(cid:10)ब>ध क िविनमय (cid:10)माण-प(cid:21) के िलए अA यQथ’य(cid:13) का E यावहा8रक (cid:10)िश#ण: (1) िविनमय 22 के उप िविनयम (1) के पर> तुक के अ> तग’त (cid:10)ब> धक िविनमय (cid:10)माण-प(cid:21) (cid:10)दान करने के िलए अA यथB 1ारा (cid:10):त ुत भारत के धातु उ(cid:5)प ादक खान(cid:13) म, E यावहा8रक (cid:10)िश#ण पाR-म के अनुमोदन के िलए आवेदन-प(cid:21) प8रश5 ट-III पर (cid:25)दए (cid:10)प(cid:21) म, (cid:10):त ुत (cid:25)कया जाएगा। (2) िविनयम 22 के उप िविनयम (1) के अ> तग’त (cid:10)ब> धक िविनमय (cid:10)माण-प(cid:21) (cid:10)दान करने के िलए अA यथB का E यावहा8रक अनुभव धातु(cid:5)प ादक खान क% होनी चािहए िजसका औसत भूिमगत िनयोजन 150 E यिSय(cid:13) से कम न हो अथवा पूरे खान म, सब िमलाकर 400 Eय िSय(cid:13) से कम न हो इसके साथ भूिमगत खान म, (cid:10)िश#ण क% अविध तीन माह से कम नही होनी चािहए। (3) िविनयम 22 के उप िविनयम (2) के अ> तग’त (cid:10)ब> धक िविनमय (cid:10)ामण-प(cid:21) (cid:10)दान करने के िलए अA यथB का E यावहा8रक अनुभव ऐसी खान म, होना चािहए िजसके भूिमगत संकाय’ म, औसत िनयोजन 60 E यिS (cid:10)ित (cid:25)दन से कम न हो अथवा पूरी खान म, सब िमलाकर 100 Eय िS से कम न हो । बशत3 (cid:25)क असीिमत (cid:10)बंधक (cid:10)माण-प(cid:21) (cid:10)दान करने के िलए अA यQथ’य(cid:13) के मामले म, एक ऐसी खान से िजसके भूिमगत संकाय’ म, औसत दिैनक िनयोजन 60 Eय िS (cid:10)ित(cid:25)दन से कम न हो, अनुभव (cid:10)ाF त होना चािहए िजसक% अविध छ: माह से कम न हो: इसके अित8र*त बशत3 (cid:25)क धातु(cid:5)प ादक खान अथवा खान(cid:13) म, खनन (cid:10)चालन स; ब> धी िनरी#ण, बचाव काय,’ अनुसंधान, योजना या अ>य कायD म, लगे होने के समय (cid:10)ाFत अनुभव के मामले म,: (i) आकिलत क% जानेवाली अनुभव (cid:25)क अविध पूवD* त सं(cid:25)-याV म, वा: तिवक अनुभव क% अविध के समतु=य मानी जाएगी; और (ii) असीिमत (cid:10)ब> धक िविनमय (cid:10)माण-प(cid:21) (cid:10)दान करने के िलए अA यQथ’य(cid:13) के मामले म, कुल िनरी#ण(cid:13) म, कम-से-कम आधी संWय ा ऐसी खान(cid:13) म, होनी चािहए, जहां भूिमगत संकाय’ हो। Eय ाWय ा:- ख(cid:23)ड (3) के 1तीय अनुब>ध के (cid:10)योजनाथ’ अपेि#त अनुभव क% गणना (cid:10)ितमाह धातु(cid:5) पादक खान(cid:13) म, दस िनरी#ण क% औसत दर से क% जाएगी। य(cid:25)द (cid:25)कसी एक (cid:25)दन म, एक से अिधक दौरे िविभ> न खान(cid:13) म, (cid:25)कए जाते है तो वे दो दौरे माने जाएँगे। 5. (cid:10)ब>ध क िविनमय (cid:10)माण-प(cid:21) के िलए अA यQथ’य(cid:13) क% परी#ा 1. (cid:10)(cid:5)य ेक अAय थB को समतु=य (cid:29)ेणी के (cid:10)ब> धक (cid:10)माण-प(cid:21) के बदले म, (cid:10)ब> धक िविनमय (cid:10)माण-प(cid:21) (cid:10)दान करने के िलए जैसा (cid:25)क ख(cid:23)ड 1 एवं 2 िवधान परी#ा के िलए पाR-म असीिमत (cid:10)थम (cid:29)ेणी (cid:10)ब> धक के िविनमय (cid:10)माण-प(cid:21) जैसा (cid:25)क प8रिश5 ट-IV म, वQण’त ह,ै असीिमत 1तीय (cid:29)ेणी (cid:10)ब> धक िविनमय (cid:10)माण-प(cid:21) िविनमय (cid:10)माण-प(cid:21) के िलए जैसा (cid:25)क प8रिश5 ट-V म, वQण’त है, िववृ(cid:5) त संकाय’ क% खान(cid:13) के िलए सीिमत (cid:10)थम (cid:29)ेणी (cid:10)ब> धक के िविनमय िववृ(cid:5)त (cid:10)माण-प(cid:21) के िलए जैसा (cid:25)क प8रिश5 ट-VI म, वQण’त ह ैतथा उनम, िववृ(cid:5) त संकाय’ क% खान(cid:13) के िलए सीिमत ि1तीय (cid:29)ेणी (cid:10)ब>ध क िविनमय (cid:10)माण-प(cid:21) के िलए जैसा (cid:25)क प8रिश5 ट-VII म, वQण’त ह,ै होगा: बशत3 (cid:25)क अAय थB धातु(cid:5)प ादक खान िविनयम, 1961 के िविनयम 16 के अ> तग’त अनुमो(cid:25)दत खनन अिभयं(cid:21)ण म, िड^ी अथवा उसके समतु=य योNय ता रखता हो, उसे केवल खनन िवधान के िलिखत प(cid:21) एवं मौिखक जांच म, सि;मिलत होना अपेि#त है: (2) परी#ाV के िलए िनयु*त परी#क(cid:13) म, कम से कम एक परी#क खान िनरी#क होगा। (3) परी#ा म, (cid:10)(cid:5)य ेक िवषय के िलए अिधकतम कुल अंक 150 ह(cid:13)गे िजसम, िलिखत (cid:10)_ न प(cid:21) के िलए अिधकतम 100 अंक और मैिखक परी#ा के िलए 50 अंक ह(cid:13)गे। परी#ा म, उ(cid:5) तीण’ होने के िलए अA यथB को (cid:10)(cid:5) येक िवषय क% िलिखत परी#ा म, कम से कम 40 अंक तथा मौिखक जांच म, कम से कम 20 अंक (cid:10)ाF त करना आवशय् क होगा और (cid:10)(cid:5) येक िवषय क% िलिखत परी#ा एवं मौिखक परी#ा को साथ िमलाकर कुल योग 60 (cid:10)ितशत से कम नही होना चािहए। 6. असीिमत सव3#क िविनमय (cid:10)माण-प(cid:21) के िलए आवेदक(cid:13) का E यावहा8रक (cid:10)िश#ण: सव3#क के (cid:10)माण-प(cid:21) के बदले म, असीिमत सव3#क िविनमय (cid:10)माण-प(cid:21) (cid:10)दान करने के िलए (cid:10)(cid:5) येक अA यथB जैसा (cid:25)क 1 एवं 2 म, उि=लिखत है, कम से कम तीन माह तक भूिमगत संकाय’ म, सव3#ण का E यावहा8रक अनुभव वैसी धातु(cid:5) पादक खान म, िजसके भूिमगत संकाय’ म, औसत िनयोजन 60 Eय िSय(cid:13) से कम न हो अपेि#त होगा। 7. असीिमत सव3#क िविनमय (cid:10)माण-प(cid:21) के िलए अA यQथ’य(cid:13) क% परी#ा: (1) उपयु’*त ख(cid:23)ड 6 म, संदQभ’त (cid:10)(cid:5)य ेक अAय थB को प8रिश5 ट-VIII म, वQण’त पाR-म पर एक िलिखत प(cid:21) एवं एक मौिखक जांच वाली परी#ा म, सि;मिलत होना अपेि#त होगा: (2) परी#ा के िलए िनयु*त परी#क(cid:13) म, कम से कम एक परी#क खान िनरी#क होगा । (3) पूवD*त परी#ा म, एक िलिखत प(cid:21) एवं एक मौिखक जांच परी#ा होगी िजनम, (cid:10)(cid:5) येक म, कुल अिधकतम अंक 100 ह(cid:13)गे। परी#ा म, उ(cid:5)त ीण’ होने के िलए अAय थB को (cid:10)(cid:5)य ेक िलिखत प(cid:21) एवं मौिखक जांच म, कम से कम 50 अंक (cid:10)ाF त करना आव_ यक होगा और िलिखत परी#ा एवं मौिखक जांच दोनो िमलाकर कुल कम से कम 120 अंक (cid:10)ाF त करने ह(cid:13)गे । 8. फोरमैन और मेट िविनमय (cid:10)माण-प(cid:21) के िलए अA यQथ’य(cid:13) का E यावहा8रक (cid:10)िश#ण: (क) ख(cid:23)ड 1 और 2 के अन ् तग’त उि=लिखत समतु= य (cid:10)माण-प(cid:21) के बदले म, फोरमैन अथवा मेट िविनमय (cid:10)माण-प(cid:21) (cid:10)दान करने के िलए (cid:10)(cid:5)य ेक अAय थB को प8रिश5ट 1 और 2 म, वQण’त अविध के िलए भारत के धातु(cid:5) पादक खान(cid:13) म, E यावहा8रक (cid:10)िश#ण अपेि#त होगा। बशत3 (cid:25)क असीिमत फोरमैन अथवा मेट िविनमय (cid:10)माण-प(cid:21) (cid:10)दान करने के िलए अA यQथ’य(cid:13) के मामले म, उ> ह , भूिमगत संकाय’ वाली (cid:25)कसी खान म, कम से कम तीन माह क% अविध का अनुभव (cid:10)ाF त होना होगा। (ख) केवल वैसा अनुभव जो वैसे धातु(cid:5)प ादक खान िजसम, कुल िमलाकर औसत िनयोजन 100 E यिSय(cid:13) से कम न हो अथवा खान के भूिमगत संकाय’ म, 40 Eय िSय(cid:13) से कम न हो जैसा मामला हो, उपयु’* त ख(cid:23) ड 8 (क) के (cid:10)योजनाथ’ अनुमो(cid:25)दत (cid:25)कया जाएगा । 9. फोरमैन और मेट के िविनमय (cid:10)माण-प(cid:21) के िलए अA यQथ’य(cid:13) क% परी#ा:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (1) फोरमैन िविनमय (cid:10)माण-प(cid:21) (cid:10)दान करने के िलए (cid:10)(cid:5) येक अA यथB को प8रिश5 ट IX (क) म, उि=लिखत पाR-म के अनुसार असीिमत (cid:10)माण-प(cid:21) (cid:10)ाFत करने और िववृ(cid:5) त संकायD वाली खान(cid:13) के िलए सीिमत (cid:10)माण-प(cid:21) (cid:10)ाF त करने के िलए प8रिश5 ट-IX (ख) म, वQण’त पाR-म के अनुसार मौिखक परी#ा म, सि;मिलत होना अपेि#त होगा। (2) मेट िविनमय (cid:10)माण-प(cid:21) (cid:10)दान करने के िलए (cid:10)(cid:5) येक अA यथB को प8रिश5 ट-X म, उि=लिखत पाR-म के अनुसार असीिमत (cid:10)माण-प(cid:21) (cid:10)ाFत करने और केवल िववृ(cid:5) त संकायD वाली खान(cid:13) के िलए सीिमत (cid:10)माण-प(cid:21) (cid:10)ाF त करने के िलए प8रिश5 ट-XI म, वQण’त पाR-म के अनुसार मौिखक परी#ा म, सि;मिलत होना अपेि#त होगा । (3) परी#ा के िलए िनयु*त परी#क(cid:13) म, कम से कम एक परी#क खान िनरी#क होगा । (4) परी#ा कुल अिधकतम 100 अंको क% होगी और परी#ा उ(cid:5) तीण’ होने के िलए अA यथB को कम से कम 60 अंक (cid:10)ाF त करना आव_य क होगा । 10. परी#ाथB क% पहचान तथा आचरण (1) िविनमय (cid:10)माण-प(cid:21) के (cid:10)(cid:5)य ेक परी#ाथB को परी#ा के समय परी#ा म, सि;मिलत होने के िलए जारी (cid:25)कया गया (cid:10)ािधकार प(cid:21) (cid:10): तुत करना होगा । (2) (क) (cid:10)बंधक, सव3#क तथा फोरमैन िविनमय (cid:10)माण-प(cid:21) के िलए (cid:10)(cid:5) येक परी#ाथB को एक रिज: टर म, ह: ता#र करना होगा िजसम, उनका अनु-मांक दज’ (cid:25)कया गया है। (ख) फोरमैन तथा मेट (cid:10)माण-प(cid:21) के िलए परी#ाथB परी#ा के समय दो पासपोट’ आकार का फोटो (5 से. मी. (cid:25)कसी भी अAय थB को सिचव 1ारा (cid:10)ेिषत (cid:10)ािधकार प(cid:21) नहs लाने पर परी#ा भवन म, (cid:10)वेश नहs करने (cid:25)दया जाएगा। 30 िमनट देर से आने वाले (cid:25)कसी भी अA यथB को परी#ा म, सि;मिलत होने क% अनुमित नहs दी जायगी और न दरे से प/चने के िलए अित8र*त (cid:10)ितपूरक समय (cid:25)दया जायेगा। 2. परी#ा भवन म, (cid:10)वेश करने से पहले सभी अA यQथ’य(cid:13) को पु: तक, नोट, कागज इ(cid:5) या(cid:25)द बाहर रख देना होगा। 3. Foreign certificates considered for exchange: (1) For the purpose of Sub-regulation (1) of Regulation 22, each of the certificates (granted under laws for the regulation of mines in foreign countries) mentioned under column (2) of the table in Appendix-I shall be considered to be a certificate of a class similar to the certificate mentioned against it under column (3) of the table. Certificate under Coal Mines Regulations considered for exchange: (1) For the purpose of Sub-regulation (2) of Regulation 22, each of the certificates (granted under the Coal Mines Regulations, 2017) mentioned under column (2) of the table in Appendix-II shall be considered to be a certificate of a class similar to the certificate mentioned against it under column(3) of the table (2) A candidate for the grant of an exchange certificate mentioned under column (3) of the table aforesaid shall be required to obtain practical experience in metalliferous mines in India and appear at an examination, as¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 15 specified against it under columns (4) & (5) respectively of the table. 3. Applications to be supported by original documents etc.: (1) Every certificate of experience should contain precise information about the capacity in which the candidate worked, the nature of work done, the dates of commencement and termination of experience as also the average employment, both underground and total, at each mine. (2) No application shall be considered unless it is supported by original certificates as to qualifications held, experience, age, health and general good conduct, and is accompanied by evidence that the prescribed fee has been paid. 4. Practical Training of applicants for Manager's Exchange Certificate: (1) The application, for approval of the course of practical training in metalliferous mines in India, submitted by an applicant for the grant of a Manager's Exchange Certificate under the proviso to sub-regulation (1) of Regulation 22 shall be submitted in the form at Appendix-III. (2) The practical experience of a candidate for the grant of a Manager's Exchange Certificate under Sub-Regulation (1) of Regulation 22 should be in a metal mine having an average employment of not less than 150 persons in workings belowground or 400 persons in all in the mine, and should include training in underground mines for a period of not less than three months. (3) For the grant of a Manager's Exchange Certificate under sub-regulation (2) of regulation 22 the practical experience of a candidate shall be in a mine having an average daily employment of not less than 60 persons in workings belowground or 100 persons in all in the mine: Provided that in the case of candidates for the grant of Unrestricted Manager's Exchange Certificate a period of not less than six months experience should have been obtained in workings belowground of a mine having an average daily employment not less than 60 persons: Provided further that in the case of experience gained while engaged in inspection, rescue, research, planning or in other work connected with mining operations in any metalliferous mine or mines: (i) the period to be credited to experience shall be considered equal to the period of actual experience in the operations aforesaid; and (ii) in the case of candidates for the grant of Unrestricted Manager's Exchange Certificate at least half the number of visits shall be to mines having workings belowground. Explanation: - For the purpose of second proviso to clause (3) the required experience shall be calculated at an average rate of ten visits to metalliferous mines per month. If, on any one day more than one visit is made to different mines it shall be counted as two visits. 5. Examination of candidates for the Manager's Exchange Certificate: (1) Every candidate for the grant of a Manager's Exchange Certificate in lieu of a Manager's Certificate of a similar class as mentioned in clauses 1 and 2 above shall be required to appear in an examination consisting of a written paper and an oral test in each of the following two subjects: (i) Winning and Working. (ii) Mining Legislation. The syllabus for the examination for the unrestricted First Class Manager's Exchange Certificate shall be as laid down in Appendix-IV, for the unrestricted Second Class Manager's Exchange Certificate as laid down in Appendix-V, for the First Class Manager's Exchange Certificate Restricted to mines having opencast workings as laid down in Appendix-VI and for the Second Class Manager's Exchange Certificate Restricted to mines having opencast workings as laid down in Appendix-VII. Provided that a candidate holding a degree in mining engineering or its equivalent qualification approved under Regulation 16 of the Metalliferous Mines Regulations, 1961 shall be required to appear in written paper and oral test only in Mining Legislation. (2) At least one of the examiners appointed for the examinations shall be an Inspector of Mines. (3) The examination shall carry a total maximum of 150 marks for each subject with a maximum of 100 marks for the written paper, and 50 marks for the oral test. In order to pass the examination, a candidate must16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] obtain not less than 40 marks in the written and 20 marks in the oral test in each subject and an aggregate of not less than 60% marks in the written examinations and oral tests in all the subjects taken together. 6. Practical Training of applications for Unrestricted Surveyor's Exchange Certificate: Every candidate for the grant of an Unrestricted Surveyor's Exchange Certificate in lieu of a Surveyor’s certificates as mentioned in 1 and 2 shall be required to have practical experience for a period of not less than three months of surveying in the working belowground of a Metalliferous mine having an average employment of not less than 60 persons in its working belowground. 7. Examination of candidates for Unrestricted Surveyor’s Exchange Certificates: (1) Every candidate referred to in clause 6 above shall be required to appear in an examination consisting of a written paper and an oral test, on the syllabus laid down in Appendix- VIII: (2) At least one of the Examiners appointed for the above examination shall be an Inspector of Mines. (3) The aforesaid examination shall consist of a written paper and an oral test each carrying total maximum of 100 marks. In order to pass the examination, a candidate must obtain a minimum of 50 marks each in the written paper, and oral test and an aggregate of not less than 120 marks in both written examination and oral test taken together. 8. Practical Training of applicants for Foreman's and Mate's Exchange Certificates: (a) Every candidate for the grant of a Foreman's or Mate's Exchange Certificate in lieu of a similar certificate as mentioned under clauses 1 and 2 shall be required to have practical training in metalliferous mines in India for periods laid down in appendices I and II: Provided that in the case of candidates for the grant of an Unrestricted Foreman's or Mate's Exchange Certificate a period of not less than three months experience should have been obtained in the workings belowground of a mine. (b) Only such experience as is obtained in a metalliferous mine having an average employment of not less than 100 in all in the mine or not less than 40 in the workings belowground of the mine as the case may be shall be approved for the purpose of clause 8(a) above. 9. Examination of candidates for Foreman's and Mate's Exchange Certificates: (1) Every candidate for the grant of a Foreman's Exchange Certificate shall be required to appear in an oral examination on the syllabus laid down in Appendix-IX(A) for unrestricted certificates and on the syllabus laid down in Appendix IX(B) for certificates restricted to mines having opencast workings only. (2) Every candidate for the grant of a Mate's Exchange Certificate shall be required to appear in an oral examination on the syllabus laid down in Appendix-X for unrestricted certificates and on the syllabus laid down in Appendix-XI for certificates restricted to mines having opencast workings only. (3) At least one of the examiners appointed for the examinations shall be an Inspector of Mines. (4) The examination shall carry a total maximum of 100 marks and in order to pass the examination a candidate must obtain not less than 60 marks. 10. Identity and conduct of the candidate: (1) Every candidate for an Exchange Certificate shall be required to produce at the time of examination the authorisation issued to him for appearing in the examination. (2) (a) Every candidate for a Manager's, Surveyor's or Foreman's Exchange Certificate shall be required to sign in a register in which his roll number has been recorded. (b) Every candidate for a Foreman's or Mate's Certificate shall, at the time of the examination, hand over two unmounted photographs of himself (of a size approximately 5 c.m. x 6.5 c.m.) to the Secretary for the examination who after satisfying himself that each photograph is a likeness of the candidate, shall endorse each to them on the back with the name of the candidate. (c) The Secretary of examination may take the left hand thumb impression of any candidate for the grant of Mate's Exchange Certificate. (3) Every candidate shall conduct himself as required by the Secretary of the examination. (ii) Shotfiring, and transport use of explosives in opencast mines. (iii) Provisions of the Metalliferous Mines Regulations and Rules made under the Mines Act, 1952, relating the Safety of persons employed in opencast mines in general, and to the duties of Mates and Blasters in particular. APPENDIX-XII RULES GOVERNING THE CONDUCT OF THE WRITTEN EXAMINATION (i) No candidate shall be admitted into the examination hall until he has produced an authorization issued by the Secretary. No candidate arriving more than 30 minutes late shall be permitted to attend the examination; and no candidate arriving late shall be eligible for any extra compensatory time. (ii) Before entering the examination hall, every candidate shall leave all books, notes and papers etc., out-side. (iii) Every candidate shall be required to sign in a register in which his roll number would be recorded. (iv) Paper will be supplied, and no paper other than that so supplied shall be used. (v) Names shall not be written on the answer book. Every candidate shall write his roll number on the slip attached to the answer book and nowhere else. Any person who writes his roll number or name or initials etc., on his answer book is liable to be disqualified. (vi) Ink will be provided. Candidate shall bring their own pens and pencils, drawing pens and drawing instruments, including protractor where required. (vii) Slide Rules may be used. Candidates will be supplied with logarithmic tables if considered necessary by the examiner. (viii) The calculations and other work by which a result is obtained shall be clearly shown on the left-hand side page, in immediate connection with the answer to the question under reference. (ix) Sketches may be made to illustrate answers. When sketches are asked for, it would be understood that, unless otherwise stated, freehand sketches with dimensions are all that is necessary; and candidates need not spend time in making finished drawings. (x) Any candidate desiring to consult the examiner or requiring any paper or other material should stand in his seat to draw attention, but should not shout or call out. (xi) Any candidate speaking to any other candidate, or consulting any book or notes, or using paper other than that supplied by the Board, or using any other unfair means or acting in a manner considered improper by the examiner, shall be liable to be disqualified. (xii) No candidate shall leave the examination hall before the expiry of one hour after the commencement of the examination. (xiii) When a candidate has completed the answers to the questions or when the time allowed for answering the question has elapsed, or when a candidate has been disqualified under Rule 11 he must hand over the answer book to the Secretary of the examination and at once leave the examination hall.
