This report analyzes the Fertiliser Inorganic, Organic or Mixed Control Fourth Amendment Order, 2022, based on the official notification published in the Gazette of India. The amendment modifies the Fertiliser Inorganic, Organic or Mixed Control Order, 1985. The key changes involve substituting the word "two" with "one" and replacing the figures "2020" with "2022" within subclause 3 of clause 29 of the original order. These changes likely aim to update and refine existing regulations related to fertiliser control.
**2. Introduction:**
The purpose of this report is to provide an informative overview of the Fertiliser Inorganic, Organic or Mixed Control Fourth Amendment Order, 2022, based solely on the text of the official gazette notification. This report will outline the key changes introduced by the amendment and their potential implications.
**3. Policy Overview:**
This is an amendment to the Fertiliser Inorganic, Organic or Mixed Control Order, 1985. The core objective of the original order, as inferred from the amendment's title, is to control the production, distribution, and quality of inorganic, organic, and mixed fertilisers.
**4. Background and Rationale:**
This amendment likely aims to update specific aspects of the 1985 Order. The specific changes, substituting "two" with "one" and "2020" with "2022" in subclause 3 of clause 29, suggest a need to refine a quantitative measure and update a date related to that clause. Without the full context of the original order, the precise issue being addressed is difficult to ascertain, but the changes clearly indicate a need for adjustment.
**5. Key Provisions / Changes:**
This amendment introduces the following changes to the Fertiliser Inorganic, Organic or Mixed Control Order, 1985:
* **Specific Part Changed:** Subclause 3 of clause 29.
* **New Rule/Provision:**
* The word "two" is replaced with the word "one".
* The figures "2020" are replaced with the figures "2022".
* **Difference/Effect of Change:** The change from "two" to "one" suggests a reduction of some quantifiable parameter related to subclause 3 of clause 29. The change from "2020" to "2022" likely updates a reference year, possibly related to a deadline, reporting requirement, or validity period within the context of subclause 3 of clause 29.
**6. Target Audience and Stakeholders:**
Based on the title of the original order and the nature of the amendment, the primary target audience and stakeholders include:
* Fertiliser manufacturers (inorganic, organic, and mixed).
* Fertiliser distributors and retailers.
* Farmers and agricultural businesses who use fertilisers.
* Government agencies responsible for regulating and monitoring the fertiliser industry.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Agriculture and Farmers Welfare, specifically the Department of Agriculture and Farmers Welfare, is responsible for implementing and enforcing this amendment.
* **Timelines/Procedures:** The amendment came into force on the date of its publication in the Official Gazette (September 27, 2022). The amendment requires affected parties to adjust their practices and procedures to comply with the updated regulations within subclause 3 of clause 29 of the original order.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of these specific changes include:
* **Refinement of Existing Regulations:** The amendment aims to improve the precision and relevance of existing fertiliser control regulations.
* **Updated Compliance Requirements:** Affected parties will need to adjust their practices to reflect the change from "two" to "one" and the updated year from "2020" to "2022" in the specified clause.
* **Potential for Increased Efficiency/Clarity:** By updating the regulations, the amendment may contribute to a more efficient and transparent fertiliser control system.
**9. Conclusion:**
The Fertiliser Inorganic, Organic or Mixed Control Fourth Amendment Order, 2022, introduces specific changes to the Fertiliser Inorganic, Organic or Mixed Control Order, 1985, specifically updating subclause 3 of clause 29. The amendment highlights the ongoing effort to refine and update regulations within the fertiliser industry. Affected stakeholders, including manufacturers, distributors, and users of fertilisers, should familiarize themselves with these changes to ensure compliance and understanding of the updated requirements. Further context regarding the original order is needed to fully assess the impact of these changes.
