(पचास हजार रु. मात्र) और उसके बाद प्रवत के संबंि में वििाद का विपटारा। मेगािाट 5,000 (पांच हजार रु. मात्र) अविकतम 10,00,000 (दस िाि रु. मात्र) की शतव के साथ। 2 प्रारंजभक िाइसेंस शुल्क : 2(i) अविवियम की िारा 15 के तहत िाइसेंस वमििे पर संबंवित सरकार द्वारा शुल्क तय होिे पर "ऑि आरंवभक िाइसेंस शुल्क अकाउंट" पेमेंट (िाते पर भुगताि) के तौर पर 10,00,000 रु. (दस िाि रु. मात्र) के विर्यािीि। 3(ii) वितरण िाइसेंस प्रस्तावित वबक्री (जैसा कक यावचकाकताव िे प्रस्तावित ककया ह)ै से होिे िािे राजस्ि (कर एिं शुल्क को छोड़कर) का 0.20% और उस संबंवित िर्व के विए वबजिी का ितवमाि प्रशुल्क (आयोग द्वारा अिुमोकदत), न्यूितम 10,00,000 रु. (दस िाि रु. मात्र) के विर्यािीि। 3(iii) व्यिसाय िाइसेंस: जेईआरसी (विद्युत व्यापार) विवियम, 2010 के उपवियम 6.5 के अिुसार 4 अविवियम की िारा 17 के तहत पहिे से मंजूरी मांगिे वजस िेि–देि के विए मंजूरी मांगी जा रही ह,ै उसके िािे आिेदि। मूल्य का 0.01% (शून्य दशमिि शून्य एक प्रवतशत), न्यूितम 5,00,000 रु. (पांच िाि रु. मात्र) और अविकतम 20,00,000 रु. (बीस िाि रु. मात्र) के विर्यािीि। 5 अविवियम की िारा 18 के तहत िाइसेंस में संशोिि हेतु आिेदि: 5(i) िाइसेंस द्वारा 5,00,000 रु. (पांच िाि रु. मात्र) 5(ii) िाइसेंसिारी के अिािा ककसी भी अन्य व्यवक्त द्वारा 10,00,000 रु. (दस िाि रु. मात्र) उत्पादक कंपिी के अिािा ककसी दसू री उत्पादक कंपिी द्वारा 11(ii) ककसी उत्पादक कंपिी द्वारा जो पहिे से ही वितरण 5,00,000 रु. (पांच िाि रु. मात्र) िाइसेंसिारी के वितरण प्रणािी से जुड़ी हुई ह ैया ककसी ऐसे व्यवक्त द्वारा वजसिे कैवटटि जिरेटटंग टिांट बिाया, उसका रि– रिाि और संचािि कर रहा हो। 11(iii) उपभोक्ता/ उपभोक्ता प्रवतविवि द्वारा 2,00,000 रु. (दो िाि रु. मात्र) 12 िारा 62 की उप– िारा (1) के वियम (क) के प्राििािों के तहत आिेदक द्वारा भुगताि ककए जािे िािे प्रशुल्क का वििावरण 12(a)(i) परंपरागत ईंिि (कोयिा, तेि आकद) आिाररत संयंत्र 100 मेगािाट (MW) तक की क्षमता के विए 25,00,000 रु. (पच्चीस िाि रु. मात्र) और प्रत्येक अवतररक्त मेगािाट या उसके अंश के विए 50,000 रु. (पांच िाि रु. मात्र) (ii) 2.00 मेगािाट (MW) स ेअविक 10,00,000 रु. (दस िाि रु. मात्र) िारा 62 के उप– िंड (1) के वियम (b) के प्राििािों के 13 25,00,000 रु. (पच्चीस िाि रु. मात्र) तहत वबजिी के पारेर्ण के विए प्रशुल्क का सािािा/ आिार िर्व तय करिा, वजसका भुगताि िाइसेंसिारी द्वारा ककया जाएगा: बशते ये शुल्क तब भी देय होंगी चाह ेयह वििावरण िाइसेंसिारी के आिेदि पर हो या ककसी दसू रे व्यवक्त द्वारा, या आयोग द्वारा स्ितः ककया गया वििावरण हो। 14 िारा 62 के उप– वियम (1) के वियम (डी) के प्राििािों प्रस्तावित वबक्री की प्रवत 1000 यूविट पर 1.25 रु. के तहत वबजिी के सािािा ट्रू अप, एपीआर (APR) और (एक रुपया और पच्चीस पैसा) (न्यूितम दस िाि रु. िुदरा एिं व्हीलिंग शुल्क का वििावरण, वजसका भुगताि मात्र) िाइसेंसिारी को करिा होगा: ऐसी फीस का वििावरण िाइसेंसिारी या ककसी दूसरे व्यवक्त के आिेदि पर या आयोग द्वारा स्ितः ककया जाएगा। 15 टैररफ ऑडवर (प्रशुल्क आदेश) के सािािा ट्रूइंग अप के विए 2,00,000 रु. (दो िाि रु. मात्र) आिेदि (वित्त िर्व 2024-25 तक) यकद अिग यावचका के तौर पर दायर ककया जाता है 16 प्रशुल्क आदेश के िार्र्वक ट्रूइंग अप का आिेदि (वित्त िर्व 1. पारेर्ण िाइसेंसिारी: प्रत्येक ट्रूअप िर्व के 2025-26 के और उसके बाद के विए) विए 20,00,000 रु. (बीस िाि रु. मात्र) 2. वितरण िाइसेंसिारी: ट्रूइंग अप यावचका में बताए अिुसार, प्रत्येक 1000 यूविट की िास्तविक वबक्री पर 1.25 रु., ट्रूइंग अप के प्रत्येक िर्व के विए न्यूित 10,00,000 रु. (दस िाि रु. मात्र) के विर्यािीि। 3. उत्पादक कंपिी: प्रत्येक मेगािाट क्षमता के विए 1,00,000 रु. (एक िाि रु. मात्र) और[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 ट्रू अप के प्रत्येक िर्व के विए 15,00,000 रु. (पंद्रह िाि रु. मात्र) की सीमा। ध्याि दें: संयुक्त िाइसेंसिारी जो समेककत यावचका दायर कर रहे हैं, उन्ह ेंकेिि वितरण िाइसेंस का ही शुल्क देिा होगा। 17 बहु– िर्व प्रशुल्क रूपरेिा के तहत वियंत्रण अिवि के 10,00,000 रु. (दस िाि रु. मात्र) दौराि प्रशुल्क और िाइसेंसिारी के प्रदशवि की सािािा प्रदशवि समीक्षा, वजसका भुगताि िाइसेंसिारी करेगा। 18 िाइसेंसिारी/ उत्पादक कंपिी द्वारा आदेश की समीक्षा हेतु 5,00,000 रु. (पाच िाि रु. मात्र) यावचका (i) 50,000 रु. (पचास हजार रु. मात्र) 19 (i) उपभोक्ता द्वारा दायर समीक्षा यावचका (ii) उपभोक्ताओं के समूह/ संघ द्वारा दायर समीक्षा यावचका 2,00,000 रु. (दो िाि रु. मात्र) 20 िाइसेंसिारी द्वारा दायर विद्युत िरीद अिुबंि या विद्युत 10,00,000 रु. (दस िाि रु. मात्र) िरीद दर के विए यावचका। 21 अविवियम की िारा 45 और िारा 46 के तहत वितरण 5,00,000 रु. (पांच िाि रु. मात्र) िाइसेंसिारी के शुल्क अिुसूची की मंजूरी हेत ुआिेदि 22 िाइसेंसिाररयों और उत्पादक कंपवियों के बीच एिं 20,00,000 रु. (बीस िाि रु. मात्र) िाइसेंसिाररयों के बीच वििादों का विपटारा, जो इि विवियमों में कहीं और शावमि िहीं ह,ै िारा 86 की उप– िारा (1) के िंड (f) के तहत। 23 अविवियम की िारा 86 की उप– िारा (1) के वियम 5,00,000 रु. (पांच िाि रु. मात्र) (एफ/ f) के तहत पाररत आदेश की समीक्षा हते ु आिेदि 24 आयोग के आदेश/ ररकॉडव की जांच के विए आिेदि 1000 रु. Short Title, Commencement and Extent (4) These Regulations shall be called the Joint Electricity Regulatory Commission for the State of Goa and Union Territories (Conduct of Business) (7th Amendment) Regulations, 2025. (5) These Regulations shall come into force from the date of their publication in official Gazette. (6) These regulations extend to the State of Goa and the Union Territories of Andaman & Nicobar Islands, Chandigarh, Dadra & Nagar Haveli and Daman & Diu, Lakshadweep and Puducherry. 2. The schedule of fees and charges under Regulation 68 of Chapter VIII of the Joint Electricity Regulatory Commission for the State of Goa & Union Territories (Conduct of Business) Regulations, 2009 and as amended by 4th & 5th amendment from time to time is replaced as under: - SCHEDULE OF FEES & CHARGES Sl.
