(1) स्कीम के अिीन फायिा प्राप्त करन े के ‎धलए इच्छुक ‎दकसी व्य‎धि स े यह अपेक्षा ह ै दक वह आिार संख्या रिन े का सर्ूत प्रस्तुत करे या आिार अधिप्रमाणन प्र‎दिया पूरी करे। (2) स्कीम के अिीन फायिा प्राप्त करन े के ‎धलए इच्छुक ऐसे ‎दकसी व्य‎‎धि को, धजनके पास आिार संख्या नहीं ह ै या, धजन्द्होंने अभी तक आिार के धलए नामांकन नहीं कराया ह,ै उनस े यह अपेक्षा ह ै दक वे 31 जुलाई, 2017 तक आिार नामांकन के ‎धलए आवेिन करें परंतु वे उि अधिधनयम की िारा 3 के उपर्ंि के अनुसार आिार अ‎धभप्राप्त करन े के ‎धलए हकिार हों और ऐसे व्य‎धि आिार के धलए नामांकन करान े के धलए दकसी भी आिार नामांकन केन्द्र (सूची यूआईडीएआई की वेर्साइट www.uidai.gov.in पर उपलसि ह)ै पर जा सकत े ह।ैं (3) आिार (नामांकन और अद्यतन) धवधनयम, 2016 के धवधनयम 12 के अनुसार इस मंत्रालय से अपनी नोडल अ‎धभकरण के माध्यम स े अपेधक्षत ह ै दक वह अर् तक आिार के धलए नामांकन नहीं करा चुके फायिाग्रा‎धहयों के धलए आिार नामांकन सुधविाए ं प्रिान करे तर्ा संर्ंधित सलॉक या तालुका या तहसील म ें कोई आिार नामांकन केन्द्र धस्र्त न होन े के मामल े में वह मंत्रालय अपनी नोडल अ‎धभकरण के माध्यम से यूआईडीएआई के वतिमान रधजस्रारों के समन्द्वयन स े सुधविाजनक स्र्ानों पर आिार नामांकन सुधविाए ं प्रिान करेगा; परन्द्तु ऐस े व्य‎धि को आिार समनुि‎‎धे शत ‎दकए जान े तक, स्कीम के अिीन ‎धनम्न‎धलधित िस्तावेजों को प्रस्तुत करन े के अिीन रहत े हुए फायि े ‎दिए जाएगं े, अर्ाित:् — (क) (i) यदि उसन े आिार के ‎धलए नामांकन करा ‎दिया हो, तो उसकी आिार नामांकन की पहचान पची; या (ii) नीच े दिए गए पैरा 2 के उप-पैरा (2) में धवधनर्ििि अनुसार आिार नामांकन के धलए उसके द्वारा दकए गए अनुरोि की प्रधत; और (ि) (i) फोटो वाली डाकघर पासर्ुक की र्ैंक पासर्ुक; या (ii) स्र्ायी िाता संख्या (पेन) काड;ि या (iii) पासपोटि; या (iv) राशन-काड;ि या (v) सरकारी कमिचारी आईडी काड;ि या (vi) मतिाता पहचान पत्र; याII (ii) 3 (vii) मनरेगा काड;ि या (viii) दकसान फोटो पासर्ुक; या (ix) मोटर यान अ‎धिधनयम, 1988 (1988 का 59) के अिीन अनुज्ञापन प्रा‎‎धिकारी द्वारा जारी चालन अनुज्ञ‎धप्त; या (x) सरकारी पत्र-शीर्ि पर राजपधत्रत अधिकारी या तहसीलिार द्वारा जारी फोटो सधहत पहचान का प्रमाण-पत्र, या (xi) ‎धवभाग द्वारा धवधनर्ििि दकया गया कोई अन्द्य िस्तावेिज: परन्द्तु यह भी ‎दक उपयुिि िस्तावेजों की जांच इस प्रयोजनार् ि मंत्रालय द्वारा धवशेर् रूप स े अ‎धभधहत दकसी अधिकारी द्वारा की जाएगी; 2. इस स्कीम के अिीन फायिाग्रा‎धहयों को सु‎धविाजनक और ‎धनर्ािि फायि े प्रिान करन े के उद्दश्े य स े यह मंत्रालय अपनी नोडल अ‎धभकरण के माध्यम स े सभी अपे‎धक्षत व्यवस्र्ाए ं करेगा ‎‎धजनमें ‎धनम्न‎धल‎धित शा‎धमल ह,ैं अर्ाित्:— (1)‎ मी‎धडया तर्ा व्य‎धिक सूचना के माध्यम से व्यापक प्रचार-प्रसार ‎दकया जाएगा ता‎दक फायिाग्रा‎धहयों को इस स्कीम के अिीन आिार की अपेक्षा के र्ारे में अवगत कराया जा सके और य‎दि उन्द्होंन े पहले से नामांकन नहीं कराया ह ै तो उन्द्ह ें अपने क्षेत्रों में उपलसि नजिीकी आिार नामांकन केन्द्रों पर जाकर 31 जुलाई, 2017 तक अपना नामांकन करवान े की सलाह िी जाए तर्ा उन्द्ह ें स्र्ानीय नामांकन केन्द्रों की सूची उपलसि करायी जाएगी। (2) य‎दि फायिाग्रा‎धहयों आस-पास के क्षेत्रों अर्ाित् सलॉक अर्वा तालुका अर्वा तहसील में नामांकन केन्द्र उपलसि न होने के कारण नामांकन न करवा सके हों तो यह मंत्रालय अपनी नोडल अ‎धभकरण के माध्यम से सुलभ स्र्ानों पर आिार नामांकन स‎धु विाए ं प्रिान करेगा और फायिाग्राही मंत्रालय के नाम‎धनर्ििि का‎र्मिक अर्वा नोडल अ‎धभकरण के पास आिार के ‎धलए नामांकन हते ु अपना नाम, पता, मोर्ाइल संख्या तर्ा पैरा (1) के उप-पैरा (3) के परन्द्तुक में यर्ा‎धवधनर्ििि अन्द्य ‎धववरण िते े हुए अर्वा इस उद्देश्य के ‎धलए उपलसि कराए गए वेर् पोटिल के माध्यम से अपना अनुरोि नामाकं न करा सकत े ह।ैं 3. यह अ‎धिसूचना असम, मेघालय तर्ा जम्म-ू कश्मीर राज्यों को छोड़कर सभी राज्यों एवं संघ राज्यक्षेत्रों के राजपत्र म ें प्रकाशन की ‎तारीि स े प्रवृत्त होगी। [फा. स.ं एम-21015/02/2017-आरडसल्य)ू रजीत पुनहानी, महा‎धनिशे क (श्रम कल्याण)/ संयुि स‎धचव MINISTRY OF LABOUR AND EMPLOYMENT NOTIFICATION New Delhi, the 2nd August, 2017 S.O. 2532(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one's identity; And whereas, the Ministry of Labour and Employment in the Government of India is administering the Aam Aadmi Bima Yojana (AABY) (hereinafter referred to as the Scheme) and the4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] scheme came into force from 1st January 2013 with the decision of Union Cabinet on merging of two Central Government Social Security Schemes, namely, Janashri Bima Yojana and Aam Aadmi Bima Yojana, and is implemented as per the “Rules for Aam Aadmi Bima Yojana” as designed by the Department; And whereas, the Central Ministerial Departments or State Governments or Union Territory Administrations or any other institutionalised arrangement or any registered Non-Government Organisation, are appointed to administer the Scheme (hereinafter referred to as the Nodal Agencies) as per the rules, and they are expected to identify and enroll the beneficiaries under the Scheme for the purpose of insurance coverage under the group insurance of Life Insurance Corporation of India. And whereas, the nodal agency in case of rural landless households shall mean the State Government or Union territory Administration as appointed to administer the Scheme; And whereas, the Central Government subsidizes fifty per cent of the premium, with limitations, if any, as decided from time to time, for the insurance through Social Security Fund, and also pays scholarships to the children of the beneficiaries as per the Scheme rules through Aam Aadmi Bima Yojana (AABY) Scholarship Fund; And whereas, the subsidy in premium and payment of scholarships (together hereinafter referred to as the benefits) under the Scheme involve expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:— 1. (1) An individual eligible for availing benefits under the Scheme is hereby required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. (2) An individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar is hereby required to make application for Aadhaar enrolment by 31st July, 2017, provided she or he is entitled to obtain Aadhaar as per the provision of section 3 of the said Act and such individuals shall visit any Aadhaar enrolment centre (list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) for Aadhaar enrolment. (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016 the Ministry through its Nodal Agencies, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry through its Nodal Agencies shall facilitate Aadhaar enrolment at convenient locations in coordination with the existing Registrars of UIDAI; Provided that till the time Aadhaar is assigned to the individuals, benefits under the Scheme shall be given to such individuals, subject to the production of the following documents, namely:— a. (i) if she or he has enrolled, her or his Aadhaar Enrolment ID slip; or (ii) a copy of her or his request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2 below; andII (ii) 5 b. (i) Bank Passbook of Post Office Passbook with Photo; (ii) Permanent Account Number (PAN) Card; or (iii) Passport; or (iv) Ration Card; or (v) Employees Government ID Card; or (vi) Voter Identity Card; or (vii) MGNREGS card; or (viii) Kisan Photo passbook; or (ix) Driving license issued by Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (x) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on their official letter head; or (xi) Any other document as specified by the Department: Provided further that the above documents shall be checked by an officer specifically designated by the Ministry for that purpose. 2. In order to provide convenient and hassle free benefits under the Scheme, the Ministry through its Nodal Agencies shall make all required arrangements including the following, namely:— (1) Wide publicity through media and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centres available in their areas by 31st July, 2017, in case they are not already enrolled and the list of locally available enrolment centres shall be made available to them. (2) In case, the beneficiaries under the Scheme are not able to enroll for Aadhaar due to non- availability of enrollment centres in the vicinity such as in the Block or Taluka or Tehsil, the Ministry through its Nodal Agencies shall provide Aadhaar enrollment facilities at convenient locations, and the beneficiaries may register their requests for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the first proviso to sub- paragraph (3) of paragraph 1, with the designated official of the Ministry or the Nodal Agencies or through the web portal provided for the purpose. 3. This Notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union Territories except the States of Assam, Meghalaya and the State of Jammu and Kashm [F.
