प्रारूप जनयम
1. संजक्षप्त नाम, लाग ू होना और प्रारंभ— (1) इन जनयमों का नाम सूखे अंजीर श्रणे ीकरण और जचहनांकन जनयम,
2022 ह ै।
(2) ये जनयम मानि खपत के प्रयोजनाथव फाइकस कैररका एल. की ककस्ट्मों (कजल्टिार) के पके फलों स े प्राि परू े
सूखे अंजीर पर लागू होंगे।
(3) ये सरकारी राजपत्र म ेंउनके अंजतम प्रकािन की तारीख को प्रिृत्त होंगे।
2. पररभािाए—ं (1) इन जनयमों में जब तक संदभव म ेंअन्द्यथा अपेजक्षत न हो—
(क) ‘’कृजि जिपणन सलाहकार’’ से भारत सरकार का कृजि जिपणन सलाहकार अजभप्रेत ह;ै
(ख) ‘’प्राजधकृत पैकर’’ से ऐसा ् यजि या ् यजियों का जनकाय अजभप्रेत ह ै जजसे इन जनयमों एिं साधारण
श्रेणीकरण और जचहनांकन जनयम, 1988 के अधीन जिजहत श्रेणी मानकों और प्रकक्रया के अनुसार सूखे
अंजीर का श्रेणीकरण करने और उसे जचहनांककत करन े के जलए प्राजधकार प्रमाण-पत्र अनुदत्त ककया गया हो;
(ग) ‘’प्राजधकार प्रमाण पत्र’’ से साधारण श्रणे ीकरण और जचहनाकं न जनयम, 1988 के उपबंधों के अधीन जारी
प्रमाण पत्र अजभप्रेत ह,ै जो ककसी व्यजि या व्यजियों के जनकाय को श्रणे ी अजभधान जचहन द्वारा सूखे अंजीर
के श्रेणीकरण और जचहनांकन का प्राजधकार देता ह;ै
(घ) “साधारण श्रणे ीकरण और जचहनांकन जनयम” से कृजि उपज (श्रेणीकरण और जचहनांकन) अजधजनयम 1937
(1937 का 1) की धारा 3 के अधीन बनाए गए साधारण श्रणे ीकरण और जचहनांकन जनयम, 1988
अजभप्रेत ह;ै
(ङ) “श्रेणी अजभधान जचहन’’ स ेजनयम 3 म ेंजन्दष्ट “एगमाकव प्रतीक जचहन” अजभप्रते ह;ै
(च) “जिजधक माप जिज्ञान (पैकेज में रखी िस्ट्तुएं) जनयम” स े जिजधक माप जिज्ञान अजधजनयम, 2009
(2010 का 1) के अंतगवत बनाए गए जिजधक माप जिज्ञान (पकै ेज में रखी िस्ट्तुएं) संिोधन जनयम, 2022
अजभप्रेत ह ैएिं ;
(छ) “अनुसूची” से इन जनयमों के साथ संलग्न अनुसूची अजभप्रेत ह।ै
(2) इन जनयमों म ें प्रयुक्त िब् द और पद, जो पररभाजित नहीं ह ैं लेककन जजन्द्ह ें कृजि उपज (श्रणे ीकरण और
जचहनांकन) अजधजनयम, 1937 (1937 का 1) या साधारण श्रणे ीकरण और जचहनांकन जनयम, 1988 में पररभाजित ककया
गया ह,ै के िही अथ वहोंग ेजो उक्त अजधजनयम या जनयम में ह;ैं
3. श्रणे ी अजभधान जचहन— श्रणे ी अजभधान जचहन में “एगमाकव प्रतीक जचहन” का जडज़ाइन होगा जो अनुसूची-। में
जनधावररत जडजाइन के सदश्ृ य होगा जजसमें प्राजधकार प्रमाण-पत्र संखयांक, िब्द ‘एगमाकव’, िस्ट्तु का नाम और श्रणे ी िाजमल
होंगे।
4. श्रणे ी अजभधान—सूखे अंजीर की गणु ित्ता उपदर्वित करन े के जलए श्रेणी अजभधान िह होगा जैसा कक अनुसूची-
II के श्रेणी अजभधान हते ु मापदडं म ेंिर्वणत ककया गया ह।ै
5. गणु ित्ता—इन जनयमों के प्रयोजन के जलए सूखे अंजीर की गुणित्ता अनुसूची-II में जन्दष्ट के अनुसार होगी।
6. पकै कग करन ेकी जिजध— (1) सूखे अंजीर को खाद्य सुरक्षा और मानक (पैकेजजग) जिजनयम, 2018, खाद्य सुरक्षा
और मानक (लेबजलग और प्रदिवन) जिजनयम, 2020 और जिजधक माप जिज्ञान (पैकेज में रखी िस्ट्तुएं) संिोधन जनयम,
2022 के प्रािधानों के अनुसार उजचत पैकेजजग सामग्री में पैक ककया जाएगा।
(2) समान लॉट या बैच और ग्रेड के छोटे पैक आकारों की श्रणे ीकृत सामग्री की पैककग एक मास्ट्टर कंटेनर म ें की
जाएगी और उस पर श्रेणी अजभधान जचहन सजहत पूरा ब्यौरा अंककत ककया जाएगा;
(3) प्रत् यके पैकेज म ेंसमान प्रकार का और समान श्रणे ी अजभधान का सूखा अंजीर होगा;
(4) प्रत् यके पैकेज उजचत और सुरजक्षत रूप से बंद और मुहरबंद ककया जाएगा, ताकक उसकी सामग्री बाहर न
फैल सके;
7.जचहनाकं न की जिजध — (1) श्रेणी अजभधान जचहन प्रत् येक पैकेज पर कृजि जिपणन सलाहकार या उनके द्वारा
अजधकृत ककसी अजधकारी द्वारा साधारण श्रणे ीकरण और जचहनांकन जनयम, 1988 के जनयम 11 के अनुसार अनुमोकदत
रीजत से सुरजक्षत रूप स ेजचपकाया या मुकरत ककया जाएगा;
(2) श्रेणी अजभधान जचहन के अजतररक्त , प्रत्येक पैकेज पर जनम्न जलजखत जििरण स्ट्पष्ट रूप से और अजमट रूप स े
अंककत ककया जाएगा:-
(क) िस्ट्तु का नाम;
(ख) श्रेणी;[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3
(ग) ककस्ट्म या रेड का नाम (िैकजल्पक);
(घ) लॉट/बैच संखया;
(ड़) पैककग की तारीख;
(च) फसल ििव (िैकजल्पक)
(छ) िुद्ध भार;
(ज) प्राजधकृत पैकर का नाम और पता;
(झ) अजधकतम खुदरा मल्ू य; (सभी कर सजहत)
(ञ) ....माह....ििव के पूिव उपयोग हते ु सिोत्तम;
(ट) जिजधक माप जिज्ञान (पैकेज में रखी िस्ट्तुए)ं संिोधन जनयम, 2022 या खाद्य सरु क्षा और मानक (पैकेजजग)
जिजनयम, 2018 अथिा खाद्य सुरक्षा और मानक (लेबजलग और प्रदिवन) जिजनयम, 2020 के तहत जन्दष्ट
अथिा तत्समय लाग ू ककसी अन्द्य कानून के तहत जारी अजधसचू ना अथिा इस अजधजनयम के प्रािधानों के
तहत जारी ककन्द्हीं अनुदिे ों के तहत जन्दष्ट कोई अन्द्य जििरण, बिते कक पैकेजों पर अंकन के जलए सही
गुणित्ता की स्ट्याही का उपयोग ककया जाएगा।
(3) प्राजधकृत पैकर कृजि जिपणन सलाहकार अथिा उनके द्वारा अजधकृत ककसी अजधकारी का पूिव अनुमोदन प्राप् त
करने के पश् चात साधारण श्रणे ीकरण और जचहनांकन जनयम, 1988 के जनयम 11 के अंतगतव श्रणे ीकृत पैकेजों पर अपना
प्राइिेट ् यापार जचहन या ् यापार रांांड जचहनांककत कर सकता ह,ै परंतु िह इन जनयमों के अनुसार श्रेणीकृत पैकेजों पर
लगाए गए श्रणे ी अजभधान जचहन द्वारा उपदर्वित गणु ित्ता से जभन्द् न गुणित्ता उपदर्वित नहीं करेगा।
8. प्राजधकार प्रमाण पत्र की जिििे ित—ें (1) साधारण श्रेणीकरण और जचहनांकन जनयम, 1988 के जनयम 3 के
उप-जनयम (8) में जिजन्दष्ट ितों के अजतररि प्रत्येक प्राजधकृत पैकर इस जनयम म ेंजन्दष्ट सभी ितों का पालन करेगा।
(2) सूखे अंजीर की गणु ित्ता का परीक्षण करने के जलए प्राजधकृत पैकर साधारण श्रणे ीकरण और जचहनांकन
जनयम, 1988 के जनयम 8 के तहत जारी मापदंडों के अनुसार या तो अपनी स्ट्िय ं की प्रयोगिाला स्ट्थाजपत करेगा या ककसी
अनुमोकदत राज्य श्रणे ीकरण प्रयोगिाला या सहकारी अथिा एसोजसएिन प्रयोगिाला या ऐसी प्राइिेट िाजणजज्यक
प्रयोगिाला के साथ संपकव करेगा जजसका प्रबंधन साधारण श्रेणीकरण और जचहनांकन जनयम, 1988 के जनयम 9 के अंतगवत
कृजि जिपणन सलाहकार या उनके द्वारा अजधकृत ककसी अजधकारी द्वारा अनुमोकदत योग्य रसायनज्ञ द्वारा ककया जा रहा हो।
(3) प्राजधकृत पैकर के पररसर को समुजचत संिातन और प्रकाि सजहत स्ट्िास्ट््यप्रद और स्ट्ि्छता की दिा म ें रखा
जाएगा। इन कायों में लगे हुए कार्वमकों का अ्छा स्ट्िास्ट््य होगा और िे ककसी संचारी, संसगी या संक्रामक रोग से मुि
होंगे।
(4) प्राजधकृत पैकर के पररसर में पक्क े फिव सजहत पयावप् त भंडारण सुजिधाएं होंगी और िह नमी, ककसी तरह की
दरारों, कृंतकों और कीटों स ेमुक्त होगा।
(5) प्राजधकृत पैकर और अनुमोकदत रसायनज्ञ परीक्षण, श्रेणीकरण, पैककग, जचहनांकन, सीजलग और अजभलेखों के
अनुरक्षण से संबंजधत ऐस े सभी अनुदिे ों का पालन करेंगे जो समय-समय पर साधारण श्रणे ीकरण और जचहनांकन जनयम,
1988 के अंतगतव कृजि जिपणन सलाहकार या इस जनजमत्त उनके द्वारा अजधकृत ककसी अजधकारी द्वारा जारी ककए गए हो।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

1. सूखे अंजीर, अंजीर के पड़े (फाइकस कैररका) के ठोस, पयावि रूप से पररपक्व/ जिकजसत या पके फलों को धपू
में सुखाकर या अन्द्य मान्द्यता प्राि जिजधयों का प्रयोग करके या जनजवलीकरण द्वारा सुखाकर और दबाने की
प्रकक्रया से प्राि ककए जात े ह।ैं
2. न्द् यनू तम अपेक्षाए ं:
(i) सूखे अंजीर म ेंजनम्नजलजखत जििेिताएं होंगी –
(क) पूण,व अंजीर के डंठल और आाँख (ओजस्ट्टयोलम) के भाग से मुि होगा;
(ख) साबुत, साफ और ठोस होगा तथा सड़न या दिू ण से प्रभाजित नहीं होगा;
(ग) सखू े अंजीर के रंग, स्ट्िाद और गंध की जििेिता से यिु होगा और उत्पाद की बनािट
गुणित्तापरक होगी;
(घ) ककसी भी प्रकार के दश्ृ य जिजातीय पदाथव से मुि होगा, तथाजप प्राकृजतक रूप से कक्रस्ट्टलीकृत
चीनी को जिजातीय पदाथव या दोि नहीं माना जाएगा;
(ङ) जीजित कीट और कीटों द्वारा क्षजतग्रस्ट्तता से मिु होगा तथा मृत कीटों और /माइट्स, उनके
अििेि या अिजिष्ट से मिु होगा;
(च) नग्न आाँखों से दजृष्टगोचर फफूंद से मुि होगा;
(छ) ककसी जिजातीय गंध और या स्ट्िाद, कृजत्रम रंजक पदाथव, बासीपन, खमीरीकरण या फफूंद से
मुि होगा;
(ii) घरेलू व्यापार के मामले में यह धातु संदिू क, कीटनािक अििेि, सूक्ष्मजीि अपेक्षाओं, फसल संदिू कों,
प्राकृजतक रूप से पाए जाने िाले जििैले पदाथों के अिजिष्ट स्ट्तर से संबंजधत प्रजतबंधों तथा खाद्य
सुरक्षा और मानक (संदिू क, आजिि और अिजिष्ट) जिजनयम, 2011 और खाद्य सुरक्षा और मानक
(खाद्य उत्पाद मानक और खाद्य सहयोज्य) जिजनयम, 2011 में यथा जिजन्दष्ट अन्द्य खाद्य सुरक्षा
अपेक्षाओं अथिा घरेल ू व्यापार के जलए खाद्य सुरक्षा और मानक अजधजनयम, 2006 (2006 का 34)
के अधीन अजधसूजचत ककसी भी अन्द्य जिजनयम का अनुपालन करेगा।
(iii) जनयावत के मामल े म ें यह कोडेक्स एजलमेंटेररयस आयोग द्वारा जनधावररत भारी धातओंु और कीटनािकों
की अिजिष्ट सीमाओं तथा अन्द्य खाद्य सुरक्षा मापदंडों अथिा आयातकताव देि की अपेक्षाओं का

4. अन्द्य अपेक्षाए:ाँ
(i) सूखे अंजीर की जस्ट्थजत ऐसी होगी कक िह -
(क) यातायात और हडैं जलग की जस्ट्थजत का सामना कर सके; और
(ख) जजसे अपन ेगतं व्य स्ट्थान पर संतोिजनक ढंग से पहुचं ाया जा सके ।
(ii) सूखे अंजीर का भडं ारण ठंडे एिं िुष्क स्ट्थान पर ककया जाएगा तथा साफ और स्ट्िास्ट््यपरक दिा म ें रखा
जाएगा।

NOTIFICATION
New Delhi, the 17th November, 2022
G.S.R 826(E).—the following draft of the Dried Figs Grading and Marking Rules, 2022 which the Central
Government proposes to make in exercise of the powers conferred by section 3 of the Agricultural Produce (Grading
and Marking) Act, 1937 (1 of 1937) is hereby published as required by the said section for information of all persons
likely to be affected thereby and notice is hereby given that the said draft rules shall be taken into consideration after
the expiry of a period of forty-five days from the date on which the copies of the Gazette of India containing this
notification are made available to the public.
Objections or suggestions which may be received from any person with respect to the said draft rules before
the expiry of the above said period shall be taken into consideration by the Central Government.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
Objections or suggestions, if any, in respect of the said draft rules may be forwarded to the Agricultural
Marketing Adviser to the Government of India, Directorate of Marketing and Inspection, Head Office, CGO

DRAFT RULES
1. Short title, application and commencement— (1) These rules may be called the Dried Figs Grading and
Marking Rules, 2022.
(2) They shall apply to whole dried figs obtained from ripe fruits of varieties (cultivars) of Ficus carica L.
intended for direct human consumption.
(3) They shall come into force on the date of their final publication in the Official Gazette.
2. Definitions— (1) In these rules, unless the context otherwise requires-
(a) "Agricultural Marketing Adviser" means the Agricultural Marketing Adviser to the Government of
India;
(b) "authorised packer" means a person or a body of persons who has been granted a certificate of
authorization to grade and mark the Dried Figs in accordance with the grade standards and
procedure provided under these rules and the General Grading and Marking Rules, 1988;
(c) "Certificate of Authorisation" means a certificate issued under the provisions of the General
Grading and Marking Rules, 1988 authorising a person or a body of persons to grade and mark Dried
Figs with the Grade Designation Mark;
(d) "General Grading and Marking Rules" means the General Grading and Marking Rules, 1988 made
under section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937);
(e) "Grade Designation Mark" means „‟AGMARK Insignia‟‟ referred to in rule 3;
(f) “Legal Metrology (Packaged Commodities) Rules" means the Legal Metrology (Packaged
Commodities) Amendment Rules, 2022, made under the Legal Metrology Act, 2009 (1 of 2010); and
(g) "Schedule" means a Schedule appended to these rules.
(2) The words and expressions used in these rules and not defined but defined in the Agricultural Produce
(Grading and Marking) Act, 1937 or the General Grading and Marking Rules, 1988, shall have the same meaning as
are assigned to them under the said Act or the Rules.
3. Grade Designation Mark—The Grade Designation Mark shall consist of the design of "AGMARK
Insignia" as set out in Schedule-I, incorporating the certificate of authorisation number, the word “AGMARK", the
name of commodity and its grade.
4. Grade designations—The grade designations to indicate the quality of Dried Figs including the criteria
for grade designation shall be as set out in Schedule-II.
5. Quality—For the purpose of these rules, the quality of Dried Figs shall be as provided in Schedule-II.
6. Method of packing— (1)Dried Figs shall be packed in suitable packaging material in accordance with the
provisions of the Food Safety and Standards (Packaging) Regulations, 2018, the Food Safety and Standards
(Labeling and Display) Regulations, 2020 and Legal Metrology (Packaged Commodities) Amendment Rules, 2022.
(2) The graded material of small pack sizes of the same lot or batch and grade may be packed in a
master container with complete details thereon along with the Grade Designation Mark.
(3) Each package shall contain Dried Figs of the same type and of the same grade designation.
(4) Each package shall be properly and securely closed and sealed so as to disallow spilling.[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 7
7. Method of Marking— (1) The Grade Designation Mark shall be securely affixed to or printed on
each package in the manner approved by the Agricultural Marketing Adviser or an officer authorised by him under
rule 11 of the General Grading and Marking Rules, 1988.
(2) In addition to the Grade Designation Mark, following particulars shall be clearly and indelibly
marked on each package, namely-
(a) name of the commodity;
(b) grade;
(c) variety or trade name(optional);
(d) lot/batch number;
(e) date of packing;
(f) crop year (optional);
(g) net weight;
(h) name and address of the authorised packer;
(i) maximum retail price (inclusive of all taxes);
(j) BEST BEFORE ___________MONTH ______YEAR; and
(k) any other particulars as provided under the Legal Metrology (Packaged Commodities)
Amendment Rules, 2022 or specified under the Food Safety and Standards (Packaging)
Regulations, 2018 and the Food Safety and Standards (Labeling and Display) Regulations, 2020
or any notification issued under any other law for the time being in force or any instructions
issued under the provisions of the Act, provided that right quality of ink shall be used for
marking on packages.
(3) The authorised packer may after obtaining prior approval of the Agricultural Marketing Adviser or an
officer authorised by him under rule 11 of the General Grading and Marking Rules, 1988, mark his private trade mark
or trade brand on the graded packages provided the same do not indicate quality other than that indicated by the Grade
Designation Mark affixed to the graded packages in accordance with these rules.
8. Special conditions of Certificate of Authorisation— (1) In addition to the conditions specified in sub-
rule (8) of rule 3 of the General Grading and Marking Rules,1988, every authorised packer shall comply the
conditions specified under these rules.
(2) The authorised packer shall either set up his own laboratory as per norms issued under rule 8 of the
General Grading and Marking Rules, 1988, or have access to an approved State Grading Laboratory or cooperative or
association laboratory or a private commercial laboratory manned by a qualified chemist approved by the Agricultural
Marketing Adviser or the officer authorised by him under rule 9 of the General Grading and Marking Rules, 1988, for
testing the quality of Dried Figs.
(3) The premises of the authorised packer shall be maintained in hygienic and sanitary conditions with
proper ventilations and well lighted arrangement and the personnel engaged in these operations shall be in sound
health and free from any infectious, contagious or communicable diseases.
(4) The premises of the authorised packer shall have adequate storage facilities with pucca floor and free
from dampness, any kind of cracks and crevices, rodent and insect infestation.
(5) The authorised packer and the approved chemist shall observe all instructions regarding testing, grading,
packing, marking, sealing and maintenance of records which may be issued by the Agricultural Marketing Adviser or
an officer authorised by him in this behalf in accordance with the General Grading and Marking Rules, 1988 from

Grade designation and quality of Dried Figs
1. Dried figs are obtained by drying the substantially sound, reasonably mature/sufficiently developed or ripe
fruits of the fig tree (Ficus carica) either by the process of sun-drying or using any other recognized methods of
drying or dehydration and subsequent pressing.
2. Minimum requirements:
(i) Dried Figs shall-
(a) be intact, the stem and the eye (ostiolum) ends of the fig may be removed;
(b) be sound, clean and wholesome and not affected by rotting or deterioration;
(c) have colour, flavor and odour characteristic of dried fig and possess texture characteristic of
the product;
(d) be free of any visible foreign matter, however naturally crystallized sugar is not considered
foreign matter or defect;
(e) be free from living pests and damage caused by pests, including the presence of dead insects
and/or mites, their debris or excreta;
(f) be free from mould filaments visible to the naked eye;
(g) be free from any off flavor, foreign smell and/or taste, any artificial coloring matter,
mustiness, rancidity or evidence of fermentation;
(ii) For domestic trade, it shall comply with the restrictions in regard to residual levels of metal
contaminants, pesticides residues, microbial requirements, crop contaminants, naturally occurring
toxic substances and other food safety requirements as specified under the Food Safety and
Standards (Contaminants, Toxins and Residues) Regulations, 2011, the Food Safety and Standards
(Food Product Standards and Food Additives) Regulations, 2011 and other regulations made for
domestic trade under the Food Safety and Standards Act, 2006 (34 of 2006).
(iii) For export trade, it shall comply with the residual limits of heavy metals, pesticides and other food
safety requirements as laid down by the Codex Alimentarius Commission or importing countries

Explanation for the purpose of this Table:
“Damaged” means dried figs which are damaged by pests or sunscald or split or torn or mechanical
injury or excessively dried to such an extent which seriously affects the appearance, edibility and
keeping quality of the product.
4. Other requirements:
(i). The condition of the Dried Figs shall be so as to enable it to-
(a) withstand transport and handling; and
(b) arrive in satisfactory condition at the place of destination.
(ii). Dried Figs shall be stored in a cool and dry place and properly maintained in a clean and hygienic
condition.
