(1) पररभािाए:ं - इन जनयमों में िब तक संिभग में अन्द्यथा अपेजक्षत न हो,- (क) ‘’अजधजनयम’’ से कृजि उपि (श्रणे ीकरण और जचहनांकन) अजधजनयम, 1937 (1937 का 1) अजभप्रते ह;ै (ख) ‘’कृजि जवपणन सलाहकार’’ से भारत सरकार का कृजि जवपणन सलाहकार अजभप्रेत ह;ै (ग) ‘’प्राजधकृत पैकर’’ से ऐसा व् यजि या व् यजियों का जनकाय अजभप्रेत ह ै जिसे इन जनयमों एवं साधारण श्रेणीकरण और जचहनांकन जनयम, 1988 के अधीन जवजहत श्रेणी मानकों और प्रकक्रया के अनुसार घी का श्रेणीकरण करने और उसे जचहनांककत करने के जलए प्राजधकार प्रमाण-पत्र अनुित्त ककया गया हो; (घ) ‘’प्राजधकार प्रमाण पत्र’’ से साधारण श्रेणीकरण और जचहनांकन जनयम, 1988 के उपबंधों के अधीन िारी प्रमाण पत्र अजभप्रेत ह,ै िो ककसी व्यजि या व्यजियों के जनकाय को श्रेणी अजभधान जचहन द्वारा घी के श्रेणीकरण और जचहनांकन का प्राजधकार िते ा ह;ै (ङ) “साधारण श्रणे ीकरण और जचहनांकन जनयम” से कृजि उपि (श्रेणीकरण और जचहनांकन) अजधजनयम, 1937 (1937 का 1) की धारा 3 के अधीन बनाए गए साधारण श्रेणीकरण और जचहनांकन जनयम, 1988 अजभप्रेत है; (च) “श्रेणी अजभधान जचहन’’ से जनयम 3 म ेंजनर्िगष्ट “एगमाकग प्रतीक जचहन” अजभप्रेत ह;ै (छ) “जवजधक माप जवज्ञान (पकै ेि में रखी वस्ट्तुए)ं जनयम” स े जवजधक माप जवज्ञान अजधजनयम, 2009 (2010 का 1) के अंतगगत बनाए गए जवजधक माप जवज्ञान (पैकेि म ेंरखी वस्ट्तुएं) जनयम, 2011 अजभप्रेत ह ैएवं; (ि) “अनुसूची” से इन जनयमों के साथ संलग्न अनुसूची अजभप्रेत ह।ै (2) इन जनयमों म ें प्रयुक् त िब् ि और पि, िो पररभाजित नहीं ह ैंलेककन जिन्द्ह ेंकृजि उपि (श्रेणीकरण और जचहनांकन) अजधजनयम, 1937 या साधारण श्रणे ीकरण और जचहनांकन जनयम, 1988 या जवजधक माप जवज्ञान (पैकेि म ें रखी वस्ट्तुए)ं जनयम, 2011 म ें पररभाजित ककया गया ह,ै के क्रमिः वही अथग होंग ेिो उक्त अजधजनयम या जनयमों में ह।ैं 3. श्रेणी अजभधान जचहन -: श्रेणी अजभधान जचहन में “एगमाकग प्रतीक जचहन” का जडज़ाइन होगा जिसमें प्राजधकार प्रमाण पत्र संखयांक, िब्ि ‘एगमाकग’, वस्ट्तु का नाम और श्रेणी िाजमल होंगे िो अनुसूची-I में जनधागररत जडज़ाइन के सिश्ृ य होगा परंतु पूवगजनर्मगत पैकेजिंग सामग्री पर एगमाकग प्रतीक वाली कागि की पची के प्रयोग की अनुमजत केवल ऐसे प्राजधकृत पैकरों को िी िाएगी जिन्द्ह ें कृजि जवपणन सलाहकार द्वारा अथवा इस संबंध म ें प्राजधकृत अजधकारी द्वारा अथवा जवजनर्िष्टग के अनुसार समय-समय पर ऐसा करने की अनुमजत प्रिान की गई हो। 4. श्रेणी अजभधान -: घी की गुणविा उपिर्िगत करन े के जलए श्रेणी अजभधान वह होगा िैसा कक अनुसूची-II म ें जनर्िगष्ट ह।ै 5. गुणविा-: घी की गणु विा अनसु ूची-II म ेंजनर्िष्टग के अनुसार होगी। 6. पैककंग करने की जवजध- (1) घी को खाद्य सुरक्षा और मानक (पकै ेजिंग) जवजनयम, 2018 और जवजधक माप जवज्ञान (पैकेि म ेंरखी वस्ट्तुएं) जनयम के प्रावधानों के अनुसार पैकेजिंग सामग्री में पैक ककया िाएगा। (2) समान लॉट या बैच और ग्रडे के छोटे पैक आकारों की श्रेणीकृत सामग्री की पैककंग एक मास्ट्टर कंटेनर म ें की िाएगी और उस पर श्रणे ी अजभधान जचहन सजहत परू ा ब्यौरा अंककत ककया िाएगा। (3) प्रत् यके पैकेि म ेंसमान प्रकार का और समान श्रेणी अजभधान का घी होगा। (4) प्रत् यके पैकेि को उजचत और सुरजक्षत रूप से बंि और मुहरबंि ककया िाएगा, ताकक उसकी सामग्री बाहर न फैल सके तथा उस पर सक्षम प्राजधकारी द्वारा िारी प्रजतकृजत संखया अंककत की िाएगी। 7. जचहनांकन एवं लेबजलगं की जवजध- (1) श्रणे ी अजभधान जचहन प्रत् येक पैकेि पर अथवा पात्र कृजि जवपणन सलाहकार या इस जनजमत उनके द्वारा अजधकृत ककसी अजधकारी द्वारा साधारण श्रेणीकरण और जचहनांकन जनयम के जनयम 11 के अनुसार अनुमोकित रीजत स े सुरजक्षत रूप से जचपकाया या स्ट्पष्ट और अजमट रूप से मुकरत ककया िाएगा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (2) घी को खाद्य सुरक्षा और मानक ( लेबजलंग और प्रििनग ) जवजनयम, 2020 के प्रावधानों के अनुसार पैकेजिंग पर जचहनांककत ककया िाएगा। (3) श्रणे ी अजभधान जचहन के अजतररक् त, प्रत्येक पैकेि अथवा पात्र पर जनम्न जलजखत जववरण स्ट्पष्ट और अजमट रूप से अंककत ककया िाएगा:- (क) वस्ट्तु का नाम; (ख) प्राजधकार प्रमाण पत्र संखया; (ग) श्रेणी; (घ) रेड नाम (वैकजल्पक); (ङ) लॉट अथवा बैच संखया; (च) उत्पािन अथवा पैकेजिंग की तारीख; (छ) पोिण संबंधी िानकारी; (ि) िुद्ध मात्रा; (झ) प्राजधकृत पैकर का नाम और पता (मुकरत और/या स्ट्कैन करन ेयोग्य); (ञ) अजधकतम खुिरा मल्ू य (सभी कर सजहत); (ट) समाजप्त जतजथ अथवा उपभोग योग्य जतजथ; (ठ) भंडारण की जस्ट्थजत, यकि कोई हो; और (ड) जवजधक माप जवज्ञान (पैकेि म ें रखी वस्ट्तुए)ं जनयम या खाद्य सुरक्षा और मानक (पैकेजिगं )जवजनयम, 2018 अथवा खाद्य सुरक्षा और मानक (लेबजलगं और प्रििनग ) जवजनयम, 2020 के तहत जनर्िगष्ट अथवा तत्समय लाग ू ककसी कानून के तहत िारी अजधसूचना अथवा अनुिेिों के तहत जनर्िगष्ट कोई अन्द्य जववरण। (4) पैकेिों पर अंकन के जलए उपयोग की िान े वाली स्ट्याही ऐसी गुणविा की होगी िो घी को िजू ित नहीं करेगी। (5) प्राजधकृत पैकर कृजि जवपणन सलाहकार अथवा इस जनजमि उनके द्वारा अजधकृत ककसी अजधकारी का पूव ग अनुमोिन प्राप् त करने के पश् चात श्रणे ीकृत पैकेिों पर अपना प्राइवेट व् यापार जचहन या व्य ापार ब्ांड जचहनांककत कर सकता ह,ै परंत ु वह इन जनयमों के अनुसार श्रेणीकृत पैकेिों पर लगाए गए श्रणे ी अजभधान जचहन द्वारा उपिर्िगत गणु विा से जभन्द् न गुणविा उपिर्िगत नहीं करेगा। 8. प्राजधकार प्रमाण पत्र प्रिान करने की जविेि ितें:- साधारण श्रणे ीकरण और जचहनांकन जनयम के जनयम 3 के उप- जनयम (8) में जवजनर्िगष्ट ितों के अजतररि प्रत्येक प्राजधकृत पैकर इस जनयम में जनर्िगष्ट ितों का पालन करेगा, अथातग :- (1) घी बनाने के जलए उपयोग ककए िाने वाले कच्च े माल के संपणू ग जवश्लेिण, कच्चे माल की गुणविा जनधागररत करन े तथा परररक्षकों, गन्ना चीनी, यरू रया, काजस्ट्टक सोडा, स्ट्टाच,ग वनस्ट्पजत तेल आकि िैसी संभाजवत जमलावट का पता लगान े के जलए पररसर में ही प्रयोगिाला होनी चाजहए। घी के जनधागररत मापिंडों के जवश्लेिण के जलए प्रयोगिाला पूरी तरह से सुसजित होनी चाजहए। घी की गुणविा की िांच करने के जलए इस प्रयोगिाला का प्रबंधन साधारण श्रेणीकरण और जचहनांकन जनयम के जनयम 9 के अतं गतग कृजि जवपणन सलाहकार या इस जनजमि उनके द्वारा अजधकृत ककसी अजधकारी द्वारा अनुमोकित योग्य रसायनज्ञ द्वारा ककया िाएगा। (2) जनमागण की प्रकक्रया ऐसी होगी कक घी की आवश्यक जविेिताओं को बनाए रखा िा सके। (3) प्राजधकृत पैकर द्वारा इन जनयमों के अंतगतग घी का श्रेणीकरण और जचहनांकन करने के जलए अनुमोकित ककए गए रसायनज्ञ को सभी तरह की आवश्यक सुजवधाएं और सहायता िी िाएंगी। (4) प्राजधकृत पैकर िधू , िग्ु ध वसा और घी की जवश्लेिणात्मक ररपोटग का उजचत ररकॉड गरखगे ा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (5) घी के प्रसंस्ट्करण और पैककंग के जलए इस्ट्तेमाल ककए िान ेवाल े प्राजधकृत पैकर के पररसर को समुजचत संवातन और प्रकाि व्यवस्ट्था सजहत स्ट्वास्ट््यप्रि और स्ट्वच्छता की ििा म ें रखा िाएगा। इन कायों म ें लगे हुए कार्मगकों का अच्छा स्ट्वास्ट््य होगा और व े ककसी संचारी, संसगी या संक्रामक रोग स ेमुि होंगे। (6) प्राजधकृत पैकर के पररसर म ें पक्क े फि ग सजहत पयागप् त भंडारण सुजवधाएं होंगी और वह नमी, ककसी तरह की िरारों, कृतकों और कीटों स ेमिु होगा I (7) जिस क्षत्रे में घी का जनमागण या प्रसंस्ट्करण ककया िाता ह,ै वहां घी के अलावा कोई वसा या तेल नहीं होना चाजहए तथा कोई कृजत्रम स्ट्वाि या रंग भी नहीं होना चाजहए। (8) प्राजधकृत पैकर और अनुमोकित रसायनज्ञ द्वारा परीक्षण, श्रेणीकरण, पैककंग, जचहनांकन, सीजलंग और अजभलेखों के रख-रखाव स े संबंजधत ऐसे सभी अनुिेिों का पालन ककया िाएगा िो अजधजनयम के प्रावधानों के अंतगतग समय- समय पर िारी ककए गए हों। 9. आवश्यक न्द्यनू तम बुजनयािी ढांचा - घी के जलए प्राजधकार प्रमाणपत्र केवल उन्द्हीं पार्टगयों को ही किया िाएगा िो नीचे उजल्लजखत अपेजक्षत न्द्यूनतम बुजनयािी ढांचे या सुजवधाओं के साथ डेयरी संयंत्रों में िधू से घी का जनमाणग करत े ह:ैं - (i) भवन या बुजनयािी ढांचा स्ट्थायी प्रकृजत का होगा जिसका उजचत रख-रखाव ककया िा रहा हो तथा जिसमें सपाट, समतल, िरार रजहत फि ग हो I (ii) पयागप्त िल आपूर्तग, िल जनकासी व्यवस्ट्था और जबिली का प्रावधान होना चाजहए। (iii) पैक्ड घी के भडं ारण के जलए अलग कमरे होंगे। (iv) िधू से घी बनान ेके जलए डेयरी संयंत्रों के जलए भारत सरकार के कृजि जवपणन सलाहकार द्वारा जनर्िगष्ट अन्द्य ढांचागत या तकनीकी आवश्यकताएाँ होंगीI अनुसूची-I एगमाकग प्रतीक जचहन का जडिाइन (जनयम 3 िेख)ें वस्ट्तु का नाम…………………………. श्रेणी…………………………………. नोट: प्राजधकार प्रमाण पत्र संखया जनम्नजलजखत में स ेकहीं पर भी मुकरत की िा सकती ह:ै (क) एगमाकग प्रतीक जचहन के अंिर; या (ख) प्राजधकार प्रमाण पत्र िब्ि के साथ “लेबल िेखें” मुकरत होगा (संखया के स्ट्थान पर), तब प्राजधकार प्रमाण पत्र संखया को लेबल पर प्रमुख स्ट्थान पर पूवगमुकरत या इंकिेट मुकित ककया िाएगा[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 अनुसूची-II (जनयम 4 व 5 िेख)ें घी का श्रणे ी अजभधान और गणु विा 1. घी का जनमागण िधू या िग्ु ध वसा उत्पािों िैसे मक्खन या क्रीम या सजम्मश्रण से एक ऐसी प्रकक्रया के माध्यम से ककया िाएगा जिसके पररणामस्ट्वरूप पानी और िधू के वसारजहत ठोस पिाथग, लगभग पूरी तरह से जनकल िाएाँ। 2. न्द्यूनतम अपेक्षाए ं :- (1) घी में जनम्नजलजखत जविेिताएाँ होंगी - (क) स्ट्पष्ट िग्ु ध वसा होगा और 40 जडग्री सेजल्सयस पर साफ़ एवं पारििी होगा; (ख) प्राकृजतक सगु ंध और अच्छे स्ट्वाि से युि होगा; (ग) बासीपन, अजप्रय गधं , गंिगी, जनलंजबत अथवा अघुलनिील पिाथग अथवा अन्द्य ककसी जविातीय पिाथ ग से मिु होगा; (घ) पृथक्कृत िल, तलछट िमाव, योजित रंिक पिाथग और ककसी भी तरह के अन्द्य गंधयिु पिाथ गसे मुि होगा; (ङ) कृजत्रम तेल या वसा, खजनि तले और पि ु वसा (िग्ु ध वसा के अलावा) स ेमुि होगा; (2) घरेल ूव्यापार के मामल े में यह खाद्य सुरक्षा और मानक अजधजनयम, 2006 (2006 का 34) म ेंजवजनर्िगष्ट धातु संििू क, कीटनािक अविेि, फसल संििू कों, प्राकृजतक रूप स ेपाए िाने वाल ेजविैले पिाथों के अवजिष्ट स्ट्तर से संबंजधत प्रजतबंधों तथा अन्द्य खाद्य सुरक्षा अपेक्षाओं का अनुपालन करेगा। (3) जनयागत के मामल े में यह कोडेक्स एजलमेंटेररयस आयोग द्वारा जनधागररत भारी धातुओं और कीटनािकों की अवजिष्ट सीमाओं तथा अन्द्य खाद्य सुरक्षा मापिडं ों अथवा आयातकताग िेि की अपेक्षाओं का अनुपालन करेगा। 3. श्रेणी अजभधान के जलए मापिंड: ताजलका श्रेणी नमी, िग्ुध ब्यूरटरो- रीचटग पोलेंस्ट्के ओजलक बोिोईं आयोडीन साबुनीकरण β- अजभधान अजधकतम, वसा, ररफ्रैक्टोमीटर मीसल मान एजसड के परीक्षण मान मान जसटोस्ट्टेरॉल न्द्यूनतम रीजडंग मान, रूप में की % % 40˚सेजल्सयस न्द्यूनतम एफएफए, उपजस्ट्थजत (रव्यमान अनुसार) (रव्यमान पर अजधकतम, अनुसार) % (1) (2) (3) (4) (5) (6) (7) (8) (9) (10) (11) जविेि 0.30 99.70 40.0 से 24 1.0- 1.0 नकारात्मक 25-38 205-235 अनुपजस्ट्थत 43.0 2.0 मानक 0.30 99.70 40.0 से 24 1.0- 1.5 नकारात्मक 25-38 205-235 अनुपजस्ट्थत 43.0 2.0 सामान्द्य 0.50 99.50 40.0 से 24 0.5- 2.0 नकारात्मक 25-38 205-235 अनुपजस्ट्थत 44.0 2.0 4. जविेि ितग - घी को अजतररि रूप से गाय या भैंस का घी घोजित ककया िा सकता है, यकि इसे क्रमिः गाय के िधू या भैंस के िधू से प्राप्त िग्ु ध वसा, मक्खन या क्रीम से जनर्मगत ककया गया हो। इस प्रयोिन के जलए, प्राजधकृत पैकर िधू की खरीि का उजचत ररकॉडग रखेगा। 5. इन जनयमों के अंतगगत आन े वाला घी खाद्य सुरक्षा और मानक (खाद्य उत्पाि मानक और खाद्य सहयोज्य) जवजनयम, 2011 के अनुसार फैटी एजसड संरचना का अनुपालन करेगा। 6. अजतररि अपेक्षाए-ं (i) घी की पैककंग ऐसी होगी कक वह – (क) यातायात और हडैं जलगं की जस्ट्थजत का सामना कर सके;6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ख) जिसे अपने गंतव्य स्ट्थान पर संतोििनक ढंग से पहुचं ाया िा सके। (ii) घी का भडं ारण सीधी गमी और धूप स े िरू , ठंड े और िुष्क स्ट्थान पर ककया िाएगा तथा इस े उजचत स्ट्वच्छ और स्ट्वास्ट््यकर जस्ट्थजत में रखा िाएगा। [फा. सं.-क्य1ू 1047/03/घी/2022-मानक] फ़ैज़ अहमि ककिवई, अपर सजचव (जवपणन) MINISTRY OF AGRICULTURE AND FARMERS WELFARE (Department of Agriculture and Farmers Welfare) NOTIFICATION New Delhi, the 16th July, 2024 G.S.R. 408(E).—Whereas the draft of the Ghee Grading and Marking Rules, 2023, was published under section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937) in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), vide G.S.R. 893(E), dated the 13th December, 2023, inviting objections and suggestions from all persons likely to be affected thereby within forty-five days from the date on which copies of the said notification published in the Gazette of India, were made available to the public; And whereas, the copies of the said notification were made available to the public on 13th December, 2023; And whereas, the objections and suggestions received from the public in respect of the said draft rules have been duly considered; Now, therefore, in exercise of the powers conferred by sub-section (1) of section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937) and in supersession of the Ghee Grading and Marking Rules, 1938 except as respect things done or omitted to be done before such supersession, the Central Government hereby makes the following rules, namely:- 1. Short title, application and commencement. - (1) These rules may be called the Ghee Grading and Marking Rules, 2024. (2) They shall apply to Ghee manufactured from milk or milk fat products like butter or cream or combination. (3) They shall come into force on the date of their final publication in the Official Gazette. 2. Definitions. - (1) In these rules, unless the context otherwise requires,- (a) “Act” means the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937); (b) "Agricultural Marketing Adviser" means the Agricultural Marketing Adviser to the Government of India; (c) "authorised packer" means a person or a body of persons who has been granted a certificate of authorisation to grade and mark Ghee in accordance with the grade standards and procedure prescribed under these rules and the General Grading and Marking Rules, 1988; (d) "certificate of authorisation" means a certificate issued under the provisions of the General Grading and Marking Rules, 1988 authorising a person or a body of persons to grade and mark Ghee with the grade designation mark; (e) "General Grading and Marking Rules" means the General Grading and Marking Rules, 1988 made under section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937); (f) "Grade designation mark" means ‘’Agmark insignia’’ referred to in rule 3; (g) “Legal Metrology (Packaged Commodities) Rules" means the Legal Metrology (Packaged Commodities) Rules, 2011 made under the Legal Metrology Act, 2009 (1 of 2010); and (h) "Schedule" means the schedules appended to these rules. (2) The words and expressions used and not defined in these rules but defined in the Agricultural Produce (Grading and Marking) Act, 1937 or the General Grading and Marking Rules, 1988 or the Legal Metrology (Packaged Commodities) Rules, 2011 shall have the meanings respectively assigned to them under the said Act or the rules. 3. Grade designation mark.- The grade designation mark shall consist of "Agmark insignia" incorporating the certificate of authorisation number, the word "AGMARK", name of the commodity and a grade designation[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 resembling the design specified in Schedule-I provided that the use of Agmark Replica paper slip shall be allowed for preformed packaging material for such authorised packers who have been granted the permission by the Agricultural Marketing Adviser or an officer authorised in this regard or as may be specified from time to time. 4. Grade designation.- The grade designation to indicate the quality of Ghee shall be such as specified in Schedule- II. 5. Quality.- The quality of Ghee shall be such as specified in Schedule-II. 6. Method of packing. -(1) Ghee shall be packed in packaging material in accordance with the provisions of the Food Safety and Standards (Packaging) Regulations, 2018 and the Legal Metrology (Packaged Commodities) Rules. (2) The graded material of small pack sizes of the same lot or batch and grade may be packed in a master container with complete details thereon along with the grade designation mark. (3) Each package shall contain Ghee of the same type and of the same grade designation. (4) Each package shall be properly and securely closed and sealed so as to disallow spilling and marked with replica numbers issued by the competent authority. 7. Method of marking and labeling.- (1) The grade designation mark shall be securely affixed to or clearly and indelibly printed on each package or container in the manner approved by the Agricultural Marketing Adviser or an officer authorised by him in this behalf in accordance with rule 11 of the General Grading and Marking Rules. (2) The Ghee shall be marked on packaging in accordance with the provisions of the Food Safety and Standards (Labeling and Display) Regulations, 2020. (3) In addition to the grade designation mark, the following particulars shall be clearly and indelibly marked on each package or container, namely:- (a) name of the commodity; (b) C.A. number; (c) grade; (d) trade name(optional); (e) lot or batch number; (f) date of manufacture or packaging; (g) nutritional information; (h) net quantity; (i) name and address of the authorised packer (printed and/or scannable); (j) maximum retail price (inclusive of all taxes); (k) expiry or use by date; (l) storage condition, if any; and (m) any other particulars as may be specified under the Legal Metrology (Packaged Commodities) Rules or under the Food Safety and Standards (Packaging) Regulations, 2018 and the Food Safety and Standards (Labeling and Display) Regulations, 2020 or any notification issued under any law for the time being in force or any instructions issued there under. (4) The ink used for marking on packages shall be of such quality which shall not contaminate the Ghee. (5) The authorised packer may, after obtaining prior approval of the Agricultural Marketing Adviser or an officer authorised by him in this behalf, mark his private trade mark or trade brand on the graded packages provided the same do not indicate quality other than that indicated by the grade designation mark affixed to the graded packages in accordance with these rules. 8. Special conditions for grant of certificate of authorisation. - In addition to the conditions specified in sub-rule (8) of rule 3 of the General Grading and Marking Rules, every authorised packer shall comply with the conditions specified under these rules, namely:-8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (1) The premises should have in house laboratory for complete analysis of raw materials used for making ghee, for determining quality of raw materials and detecting possible adulterants such as preservatives, cane sugar, urea, caustic soda, starch, vegetable oil, etc. The laboratory should also be fully equipped for the analysis of ghee for prescribed parameters. The laboratory shall be manned by a qualified chemist approved by the Agricultural Marketing Adviser or an officer authorised by him in this behalf under rule 9 of the General Grading and Marking Rules for testing the quality of Ghee. (2)The process of manufacture shall be such as to retain the essential characteristics of the ghee. (3) The authorised packer shall provide all necessary facilities and assistance to the approved chemist for carrying out the grading and marking of Ghee under these rules. (4) The authorised packer shall maintain proper record of analytical reports of milk, milk fat and ghee. (5) The premises of the authorised packer used for processing and packing of Ghee shall be maintained in hygienic and sanitary condition with proper ventilation and well lighted arrangement and the personnel engaged in these operations shall be in sound health and free from any infectious, contagious or communicable diseases. (6) The premises of the authorised packer shall have adequate storage facilities with pucca floor, free from dampness, any kind of cracks and crevices, rodent and insect infestation. (7) There shall be no fat or oil other than ghee or any artificial flavoring or coloring matter in the area where ghee is manufactured or processed. (8) The authorised packer and the approved chemist shall observe all instructions regarding testing, grading, packing, marking, sealing and maintenance of records, which may be issued from time to time under the provisions of the Act. 9. Minimum infrastructure requirement. - Certificate of Authorisation for ghee shall be granted only to the parties who manufacture ghee from milk in dairy plants with requisite minimum infrastructure or facilities like:- (i) The building or infrastructure shall be permanent in nature and maintained properly with smooth, plain, cracks and crevices free flooring. (ii) There should be provision for adequate water supply, drainage system and power. (iii) There shall be separate rooms for storing packed ghee. (iv) Other infrastructural or technological requirements as specified by the Agricultural Marketing Adviser to the Government of India for dairy plants to manufacture ghee from milk. Ghee shall be manufactured from milk or milk fat products like butter or cream or combination by means of a process which results in almost total removal of water and milk solids-not-fat. 2. Minimum requirement: (1) Ghee shall- (a) be clarified milk fat and clear and transparent at 40°C; (b) have natural, pleasant odor and agreeable taste; (c) be free from rancidity, obnoxious smell, turbidity, suspended or insoluble matter or any other foreign matter; (d) be free from separated water, sedimentations, added coloring matter and any other flavoring substances; (e) be free from synthetic oil or fat, mineral oil and animal fat (other than milk fat); (2) For domestic trade, it shall comply with the restrictions in regard to residual levels of metal contaminants, pesticide residues, crop contaminants, naturally occurring toxic substances and other food safety requirements as specified under the regulations made under the Food Safety and Standards Act, 2006 (34 of 2006). (3) For export trade, it shall comply with the residual limits of heavy metals, pesticides and other food safety requirements as laid down by the Codex Alimentarius Commission or importing countries requirement for export. 3. Special Condition - The ghee may be additionally declared as Cow or Buffalo Ghee, if it is manufactured from milk fat or butter or cream derived from cow milk or buffalo milk respectively. For this purpose, the authorised packer shall maintain proper record of milk procurement. 5. The ghee covered under these rules shall comply with the fatty acid composition as per Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011. 6. Additional requirements.- (i) The packing condition of the Ghee shall be such as to enable it- (a) to withstand transport and handling; (b) to arrive in satisfactory condition at the place of destination. (iii) Ghee shall be stored in a cool and dry place away from direct heat and sunlight and properly maintained in a clean and hygienic condition.
