The Directorate General of Civil Aviation (DGCA) issued a public notice (F. No: DGCA-18024/19/2024-DTL-DGCA) on January 21st, 2026, announcing the extension of the Electronic Personnel License (EPL) framework to include additional Flight Crew Licensing services, effective January 21st, 2026. The added services are the issue and renewal of Airline Transport Pilot License (ATPL), renewal of Instrument Rating (IR) on ATPL, and issue and renewal of FRTOL-R. Electronic Personnel License services for issue and renewal of Private Pilot License (PPL) will be tentatively available from February 16th, 2026. Flight crew members will be issued an EPL, accessible through their eGCA profile and the eGCA mobile application. The renewal of ATPL, PPL, and FRTOL-R will also be extended to the regional offices at Bangalore & Hyderabad.

Subject: Extension of Electronic Personnel License (EPL) for Issue and Renewal of
ATPL (including IR), PPL and FRTOL-R
This is to inform all concerned that, in addition to the existing Electronic Personnel License
(EPL-Pilot) services, the following Flight Crew Licensing services are now being included
under the EPL framework from 21st January 2026:
i) Issue & Renewal of Airline Transport Pilot License (ATPL)
ii) Renewal of Instrument Rating (IR) on ATPL
iii) Issue and renewal of FRTOL-R.
Subsequently, Electronic Personnel License services for issue and renewal of Private
Pilot License (PPL) will be tentatively available from 16th February 2026 onwards.
Flight crew members availing of these services will be issued an EPL, which can be
accessed through their eGCA profile and the eGCA mobile application.
Further, the part FCL functions (renewal of ATPL), PPL, FRTOL-R are also being
extended to the regional offices at Bangalore & Hyderabad in addition to the existing
offices accordingly.
