स्ट्थाई सबं द्धता प्रदान करन ेके जलए िानदंड
i) छात्रों के तीन बैचों को संबंजधत अनुिासन िें पास होना चाजहए, जिसके जलए स्ट्थाई संबद्धता िांगी गयी ह।ै
ii) संस्ट्थान को संबद्धता के अनुदान के सिय जनधायररत संबद्धता िानदडं ों के अनुसार असंबद्ध भूजि और भिन के जलए सबूत कदखाना
चाजहए। भूजि के जलए सरकारी िकील की कानूनी राय भी प्रस्ट्तुत की िानी चाजहए।
iii) सरकारी संगठन / िैधाजनक संगठनों द्वारा जनधायररत िेतनिानों के अनुसार जनयजितीकरण के आधार पर (कि से कि 80%) जिक्षकों
की जनयुजक्त की िानी चाजहए। ऐसे जिक्षकों के पास यूिीसी / सम्िानीय सांजिजधक संगठन द्वारा जनधायररत योग्यता होनी चाजहए। उन
ररकॉडों को सुरजक्षत रखा िाना चाजहए।
iv) संस्ट्थान को सभी ितों को पूरा करना चाजहए और संबद्धता प्रदान करने के जलए जिश्वजिद्यालय द्वारा जनधायररत सभी जनयिों और
जिजनयिों का पालन करना चाजहए।
v) यकद जिश्वजिद्यालय द्वारा संबद्धता के अनुदान के जलए जनधायररत ितों के उल्लंघन की कोई घटना पायी िाती है, तो, जिश्वजिद्यालय
के पास एक जनधायररत अिजध के जलए संस्ट्थान की संबद्धता जनलंजबत करने का अजधकार सुरजक्षत ह,ै जिसका जनणयय उल्लंघन के स्ट्िरूप के
आधार पर सजिजत के द्वारा ककया िाएगा ।
vi) संस्ट्थान को सीधे या उसके ककसी संबंजधत न्यास आकद के िाध्यि से, जिश्वजिद्यालय/ सरकार द्वारा जनधायररत िुल्क और अन्य िुल्कों
को छोड़कर अपने कियचाररयों अथिा छात्रों से कोई कैजपटेिन िुल्क या दान नहीं लेना चाजहए।
vii) गैर-सहायताप्राप्त कॉलेि के प्रबंधन के पास प्रत्येक जित्तीय िषय के अंत िें एक पंिीकृत चाटयडय द्वारा लेखा परीक्षा की गयी खात ेहोने
चाजहए। जित्तीय िषय के सिापन से छह िहीने के भीतर जनरीक्षण के जलए जिश्वजिद्यालय को लेखा परीक्षा ररपोटय के साथ िार्षयक खातों
की एक प्रजत उपलब्ध करायी िानी चाजहए।
viii) जिश्वजिद्यालय / सरकार द्वारा सिय-सिय पर िारी कदिाजनदिे ों के अनुसार प्रिेि कदये िाने चाजहए।
ix) संबद्धता की जनरंतरता के जलए ककसी भी सिय संस्ट्था का जनरीक्षण करने का अजधकार जिश्वजिद्यालय सुरजक्षत रखता ह।ै
x) संस्ट्था को जिश्वजिद्यालय के जनयिों/िानदडं ों के तहत बनाए िान ेके जलए आिश्यक सभी रजिस्ट्टर और ररकॉडय और सांजख्यकीय डेटा
बनाए रखना चाजहए और आिश्यकता पर जिश्वजिद्यालय को उपलब्ध कराया िाना चाजहए।
xi) संस्ट्थान को पूियिती िैक्षजणक िषय के 1 अक्टूबर को या उससे पहले िेबसाइट www.pondiuni.edu.in ि ेंउपलब्ध जनधायररत प्रारूप
िें स्ट्थाई संबद्धता प्रदान करने के जलए अपना आिेदन प्रस्ट्तुत करना चाजहए।
xii) कॉलेि की स्ट्थाई-संबद्धता की जस्ट्थजत को प्रभाजित करने िाला कोई भी पररितयन-चाह े िह संकाय की जस्ट्थजत हो या आधारभूत
सुजिधाएाँ, जिश्वजिद्यालय की दजृष्ट िें आत ेही, िह उस कॉलेि की संबद्धता की अयोग्यता का कारण बन सकता ह।ै
xiii) स्ट्थाई संबद्धता का अनुरोध करनेिाले कॉलेि द्वारा जिश्वजिद्यालय को सभी बकाया राजि का भुगतान सिय पर सटीक रूप से ककया
िाना चाजहए।
xiv) स्ट्थाई संबद्धता का अनुरोध करनेिाले कॉलेि िें तीन साल कोई लगातार दोष नहीं होना चाजहए।
रटप्प्णी:
i) स्ट्थाई संबद्धता का अनुदान पााँच साल िें एक बार सिीक्षा के अधीन होगा और तदनुसार जनजध का भगु तान पााँच साल िें एक बार
ककया िा सकता ह।ै
ii) दीघयकाजलक अनुबंध/ तदथ य जनयुजक्तयों को ध्यान ि ें रखते हुए, जििेष रूप से सरकारी कॉलेिों िें, जनरीक्षण-सजिजत द्वारा जनयजित

NORMS FOR GRANT OF PERMANENT AFFILIATION
(i) Three consecutive batches of students should have passed out in the concerned discipline for which
permanent affiliation is sought.
(ii) The institution should show evidence for unencumbered own land and building as per the prescribed
affiliation norms at the time of grant of affiliation. The legal opinion from the Government pleader for the
ownership of the land should also be produced.
(iii) The institution should have appointed (at least 80%)teachers on a regular basis in the concerned discipline
and paid as per the pay scales prescribed by the Government/statutory organizations. Such teachers should
possess the qualification prescribed by the UGC/respective statutory organization. The records of the same
should be maintained.
(iv) The institution should have fulfilled all the conditions and followed all the rules and regulations prescribed
by the University for the grant of affiliation.
(v) If there are any incidents of violations of conditions prescribed for the grant of affiliation noticed by the
University, then, the University reserves the right to suspend the affiliation of the Institution for a prescribed
period which would be decided by the committee, based on the nature of violation.
(vi) The Institution should not collect either directly or through any of its associated trust etc., any capitation fee
or donation from any of its students or employees except the fee and other charges prescribed by the
University/ Government.
(vii) The Management of an unaided college shall have its accounts audited at the end of each financial year by a
registered chartered accountant. A copy of the annual accounts shall be made available alongwith the audit
report to the University for inspection within six months from the closure of the financial year.
(viii) Admission should be made in accordance with the guidelines issued by the University/Government from time
to time.
(ix) The University reserves the right to inspect the Institution at any time for continuance of affiliation.
(x) The Institution should maintain all the registers and records and statistical data required to be maintained
under University regulations/rules and should be made available as and when required by the University.
(xi) The institution should submit its application for grant of permanent affiliation in the prescribed format
available in the website www.pondiuni.edu.in on or before 1st October of the preceding academic year.
(xii) Any change affecting the college’s permanent affiliation status either in terms of faculty position or
infrastructure facilities brought to the notice of the University would automatically lead to disqualification.
(xiii) All dues to the University should have been promptly paid by the college seeking permanent affiliation.
(xiv) There should not be any persistent defects in the college for three years prior to the request for permanent

Note: (i) The grant of permanent affiliation will be subject to review once in five years and the fund may be paid
accordingly once in five years.
(ii) The minimum requirement of availability of regular teachers may be decided by the inspection
