2. कीटनािक जनयमावली, 1971 म,ें जनयम 9 में उपजनयम (4 ख) के स्ट्थान पर जनम्नजलजखत प्रजतस्ट्थाजपत ककया िाएगा
अथाित ् :-
“(4 ख) एक व्यजि िो जवजनमािण लाइसेंस के जलए आवेिन करता ह,ै उसके पास जनम्नजलजखत िक्षै जणक योग्यता
होनी चाजहए या वह जनम्नजलजखत जिक्षा योग्यता वाले व्यजि को जनयुि करेगा: -
(i) तकनीकी ग्रेड कीटनािकों के जनमािण के जलए रसायन जवज्ञान या कृजि रसायन जवज्ञान या कृजि रसायन म ें
डॉक्टरेट या केजमकल इंिीजनयररंग में मास्ट्टर ऑफ टेक्नोलॉिी या मास्ट्टर ऑफ साइंस या समकक्ष।
(ii) कीटनािकों की फामूिलेिन के जनमाणि के जलए कृजि जवज्ञान में स्नातक जडग्री या एक जविय के रूप प म ें रसायन
जवज्ञान के साथ जवज्ञान में स्नातक जडग्री।
परन्द्तु यह कक इस उप-जनयम की अजधसूचना की तारीख को जवजनमािण लाइसेंस रखने वाले व्यजि को िैक्षजणक अहति ा का
अनुपालन करने के जलए चार साल की अवजध या उि अहति ा रखने वाले व्यजि को जनयोजित करने के जलए एक विि अवजध
अनुज्ञात की िाएगी।

NOTIFICATION
New Delhi, the 21st October, 2022
G.S.R. 790(E).—The following draft rules further to amend the Insecticides Rules, 1971, which
the Central Government proposes to make in exercise of the powers conferred by section 36 of the
Insecticides Act, 1968 (46 of 1968), is hereby published, as required by the said section, for information of
all persons likely to be affected thereby; and notice is hereby given that the said draft rule shall be taken
into consideration after the expiry of thirty days from the date on which copies of this notification as
published in the Gazette of India are made available to the public;
Objections or suggestions which may be received from any person in respect of the said draft rule
before the expiry of the aforesaid period of thirty days will be considered by the Central Government;
Objections and suggestions in respect to the said draft rule may be forwarded to the Joint Secretary
(Plant Protection), Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers
Welfare, Krishi Bhawan, New Delhi-110 001 or through email at jspp-dac@gov.in.
Draft Rules
1. (1) These rules may be called the Insecticides amendment Rules, 2022.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. In the Insecticides Rules, 1971, in rule 9, for sub-rule (4B), the following shall be substituted
namely:—
“(4B) A person who applies for manufacturing licence shall possess or shall employ a person
possessing the following educational qualification: —
(i) Doctorate in Chemistry or Agriculture Chemistry or Agriculture chemicals or Master of Technology
or Master of Science in Chemical engineering or equivalent for manufacture of technical grade insecticides.
(ii) Graduate degree in Agriculture or Science with Chemistry as one of the subject for manufacture of
insecticides formulation.
Provided that a person possessing a manufacturing licence on the date of notification of this sub-rule shall
be allowed a period of four years to comply with the educational qualification or a period of one year to
employ a person possessing the said qualification.”
