(iii) केन्द्रीय ठेका श्रम सलाहकार बोडड को यह सुजनजचचत करने और िांच करने के जलए प्रजतष्ठान का जनरीिण
करने का अजधकार होगा दक क्या कोई रािस्ट्थान राज्य जिद्युत उत्पािन जनगम जलजमटेड म ें ऐसे कमडकारों को
ऐसी मििरू ी और प्रसुजिधाएं िी िाती ह;ैं
(iv) रािस्ट्थान राज्य जिद्युत उत्पािन जनगम जलजमटेड का प्रबंध यह सुजनजचचत करेगा दक िब कभी संजििा में कोई
पटरितडन होता ह,ै तो जिद्यमान ऐसे संजििा कमडकार को, िो कायडरत ह,ैं कतडव्यों का अनुपालन में समाधानप्रि
के अध्यधीन रहते हुए अतं गाडमी संजििाकार द्वारा जनयोिन म ेंअजधमान दिया िाएगा;

जलजमटेड द्वारा समय-समय पर अजधसूजचत िरों के अनुसार मििरू ी प्राप्त करेंगे;
(vi) संजििाकार, प्रधान जनयोिा के अजतटरि उि उच्च अजधकार प्राप्त सजमजत की मििरू ी की, िो प्रत्येक छह
मास में बढती ह ै और खान अजधजनयम, 1952 (1952 का 35) के उपबंधों के अनुसार अन्द्य फायिे का भी
संिाय सुजनजचचत करेगा;
(vii) संजििा कमडकार, उपिान संिाय अजधजनयम, 1972 (1972 का 39) के उपबंधों के अधीन आएगं े; और
(viii) संजििा कमडकारों को खान अजधजनयम, 1952 (1952 का 35) के उपबंधों के अनुसार मििरू ी सजहत बोनस
और छुट्टी िी िाएगी।

NOTIFICATION
New Delhi, the 17th June, 2025
S.O. 2716(E).—In exercise of the powers conferred by section 31 of the Contract Labour (Regulation and
Abolition) Act, 1970 (37 of 1970), the Central Government, after consultation with the Central Advisory Contract
Labour Board, hereby exempts the Coal Block allotted to Rajasthan Rajya Vidyut Utpadan Nigam Limited namely
Parsa East and Kanta Basan Coal Block of 15 MPTA (Opencast) District Surguja, Chhattisgarh from the applicability
of notification of the Government of India in the Ministry of Labour number S.O. 2063, dated the 21st June, 1988,
published in the Gazette of India, Part II, section 3, sub section (ii), in respect of employment of contract labour in the
works specified against number 1 to 3 in the Schedule to the said notification for a period of three years with effect
from the date of publication of this notification in the Official Gazette, subject to the following conditions, namely: -
(i) the interest of the workmen engaged in the above mentioned works shall be protected;
(ii) such workmen shall be paid wages and other benefits as per the recommendations of the High-Powered
Committee appointed by the Coal India Limited, Ministry of Coal, Government of India and at the rates
notified by the Coal India Limited from time to time;
(iii) the Central Advisory Contract Labour Board shall have the right to inspect the establishment to ensure and
check whether such wages and benefits are given to such workers in the establishment;
(iv) the management of Rajasthan Rajya Vidyut Utpadan Nigam Limited shall ensure that whenever there is a
change of contract, existing contract workmen who are working may be given preference in employment by
the incoming contractor, subject to the satisfactory performance of duties;
(v) the workmen working in jobs ancillary or incidental to coal mining works specified against serial numbers
1 to 3 of the Schedule to the said notification number S.O. 2063(E), dated the 21st June, 1988 shall get wages
as determined by the High-Powered Committee appointed by the Coal India Limited, Ministry of Coal,
Government of India and at the rates notified by the Coal India Limited from time to time;
(vi) the contractor, as well as the principal employer, shall ensure payment of the said High-Powered Committee
wages, which increases in every six months and also other benefits as per the provisions of the Mines Act,
1952 (35 of 1952);
(vii) the contract workers shall be covered under the provisions of the Payment of the Gratuity Act, 1972
(39 of 1972);
(viii) the contract workers shall be paid bonus and leave with wages as per the provisions of the Mines Act,
1952 (35 of 1952).
