ORDER: No. 319, Home (Transport-III) dated 28th June 2023 In the notification first read above, the following vehicles are exempted from obtaining permit: (i) a Battery Operated Vehicle as defined under clause (u) of rule 2 of the Central Motor Vehicles Rules, 1989; (ii) a Vehicle driven on methanol fuel, and (iii) a Vehicle driven on ethanol fuel. 2. In the letter second read above, the Transport Commissioner has stated that if the above order is given effect there will be field problems and regulation issues due to the operation of such vehicles without permit. The Union Government has issued the All India Tourist Vehicle (Permit) Rules, 2023 vide GSR No. 302(E), dated 18.04.2023 which came into force on the 1st May 2023, wherein it is mentioned in sub rule 3(4) that, ''In case of battery operated tourist vehicle and tourist vehicle driven on methanol or ethanol fuel, the All India Tourist permit shall be issued without payment of any permit fee.'' The same analogy may be applied to all battery operated transport vehicles and also to the vehicles driven on methanol and ethanol. 3. Hence, for proper regulation and also to avoid unnecessary confusion among the operators, the Transport Commissioner has requested that all the battery operated transport vehicles and also vehicles driven on methanol and ethanol fuel meant to be used as transport vehicles (except Goods vehicle whose GVW is below 3000 kgs) shall be issued with permit without payment of any permit fee. 4. The Government after careful examination of the above proposal of Transport Commissioner have decided to accept it and accordingly orders that all the battery operated transport vehicles and also vehicles driven on methanol and ethanol fuel meant to be used as transport vehicles (except Goods vehicle whose GVW is below 3000 kgs) shall be issued with permit without payment of any permit fee.
