(i) इन िविनयम/ को ''िचि क,स ा सं1 थान/ म9 अ@य ापक/ के िलए Aय ूनतम शैिDक योE यताए ं(संशोधन) िविनयमावली, 2019'' कहा जाएगा। (ii) ये सरकारी राजपP म9 उनके +काशन क( तारीख से +व,ृ त ह/गे । 2. “िचिक,सा सं1थान/ म9 अ@यापक/ के िलए Aयूनतम शैिDक योEयताए ंिविनयमावली, 1998” म9, अनसु ूची 1 म9 खडं 13 के Tप म9 िन(cid:13)निलिखत जोड़ा जाएगा : 13. अ0यागत सकं ाय सद2य (i) उ5े6य : ि+.नैदािनक, पारा-नैदािनक और नैदािनक िवभाग/ म9 1नातक-पूव(cid:28) और 1नातकोWर दोन/ के छाP/ के अ@ययन क( Yयापकता और गणु वWा म9 विृZ करने क( [ि\ से, मेिडकल कालजे / िचिक,सा सं1थान, अंश-कािलक आधार पर अित(cid:31)र. संकाय सद1य िनयु. कर सकते ह ^ जो “अ_यागत संकाय सद1य” के Tप म9 जाने जाएगं े। िचिक,सा िशDा म9 भारतीय +सार के समावेश को +ो,सािहत करने और ससु ा@य बनाने के िलए, भारत के समHु पारीय नाग(cid:31)रक भी अ_यागत संकाय सद1य के Tप म9 िनयु. िकए जा सकते ह ^। (ii) सकं ाय सद2य : सुसंगत “50/100/150/200/250 एम.बी.बी.एस. दािखल े +ितवष(cid:28) के िलए मेिडकल कालजे के िलए Aयूनतम मानक शत ‘ िविनयमावली” और “1नातकोWर िचिक,सा िशDा िविनयमावली, 2000” म9 Aयूनतम संकाय सद1य/ के अलावा, ि+-नैदािनक, पारा-नैदािनक और नैदािनक िवभाग (ग/) म9 1नातक-पूव(cid:28) और 1नातकोWर अ@यापन के िलए मेिडकल कालजे / िचिक,सा सं1थान/ *ारा अ_यागत संकाय सद1य िनयु. िकए जा सकते ह^। (iii) शैि8क यो9यताए ं और अनुभव : सबं ंिधत िवशेषता म9 िनयुि. के िलए अ_यागत संकाय सद1य के पास, ऊपर उि(cid:6)लिखत संबंिधत िविनयमावली म9 यथा िविनधा(cid:28)(cid:31)रत 1नातकोWर िडbी और 1नातकोWर िडbी +ाc करने के पdात संबंिधत िवशेष(cid:29)ता म 9कम से कम आठ वष(cid:28) का काय(cid:28) अनभु व होना चािहए । अिधकतम आयु सीमा, िजस तक कोई Yयि. अ_यागत संकाय सद1य के Tप म9 िनयु. िकया जा सकता है, 70 वष(cid:28) होगी । 6496 GI/2019 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (iv) सकं ाय सद2य क= अनुमत सीमा : 1नातक-पूव(cid:28) और 1नातकोWर अ@यापन के िलए िकसी िवभाग म9 संकाय सद1य/ क( संgया, ससु ंगत “50/100/150/200/250 एम.बी.बी.एस. दािखले +ितवष(cid:28) के िलए मेिडकल कालेज के िलए Aयूनतम मानक शत‘ िविनयमावली” और “1नातकोWर िचिक,सा िशDा िविनयमावली, 2000” म9 संबंिधत िवशेष(cid:29)ता के िलए िविनधा(cid:28)(cid:31)रत संकाय सद1य/ क( संgया के पचास +ितशत से अिधक नहh हो सकती। (v) चयन : अ_यागत संकाय सद1य/ का चयन, एक सिमित *ारा िकया जाएगा, िजसम9 ये सि(cid:13)मिलत ह/ग े: मेिडकल कालजे / िचिक,सा सं1थान का िनदेशक / +धानाचाय(cid:28) / डीन जो सिमित का अ@यD होगा ; संबंिधत िवशेष(cid:29)ता का िवभागा@यD ; िकसी अAय िवशेष(cid:29)ता का िवभागा@यD ; और नगर से बाहर के िकसी मेिडकल कालजे /िचिक,सा सं1थान, व(cid:31)रयतः राklीय मह,व के िकसी सं1थान से उस िवषय पर कम से कम एक िवशेष(cid:29) / संकाय सद1य म9 ऐसा / ऐस ेYयि. शािमल िकया जा सकता ह ^/ िकए जा सकते ह,^ जो िनजी 1वा1nय देखभाल, गैर-सरकारी संगठन/ म9 काय(cid:28)रत ह/, सेवािनवWृ Yयि. आिद ह/, जो अ@यापन म9 Tिच रखते ह/ । िनयुि. म9 ऐस ेYयि.य/ को व(cid:31)रयता दी जाएगी, िजAह/ने मेिडकल कालजे / / िचिक,सा सं1थान/ या राklीय परीDा बोड(cid:28) से संबZ िचिक,सा सं1थान/ या िवदशे ी िचिक,सा अ@यापन सं1थान/ म9 सेवा क( ह ै। (vi) िनयुि> का काय(cid:12)काल : अ_यागत संकाय सद1य, पहली बार म9 एक वष(cid:28) क( अविध के िलए िनयुि. हते ुपाP होगा । इसे मेिडकल कालजे / सं1थान के डीन / +धानाचाय(cid:28) / िनदेशक *ारा अगले वष(cid:28) के िलए बढ़ाया जा सकता ह ै। तथािप, दो वष(cid:28) क( अविध बीत जाने के पdात मौजूदा अ_यागत संकाय सद1य के नाम पर, ऊपर उि(cid:6)लिखत नई चयन +ि7या के ज(cid:31)रए दो वष(cid:28) क( उWरवतq अविध के िलए पनु ः िनयुि. हेत ुिवचार िकया जा सकता ह ै। दो वष(cid:28) क( +,येक अविध के पdात, पदधारी अ_यागत संकाय सद1य अगली पनु ः िनयुि. (य/) के िलए नई +ि7या दोहराई जाएगी । संकाय सद1य के काय(cid:28)काल िव1तारण/पनु ः िनयुि. के िलए िसफा(cid:31)रश करने म9 छाP/ के फ(डबकै को @यान म9 रखा जाएगा । असंतोषजनक काय(cid:28) और / या कदाचार क( ि1थित म9 मेिडकल कालजे /िचिक,सा सं1थान अ_यागत संकाय सद1य को नौकरी से बखा(cid:28)1त कर सकता ह ै। (vii) काय(cid:12) का दायरा और फ=डबैक : अ_यागत संकाय सद1य को संबंिधत मेिडकल कालेज/िचिक,सा सं1थान *ारा अ@यापन िज(cid:13)मेदा(cid:31)रयां सsपी जाएगं ी । +,येक अ_यागत संकाय को एक महीने म9 कम से कम चार सP संचािलत करने चािहए,ं जैसे िसZातं , लघ ुसमूह चचा(cid:28)ए,ं +योगा,मक, समदु ाय आधा(cid:31)रत सP या नैदािनक / शैuयागत अ@यापन सP आिद, िजनम9 +,येक सP कम से कम तीन घंटे क( अविध का होगा । अ_यागत संकाय सद1य को िवभाग के नै,यक +शासिनक काय(cid:28) म9 नहh लगाया जाएगा और वह िवभाग म9 पूण(cid:28)कािलक संकाय सद1य क( भूिमकाए ंऔर िज(cid:13)मेदा(cid:31)रयां +ित1थािपत नहh करगे ा । अ_यागत संकाय सद1य *ारा अ@यापन पर छमाही फ(ड बैक, मेिडकल कालजे / िचिक,सा सं1थान *ारा +ाc िकया जाएगा । (viii) मानदेय : कालजे , अ_यागत संकाय सद1य को मानदये +दान कर सकता ह ै। (ix) अBय : िनयिमत और अ_यागत दोन/ संकाय सद1य/ के wय ौरे, मेिडकल कालजे / िचिक,सा सं1थान क( वेबसाइट पर +दिश(cid:28)त िकए जाएगं े। इसके अलावा, अ_यागत संकाय सद1य, संबंिधत िवभाग म9 आवxयक संकाय सद1य/ क( Aयूनतम संgया के िलए ससु ंगत “50/100/150/200/250 एम.बी.बी.एस. दािखल े+ितवष(cid:28) के िलए मेिडकल कालजे के िलए Aयूनतम मानक शत ‘िविनयमावली” या “1नातकोWर िचिक,सा िशDा िविनयमावली, 2000” म9 िविनधा(cid:28)(cid:31)रत संकाय सद1य/ क( आवxयकता के िलए नहh िगने जाएगं े। डॉ. आर.के. व,स , महासिचव [िव(cid:3)ापन-III/4/असा./361/19] पाद िटDप णी : +धान िविनयमावली, नामत: ''िचिक,स ा सं1 थान/ म9 अ@यापक/ क( Aय ूनतम शैिDक योEय ताए ंिविनयमावली, 1998'' िदनांक 05 िदसंबर, 1998 को भारत के राजपP के भाग III खंड (4) म9 +कािशत क( गई थी और इसे भारतीय आयिुव(cid:28)(cid:29)ान प(cid:31)रषद क( िदनाकं 16/03/2005, 21/07/2009, 28/10/2009, 15/12/2009, 03/11/2010, 08/07/2011, 12/06/2012, 06/09/2012, 01/10/2012, 16/05/2015, 13/07/2016, 11/03/2017, 08/06/2017, 23/01/2018, 01/11/2018, 07/06/2019 और 16/08/2019 क( अिधसूचनाओ ंके अंतग(cid:28)त संशोिधत िकया गया था । BOARD OF GOVERNORS IN SUPERSESSION OF MEDICAL COUNCIL OF INDIA NOTIFICATION New Delhi, the 16th December, 2019 No. MCI-12(2)/2019-Med.Misc./172844.—In exercise of powers conferred by Section 33 of the Indian Medical Council Act, 1956 (102 of 1956), in Supersession of the Medical Council of India with the previous sanction of the Central Government hereby makes the following Regulations to further amend the “Minimum Qualifications for Teachers in Medical Institutions Regulations 1998”, namely:-¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 3 1. (i) These regulations may be called the “Minimum Qualifications for Teachers in Medical Institutions (Amendment) Regulations, 2019”. (ii) They shall come into force from the date of their publication in the Official Gazette. 2. In the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998”, the following shall be added as Clause 13 in Schedule I:- 13. Visiting Faculty (i) Objective: With a view to enhance the comprehensiveness and quality of teaching of both Undergraduate and Postgraduate students in pre-clinical, para-clinical and clinical departments, Medical Colleges/Medical Institutions can appoint additional Faculty Members on part-time basis who would be known as “Visiting Faculty”. To encourage and facilitate the inclusion of Indian Diaspora in medical education, Overseas Citizens of India can also be appointed as Visiting Faculty. (ii) Visiting Faculty: Visiting Faculty, over and above the minimum faculty prescribed in the relevant “Minimum Standard Requirements for the Medical College for 50/100/150/200/250 MBBS Admissions Annually Regulations” and the “Postgraduate Medical Education Regulations, 2000”, may be appointed by the Medical College/Medical Institutions for undergraduate and postgraduate teaching in pre-clinical, clinical and para- clinical department(s). (iii) Qualifications and Experience: The Visiting Faculty should possess the postgraduate degree as prescribed in the respective Regulations referred to above for appointment in the concerned specialty and a minimum of eight years of work experience in the concerned specialty after obtaining the postgraduate degree. The maximum age limit up to which a person can be appointed as a Visiting Faculty shall be 70 years. (iv) Permissible Limit of Visiting Faculty: The strength of Visiting Faculty in a Department for undergraduate and postgraduate teaching cannot be more than fifty per cent of the faculty strength prescribed for the concerned specialty in the relevant “Minimum Standard Requirements for the Medical College for 50/100/150/200/250 MBBS Admissions Annually Regulations” and the “Postgraduate Medical Education Regulations, 2000”. (v) Selection: The selection of Visiting Faculty members shall be made by a Committee comprising: Director/Principal/Dean of the Medical College/Medical Institution, who shall be the chair of the Committee; the Head of Department of the concerned specialty; the Head of Department from any other Specialty; and at least one expert on the subject from a Medical College/Medical Institution outside the city, preferably from an institute of national importance. Visiting Faculty could include such person(s) as those working in private health care, non-governmental organizations, retired personnel, etc. who are interested in teaching. Preference in appointment shall be given to those who have served as Faculty in Medical Colleges/Medical Institutions or in Medical Institutions affiliated with the National Board of Examination or in Foreign Medical Teaching Institutions. (vi) Duration of appointment: Visiting Faculty shall be eligible for appointment for a period of one year at the first instance. The same can be extended by the Dean/Principal/Director of the Medical College/Medical Institution for another year. However, after the expiry of a two-year term, the existing Visiting Faculty may be considered for re-appointment for subsequent term of two years through a fresh selection process outlined above. The same process will be repeated for further re-appointment(s) of incumbent Visiting Faculty after each term of two years. Student feedback will be taken into account in making recommendation for extension / re-appointment of the Visiting Faculty. Medical College/Medical Institution may terminate the services of the Visiting Faculty in the event of unsatisfactory work and/or misconduct. (vii) Scope of work and feedback: Visiting Faculty will be assigned teaching responsibilities by the Medical College/Medical Institution concerned. Each Visiting Faculty member should conduct at least four sessions in a month, such as theory, small group discussions, practicals, community-based sessions or clinical / bed-side teaching sessions, etc., with each session of not less than 3 hours’ duration. The Visiting Faculty shall not be involved in the routine administrative work of the Department and shall not replace the roles and responsibilities of the full-time faculty in the Department. Six monthly feedback on teaching by the Visiting Faculty will be obtained by the Medical College/Medical Institution. (viii) Honorarium: The College may provide honorarium to the Visiting Faculty.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (ix) Others: The details of both Regular and Visiting Faculty shall be displayed on the website of Medical College/Medical Institution. Further, the Visiting Faculty shall not be counted for faculty requirement laid down in relevant “Minimum Standard Requirements for the Medical College for 50/100/150/200/250 MBBS Admissions Annually Regulations” or the “Postgraduate Medical Education Regulations, 2000” for the minimum faculty strength required in the concerned Department.
