9मक& का अZ छा T वाT i य होगा और वे 5कसी संचारी, संसगj या संPामक रोग से मु+त ह&गे ।
(4) पEरसर& म8 प+ के फशD वाली भंडारण सुिवधाएं होगS और वे कृ(cid:29) तक और क(cid:31)ट& के उ#प ीड़न से मु+त ह&गे ।
(5) (cid:25)ािधकृत पैकर और अनुमो5दत रसायन], परी-ण, (cid:10)ेणीकरण, पैVकग, िच(cid:16)नांकन, सीलबंद और अिभलेख& के अनुर-ण संबंधी कृिष
िवपणन सलाहकार या साधारण (cid:10)ेणीकरण एवं िच(cid:16)नांकन िनयम& के अनुसार इस िनिम#त उसके !ारा (cid:25)ािधकृत 5कसी अिधकारी

NOTIFICATION
New Delhi, the 30th April, 2015
G.S.R. 361(E).—The following draft of the Mango Seed Kernel Grading and Marking Rules, 2015 which
the Central Government proposes to make in exercise of the powers conferred by section 3 of the Agricultural
Produce (Grading and Marking) Act, 1937 (1 of 1937) is hereby published, as required by the said section for
information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall be taken
into consideration after the expiry of a period of thirty days from the date on which the copies of the Gazette of India
containing this notification are made available to the public;
Objections or suggestions which may be received from any person with respect to the said draft rules before the
expiry of the above said period shall be taken into consideration by the Central Government;
Objections or suggestion, if any, in respect of the said draft rules may be forwarded to the Agricultural
Marketing Adviser to the Government of India, Directorate of Marketing and Inspection, Head Office, CGO Complex,
NH-IV, Faridabad (Haryana)- 121001.
Draft Rules
1. Short title, application and commencement. - (1) These rules may be called the Mango Seed Kernel Grading
and Marking Rules, 2015.
(2) They shall apply to Mango Seed Kernel obtained from the seeds of the plant Mangifera indica Linn. of the
family Anacardiaceae.
(3) They shall come into force on the date of their final publication in the Official Gazette.
2. Definitions.- (1) In these rules, unless the context otherwise requires,-
(a) "Agricultural Marketing Adviser" means the Agricultural Marketing Adviser to the Government of
India;
(b) "authorised packer" means a person or a body of persons who has been granted a certificate of
authorisation to grade and mark Mango Seed Kernel in accordance with the grade standards and
procedure provided under these rules;
(c) "certificate of authorisation" means a certificate issued under the provisions of the General
Grading and Marking Rules, 1988 authorising a person or a body of persons to grade and mark
Mango Seed Kernel with the grade designation mark;
(d) "General Grading and Marking Rules" means the General Grading and Marking Rules, 1988 made
under section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937);
(e) "grade designation mark" means the Agmark insignia referred to in rule 5;
(f) "Schedule" means a Schedule appended to these rules.
(2) Words and expression used in these rules and not defined but defined in the Agricultural Produce
(Grading and Marking) Act, 1937(1 of 1937) and the General Grading and Marking Rules,1988 shall have the
meanings respectively assigned to them in the said Act and the said rules.
3. Grade designations. - The grade designations to indicate the quality of Mango Seed Kernel shall be as set out
in column 1 of the Table in Schedule II.
4. Quality. - For the purposes of these rules, the quality of Mango Seed Kernel shall be as specified in Schedule
II.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
5. Grade designation mark. - The grade designation mark shall be “AGMARK insignia” consisting of a design
incorporating the certificate of authorisation number, the word "AGMARK", name of commodity and grade designation
resembling the design as set out in Schedule I.
6. Method of packing.- (1) Mango Seed Kernel shall be packed in sound, clean and dry containers made of
jute or cloth bags or polywoven bags with inner lining of food-grade material or pouches made of polypropylene or
polyethylene or paper bags laminated with polypropylene or polyethylene or any food grade material as approved by the
Agricultural Marketing Adviser or an officer authorised by him in this behalf in accordance with rule 11 of the General
Grading and Marking Rules.
(2) The packing material shall be free from insect and fungal infestation and should not impart any toxic substance or
undesirable odour or flavour to the product.
(3) Mango Seed Kernel shall be packed in pack sizes as per the provisions in the Legal Metrology (Packaged
Commodities) Rules, 2011 made under sub-section (1) read with clauses (j) and (q) of sub-section (2) of section 52 of
the Legal Metrology Act, 2009 (1 of 2010) or as per the instructions issued by the Agricultural Marketing Adviser from
time to time.
(4) Graded material of small pack sizes of the same lot or batch and grade may be packed in a master container with
complete details thereon along with grade designation mark.
(5) Each package shall contain Mango Seed Kernel of the same type and of the same grade designation.
(6) Each package shall be properly and securely closed and sealed so as to preclude any contamination.
7. Method of Marking.- (1) The grade designation mark shall be securely affixed to or printed on each
package in a manner approved by the Agricultural Marketing Adviser or an officer authorised by him in this behalf in
accordance with rule 11 of the General Grading and Marking Rules.
(2) In addition to the grade designation mark, following particulars shall be clearly and indelibly marked on
each package, namely :-
(a) Name of the commodity;
(b) Grade;
(c) Variety or trade name (optional);
(d) Lot number;
(e) Date of packing;
(f) Address of the place of packing;
(g) Net weight;
(h) Name and address of the packer;
(i) Maximum retail price (inclusive of all taxes);
(j) Best before__________month______year;
(k) Any other particulars as may be specified under the Legal Metrology (Packaged Commodities) Rules,
2011, the Food Safety and Standards Act, 2006 (34 of 2006) or any other law being in force or instructions
issued by the Agricultural Marketing Adviser or an officer authorised by him in this behalf.
(3) The ink used for marking on packages shall not contaminate the Mango Seed Kernel.
(4) The authorised packer, may, after obtaining prior approval of the Agricultural Marketing Adviser or an officer
authorised by him in this behalf in accordance with rule 11 of the General Grading and Marking Rules, mark his private
trade mark or trade brand on the graded packages which do not indicate quality other than that indicated by the grade
designation mark affixed to the graded packages in accordance with these rules.
8. Special conditions of certificate of authorization. - (1) In addition to the conditions specified in the sub-rule
(8) of rule 3 of the General Grading and Marking Rules, every authorised packer shall follow all the instructions
specified by the Agricultural Marketing Adviser from time to time.
(2) The authorised packer shall either set up his own laboratory or have access to a grading laboratory or cooperative or
association laboratory or a private commercial laboratory manned by a qualified chemist approved by the Agricultural¹Hkkx IIµ[k.M 3 (i)º Hkkjr dk jkti=k % vlk/kj.k 7
Marketing Adviser or an officer authorised by him in this behalf in accordance with rule 9 of the General Grading and
Marking Rules for testing the quality of Mango Seed Kernel.
(3) The premises shall be maintained in hygienic and sanitary conditions with proper ventilations and well lighted
arrangement and the personnel engaged in these operations should be in sound health and free from any infectious,
contagious or communicable diseases.
(4) The authorised packer shall have storage facilities with pucca floor and free from rodent and insect infestation.
(5) The authorised packer and the aforesaid approved chemist shall comply with all instructions regarding testing,
grading, packing, marking, sealing and maintenance of records which may be issued by the Agricultural Marketing
Adviser or an officer authorised by him in this behalf in accordance with the General Grading and Marking Rules from
time to time.

Grade designation and quality of Mango Seed Kernel
1. Mango Seed Kernel shall be obtained from the seeds of the plant Mangifera indica Linn. of the family
Anacardiaceae as raw material for products for human consumption.
2. Minimum requirements: (i) Mango Seed Kernel shall be –
(a) clean and dried kernels;
(b) free from living and dead insects and insect fragments;
(c) free from fungus or insect infestation and moulds;
(d) free from added colouring matter and toxic material;
(e) free from rodent hairs and excreta;
(f) free from sour and rancid taste;
(g) free from musty and stale odour;
(h) free from any visible foreign matter;
(ii) Mango Seed Kernel shall comply with the restrictions in regard to residual levels of metal contaminants,
insecticides and pesticides residues, microbial requirements, crop contaminants, naturally occurring toxic
substances and other food safety requirements as specified under the Food Safety and Standards (Contaminants,
Toxins and Residues) Regulations, 2011 and the Food Safety and Standards (Food Products Standards and
Food Additives) Regulations, 2011, made under the Food Safety and Standards Act,2006 (34 of 2006), for

(iii) Mango Seed Kernel shall comply with the residual limits of heavy metals, pesticides and other food safety
requirements as laid down by the Codex Alimentarius Commission, or importing countries requirement for
exports.

4. Other requirements:
(i) The condition of the Mango Seed Kernel shall be such so as to enable it -
(a) to withstand transport and handling; and
(b) to arrive in satisfactory condition at the place of destination;
(ii) Mango Seed Kernel shall be stored in dry place; maintained in a clean and hygienic condition.
