**eShram Portal: Enhancing Social Security Access for Unorganised Workers**
As of August 3, 2025, the eShram portal, launched on August 26, 2021, has registered over 30.98 crore unorganised workers. This initiative by the Ministry of Labour and Employment aims to create a comprehensive National Database of Unorganised Workers (NDUW) seeded with Aadhaar, providing workers with a Universal Account Number (UAN) on a self-declaration basis.
To enhance the portal's effectiveness, the Ministry launched the eShram One-Stop Solution on October 21, 2024. This integrates various social security and welfare schemes, allowing registered workers to access and track their benefits through a single platform. While facilitating access, eShram registration is not a prerequisite for availing benefits under integrated schemes.
Currently, fourteen schemes from different Central Ministries/Departments are integrated with eShram, including Pradhan Mantri Street Vendors Atmanirbhar Nidhi (PMSVANidhi), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), National Family Benefit Scheme (NFBS), Mahatma Gandhi National Rural Employment Guarantee scheme (MGNREGS), Pradhan Mantri Awas Yojana-Gramin (PMAY-G), Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), Pradhan Mantri Awas Yojana-Urban (PMAY-U), Pradhan Mantri Matsya Sampada Yojana (PMMSY), Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), One Nation One Ration Card (ONORC), and Pradhan Mantri Matru Vandana Yojana (PMMVY). The portal also integrates with Pradhan Mantri Shram Yogi Maandhan (PMSYM), National Career Service (NCS), Skill India Digital Hub (SIDH), Unified Mobile Application for New-age Governance (UMANG), Digital Locker (Digi Locker), myScheme and Open Government Data Platform (OGD).
The number of eShram registrants availing benefits under select integrated schemes are: One Nation One Ration Card (ONORC) (23,88,72,825), Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (ABPMJAY) (15,10,05,933), Pradhan Mantri Suraksha Bima Yojana (PMSBY) (8,45,71,947), Mahatma Gandhi National Rural Employment Guarantee scheme (MGNREGS) (6,13,13,022), Pradhan Mantri Kisan Samman Nidhi (PMKISAN) (3,92,94,453), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) (2,25,52,062), Pradhan Mantri Awas Yojana Gramin (PMAYG) (97,22,670), Pradhan Mantri Street Vendors Atmanirbhar Nidhi (PMSVANidhi) (32,20,776), Pradhan Mantri Matru Vandna Yojana (PMMVY) (31,27,099), Pradhan Mantri Awas Yojana Urban (PMAYU) (24,70,135), Pradhan Mantri Matsya Sampada Yojana (PMMSY) (23,690), and National Family Benefit Scheme (NFBS) (16,667).

Nearly 31 Crore Unorganised Workers Registered on
e-Shram Portal

The Ministry of Labour and Employment launched the e-Shram portal (eshram.gov.in) on 26th August 2021
for the creation of a comprehensive National Database of Unorganised Workers (NDUW) seeded with
Aadhaar. The e-Shram portal is meant to register and support the unorganised workers by providing them with
a Universal Account Number (UAN) on a self-declaration basis.

Scheme-wise details of workers registered on e-Shram who have successfully availed benefits under various
social security schemes of the Central Government integrated/mapped with eShram, is in Annexure-I.
To evaluate the effectiveness of the e-Shram portal, a third-party evaluation/ impact assessment of e-Shram
has been taken up by the Quality Council of India (QCI).
In keeping with the vision of the Budget Announcement 2024-25 on developing e-Shram as a One-Stop-
Solution for unorganized workers to have access to various social security schemes, the Ministry of Labour

and Employment launched the e-Shram–“One-Stop-Solution” on 21 October 2024. E-Shram– “One-Stop-
Solution” entails integration of different social security/ welfare schemes at a single portal. This enables
unorganised workers registered on e-Shram to access social security schemes and see the benefits availed by
them so far, through e-Shram.
The portal serves as a facilitative platform designed to consolidate beneficiary data for the delivery of Central
Government social security/welfare schemes. While it provides a one-stop solution for schemes
integrated/mapped with the portal, it does not serve as a gatekeeper. Eligible beneficiaries can avail benefits
under these schemes irrespective of their e-Shram registration status.
So far, fourteen (14) schemes of different Central Ministries/ Departments have already been integrated/
mapped with the eShram to extend benefits and access to social security, insurance or skill development
programmes to eShram cardholders including Pradhan Mantri Street Vendors Atmanirbhar Nidhi
(PMSVANidhi), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima
Yojana (PMJJBY), National Family Benefit Scheme (NFBS), Mahatma Gandhi National Rural Employment
Guarantee scheme (MGNREGS), Pradhan Mantri Awas Yojana – Gramin (PMAY-G), Ayushman Bharat –
Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), Pradhan Mantri Awas Yojana – Urban (PMAY-U),
