(i) इन जवजनयमों को ''जच दकत् सा संस्ट् थानों में अध्य ापकों के जलए न् यूनतम िैजिक योग्य ताएं (संिोधन) जवजनयमावली, 2019'' कहा िाएगा । (ii) ये सरकारी रािपत्र में उनके प्रकािन की तारीख से प्रवृत् त होंगे । 2. “जचदकत्सा संस्ट्थानों में अध्यापको के जलए न्यूनतम िैजिक योग्यता जवजनयमावली, 1998” म,ें अनुसूची-I में, न्यूजललयर मेजडजसन जवभाग में िैजिक योग्यताएं एव ंअध्यापन/ अनसु ंधान अनुभव वाली सारणी जनम्नजलजखत रूप में प्रजतस्ट्थाजपत की िाएगी : न्यजू ललयर जचदकत्सा पद िजै िक योग्य ता अध्य ापन एव ंअनसु धं ान अनभु व प्रोफेसर ददनांक 01.11.2018 की अजधसूचना के (i) अनुमजत प्राप्त / अनुमोददत / मान् यताप्राप्त दकसी अनुसार, दकसी मान्यताप्राप्त केन्द्र में मेजडकल कालेि/ संस्ट् थान में 3 वष ि के जलए 3 न्यूजललयर मेजडजसन में दो वषि के अनुसंधान प्रकािनों (कम से कम दो एसोजसएट अनुभव के साथ एम.डी. (न्यूजललयर प्रोफेसर के रूप में) (केवल मूल कागिात, मेटा- मेजडजसन) / एम.डी. (जवदकरण थेरेपी) जवश्लेषण, व्यवजस्ट्थत समीिा और केस अनुक्रम िो हैं 1265 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] /दकसी मान्यताप्राप्त केन्द्र में न्यूजललयर मेडलाइन, पबमेड सेंरल, प्रिजस्ट्त सूचकांक, जवज्ञान मेजडजसन में दो वष िके अनुभव के साथ उद्धरण सूचकांक, जवस्ट्ताररत एम्बसे , स्ट्कोपस, ओपन डीआरएम या डीएनएम सजहत एम.डी. एलसेस पजत्रकाओं की जनदजे िका (DoAJ) में प्रकाजित (जवदकरण जनदान) / डीआरएम या डीएनएम / डीएनबी (न्यूजललयर पजत्रकाओं में जवचार दकया िाएगा) के साथ, उस मेजडजसन) के साथ एम.डी. (िीव- जवषय में एसोजसएट प्रोफेसर। लेखक को पहले तीन में भौजतकी) या िीव भौजतकी में उसके से एक होना चाजहए या तदनुरूपी लेखक होना समकि िैजिक योग्यता । चाजहए । (ii) जचदकत्सा जििा प्रौद्योजगकी में भारतीय आयुर्विज्ञान पररषद ् द्वारा जनर्दष्टि संस्ट्थानों से मूलभूत पाठ्यक्रम पूरा करना चाजहए। (iii) बायोमेजडकल ररसचि में भारतीय आयुर्विज्ञान पररषद ् द्वारा जनर्दष्टि संस्ट्थानों से मूलभूत पाठ्यक्रम पूरा करना चाजहए। इसके अलावा बिते दक 2 साल की पारगमन अवजध के जलए,अजधसूचना की ददनांक से, प्राध्यापक के पद पर जनयुजि/पदोन्नजत ''जचदकत् सा सस्ट्ं थानों में जििकों के जलए न् यूनतम िैजिक योग्य ताएं जवजनयमावली, 1998'' अजधसूचना के अनुसार संस्ट्था द्वारा की िा सकती ह ै िैसा दक इस अजधसूचना के िारी होने से पहले था। एसोजसएट प्रोफेसर -वही- (i) अनुमजत प्राप्त / अनुमोददत / मान् यताप्राप्त दकसी मेजडकल कालेि/ संस्ट् थान में 4 वष ि के जलए 1 अनुसंधान प्रकािन (केवल मूल कागिात, मेटा- जवश्लेषण, व्यवजस्ट्थत समीिा और केस अनुक्रम िो हैं मेडलाइन, पबमेड सेंरल, प्रिजस्ट्त सूचकांक, जवज्ञान उद्धरण सूचकांक, जवस्ट्ताररत एम्बसे , स्ट्कोपस, ओपन एलसेस पजत्रकाओं की जनदजे िका (DoAJ) में प्रकाजित पजत्रकाओं में जवचार दकया िाएगा) के साथ, उस जवषय में सहायक प्रोफेसर। लेखक को पहले तीन में से एक होना चाजहए या तदनुरूपी लेखक होना चाजहए। (ii) प्रकािन / लेखनकाररता के बदले में अनुसंधान पररयोिना को केवल तभी माना िा सकता ह ै िब व्यजि दकसी राष्ट्रीय अनुसंधान जनकाय िैसे दक भारतीय जचदकत्सा अनुसंधान पररषद ् (आईसीएमआर) जवज्ञान और प्रोद्योजगकी जवभाग (डीएसटी), िैव-प्रौद्योजगकी जवभाग (डीबीटी) या ऐसे दकसी जनकाय द्वारा जवत्तपोजषत एक अनुसंधान पररयोिना का प्रधान या सह-प्रधान अन्वेषक (P1 / CoPI) हो। (iii) जचदकत्सा जििा प्रौद्योजगकी में भारतीय आयुर्विज्ञान पररषद ् द्वारा जनर्दष्टि संस्ट्थानों से मूलभूत पाठ्यक्रम पूरा करना चाजहए।[भाग III—खण् ड ] भारत का रािपत्र : असाधारण 3 (iv) बायोमेजडकल ररसचि में भारतीय आयुर्विज्ञान पररषद ् द्वारा जनर्दष्टि संस्ट्थानों से मूलभूत पाठ्यक्रम पूरा करना चाजहए। इसके अलावा बिते दक 2 साल की पारगमन अवजध के जलए, अजधसूचना की ददनांक से, एसोजसएट प्रोफेसर के पद पर जनयुजि / पदोन्नजत ''जचदकत् सा संस्ट् थानों में जििकों के जलए न् यूनतम िैजिक योग्य ताएं जवजनयमावली, 1998'' अजधसूचना के अनुसार संस्ट्था द्वारा की िा सकती ह ै िैसा दक इस अजधसूचना के िारी होने से पहले था। सहायक प्रोफेसर -वही- दकसी मान्यताप्राप्त /अनुमजत प्राप्त मेजडकल कालेि में संबंजधत जवषय में कजनष्ठ रेिीडेंट के रूप में 3 वषि और दकसी मान्यताप्राप्त/अनुमजत प्राप्त मेजडकल कॉलेि में संबंजधत जवषय में वररष्ठ रेडीडेंट के रूप में एक वषि । अनुसूची-I के खंड 4क के अनुसार, एम.डी./एम.एस. के समतुल्य माने गए डी.एन.बी. अभ्याथी के मामले में, रेिीडेंट/प्रदििक/ट्यूटर के रूप में 3 वषि के अध्यापन अनुभव या डी.एन.बी. प्रजििण के दौरान प्राप्त कायि अनुभव के अलावा दकसी मान्यताप्राप्त/अनमु जतप्राप्त मेजडकल कालेि में संबंजधत जवषय में वररष्ठ रेिीडेंट के रूप में एक वष ि। वररष्ठ रेिीडेंट एमडी/डीएनबी (न्यूजललयर जचदकत्सा) वररष्ठ रेिीडेंट वह ह ै िो स्नातकोत्तर जडग्री/जडप्लोमा (एमडी/एमएस/डीएनबी) प्राप्त करने के पश्चात संबंजधत स्नातकोत्तर जवषय में अपनी रेिीडेंसी कर रहा /रही है और 45 वष िसे कम आयु का/की ह ै। रटप्पणी : न्यजू ललयर मेजडजसन जवभाग में दकसी संकाय सदस्ट्य के जलए अजनवायि िैजिक योग्यता, इस अजधसूचना की तारीख स े केवल एमडी (न्यूजललयर मेजडजसन) /डीएनबी (न्यूजललयर मेजडजसन) होगी और इसे इस अजधसूचना की तारीख से एक वष ि बीत िाने की तारीख से लाग ूदकया िाएगा । डॉ. आर.के. वत् स, महासजचव [जवज्ञापन III/4/असा./486/19] पाद रटप्प णी : प्रधान जवजनयमावली, नामत: ''जचदकत् सा संस्ट् थानों में अध्यापकों की न् यूनतम िैजिक योग्य ताएं जवजनयमावली, 1998'' ददनांक 05 ददसंबर, 1998 को भारत के रािपत्र के भाग III खंड 4 में प्रकाजित की गई थी और इसे भारतीय आयुर्विज्ञान पररषद ् की ददनांक 16/03/2005, 21/07/2009, 28/10/2009, 15/12/2009, 03/11/2010, 08/07/2011, 12/06/2012, 06/09/2012, 01/10/2012, 16/05/2015, 13/07/2016, 11/03/2017, 08/06/2017, 23/01/2018, 01/11/2018, 07/06/2019 और 19/08/2019 की अजधसूचनाओं के अंतगित संिोजधत दकया गया था। BOARD OF GOVERNORS IN SUPERSESSION OF MEDICAL COUNCIL OF INDIA NOTIFICATION New Delhi, the 24th February, 2020 No. MCI-12(2)/2019-Med.Misc./193707.—In exercise of powers conferred by Section 33 of the Indian Medical Council Act, 1956 (102 of 1956), in Supersession of the Medical Council of India with the previous sanction of the Central Government hereby makes the following Regulations to further amend the “Minimum Qualifications for Teachers in Medical Institutions Regulations 1998, namely:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 1. (i) These regulations may be called the “Minimum Qualifications for Teachers in Medical Institutions (Amendment) Regulations, 2019”. (ii) They shall come into force from the date of their publication in the Official Gazette. 2. In the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998”, in Schedule I, in the department of ‘Nuclear Medicine’ the table containing qualifications & teaching/research experience be substituted as under: - NUCLEAR MEDICINE Post Academic Qualification Teaching/Research Experience Professor M.D. (Nuclear Medicine) / M.D.(Radio- (i) Associate Professor in the subject for 3 Therapy) with two years experience in Nuclear years in a permitted/approved/ Medicine in a recognised recognized medical college/institution centre/M.D.(Medicine) with DRM OR with three Research publications DNM/M.D. (Radio-Diagnosis) with two years (atleast two as Associate Professor) experience in Nuclear Medicine in a (only original papers, meta-analysis, recognised centre/M.D.(Bio-Physics) or its systematic reviews, and case series that equivalent qualification in Bio- Physics with are published in journals included in DRM or DNM/ DNB (Nuclear Medicine) as Medline, Pubmed Central, Citation per notification dated 01.11.2018 index, Sciences Citation index, Expanded Embase, Scopus, Directory of Open access journals (DoAJ) will be considered). The author must be amongst first three or should be the Corresponding author. (ii) Should have completed the Basic course in Medical Education Technology from Institution(s) designated by MCI. (iii) Should have completed the Basic course in biomedical research from Institution(s) designated by MCI. Further provided that for the transitory period of 2 years w.e.f. the date of this notification, the appointment/ promotion to the post of Professor can be made by the institution in accordance with the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998” as prevailing before issuance of this notification. Associate - Do - (i) As Assistant Professor in the subject for Professor 4 years in a permitted/approved/ recognized d medical college/institution with one Research publication (only original papers, meta-analysis, systematic reviews, and case series that are published in journals included in Medline, Pubmed Central, Citation index, Sciences Citation index, Expanded Embase, Scopus, Directory of Open access journals (DoAJ) will be considered). The author must be amongst first three or should be the Corresponding author. (ii) Research project in lieu of publication/authorship can be considered only if the person is Principal or Co-Principal investigator[भाग III—खण् ड ] भारत का रािपत्र : असाधारण 5 (P1/CoPI) of a research project funded by a national research body such as Indian Council for Medical Research (ICMR), Department of Science & Technology (DST), Department of Bio-Technology (DBT) or any such body. (iii) Should have completed the Basic course in Medical Education Technology from Institution(s) designated by MCI. (iv) Should have completed the Basic course in biomedical research from Institution(s) designated by MCI. Further provided that for the transitory period of 2 years w.e.f. the date of this notification, the appointment/ promotion to the post of Associate Professor can be made by the institution in accordance with the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998” as prevailing before issuance of this notification . Assistant - Do - 3 years Junior Resident in a Professor recognized/permitted medical college in the concerned subject and one year as Senior Resident in the concerned subject in a recognized/permitted medical college. In case of DNB candidate equated to MD/MS in terms of clause 4A of Schedule-I, in addition to 3 year teaching experience in the subject as Resident/Registrar/ Demonstrator/ Tutor/ or work experience gained during DNB training, one year as Senior Resident in the concerned subject in a recognized/permitted medical college. Senior MD/DNB (Nuclear Medicine) Senior Resident is one who is doing his/her Resident residency in the concerned post graduate subject after obtaining PG degree/Diploma (MD/MS/DNB) and is below 45 years of age. NOTE: The essential qualification for a faculty in the Department of Nuclear Medicine shall be MD (Nuclear Medicine)/DNB (Nuclear Medicine) only and shall be made applicable w.e.f. one year from the date of this notification.
