Short title and commencement: - (1) These rules may be called the Central Health Service (Amendment) Rules, 2019. (2) They shall come into force on the date of their publication in the Official Gazette. In the Central Health Service Rules, 2014, (hereinafter referred to as the said rules) (i) In rule-2.-Definitions, before the existing sub-rule (a), the following sub-rule (a) shall be inserted, namely:- “(a) Administrative post means any post as specified in Schedule-VIII.”;26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ii) in rule 2, the existing sub-rules (a), (b), (c), (d), (e), (f), (g), (h), (i), (j), (k), (l) of rule 2 shall be renumbered as sub-rule (b), (c), (d), (e), (f), (g), (h), (i), (j), (k), (l), (m). (iii) in rule-7, after sub-rule (2), the following shall be inserted, namely: - “(3) The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.”; (iv) In the said rules, in Schedule-I, under entry I relating to Grades, Pay Band, Grade Pay or Pay Scale, under S.No.1 relating to Higher Administrative Grade after the existing entry (iii), the following shall be inserted, namely: - “ 1 (iv) Professor of Excellence or Level-17 (Rs. 225000) or; Level-15 (Rs Principal Consultant or Principal 182200-224100) depending on the scale of Advisor or Senior CMO (HAG) pay drawn by the officer at the time of switching over from Administrative post to non-Administrative post as per DoPT notification dated 11.08.2018 and amended from time to time. .”; (v) For S. No. 2, the following shall be substituted, namely: - “ 2. Senior Administrative Grade Other posts including Director- Level-14 (Rs 144200-218200) Professor or Consultant or Advisor or Senior CMO(SAG) .”; (vi) In said rules, in Schedule-I, for “III-Post Graduate Allowance”, the following shall be substituted namely- “Post Graduate Allowance: A Medical Graduate appointed to the post of Medical Officer or Senior Medical Officer or Chief Medical Officer including Chief Medical Officer (Non- Functional Selection Grade), for which a recognized Post Graduate Qualification is not essential, shall be given Post Graduate Allowance over and above the pay admissible in the relevant scale, at such rates as may be decided by the Government from time to time for possessing recognized Post Graduate Diploma or Post Graduate Degree as specified in Schedule-VI or under the Indian Medical Council Act, 1956 (102 of 1956)”; Provided that, if an officer, possess both the recognized Post Graduate Diploma and Degree, he shall be paid Post Graduate Allowance at the rate applicable for holding Post Graduate Degree only.
