## Policy Analysis Report: Prohibition of Streptomycin and Tetracycline in Agriculture Order, 2021
**1. Executive Summary:**
This report analyzes the "Prohibition of Streptomycin Tetracycline in Agriculture Order, 2021," a new policy aimed at phasing out the use of Streptomycin and Tetracycline in Indian agriculture. The policy seeks to mitigate the risk of antibiotic resistance development in humans and animals due to the continued agricultural use of these substances. Key provisions include a ban on import, manufacture, and formulation of these antibiotics for agricultural use, as well as a complete ban on their agricultural use by January 1, 2024. This report outlines the policy's objectives, key provisions, affected stakeholders, and expected outcomes based solely on the provided policy text.
**2. Introduction:**
This report provides an analysis of the "Prohibition of Streptomycin Tetracycline in Agriculture Order, 2021" based on the official policy text provided. The purpose is to inform affected industry stakeholders about the policy's key provisions, implications, and implementation timelines.
**3. Policy Overview:**
* This is a *new* policy.
* **Core Objective(s):** The core objective, as inferred from the provided text, is to phase out the use of Streptomycin and Tetracycline in agriculture to prevent the development of antibiotic resistance in humans and animals. This is based on the concern that continued use of these substances in agriculture may pose such a risk.
**4. Background and Rationale:**
* Since this is a new policy, the text indicates the problem it addresses: the potential for the development of antibiotic resistance in humans and animals resulting from the use of antibiotic or antibacterial substances in agriculture. The policy is driven by the concern that the use of Streptomycin and Tetracycline in agriculture contributes to this risk. A Sub-Committee was constituted to explore the possibility of phasing out of antibiotic or antibacterial substances for use in agriculture if alternatives are available.
**5. Key Provisions:**
The "Prohibition of Streptomycin Tetracycline in Agriculture Order, 2021" establishes the following key provisions:
* **Prohibition of Import, Manufacture, and Formulation:** No person shall import, manufacture, or formulate Streptomycin Tetracycline for use in agriculture in India, effective February 1, 2022.
* **No New Registrations:** No new certificates of registration for the manufacture, import, or formulation of Streptomycin Tetracycline for agricultural use will be issued, effective February 1, 2022.
* **Complete Ban on Use:** The use of Streptomycin Tetracycline in agriculture is completely banned, effective January 1, 2024.
* **State Government Action:** Every State Government shall take all such steps under the provisions of the Insecticides Act, 1968 and rules framed there under, as it considers necessary, for the execution of this order in the state.
**6. Target Audience and Stakeholders:**
Based on the provided text, the directly affected stakeholders include:
* Manufacturers, importers, and formulators of Streptomycin and Tetracycline for agricultural use in India.
* Farmers and agricultural businesses currently using Streptomycin and Tetracycline.
* State governments responsible for enforcing the ban.
* Registration authorities involved in issuing certificates for manufacture, import, or formulate.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:**
* Ministry of Agriculture and Farmers Welfare (Department of Agriculture and Farmers Welfare)
* Registration Committee constituted under section 5 of the Insecticides Act, 1968
* State Governments
* **Timelines:**
* February 1, 2022: Prohibition on import, manufacture, and formulation of Streptomycin and Tetracycline for agricultural use. No new registrations will be issued.
* January 1, 2024: Complete ban on the use of Streptomycin and Tetracycline in agriculture.
* **Procedures:** The text infers that State Governments are responsible for enforcing the order under the provisions of the Insecticides Act, 1968 and rules framed thereunder.
**8. Expected Outcomes / Impact:**
The likely intended outcomes of this policy, based on the stated provisions, are:
* Significant reduction and eventual elimination of Streptomycin and Tetracycline use in Indian agriculture.
* Mitigation of the risk of antibiotic resistance development in humans and animals due to agricultural practices.
* Transition to alternative methods of pest and disease control in agriculture.
**9. Conclusion:**
The "Prohibition of Streptomycin Tetracycline in Agriculture Order, 2021" represents a significant step towards reducing the risk of antibiotic resistance associated with agricultural practices. By banning the import, manufacture, formulation, and use of these antibiotics, the policy aims to protect public and animal health. Affected industries need to be aware of the timelines for implementation and prepare for a transition to alternative solutions. State Governments will play a critical role in enforcing this policy.
