L.-33004/99 xxxGIDHxxx सी.जी.-एच.xआxxGर.ID-अEx.x-x1 5032023-244419 CG-HR-E-15032023-244419 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 151] नई किल्ली, बुधवार, माच च15, 2023/फाल्ग नु 24, 1944 No. 151] NEW DELHI, WEDNESDAY, MARCH 15, 2023/PHALGUNA 24, 1944 कृजि एव ंककसान कल्याण मत्रं ालय (कृजि एवं ककसान कल्याण जवभाग) अजधसचू ना नई किल्ली, 15 माच,च 2023 सा.का.जन. 190(अ).—सूखे अिं ीर के श्रणे ीकरण और जचहनाकं न जनयम, 2023 का प्रारूप, कृजि उपि (श्रेणीकरण और जचहनांकन) अजधजनयम, 1937 (1937 का 1) की धारा 3 के अंतगचत अजधसूचना सं.सा.का.जन. 826(अ) के तहत किनांक 18 नवम्बर, 2022 को भारत के रािपत्र, असाधारण, भाग II, खडं 3 उप खडं (i) म ें प्रकाजित ककया गया था जिसमें ऐसे सभी व्यजियों स े जिनके इस अजधसूचना स े प्रभाजवत होने की संभावना थी, उस तारीख से जिस तारीख को भारत के रािपत्र की प्रजतया ाँ जिसमें यह अजधसूचना अतं र्वचष्ट है, िनता को उपलब्ध कराए िाने के पैंतालीस किनों के भीतर आपेक्ष आमंजत्रत ककेए गए थे। और, उि अजधसूचना की प्रजतयां िनता को 18 नवम्बर, 2022 को उपलब्ध करा िी गई थीं, और, उि प्रारूप जनयमोाँ के संबंध म ेाँ जहतधारकों से प्राप्त आपजियों और सुझावों पर जवजधवत रूप से जवचार ककया गया ह;ै अतः अब, केन्द्रीय सरकार कृजि उपि (श्रेणीकरण और जचहनाकं न) अजधजनयम, 1937 (1937 का 1) की धारा 3 की उपधारा (1) द्वारा प्रिि िजियों का प्रयोग करते ए ए जननलिजलजखत जनयम बनाती ह,ै अथाचत.- 1734 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 1. संजक्षप्त नाम, लाग ूहोना और प्रारंभ-(1) इन जनयमों का नाम सूखे अंिीर श्रणे ीकरण और जचहनांकन जनयम, 2023 ह ै। (2) ये जनयम मानव खपत के प्रयोिनाथ च फाइकस कैररका एल. की ककस्ट्मों (कजल्िवार) के पके फलों से प्राप्त परू े सूख े अंिीर पर लाग ूहोंगे। (3) ये सरकारी रािपत्र में उनके अंजतम प्रकािन की तारीख को प्रवृि होंगे। 2. पररभािाए ं:- (1) इन जनयमों में िब तक संिभच म ेंअन्द्यथा अपेजक्षत न हो,- (क) ‘’कृजि जवपणन सलाहकार’’ से भारत सरकार का कृजि जवपणन सलाहकार अजभप्रते ह;ै (ख) ‘’प्राजधकृत पैकर’’ से ऐसा व् यजि या व् यजियों का जनकाय अजभप्रेत ह ै जिसे इन जनयमों एवं साधारण श्रणे ीकरण और जचहनांकन जनयम, 1988 के अधीन जवजहत श्रेणी मानकों और प्रकिया के अनुसार सूखे अिं ीर का श्रेणीकरण करन े और उन्द्ह ें जचहनांककत करन े के जलए प्राजधकार प्रमाण-पत्र अनुित् त ककया गया हो; (ग) ‘’प्राजधकार प्रमाण पत्र’’ से साधारण श्रेणीकरण और जचहनांकन जनयम, 1988 के उपबंधों के अधीन िारी प्रमाण पत्र अजभप्रेत ह,ै िो ककसी व्यजि या व्यजियों के जनकाय को श्रेणी अजभधान जचहन द्वारा सूखे अंिीर के श्रणे ीकरण और जचहनांकन का प्राजधकार िते ा ह;ै (घ) “साधारण श्रणे ीकरण और जचहनांकन जनयम” से कृजि उपि (श्रेणीकरण और जचहनाकं न) अजधजनयम, 1937 (1937 का 1) की धारा 3 के अधीन बनाए गए साधारण श्रेणीकरण और जचहनांकन जनयम, 1988 अजभप्रेत ह;ै (ङ) “श्रेणी अजभधान जचहन’’ से जनयम 3 में जनर्िष्टच “एगमाकच प्रतीक जचहन” अजभप्रेत ह;ै (च) “जवजधक माप जवज्ञान (पैकेि में रखी वस्ट्तुए)ं जनयम” से जवजधक माप जवज्ञान अजधजनयम, 2009 (2010 का 1) के अंतगतच बनाए गए जवजधक माप जवज्ञान (पैकेि में रखी वस्ट्तुए)ं जनयम, 2011 अजभप्रेत ह ैएव ं; (छ) “अनुसूची” से इन जनयमों के साथ संलग्न अनुसूची अजभप्रेत ह।ै (2) इन जनयमों म ें प्रयुक्त िब् ि और पि, िो पररभाजित नहीं ह ैंलेककन जिन्द्ह ें कृजि उपि (श्रेणीकरण और जचहनांकन) अजधजनयम, 1937 (1937 का 1) या साधारण श्रेणीकरण और जचहनांकन जनयम, 1988 में पररभाजित ककया गया ह,ै के वही अथ चहोंग ेिो उक्त अजधजनयम या जनयम म ेंह;ैं 3. श्रेणी अजभधान जचहन :- श्रेणी अजभधान जचहन म ें “एगमाकच प्रतीक जचहन” का जडज़ाइन होगा िो अनुसूची-। म ें जनधाचररत जडिाइन के सिश्ृ य होगा जिसमें प्राजधकार प्रमाण-पत्र संखयांक, िब्ि ‘एगमाकच’, वस्ट्तु का नाम और श्रेणी िाजमल होंगे। 4. श्रेणी अजभधान :- सूखे अंिीर की गुणविा उपिर्ितच करने के जलए श्रेणी अजभधान वह होगा िैसा कक अनुसूची-II के श्रेणी अजभधान हते ु मापिंड में वर्णतच ककया गया ह।ै 5. गुणविा:- इन जनयमों के प्रयोिन के जलए सूखे अंिीर की गणु विा अनुसूची-II में जनर्िष्टच के अनसु ार होगी। 6. पैककंग करने की जवजध : -(1) सूखे अंिीर को खाद्य सुरक्षा और मानक (पैकेजिंग) जवजनयम, 2018, खाद्य सुरक्षा और मानक (लेबजलगं और प्रििनच ) जवजनयम, 2020 और जवजधक माप जवज्ञान (पैकेि म ें रखी वस्ट्तुए)ं जनयम, 2011 के प्रावधानों के अनुसार उजचत पकै ेजिंग सामग्री म ेंपैक ककया िाएगा। (2) समान लॉि या बैच और ग्रेड के छोिे पैक आकारों की श्रणे ीकृत सामग्री की पैककंग एक मास्ट्िर कंिेनर म ेंकी िाएगी और उस पर श्रेणी अजभधान जचहन सजहत पूरा ब्यौरा अंककत ककया िाएगा; (3) प्रत् यके पैकेि में समान प्रकार का और समान श्रेणी अजभधान का सूखा अंिीर होगा;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (4) प्रत् यके पैकेि उजचत और सुरजक्षत रूप से बंि और मुहरबिं ककया िाएगा, ताकक उसकी सामग्री बाहर न फैल सके; 7. जचहनांकन की जवजध: - (1) श्रेणी अजभधान जचहन प्रत् येक पैकेि पर कृजि जवपणन सलाहकार या उनके द्वारा अजधकृत ककसी अजधकारी द्वारा साधारण श्रेणीकरण और जचहनांकन जनयम के जनयम 11 के अनुसार अनुमोकित रीजत स ेसुरजक्षत रूप से जचपकाया या मुकरत ककया िाएगा; (2) श्रेणी अजभधान जचहन के अजतररक् त, प्रत्येक पैकेि पर जनम्न जलजखत जववरण स्ट्पष्ट रूप स ेऔर अजमि रूप से अंककत ककया िाएगा:- (क) वस्ट्तु का नाम; (ख) श्रेणी; (ग) ककस्ट्म या रेड का नाम (वैकजल्पक); (घ) लॉि अथवा बैच संखया; (ड़) पैककंग की तारीख; (च) फसल वि च (वैकजल्पक) (छ) िुद्ध भार; (ि) प्राजधकृत पैकर का नाम और पता; (झ) अजधकतम खुिरा मल्ू य; (सभी कर सजहत) (ञ) ....माह....वि च के पूवच उपयोग हते ु सवोिम; (ि) जवजधक माप जवज्ञान (पैकेि में रखी वस्ट्तुए)ं जनयम, 2011 या खाद्य सुरक्षा और मानक (पैकेजिंग) जवजनयम, 2018 अथवा खाद्य सुरक्षा और मानक (लेबजलंग और प्रििचन) जवजनयम, 2020 के तहत जनर्िष्टच अथवा तत्समय लाग ू ककसी अन्द्य काननू के तहत िारी अजधसूचना अथवा इस अजधजनयम के प्रावधानों के तहत िारी ककन्द्हीं अनुिेिों के तहत जनर्िष्टच कोई अन्द्य जववरण, बितते कक पैकेिों पर अंकन के जलए सही गणु विा की स्ट्याही का उपयोग ककया िाएगा। (3) प्राजधकृत पैकर कृजि जवपणन सलाहकार अथवा उनके द्वारा अजधकृत ककसी अजधकारी का पूवच अनुमोिन प्राप् त करने के पश् चात साधारण श्रेणीकरण और जचहनांकन जनयम के जनयम 11 के अतं गतच श्रणे ीकृत पैकेिों पर अपना प्राइवेि व् यापार जचहन या व् यापार रांांड जचहनांककत कर सकता है, परंतु वह इन जनयमों के अनुसार श्रेणीकृत पैकेिों पर लगाए गए श्रणे ी अजभधान जचहन द्वारा उपिर्िचत गणु विा से जभन्द् न गुणविा उपिर्िचत नहीं करेगा। 8. प्राजधकार प्रमाण पत्र की जविेि ितें:- (1) साधारण श्रेणीकरण और जचहनांकन जनयम के जनयम 3 के उप-जनयम (8) में जवजनर्िष्टच ितों के अजतररि प्रत्येक प्राजधकृत पैकर इस जनयम में जनर्िष्टच सभी ितों का पालन करेगा। (2) सूखे अंिीर की गणु विा का परीक्षण करने के जलए प्राजधकृत पैकर साधारण श्रणे ीकरण और जचहनांकन जनयम के जनयम 8 के तहत िारी मापिंडों के अनुसार या तो अपनी स्ट्वय ं की प्रयोगिाला स्ट्थाजपत करेगा या ककसी अनुमोकित राज्य श्रणे ीकरण प्रयोगिाला या सहकारी अथवा एसोजसएिन प्रयोगिाला या ऐसी प्राइवेि वाजणजज्यक प्रयोगिाला के साथ संपकच करेगा जिसका प्रबंधन साधारण श्रेणीकरण और जचहनांकन जनयम के जनयम 9 के अंतगचत कृजि जवपणन सलाहकार या उनके द्वारा अजधकृत ककसी अजधकारी द्वारा अनुमोकित योग्य रसायनज्ञ द्वारा ककया िा रहा हो।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (3) प्राजधकृत पैकर के पररसर को समुजचत संवातन और प्रकाि सजहत स्ट्वास्ट््यप्रि और स्ट्वच्छता की ििा म ें रखा िाएगा। इन कायों में लग े ए ए कार्मचकों का अच्छा स्ट्वास्ट््य होगा और वे ककसी संचारी, संसगी या संिामक रोग से मुि होंगे। (4) प्राजधकृत पैकर के पररसर में पक्क े फि च सजहत पयाचप् त भडं ारण सुजवधाएं होंगी और वह नमी, ककसी तरह की िरारों, कृंतकों और कीिों स ेमुक्त होगा। (5) प्राजधकृत पैकर और अनुमोकित रसायनज्ञ परीक्षण, श्रेणीकरण, पैककंग, जचहनांकन, सीजलंग और अजभलेखों के अनुरक्षण से संबंजधत ऐस े सभी अनुिेिों का पालन करेंग े िो समय-समय पर साधारण श्रेणीकरण और जचहनांकन जनयम के अतं गतच कृजि जवपणन सलाहकार या इस जनजमि उनके द्वारा अजधकृत ककसी अजधकारी द्वारा िारी ककए गए हो। अनसु चू ी-I (जनयम 3 िेख)ें (एगमाकच प्रतीक का जडिाइन) No. A C वस्ट्तु का नाम………………………………………… श्रेणी……………………………………………………………… अनसु चू ी–II (जनयम 4 और 5 िेखें) सूखे अंिीर का श्रेणी अजभधान और उसकी गुणविाः 1. सूखे अंिीर, अंिीर के पेड़ (फाइकस कैररका) के ठोस, पयाचप्त रूप से पररपक्व या जवकजसत या पके फलों को धूप म ें सुखाकर या अन्द्य मान्द्यता प्राप्त जवजधयों का प्रयोग करके या जनिचलीकरण द्वारा सुखाकर और िबाने की प्रकिया स े प्राप्त ककए िाते ह।ैं 2. न्द् यनू तम अपेक्षाए:ं- (i) सूखे अंिीर में जननलिजलजखत जविेिताएं होंगी,– (क) पूण,च अंिीर के डंठल और आाँख (ओजस्ट्ियोलम) के भाग से मुि होगा; (ख) साबुत, साफ और ठोस होगा तथा सड़न या ििू ण से प्रभाजवत नहीं होगा; (ग) सूखे अंिीर के रंग, स्ट्वाि और गंध की जविेिता स ेयुि होगा और उत्पाि की बनावि गुणविापरक होगी; (घ) ककसी भी प्रकार के िश्ृ य जविातीय पिाथच स ेमुि होगा, तथाजप प्राकृजतक रूप से किस्ट्िलीकृत चीनी को जविातीय पिाथच या िोि नहीं माना िाएगा;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (ङ) िीजवत कीि और कीिों द्वारा क्षजतग्रस्ट्तता से मुि होगा तथा मृत कीिों या माइट्स, उनके अविेि या अवजिष्ट से मिु होगा; (च) नग्न आाँखों से िजृ ष्टगोचर फफूंि से मिु होगा; (छ) ककसी जविातीय गधं और या स्ट्वाि, कृजत्रम रंिक पिाथ,च बासीपन, खमीरीकरण या फफूंि से मुि होगा; (ii) घरेल ू व्यापार के मामल े म ें यह धात ु संििू क, कीिनािक अविेि, सूक्ष्मिीव अपेक्षाओं, फसल संििू कों, प्राकृजतक रूप स े पाए िाने वाले जविैल े पिाथों के अवजिष्ट स्ट्तर से संबंजधत प्रजतबंधों तथा खाद्य सुरक्षा और मानक (संििू क, आजवि और अवजिष्ट) जवजनयम, 2011 और खाद्य सुरक्षा और मानक (खाद्य उत्पाि मानक और खाद्य सहयोज्य) जवजनयम, 2011 म ें यथा जवजनर्िष्टच अन्द्य खाद्य सुरक्षा अपेक्षाओं अथवा घरेल ू व्यापार के जलए खाद्य सुरक्षा और मानक अजधजनयम, 2006 (2006 का 34) के अधीन अजधसूजचत ककसी भी अन्द्य जवजनयम का अनपु ालन करेगा। (iii) जनयाचत के मामल े म ें यह कोडेक्स एजलमेंिेररयस आयोग द्वारा जनधाचररत भारी धातओंु और कीिनािकों की अवजिष्ट सीमाओं तथा अन्द्य खाद्य सुरक्षा मापिंडों अथवा आयातकता चििे की अपेक्षाओं का अनुपालन करेगा। 3. सखू ेअिं ीर के श्रणे ी अजभधान और गणु विा के जलए मापिडं ताजलका सहनीयता की सीमा (विन के अनुसार प्रजतित) सूखे अंिीर िो एक ही आकार (अजधकतम) ककस्ट्म या समान ककस्ट्म (जमजलमीिर म ें नमी कुल भस्ट्म तनु HCl बाहरी/ क्षजतग्रस्ट्त के बीच रंग म ेंस्ट्पष्ट रूप व्यास) श्रेणी (ओडीबी) में जविातीय से जभन्न होते ह ैं (गणना के अनुसार %) अजभधान अघलु निील पिाथ च (न्द्यूनतम) भस्ट्म (अजधकतम) (ओडीबी) (1) (2) (3) (4) (5) (6) (7) (8) जविेि 11.5 3.0 0.12 0.25 िून्द्य िून्द्य 34.0 मानक 13.5 3.4 0.20 0.50 िून्द्य 10.0 30.0 सामान्द्य 15.0 4.0 0.30 0.50 20.0 25.0 24.0 नोि: ओडीबी: िुष्क भार आधार, HCl: हाइड्रोक्लोररक अम्ल इस ताजलका के प्रयोिनाथ च स्ट्पष्टीकरण: “क्षजतग्रस्ट्त” का अथच ह ै कक सूखे अंिीर िो कीिों या धूप से झलु सने या फिने या यांजत्रक चोि से क्षजतग्रस्ट्त हो िाते ह ैं या इस सीमा तक अत्यजधक सूख िाते ह ैं जिससे उत्पाि का आकार, भोज्यता और गुणविा गंभीर रूप स ेप्रभाजवत हो। 4. अन्द्य अपेक्षाए:ाँ (i) सूखे अंिीर की जस्ट्थजत ऐसी होगी कक वह - (क) यातायात और हडैं जलंग की जस्ट्थजत का सामना कर सके; और (ख) जिसे अपने गंतव्य स्ट्थान पर संतोििनक ढंग से पए चं ाया िा सके । (ii) सूखे अंिीर का भंडारण ठंडे एव ंिुष्क स्ट्थान पर ककया िाएगा तथा साफ और स्ट्वास्ट््यपरक ििा में रखा िाएगा। [फा. स.ं क्य-ू 11047/09/सूखा अंिीर/2022-मानक] डॉ. एन. जविया लक्ष्मी, संयक्ु त सजचव (जवपणन)6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF AGRICULTURE AND FARMERS WELFARE (Department of Agriculture and Farmers Welfare) NOTIFICATION New Delhi, the 15th March, 2023 G.S.R. 190(E).—Whereas, the draft of the Dried Figs Grading and Marking Rules, 2023, was published under section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937) in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), vide number G.S.R.826 (E), dated the 18th November, 2022, inviting objections and suggestions from all persons likely to be affected thereby within forty-five days from the date on which copies of the said notification published in the Gazette of India, were made available to the public; And whereas, the copies of the said notification were made available to the public on 18th November, 2022, and whereas, the objections and suggestions received from the stakeholders in respect of the said draft rules have been duly considered; Now, therefore, in exercise of the powers conferred by sub-section (1) of section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937), the Central Government hereby makes the following rules, namely:- 1. Short title, application and commencement.-(1) These rules may be called the Dried Figs Grading and Marking Rules, 2023. (2) They shall apply to whole dried figs obtained from ripe fruits of varieties (cultivars) of Ficus carica L. intended for direct human consumption. (3) They shall come into force on the date of their final publication in the Official Gazette. 2. Definitions. -(1) In these rules, unless the context otherwise requires,- (a) "Agricultural Marketing Adviser" means the Agricultural Marketing Adviser to the Government of India; (b) "authorised packer" means a person or a body of persons who has been granted a certificate of authorisation to grade and mark the dried figs in accordance with the grade standards and procedure provided under these rules and the general grading and marking rules, 1988; (c) "certificate of authorisation" means a certificate issued under the provisions of the general grading and marking rules, 1988 authorising a person or a body of persons to grade and mark dried figs with the grade designation mark; (d) "general grading and marking rules" means the general grading and marking rules, 1988, made under section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937); (e) "grade designation mark" means ‘’AGMARK Insignia’’ referred to in rule 3; (f) “legal metrology (packaged commodities) rules" means the Legal Metrology (Packaged Commodities) Rules, 2011, made under the Legal Metrology Act, 2009 (1 of 2010); and (g) "schedule" means a schedule appended to these rules. (2) The words and expressions used in these rules and not defined but defined in the Agricultural Produce (Grading and Marking) Act, 1937 or the general grading and marking rules, 1988, shall have the same meaning as are assigned to them under the said act or the rules. 3. Grade designation mark.-The grade designation mark shall be consisting of the design of "AGMARK Insignia", as set out in Schedule-I, incorporating the certificate of authorisation number, the word “AGMARK", the name of commodity and its grade. 4. Grade designations.-The grade designations to indicate the quality of dried figs including the criteria for grade designation shall be as set out in Schedule-II. 5. Quality.-For the purpose of these rules, the quality of dried figs shall be as provided in Schedule-II. 6. Method of packing.-(1)Dried figs shall be packed in suitable packaging material in accordance with the provisions of the Food Safety and Standards (Packaging) Regulations, 2018, the Food Safety and Standards (Labeling and Display) Regulations, 2020 and Legal Metrology (Packaged Commodities) Rules, 2011. (2) The graded material of small pack sizes of the same lot or batch and grade may be packed in a master container with complete details thereon along with the grade designation mark. (3) Each package shall contain dried figs of the same type and of the same grade designation. (4) Each package shall be properly and securely closed and sealed so as to disallow spilling. 7. Method of marking.-(1) The grade designation mark shall be securely affixed to or printed on each package in the manner approved by the Agricultural Marketing Adviser or an officer authorised by him under rule 11 of the general grading and marking rules.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (2) In addition to the grade designation mark, following particulars shall be clearly and indelibly marked on each package, namely:- (a) name of the commodity; (b) grade; (c) variety or trade name(optional); (d) lot or batch number; (e) date of packing; (f) crop year (optional); (g) net weight; (h) name and address of the authorised packer; (i) maximum retail price (inclusive of all taxes); (j) BEST BEFORE ___________MONTH ______YEAR; and (k) any other particulars as provided under the Legal Metrology (Packaged Commodities) Rules, 2011 or specified under the Food Safety and Standards (Packaging) Regulations, 2018 and the Food Safety and Standards (Labeling and Display) Regulations, 2020 or any notification issued under any other law for the time being in force or any instructions issued under the provisions of the Act, provided that right quality of ink is used for marking on packages. (3) The authorised packer may after obtaining prior approval of the Agricultural Marketing Adviser or an officer authorised by him under rule 11 of the general grading and marking rules, mark his private trade mark or trade brand on the graded packages provided the same do not indicate quality other than that indicated by the grade designation mark affixed to the graded packages in accordance with these rules. 8. The special conditions of certificate of authorisation.–(1) In addition to the conditions specified in sub-rule (8) of rule 3 of the general grading and marking rules, every authorised packer shall comply the conditions specified under these rules. (2) The authorised packer shall either set up his own laboratory as per norms issued under rule 8 of the general grading and marking rules, or have access to an approved State grading laboratory or cooperative or association laboratory or a private commercial laboratory manned by a qualified chemist approved by the Agricultural Marketing Adviser under rule 9 of the general grading and marking rules, for testing the quality of dried figs. (3) The premises of the authorised packer shall be maintained in hygienic and sanitary conditions with proper ventilations and well lighted arrangement and the personnel engaged in these operations shall be in sound health and free from any infectious, contagious or communicable diseases. (4) The premises of the authorised packer shall have adequate storage facilities with pucca floor and free from dampness, any kind of cracks and crevices, rodent and insect infestation. (5) The authorised packer and the approved chemist shall observe all instructions regarding testing, grading, packing, marking, sealing and maintenance of records which may be issued by the Agricultural Marketing Adviser or an officer authorised by him in this behalf in accordance with the general grading and marking rules, from time to time. Dried figs are obtained by drying the substantially sound, reasonably mature or sufficiently developed or ripe fruits of the fig tree (Ficus carica) either by the process of sun-drying or using any other recognised methods of drying or dehydration and subsequent pressing. 2. Minimum requirements:- (i) Dried figs shall,- (a) be intact, the stem and the eye (ostiolum) ends of the fig may be removed; (b) be sound, clean and wholesome and not affected by rotting or deterioration; (c) have colour, flavor and odour characteristic of dried fig and possess texture characteristic of the product; (d) be free of any visible foreign matter, however naturally crystallised sugar is not considered foreign matter or defect; (e) be free from living pests and damage caused by pests, including the presence of dead insects or mites, their debris or excreta; (f) be free from mould filaments visible to the naked eye; (g) be free from any off flavor, foreign smell and/or taste, any artificial coloring matter, mustiness, rancidity or evidence of fermentation; (ii) For domestic trade, it shall comply with the restrictions in regard to residual levels of metal contaminants, pesticides residues, microbial requirements, crop contaminants, naturally occurring toxic substances and other food safety requirements as specified under the Food Safety and Standards (Contaminants, Toxins and Residues) Regulations, 2011, the Food Safety and Standards (Food Product Standards and Food Additives) Regulations, 2011 and other regulations made for domestic trade under the Food Safety and Standards Act, 2006 (34 of 2006). (iii) For export trade, it shall comply with the residual limits of heavy metals, pesticides and other food safety requirements as laid down by the Codex Alimentarius Commission or importing countries requirement for exports. 3. The condition of the dried figs shall be so as to enable it to- (a) withstand transport and handling; and (b) arrive in satisfactory condition at the place of destination. (ii).
