क्षप्त िीर्कव , प्रारंभ, विस्तार, पररभार्ाए ं और व्याख्या 1. सवं क्षप्त िीर्कव , विस्तार एि ं प्रारंभ– i) इन विवनयमों को संयुक्त विद्युत विवनयामक आयोग (उपभोक्ता विकायत वनिारण मंच और िोकपाि) (प्रथम गोवा राज्य और अडं मान एवं जनकोबार द्वीपसमूह, चडं ीगढ़, िािरा एवं नगर हवेली और िमन एव ं िीव, लक्षद्वीप और पडु ुचेरी संघ राज्य क्षेत्रों पर लागू होंगे। iv) इन विवनयमों के अंग्रेजी और वहन्दी संस्करणों म ेंअंतर होन े पर, इनका अंग्रेजी संस्करण ही मान्य होगा। 2. मख्ु य विवनयम के वनयम 6 ए (6 (A)) म ेंसिं ोिन: i) मख्ु य विवनयम के वनयम 6ए (6 (A)) के मुख्य िीर्वक को इस प्रकार बदिा जाएगा; “सीजीआरएफ (CGRF) के अध्यक्ष और सदस्यों की वनयवु क्त” ii) मख्ु य विवनयमों के वनयम 6(A)(1)(b)(ii) म ेंसिं ोिन: मुख्य विवनयम के वनयम 6(A)(1)(b)(ii) को इस प्रकार बदिा जाएगा: “(ii) सदस्य (उपभोक्ता/ उत्पादक– उपभोक्ता (प्रोज्यमू स)व ): ऐसा व्यवक्त जो कावबि, ईमानदार और प्रवतवित हो , उसके पास स्नातक की विग्री हो और अजभयांजत्रकी/ वित्त/ िावणज्य/ अथिव ास्त्र/ विवि/ प्रबिं न आदद स े सबं वं ित समस्याओं स े वनपटन े का पयाप्तव ज्ञान और क्षमता हो और वजसके पास उद्योग/ िावणज्य के क्षत्रे म ें न्यनू तम 10 िर् व का कायानव भु ि हो।” iii) मख्ु य विवनयमों के वनयम 6(A)(2) के बाद वनम्नविवित उप–वनयमों को जोडा जाएगा: i) “सदस्य (उपभोक्ता/ उत्पादक– उपभोक्ता (प्रोज्यमू र)) की वनयवु क्त के उद्देश्य स े वितरण िाइससें िारी कम– स–े कम दो अख़बारों, वितरण िाइससें िारी की िबे साइट पर सािजव वनक विज्ञापन देकर सदस्य (उपभोक्ता/ उत्पादक– उपभोक्ता (प्रोज्यमू र)) की वनयवु क्त हते ुआिदे न आमवं त्रत करेगा, ii) वितरण िाइससें िारी सदस्य (उपभोक्ता/ उत्पादक– उपभोक्ता (प्रोज्यमू र)) के चयन हते ु चयन सवमवत बनाएगा, iii) चयन सवमवत अवं तम चयन हते ुआयोग को 3 सदस्यों िाि े एक पनै ि की अनिु सं ा करेगी।” 3. मख्ु य विवनयम के वनयम 10 म ेंसिं ोिन: मुख्य विवनयम के वनयम 10 म ेंवनम्नविवित िब्दों को जोडा जाएगा: "बराबर मत वमिन े की वस्थवत म"ें इन िब्दों स े पहि े “प्रत्यके सदस्य को मतदान का अविकार होगा और” को जोडा जाएगा। 4. मख्ु य विवनयम के वनयम 12 म ेंसिं ोिन: मुख्य विवनयम के वनयम 12 म ेंवनम्नविवित उप–वनयम िावमि दकए जाएगं े: “(5) सीजीआरएफ (CGRF) के स्ितंत्र सदस्य और सदस्य (उपभोक्ता/ उत्पादक– उपभोक्ता (प्रोज्यूमर)) को एक कैिेंिर िर् व म ें 08 ददन का आकवस्मक अिकाि और 10 ददनों का वचदकत्सा अिकाि वमिेगा।” “(6) स्ट्वतंत्र सिस्ट्य और सिस्ट्य (उपभोक्ता/ उत्पािक– उपभोक्ता (प्रोज्यूमर)) हर महीने 10,000/- रु. के वनवित पररिहन भत्त े का हकदार होगा।” 5. मख्ु य विवनयम के वनयम 19 म ेंसिं ोिन: मुख्य विवनयम के वनयम 19 (2) म ेंवनम्नविवित िब्दों को बदिा जाएगा: "यदद कुछ विवित में हो तो" िब्दों के बाद “10 ददनों” िब्दों को “15 ददनों” िब्द स े बदि ददया जाएगा। 6. मख्ु य विवनयम के वनयम 21 म ेंसिं ोिन: मख्ु य विवनयम के वनयम 21 (1) म ेंवनम्नविवित जोडा जाएगा: " विकायतों म ेंनावमत" िब्द के बाद “अनुच्छेद-1- भाग 1 वनयम 3(ए) और 3(बी)” िब्द िाि े जाएंगे। 7. मख्ु य विवनयम के वनयम 27 म ेंसिं ोिन:[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 मख्ु य विवनयमों के वनयम 27 म ेंवनम्नविवित िब्दों को बदिा जाएगा: िब्द “ऐसे िल्ु क” को “िुल्क के रूप म ें₹ 10 / पिृ ” िब्दों स े बदिा जाएगा। 8. मख्ु य विवनयम के वनयम 48 (3) म ेंसिं ोिन: मख्ु य विवनयम के वनयम 48 के उपवनयम (3) म ेंवनम्नविवित ित व जोडी जाएगी: “इन वनयमों को िाग ू दकए जान े स े पिू व वनयक्तु दकए गए िोकपाि, अध्यक्ष (सीजीआरएफ/CGRF) और सीजीआरएफ के दसू रे सदस्य, इन विवनयमों के तहत समदे कत िते न एि ं वनयमों और ितों का चयन कर सकत ेह।ैं ” 9. मख्ु य विवनयम के अनच्ु छेद- I (समयसीमा) म ेंसिं ोिन: (i) भाग– ।, क्रम स.ं 2, स्तंभ 3 म ें “उसी ददन”, “अगिे ददन तक”, “अगि े ददन तक” िब्दों के स्थान पर “उपभोक्ता स े विकायत वमिन े के 7 ददनों के भीतर” िब्द वििा जाएगा। ताविका के स्तंभ 3 म ें बताए गए विकायत की पुवि हते ु नई समयसीमा नीचे दी गई ह;ै क्र. स.ं की जान े िािी कारविाई का वििरण वनिारव रत समय–सीमा अिवि िरूु होन े का समय COMMISSION (For the State of Goa & UTs) NOTIFICATION Gurugram, the, 5th January, 2026 No. JERC-31/2024.—In exercise of the powers conferred on it under clauses (r) and (s) of sub- section (2) of section 181, read with sub-sections (5) to (8) of section 42, of the Electricity Act, 2003 (36 of 2003) and all other powers enabling it in this behalf and after previous publication, the Joint Electricity Regulatory Commission (“JERC”) hereby makes the following amendments in Joint Electricity Regulatory Commission (JERC) CGRF and Ombudsman Regulations, 2024. 1. Short title, extent and commencement. – i) These Regulations may be called the Joint Electricity Regulatory Commission (Consumer Grievances Redressal Forum and Ombudsman) (First Amendment) Regulations, 2025. ii) These Regulations shall come into force from the date of their publication in the Official Gazette. iii) These Regulations shall extend to the whole of the State of Goa and Union Territories namely Andaman & Nicobar Islands, Chandigarh, Dadra & Nagar Haveli and Daman & Diu, Lakshadweep, Puducherry. iv) In case of variance between English and Hindi versions of these Regulations, English version shall prevail. 2. Amendment to Regulation 6 A of the Principal Regulations: i) The main heading of Regulation 6(A) of the Principal Regulations shall be substituted as under; “Appointment of Chairperson and Members of CGRF” ii) Amendment to Regulation 6(A)(1)(b)(ii) of the Principal Regulations: The Regulation 6(A)(1)(b)(ii) of the Principal Regulations shall be substituted as under: “(ii) Member (Consumer/Prosumers): An individual shall be person of ability, integrity and standing who has bachelor degree and having adequate knowledge of, and have shown capacity in, dealing with problems relating to engineering/finance/commerce/economics/law/Management etc. having minimum 10 years of experience in industries/commerce.” iii) Following sub-clauses shall be added after Regulation 6(A)(2) of the Principal Regulations: i) “The Distribution Licensee for the purpose of appointment of Member (Consumer/Prosumer) shall invite applications through public advertisement in at least two Newspapers, website of Distribution Licensee for the appointment of the Member (Consumer/Prosumer), ii) The Distribution Licensee shall form a Selection Committee for the selection of the Member (Consumer/Prosumer), iii) The Selection Committee shall recommend a panel of 3 persons to the Commission for final selection.” 3. Amendment to Regulation 10 of the Principal Regulations: Following words shall be inserted in Regulation 10 of the principal Regulations: “Every member shall have right to vote and” before the words “in case of equality” 4. Amendment to Regulation 12 of the Principal Regulations: Following clauses shall be added in Regulation 12 of the Principal Regulations: “(5) The Independent Member and Member (Consumer/Prosumer) of CGRF shall be entitled to 08 days casual leave and 10 days Medical leave in a calendar year.” “(6) The Independent Member and Member (Consumer/Prosumer) shall be entitled for fixed Transport Allowance of Rs. 10000/- per month.” 5. Amendment to Regulation 19 of the Principal Regulations:6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Following words shall be substituted in Regulation 19 (2) of the Principal Regulations: The words “10 days” shall be substituted with words “15 days” after the words “if any in writing within” 6. Amendment to Regulation 21 of the Principal Regulations: Following shall be inserted to Regulation 21 (1) of the principal Regulations: “The words “as per Anexure-1-part 1 Clause 3(a) & 3(b)” shall be inserted after the words “named in the grievances.” 7. Amendment to Regulation 27 of the Principal Regulations: Following words shall be substituted in Regulation 27 of the principal Regulations: The words “such fee” shall be substituted with words “₹ 10 / page as fee”. 8. Amendment to Regulation 48 (3) of the Principal Regulations: Following proviso shall be added in clause (3) of the Regulation 48 of the Principal Regulations: “Provided that the Ombudsman, Chairperson (CGRF) and other Members of the CGRF appointed, before the commencement of these Regulations, may opt for the consolidated salary and terms and conditions under these Regulations.” 9. Amendment to Annexure-I (Timelines), of the Principal Regulations: (i) The words “On same day”, “By the next day”, “By the next day” shall be substituted with words “Within 7 days of receipt of consumer grievance” at Part I, Serial No 2, Column 3.
