(i) These regulations may be called the “Postgraduate Medical Education (Amendment) Regulations, 2019”. (ii) They shall come into force from the date of their publication in the Official Gazette. 2. In clause 12 under the heading “Number of Post Graduate Students to be admitted” of the “Postgraduate Medical Education Regulations, 2000”, shall be substituted as under:- “Number of Postgraduate Students to be admitted” (1) A)The ratio of recognised Post Graduate teacher to number of students to be admitted for the following postgraduate courses shall be as under:- Postgraduate Teachers : Students - Ratio For Clinical Subjects Government College +Non-Govt. Seats / Unit *** 3 (30 beds); 5 (40 beds) 3 (30 beds): 5 (40 beds) *Refer provisions contained in General Note for determining intake capacity. **Non-governmental Medical college/Medical Institution with 15 years of standing,should have been running the postgraduate course since 10 years and should have completedatleast onerenewal of recognition assessment in the concerned subject satisfactorily, and has applied for increase inseats u/s 10A of the Indian Medical Council Act,1956. *** In Departments where units are not prescribed, the number of Postgraduate students that can be admitted in a Department shall depend upon the number of Faculty available in the said department. There is no upper limit prescribed, however number of seats shall be determined on the basis of available clinical material/workload/facilities. The ratio of recognized postgraduate teacher to the number of students to be admitted for the postgraduate course in broad specialities including diploma, prescribed for a Professor and for other cadres in each unit per year shall be to a maximum of 3 PG seats per unit of 30 beds per academic year and subject to a maximum of 5 PG seats per unit per academic year provided a complement of 10 teaching beds is added to the prescribed bed strength of 30 for the unit.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] Counting of Beds: Further provided that Intensive Cardiac Care Unit (ICCU), Intensive Care Unit (ICU) beds and beds of medical super-specialty units shall be included in bed strength of the Medicine department if the institute/ medical college is not running DM program in concerned super-specialty and is under the administrative control of the Department of Medicine : Provided that Surgical Intensive Care Unit (SICU) beds and beds of surgical super-specialty units shall be included in bed strength of the Surgery department if the institute/ medical college is not running M.Ch. program in concerned super-specialty and is under the administrative control of the Department of Surgery : Provided that Neonatal Intensive Care Unit (NICU) and Paediatric Intensive Care Unit (PICU) beds and beds of super-specialty units shall be included in bed strength of the Paediatrics department if the institute/ medical college is not running DM program in concerned super- specialty and is under the administrative control of the Department of Paediatrics. B) The ratio of recognised Post Graduate teacher to number of students to be admitted for the following postgraduate courses shall be as under:- Postgraduate Teachers : Students -Ratio for Non-Clinical Subjects** Govt. General Note: For Associate Professor:- If an Associate Professor fulfils all the eligibility criteria for the post of Professor as laid down in the medical Council of India Regulations, namely “Minimum Qualification for Teachers in Medical institutions, Regulations, 1998”, and fulfils all the requirement of postgraduate teacher as per Postgraduate Medical Education Regulations, (Amendment) but has not been promoted to the higher post due to administrative non-availability of post or delay in filling up of post in the Govt. organization if he/she continue to work at the same government organization then such postgraduate teacher shall be allotted 3 (three) postgraduate students”. For Assistant Professor:- If an Assistant Professor fulfils all the requirements of Postgraduate Teacher as per Postgraduate Medical Education Regulations, 2000 as amended, he shall be considered a Postgraduate teacher and shall be allotted 1 (one) Postgraduate student. (2) The number of students to be admitted in case of Post Graduate degree (Super speciality) courses (i) The ratio of Post Graduate teacher to the number of students to be admitted for super specialities course shall be as under: Postgraduate Teachers : Students - Ratio for Superspeciality Subjects* Govt. Professor and 1:1 for remaining cadre in each unit per year subject to a maximum of 4 PG seats for the course per unit of 20 beds per academic year and to a maximum of 5 PG seats for the course per unit per academic year provided the complement of 10 teaching beds per seat is added to the prescribed bed strength of 20 for the unit. (ii) In the departments of Medical & Surgical Oncology the Teacher – Students Ratio shall be as under: Postgraduate Teachers : Students - Ratio for Medical & Surgical Oncology Govt. Professor 1:2 and 1:1 for remaining cadre covered in each unit per year subject to a maximum of 6 PG seats for the degree per unit per academic year provided a bed strength of 30 for the unit for super specialties. (3) Postgraduate courses under any other body like the National Board of Examinations, College of Physicians & Surgeons, etc. are notpermissible against the very same units, teaching personnel and infrastructure for courses under these Regulations.
