Framing of Special Rules for the posts in the Department of Sericulture

No. SRO B-23/2026.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution
of India and in supersession of the earlier special / ad-hoc rules, the Governor of Tamil Nadu, hereby makes the
Tamil Nadu Sericulture Service, Section 64 in Volume-II of the Tamil Nadu Services Manual, 2016.
2. The rules hereby made shall be deemed to have come into force with effect from the date of publication of
Notification in the Tamil Nadu Government Gazette.
Section 64 - THE TAMIL NADU SERICULTURE SERVICE
1. Constitution.- The service shall consist of the following categories namely:-
Category-1 Joint Director of Sericulture.
Category-2 Deputy Director of Sericulture.
Category-3 Deputy Director (Administration).
Category-4 Assistant Director of Sericulture.
Category-5 Administrative Officer.
Category-6 Accounts Officer.
Notwithstanding anything contained in Section 62 of Tamil Nadu Government Servants (Conditions of Service) Act,
2016, the above constitution also includes temporary categories existing for more than ten years.
2. Appointment.- (a) Appointment to the category specified in column (1) of the table below shall be made by
the methods specified in the corresponding entries in column (2) thereof:-

Provided that appointment to the category shall be made by
direct recruitment and by recruitment by transfer in the ratio
of 1:3.
Provided further that, at any point of time, the number of
persons appointed to the category by each method shall not
exceed the prescribed ratio.
Administrative Officer By Recruitment by transfer from among the Superintendents or
Commercial Accountants borne on the Tamil Nadu Ministerial
service, in the Department of Sericulture.
Accounts Officer On deputation of an Accounts Officer in the Treasuries and
Accounts Department.
(b) Promotions to the categories shall be made on grounds of merit and ability, seniority being considered only

3. Appointing authority.- (a) The appointing authority for categories 1, 2, 3 and 4 shall be the Government.
(b) The appointing authority for the category of Administrative Officer shall be the Director of Sericulture.
4 (a) Age.- No person shall be eligible for appointment to the category of Assistant Director of Sericulture by
direct recruitment, if he has completed or will complete the age of 30 years on the first day of July of the year in
which the vacancy is notified.
Provided that the maximum age limit for appointment by direct recruitment during the period from 13.09.2021
to 12.09.2026 shall be 32 years.
4 (b) Other Qualifications.- No Person shall be eligible for appointment to the Category specified in column (1)
of the TABLE below by the method specified in column (2) unless he possesses the qualifications specified in the
corresponding entries in column (3) thereof:-

5. Reservation of appointments.- The principle of rule of reservation as laid down in Section 27 of the
Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply for
appointment to the category of Assistant Director of Sericulture by direct recruitment.
6. Probation.- (a) Every person appointed to the category of Assistant Director of Sericulture by direct recruitment
shall, from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous
period of three years.
Provided that the persons appointed by recruitment by transfer to the categories of Assistant Director of
Sericulture and Administrative Officer shall be on probation for a period of one year on duty within a continuous period
of two years.
(b) The Government shall be the authority competent to declare the satisfactory completion of probation of the
holders of the post of Assistant Director of Sericulture. He shall also be competent to extend the period of probation
up to five years, in case of failure to pass the prescribed tests.
(c) The Director of Sericulture shall be the authority competent to declare the satisfactory completion of
probation of the holders of the category of Administrative Officer.
7. Tests.-(a) Every person appointed to the category of Assistant Director of Sericulture by direct recruitment,
shall pass the following tests within the period of their probation:-
1) Tamil Nadu Government Office Manual Test

Provided that if a person appointed to the post of Assistant Director of Sericulture does not pass the tests within
the period of his probation, he shall not be allowed to draw his second and subsequent increments until he passes
the tests. Such ineligibility to draw increments shall not have the effect of postponing his future increments after he
has passed the tests.
8. Training.- Every candidate appointed to the category of Assistant Director of Sericulture either by direct
recruitment or by recruitment by transfer and who are below 53 years of age, shall within the period of probation,
undergo Foundational Course - B training conducted at A and B wing Foundational Course Training Institute, Chennai
and pass the test conducted at the end of the training within the period of his probation. The period of training shall
be treated as duty and shall count for probation and increment. The probation of the candidate shall not be declared
until he passes the test conducted by the A and B Wing Foundational Course Training Institute, Chennai at the end
of the foundation course training.
9. Postings and Transfers.- The authority to issue Postings and transfers to categories 1, 2, 3 and 4 shall be
the Government and for category 5 shall be the Director of Sericulture.
10. Preparation of annual list of approved candidates and crucial date.— For the purpose of drawal of annual
list of approved candidates, for appointment to the category specified in Column (1) of the TABLE below, the crucial date
on which the candidates should have acquired the prescribed qualification shall be as specified in Column (2) thereof:-

11. Tenure.- The tenure of a person appointed to any of the category in this service, on deputation shall be for
a period of three years with the Department of Sericulture.
12. Savings.- Nothing contained in these rules shall adversely affect any person holding any of the categories
under these rules as on the date of issue of these rules.
NOTIFICATION-II

No. SRO B-24/2026.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India and in supersession of earlier special/ad-hoc rules, the Governor of Tamil Nadu hereby makes the Tamil Nadu
Sericulture Subordinate Service, Section 68 in Volume-III of the Tamil Nadu Services Manual, 2016.

Section 68 - THE TAMIL NADU SERICULTURE SUBORDINATE SERVICE
1. Constitution.- The service shall consist of the following categories, namely:-

Category 2. Assistant Inspector of Sericulture.
Category 3. Junior Inspector of Sericulture.
Category 4. Programmer (Computer).
Category 5. Assistant Accounts Officer.
Notwithstanding anything contained in Section 62 of Tamil Nadu Government Servants (Conditions of Service)

2. Appointment.—(a) Appointment to the category specified in column (1) of the table below shall be made by

Programmer (Computer) On deputation of a Programmer in Information Technology
and Digital Services Department
Assistant Accounts Officer On deputation of an Assistant Accounts Officer in
Treasuries and Accounts Department
(b) Promotion to any category shall be made on grounds of merit and ability, seniority being considered only
where merit and ability are approximately equal.
3. Appointing Authority.—The Director of Sericulture shall be the appointing authority for all the categories.
4. Reservation of Appointments.—The principle of rule of reservation as laid down in Section 27 of the
Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply for
appointment to the categories, by direct recruitment, where the cadre strength of the category is more than one.
5.Preparation of annual list of approved candidates and crucial date.— For the purpose of drawal of annual
list of approved candidates, for appointment to the category specified in column (1) of the TABLE, the crucial date on
which the candidates should have acquired the prescribed qualification shall be as specified in column (2) thereof:-

6. Qualification.— (a) Age: No person shall be eligible for appointment by direct recruitment to the category, if he
has completed or will complete 30 years of age, on the first day of July of the year in which the vacancy is notified.
Provided that the maximum age limit for appointment by direct recruitment during the period from 13.09.2021

7. Probation.— (i) Every person appointed to a category by direct recruitment shall, from the date on which he
joins duty, be on probation for a total period of two years on duty within a continuous period of three years;
Provided that the person appointed to a category by recruitment by transfer shall be on probation for a period of
one year on duty within a continuous period of two years.
(ii) The competent authority to declare the satisfactory completion of probation and to extend the probation
for a maximum period of five years to enable to pass the test, in the category of Assistant Inspector of Sericulture
shall be the Director of Sericulture.
(iii) The authority competent to declare satisfactory completion of probation of the holders of the category of
Junior Inspector of Sericulture shall be;
(a) the Director of Sericulture for those who are working in the Directorate of Sericulture; and
(b) the Assistant Director of Sericulture for those who are working in the Offices under their administrative
control.
8.Tests.— Every person appointed to the category of Assistant Inspector of Sericulture and Junior Inspector of
Sericulture by direct recruitment and those appointed to the category of Junior Inspector of Sericulture by Recruitment
by Transfer shall pass the following tests within the period of his probation :-
1) Tamil Nadu Government Office Manual Test
2) Account Test for Subordinate Officers, Part-I
Provided that, if a person fails to pass the said test within the said period, he shall not be eligible to draw
increments in the time scale of pay applicable until he passes the said test but such ineligibility to draw increments

9. Training.— Every person appointed to the category of Junior Inspector of Sericulture by direct recruitment or
by recruitment by transfer shall, within a period of two years from the date of appointment, undergo a training for a
period of six months in Sericulture at the Tamil Nadu Sericulture Training Institute, Hosur and shall complete the said
training successfully.
10. Tenure.- The tenure of a person appointed to any of the category in this service, on deputation shall be for
a period of three years with the Department of Sericulture.
11. Savings.— Nothing contained in these rules shall adversely affect any person holding any of the categories
under these rules as on the date of issue of these rules.

Amendments to the Tamil Nadu Government Servants' Conduct Rules
[G.O. Ms. No. 3, Human Resources Management (A), 7th January 2026,

No. SRO B-25/2026.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby makes the following amendments to the Tamil Nadu Government Servants'
Conduct Rules, 1973:-
Amendments
In the said Rules,-
(1) in rule 24-A,-
(a) for the expression 'notified authority', wherever occurs, the expression 'Competent Authority' shall be
substituted,
(b) for the Explanation along with the proviso, the following Explanation shall be substituted, namely,-
"Explanation:-For the purpose of this rule and rule 24-B, "Competent Authority" means the authority who
is competent to sanction Earned leave to the Government servant concerned as mapped in the IFHRMS Portal."
(2) for rule 24-B, the following rule shall be substituted, namely:-
"24-B.Procedure for obtaining permission for undertaking a foreign trip.-
(1) (a) No Government servant shall undertake a foreign trip for personal reasons without giving the undertaking
to the competent authority in Form - II whether by availing leave or during holidays. If Government servant undertake
foreign trip by availing leave, he shall not undertake foreign trip before sanction of the leave applied for by the
competent authority:
Provided that where the leave applied for undertaking foreign visit is exceeding three months, the leave applied
for shall be sanctioned by the next higher authority to the competent authority as mapped in IFHRMS.
Provided further that the competent authority or the higher authority, as the case may be, may refuse to
grant leave and direct the Government servant not to undertake foreign trip for reasons to be recorded, whether he
is undertaking the foreign trip by availing leave or during holidays.
(b) No Government servant shall undertake foreign trip for attending conferences, seminars, meetings or
training programmes on funding other than the Government sources or sponsored by Non-Government Organisations
without obtaining permission from the authority specified below and without sanction of the leave applied for. The
Government servant shall submit the application in Form-Il to the Head of the Department or the Government, as
the case may be, in case of officers in the rank of Group A and to the competent authority in the case of any other
person through IFHRMS portal.
(c) On receipt of application, in Form-Il under clause (b), the Government, Head of the Department or the
competent authority, as the case may be, shall process the application within fifteen days from the date of receipt of
application and issue the letter of permission in Form III. Where the letter of permission has not been issued within
fifteen days, the application shall be forwarded to the Head of the Department or the Government, as the case may
be and it shall either grant permission or reject it within seven days from the date of its receipt. If it is proposed to
reject the permission, the authority concerned shall record the reasons therefor and communicate the same to the
applicant through IFHRMS portal.74 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b)
(2) Where any disciplinary proceedings/charges under rule 17(b) of the Tamil Nadu Civil Services (Discipline and
Appeal) Rules or any criminal prosecution is pending or contemplated against the applicant, the competent authority
or higher authority or Head of the Department or the Government as the case may be may grant permission or refuse
to grant it after taking into account the nature and gravity of the delinquency or the criminal charge.
(3) In case of emergency, where the Government servant is unable to return the authority concerned may provide
a buffer period not exceeding three months from the date of expiry of such approved leave or period of stay, upon
the request of the Government servant, through the IFHRMS portal, in Form-IV.
(4) Where the Government servant has failed to return within the extended period as granted, disciplinary action
shall be initiated against him.
(5) No Government servant shall leave India for seeking employment abroad without the prior permission of the
Government:
(6) Any Government servant proceeding on Haj Pilgrimage to Saudi Arabia through Tamil Nadu Haj Committee
on "Temporary Haj passport with a validity of eight months for Saudi Arabia" and those proceeding on Jerusalem
Pilgrimage through Government Schemes are also exempted from obtaining No Objection Certificate"."
(3) in Schedule-III, for FORM-I and FORM -II, the following FORMs shall be substituted, namely:-
