''$ नातक िच(cid:4)क(cid:31) सा िश.ा िविनयमावली, 1997'' म( पुन: संशोधन करन े के िलए एत2ारा िन3न िलिखत िविनयम बनाती ह,ै
नामत:
1. (i) ये िविनयम ''$ नातक िच(cid:4)क(cid:31) सा िश.ा िविनयमावली (संशोधन) 2017'' कह े जाएंगे।
(ii) ये सरकारी राजप7 म( उनके (cid:30)काशन क(cid:28) तारीख स े (cid:30)वृ(cid:31)त ह"गे।

1. भारत क(cid:28) संसद न,े भारतीय आयु(cid:16)व(cid:18)ान प(cid:20)रषद ् (संशोधन) अिधिनयम, 2016 (cid:29)ारा भारतीय आयु(cid:16)व(cid:18)ान प(cid:20)रषद ्
अिधिनयम, 1956 को संशोिधत कर (cid:4)दया ह।ै राDE पित महोदय क(cid:28) $व ीकृित (cid:30)ाF होने के पGच ात, यह संशोधन
अिधिनयम 5 अग$ त, 2016 को भारत के राजप7 म ( अिधसूिचत कर (cid:4)दया गया ह।ै भारतीय आयु(cid:16)व(cid:18)ान प(cid:20)रषद ्
(संशोधन) अिधिनयम, 2016 (cid:29)ारा भारतीय आयु(cid:16)व(cid:18)ान प(cid:20)रषद ् अिधिनयम, 1956 म( धारा 10घ और धारा 33 (डख)
जोड़ दी गई ह।I उJ त उपबंध म( ‘’नािमत (cid:30)ािधकरण’’ (cid:29)ारा $न ातक-पूव, $त र और $न ातको(cid:31)त र $त र पर सभी िच(cid:4)क(cid:31)स ा
िश.ण सं$ थान" के िलए एक समान (cid:30)वेश परी.ा का उपबंध (cid:4)कया गया ह।ै इस संशोधन के कारण संसद न,े 27 (cid:4)दसंबर,
2010, 27 फरवरी, 2012 और 23 अJत बू र, 2013 को सरकारी राजप7 म( अिधसूिचत संशोधन" (cid:29)ारा ‘’$न ातक
िच(cid:4)क(cid:31) सा िश.ा िनयमावली, 1997’’ म ( शािमल राDE ीय पा7ता व (cid:30)वेश परी.ा (िजसे इसम( आग े‘’नीट’’ कहा गया ह)ै म (
िवधायी पुनीतता का उपबंध (cid:4)कया गया ह।ै
2. पहल,े नीट से संबंिधत उपबंध, (cid:1)(cid:2)ि(cid:4)यन मेिडकल कॉलेज, वे(cid:16)ल ोर और अ(cid:21)य बनाम भारत क(cid:26) संघ सरकार और अ(cid:21)य
[2012 क(cid:28) टीसी (सी) संR या 98 और अS य 114 संबU यािचकाए]ं के मामल े म( (cid:4)दनांक 18 जुलाई, 2013 के अपने िनण,य
के अंतगत, माननीय उW चतम Sय ायालय (cid:29)ारा रX कर (cid:4)दए गए थे। तथािप, भारतीय आयु(cid:16)व(cid:18)ान प(cid:20)रषद ् और भारत क(cid:28)

कॉलेज, वे(cid:16) लोर और अ(cid:21) य’ शीष,क वाली 2013 क(cid:28) पुन(cid:16)वचार यािच̹का (िसिवल) संRय ा 2059-2268 म( (cid:4)दनांक
11 अ(cid:30)लै , 2016 के अपन े आदेश के अतं गत, माननीय उWच तम Sय ायालय ने नीट को पुन: (cid:30)व(cid:16)तत कर (cid:4)दया ह।ै इसके
अलावा, ‘संक(cid:16) प चै$रटेबल ,-ट और अ(cid:21) य बनाम भारत क(cid:26) संघ सरकार और अ(cid:21)य ’ के शीष,क वाली 2016 क(cid:28) (cid:20)रट
यािच̹का (िसिवल) संR या 261 म( माननीय उWच तम Sय ायालय के (cid:4)दनांक 28 अ(cid:30)लै , 2016 के आदेश के अनुसरण म,(
शैि.क वष, 2016-17 के िलए एमबीबीएस पा[\म म ( दािखले हते ु राDE ीय पा7ता व (cid:30)वशे परी.ा आयोिजत क(cid:28) गई
थी। भारतीय आयु(cid:16)व(cid:18)ान प(cid:20)रषद ् (संशोधन) अिधिनयम, 2016 के अनुसार, शैि.क वष, 2017-18 के िलए एमबीबीएस
म( दािखल" के िलए राD Eीय पा7ता व (cid:30)वेश परी.ा, $न ातक-पूव, $त र पर सभी िच̹(cid:4)क(cid:31) सा िश.ण सं$थ ान" के िलए
एकसमान (cid:30)वेश परी.ा ह ै और $न ातक-पूव, $त र पर सभी िच̹(cid:4)क(cid:31)स ा िश.ण सं$थ ान" के िलए एकसमान (cid:30)वेश परी.ा
बनी रहगे ी।
3. ‘िच̹(cid:4)क(cid:31) सा पा[\म म ( दािखला – पा7ता मापदडं ’ के अतं गत, खंड 4 और उप-खंड 4(1) एवं (1क) को िन3न िलिखत ^प
म( (cid:30)ित$थ ािपत (cid:4)कया जाएगा:

(1) उसने, एमबीबीएस म( दािखले के वष, के 31 (cid:4)दसंबर को या उससे पहले 17 वष, क(cid:28) आय ु पूरी न कर ली हो,

‘’बशतf (cid:4)क सभी अ_ य(cid:16)थय" के िलए 10+2 $त र पर कुल िमला कर भौितक-शा$7 , रसायन-शा$7 , जीव-
िव(cid:18)ान/जीव-(cid:30)ौlोिगक(cid:28) का दो वष, का िनयिमत और िनरंतर अ>य यन आवGय क होगा। िजन अ_य (cid:16)थय" न े
ओपन $ कूल" से या (cid:30)ाइवेट अ_य (cid:16)थय" के ^प म ( 10+2 परी.ा उ(cid:31)त ीण, क(cid:28) ह,ै वे राDE ीय पा7ता व (cid:30)वेश परी.ा

''4(3). िवकलांग n यि!य" के अिधकार अिधिनयम, 2016 के अंतग,त िविनoदDट ब(चमाक, िवकलांगताp वाल े
अ_ य(cid:16)थय" के संबंध म,( अहक, परी.ा म( एक साथ जोड़कर भौितक शा$7 , रसायन शा$7 और जीविव(cid:18)ान (या
वन$ पित िव(cid:18)ान और (cid:30)ाणी-िव(cid:18)ान)/ जीव-(cid:30)ौlोिगक(cid:28) म( अहक, परी.ा म ( सामाSय वग , के अ_य (cid:16)थय" हते ु Sय नू तम
अंक 50 (cid:30)ितशत के बजाय 45 (cid:30)ितशत ह"ग ेतथा अ.जा./अ.ज.जा./अ.िप.व. हते ु 40% (cid:30)ितशत ह"गे।
वा(cid:16)षक स व् ीकृत (cid:30)वेश .मता क(cid:28) 5 (cid:30)ितशत सीट( 'राDE ीय पा7ता व (cid:30)वेश परी.ा' क(cid:28) मे(cid:20)रट सूची के आधार पर,
िवकलांग n यि!य" के अिधकार अिधिनयम, 2016 के उपबंध" के अनुसार ब(चमाक, िवकलांगता वाले अ_य (cid:16)थय"
(cid:29)ारा भरी जाएंगी। इस उXेG य के िलए, िवकलांग nय ि!य" के अिधकार अिधिनयम, 2016 क(cid:28) अनुसूची म( दी गई
िविनoदD ट िवकलांगता प(cid:20)रिशDट -ज म ( संलqन ह।ै य(cid:4)द िवकलांग nय ि!य" के िलए िविशDट वग, म ( आरि.त सीट"
के अ_ य(cid:16)थय" क(cid:28) अनुपलr धता होने पर, उन सीट" को स3ब िSधत sेणी म( वा(cid:16)षक $व ीकृत सीट" म( शािमल (cid:4)कया
जाना चािहए।
पुन: बशत f (cid:4)क यह परू ा काय,, दािखल" के िलए सांिविधक समय के काय,\म के अनुसार (cid:30)(cid:31) यके मेिडकल
कॉलेज/सं$ थान (cid:29)ारा पूरा (cid:4)कया जाएगा और (cid:4)कसी भी मामल े म( 31 अग$त के पGच ात एमबीबीएस पा[\म म (

7. अ> याय II म ( ‘’एमबीबीएस पा[\म म ( चयन क(cid:28) (cid:30)(cid:4)\या िन3न िलिखत होगी’’ शीष , के अंतग,त खडं 5 को
िन3 निलिखत ^प म ( (cid:30)ित$थ ािपत (cid:4)कया जाएगा:

प(cid:20)रवार क(cid:6) याण मं7ालय, भारत सरकार के समv पय,वे.ण के अधीन आयोिजत क(cid:28) जाएगी।
(2) ‘राD Eीय पा7ता व (cid:30)वेश परी.ा’ आयोिजत करन े के िलए ‘’नािमत (cid:30)ािधकरण’’ क()ीय मा>य िमक िश.ा
बोड, या भारतीय आयु(cid:16)व(cid:18)ान प(cid:20)रषद ् के परामश , स े $व ा$u य एवं प(cid:20)रवार क(cid:6)य ाण मं7ालय, भारत सरकार
(cid:29)ारा इस (cid:30)कार नािमत कोई अSय िनकाय/संगठन होगा।
(3) ‘राD Eीय पा7ता व (cid:30)वेश परी.ा’ आयोिजत करन े क(cid:28) भाषा और तरीका, भारतीय आयु(cid:16)व(cid:18)ान प(cid:20)रषद ् और
$ वा$ u य एवं प(cid:20)रवार क(cid:6) याण मं7ालय, भारत सरकार के परामश, से ‘’नािमत (cid:30)ािधकरण’’ (cid:29)ारा िनधा,(cid:20)रत
(cid:4)कया जाएगा।
(4) (cid:4)कसी शैि.क वष, के िलए एमबीबीएस पा[\म म( दािखले के िलए पा7 बनने क(cid:28) दिृ g से, (cid:4)कसी अ_य थ‘ के
िलए यह आवG यक होगा (cid:4)क वह उJत शैि.क वष, के िलए आयोिजत क(cid:28) गई ‘एमबीबीएस पा[\म क(cid:28)
राD Eीय पा7ता व (cid:30)वेश परी.ा’ म( 50व( पसwटाइल पर Sय ूनतम अंक (cid:30)ाcत करे। तथािप, अनुसूिचत जाितय",
अनुसूिचत जनजाितय", अS य िपछड़ा वगx से संबंिधत अ_य (cid:16)थय" के संबंध म( 40व( पसwटाइल पर Sय नू तम अंक
ह"गे। ऊपर खंड 4(3) के अनुसार, िवकलांग nय ि! अिधकार अिधिनयम, 2016 के अंतग,त िविनoदDट ब(चमाक,
िवकलांगता वाले अ_ य(cid:16)थय" के संबंध म(, सामाSय वग, के अ_य (cid:16)थय" के िलए Sय नू तम अंक 45व( पसwटाइल पर
तथा अ.जा./अ.ज.जा./अ.िप.व. अ_य (cid:16)थय" हते ु 40व ( पसwटाइल पर ह"गे। यह पसwटाइल, एमबीबीएस पा[\म
म( दािखले के िलए ‘राD Eीय पा7ता व (cid:30)वेश परी.ा’ म( दािखले के िलए अिखल भारतीय सामूिहक मे(cid:20)रट सूची
म( (cid:30)ाc त (cid:4)कए गए उW चतम अंक" के आधार पर िनधा,(cid:20)रत (cid:4)कया जाएगा।
बशतf (cid:4)क जब संबंिधत sेिणय" म( पया,cत संRय ा म( अ_य थ‘ एमबीबीएस पा[\म म( दािखले के िलए (cid:4)कसी
शैि.क वष , हते ु आयोिजत क(cid:28) गई ‘राDE ीय पा7ता व (cid:30)वेश परी.ा’ म ( यथािनधा,(cid:20)रत Sय ूनतम अंक (cid:30)ाcत
करने म( िवफल रहते ह I तो भारतीय आयु(cid:16)व(cid:18)ान प(cid:20)रषद ् के परामश, से क() सरकार, अपने िववेकािधकार
पर, संबंिधत sेिणय" स े संबंिधत अ_य (cid:16)थय" के िलए एमबीबीएस पा[\म म ( दािखल े हते ु अपेि.त Sय नू तम
अंक कम कर सकती ह ै और क() सरकार (cid:29)ारा इस (cid:30)कार कम (cid:4)कए गए अंक केवल उJत शैि.क वष , के िलए
लाग ू ह"गे।
(5) संबंिधत sेणी के िलए मेिडकल कॉलेज" म( सीट" का आर.ण, रा{य /संघ शािसत .े7" म( (cid:30)चिलत लाग ू होने
वाले कानून" के अनुसार होगा। पा7 अ_य (cid:16)थय" को अिखल भारतीय मे(cid:20)रट सूची और रा{य /संघ शािसत
.े7-वार सूची, ‘राD Eीय पा7ता व (cid:30)वेश परी.ा’ म ( (cid:30)ाcत अंक" के आधार पर तैयार क(cid:28) जाएगी और
अ_ यथ‘ केवल उJत सूिचय" से एमबीबीएस पा[\म म( दािखल (cid:4)कए जाएगं े।
(6) जो अ_ यथ‘, ऊपर उप-खंड (4) म ( यथािविनधा,(cid:20)रत Sय नू तम पा7ता अंक (cid:30)ाcत करन े म ( िवफल हो गया ह,ै
ऐसे (cid:4)कसी अ_ यथ‘ को उJ त शैि.क वष, म ( एमबीबीएस पा[\म म( दािखल नहb (cid:4)कया जाएगा।
(7) कोई भी (cid:30)ािधकरण/सं$थ ान, इस िविनयमावली म( यथािविनधा,(cid:20)रत मापदडं /(cid:30)(cid:4)\या को (cid:30)ितकूल और/या
दािखल" के संबंध म( माननीय उWच तम Sय ायालय (cid:29)ारा पा(cid:20)रत िनण,य" का उ(cid:6)ल घं न करके एमबीबीएस
पा[\म म ( (cid:4)कसी अ_ यथ‘ को दािखल नहb करेगा। उपयु,Jत के (cid:30)ितकूल/का उ(cid:6)ल ंघन करके दािखल (cid:4)कए
गए (cid:4)कसी अ_ यथ‘ को प(cid:20)रषद ्(cid:29)ारा तुरंत बखा,$त कर (cid:4)दया जाएगा। जो (cid:30)ािधकरण/सं$थ ान, िविनयमावली
और/या उW चतम S यायालय (cid:29)ारा पा(cid:20)रत िनण,य" के (cid:30)ितकूल/का उ(cid:6)ल ंघन करके (cid:4)कसी छा7 को दािखला
(cid:30)दान करता ह,ै वह भी (cid:4)कसी ऐसी कार,वाई का सामना करने का उ(cid:31)त रदायी होगा, जो प(cid:20)रषद ् (cid:29)ारा
िविनधा,(cid:20)रत क(cid:28) जाए, िजसम( आगामी शैि.क वष/, वषx के िलए उसक(cid:28) $व ीकृत (cid:30)वेश .मता स,े (cid:4)कए गए
ऐसे दािखल" क(cid:28) सीमा के समत(cid:6)ु य सीट" का अ_य प,ण शािमल ह।ै
(8) संबंिधत sेिणय" के अंदर एमबीबीएस पा[\म म ( सभी दािखल,े ‘राDE ीय पा7ता व (cid:30)वेश परी.ा’ म( (cid:30)ाcत
(cid:4)कए गए अंक" पर अनS य ^प से आधा(cid:20)रत ह"गे।‘’

AMENDMENT NOTIFICATION
New Delhi, the 22nd January, 2018
No.MCI-34(41)/2017-Med./169873.—In exercise of the powers conferred by Section 33 of
the Indian Medical Council Act, 1956 (102 of 1956), the Medical Council of India with the previous
sanction of the Central Government, hereby makes the following Regulations to further amend the
“Regulations on Graduate Medical Education, 1997”, namely:—
1. (i) These Regulations may be called the “Regulations on Graduate Medical
Education(Amendment), 2017.
(ii) They shall come into force from the date of their publication in the Official Gazette.
2. In Chapter II under the heading “ADMISSION, SELECTION, MIGRATION & TRAINING” the
following shall be added under a new sub-heading:
PREAMBLE
1. The Parliament of India has amended the Indian Medical Council Act, 1956 by the Indian
Medical Council (Amendment) Act 2016. This Amendment Act after receiving the assent of the
President has been notified in the Gazette of India on 5th August, 2016. The Indian Medical
Council (Amendment) Act, 2016 has inserted section 10 D and section 33 (mb) to the Indian
Medical Council Act, 1956. The said provision provides for a uniform entrance examination to
all medical educational institutions at the under graduate level and post graduate level by the
“designated authority”. By virtue of this Amendment the Parliament has provided legislative
sanctity to the National Eligibility-Cum-Entrance Test [hereinafter “NEET”] included in the
Graduate Medical Education Regulations, 1997 by Amendments notified in the Official Gazette
on 27th December, 2010, 27th February, 2012 and 23rd October, 2013.
2. Earlier, the provisions relating to NEET were quashed by the Hon’ble Supreme Court vide its
judgment dated 18th July, 2013 in Christian Medical College Vellore & Ors.vs. Union of India
& Ors. [TC (C) No. 98 of 2012 and other 114 connected Petitions]. However, on a Review
Petition preferred by the Medical Council of India and the Union of India, the Hon’ble Supreme
Court vide its order dated 11th April, 2016 in Review Petition (C) Nos. 2059-2268 of 2013
captioned as Medical Council of India vs. Christian Medical College Vellore & Ors. has revived
NEET Regulations. Furthermore, in pursuance of the Order dated 28th April, 2016 of the
Hon’ble Supreme Court in Writ Petition (Civil) Nos. 261 of 2016, captioned as Sankalp
Charitable Trust & Anr. vs. Union of India & Ors, the National Eligibility-cum-Entrance Test
for admission to the MBBS course were conducted for the academic year 2016-17. For
admission to MBBS for academic year 2017-18, in terms of the Indian Medical Council¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 7
(Amendment) Act, 2016 the National Eligibility-cum-Entrance Test is the uniform entrance
examination to all medical educational institutions at the undergraduate level and shall continue
to be the uniform entrance examination to all medical educational institutions at the
undergraduate level.
3. In Clause 4, under the heading Admission to the Medical Course- eligibility criteria, and in sub-
clause 4 (1) & (1A), the following shall be substituted:
4. Admission to the Medical Course-Eligibility Criteria: No candidate shall be allowed to be
admitted to the Medical Curriculum proper of first Bachelor of Medicine and Bachelor of
Surgery course until he /she has qualified the National Eligibility Entrance Test, and he/she
shall not be allowed to appear for the National Eligibility-Cum-Entrance Test until:
(1) He/she shall complete the age of 17 years on or before 31st December of the year of
admission to the MBBS.
(1A) He/She has obtained a minimum of marks in National Eligibility-Cum-Entrance Test as
prescribed in Clause 5 of Chapter II.
4. In Chapter II under the heading “ADMISSION, SELECTION, MIGRATION & TRAINING” in
the Clause 4, in ‘Admission to Medical Courses – Eligibility Criteria’ the following shall be added
as under,
IB. Provided further that in order to be eligible, the upper age limit for candidates appearing for
National Eligibility Entrance Test and seeking admission to MBBS programme shall be 25
years as on the date of examination with a relaxation of 5 years for candidates belonging to
SC/ST/OBC category and persons entitled for reservation under the Rights of Persons with
Disabilities Act, 2016.
5. In Clause 4, under the heading Admission to the Medical Course- eligibility criteria and in sub-
clause 4 (2) (a), the following proviso shall be added:
Provided that two years of regular and continuous study of Physics, Chemistry,
Biology/Biotechnology taken together shall be required at 10+2 level for all the candidates.
Candidates who have passed 10+2 from Open Schools or as Private candidates shall not be
eligible to appear for National Eligibility-cum-Entrance Test. Furthermore, study of
Biology/Biotechnology as an Additional Subject at 10+2 level also shall not permissible.
6. In Chapter II under the heading “ADMISSION, SELECTION, MIGRATION & TRAINING” in
the Clause 4(3), in ‘Admission to Medical Courses – Eligibility Criteria’ shall be substituted as
under,
4(3). In respect of candidates with benchmark disabilities specified under the Rights of Persons
with Disabilities Act, 2016, the minimum marks in qualifying examination in Physics,
Chemistry and Biology (or Botany and Zoology)/Bio-technology taken together in qualifying
examination shall be 45% instead of 50% for General Category candidates and 40% for
SC/ST/OBC candidates.
5% seats of the annual sanctioned intake capacity shall be filled up by candidates with
benchmark disabilities in accordance with the provisions of the Rights of Persons with
Disabilities Act, 2016, based on the merit list of ‘National Eligibility-Cum-Entrance Test’. For
this purpose the Specified Disability contained in the Schedule to the Rights of Persons with
Disabilities Act, 2016 is annexed in Appendix ‘G’. If the seats reserved for the persons with
disabilities in a particular category remain unfilled on account of unavailability of candidates,
the seats should be included in the annual sanctioned seats for the respective Category.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]
Provided further that this entire exercise shall be completed by each medical college /
institution as per the statutory time schedule for admissions and in no case any admission will
be made in the MBBS course after 31st of August.
7. In Chapter-II, Clause 5 under the heading “Procedure for selection to MBBS course shall be as
follows” shall be substituted as under:-
“Procedure for selection to MBBS course shall be as follows:”
(1) There shall be a uniform entrance examination to all medical educational institutions at the
under graduate level namely ‘National Eligibility-cum-Entrance Test for admission to
MBBS course in each academic year and shall be conducted under overall supervision of the
Ministry of Health & Family Welfare, Government of India.
(2) The “designated authority” to conduct the ‘National Eligibility-Cum- Entrance Test’ shall be
the Central Board of Secondary Education or any other body/organization so designated by
the Ministry of Health & Family Welfare, Government of India, in consultation with the
Medical Council of India.
(3) The language and manner of conducting the ‘National Eligibility-Cum-Entrance Test’ shall
be determined by the “designated authority” in consultation with the Medical Council of
India and the Ministry of Health and Family Welfare, Government of India.
(4) In order to be eligible for admission to MBBS Course for a academic year, it shall be
necessary for a candidate to obtain minimum of marks at 50th percentile in ‘National
Eligibility-cum-Entrance Test to MBBS course’ held for the said academic year. However,
in respect of candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward
Classes, the minimum marks shall be at 40th percentile. In respect of candidates with
benchmark disabilities specified under the Rights of Persons with Disabilities Act, 2016, in
terms of Clause 4(3) above, the minimum marks shall be at 45th percentile for General
Category candidates and 40th percentile for SC/ST/OBC candidates. The percentile shall be
determined on the basis of highest marks secured in the All-India common merit list for
admission in ‘National Eligibility-cum-Entrance Test for admission to MBBS course.
Provided when sufficient number of candidates in the respective categories fail to secure
minimum marks as prescribed in National Eligibility-cum-Entrance Test held for any
academic year for admission to MBBS Course, the Central Government in consultation with
Medical Council of India may at its discretion lower the minimum marks required for
admission to MBBS Course for candidates belonging to respective categories and marks so
lowered by the Central Government shall be applicable for the said academic year only.
(5) The reservation of seats in Medical Colleges for respective categories shall be as per
applicable laws prevailing in States/Union Territories. An All India merit list as well as
State/Union Territory-wise merit list of the eligible candidates shall be prepared on the basis
of marks obtained in ‘National Eligibility-cum-Entrance Test and candidates shall be
admitted to MBBS course from the said lists only.
(6) No candidate who has failed to obtain the minimum eligibility marks as prescribed in Sub-
clause (4) above shall be admitted to MBBS course in the said academic year.
(7) No authority/institution shall admit any candidate to the MBBS course in contravention of
the criteria/procedure as laid down by these Regulations and / or in violation of the
judgments passed by the Hon’ble Supreme Court in respect of admissions. Any candidate
admitted in contravention/violation of aforesaid shall be discharged by the Council forthwith.
The authority / institution which grants admission to any student in contravention /violation of
the Regulations and / or the judgments passed by the Hon’ble Supreme Court, shall also be
liable to face such action as may be prescribed by the Council, including surrender of seats¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 9
equivalent to the extent of such admission made from its sanctioned intake capacity for the
succeeding academic year/years.
(8) All admission to MBBS course within the respective categories shall be based solely on the
marks obtained in the ‘National Eligibility-Cum-Entrance Test.

Appendix G
(Refer Regulation 4 & 5)
A SCHEDULE is annexed regarding, “SPECIFIED DISABILITY” clause (zc) of section 2, that
states as under,
1. Physical disability
A. Locomotor disability (a person's inability to execute distinctive activities associated with
movement of self and objects resulting from affliction of musculoskeletal or nervous system or
both), including—
(a) "leprosy cured person" means a person who has been cured of leprosy but is suffering
from—
(i) loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and
eye-lid but with no manifest deformity;
(ii) manifest deformity and paresis but having sufficient mobility in their hands and feet
to enable them to engage in normal economic activity;
(iii) extreme physical deformity as well as advanced age which prevents him/her from
undertaking any gainful occupation, and the expression "leprosy cured" shall
construed accordingly;
(b) "cerebral palsy" means a Group of non-progressive neurological condition affecting body
movements and muscle coordination, caused by damage to one or more specific areas of
the brain, usually occurring before, during or shortly after birth;
(c) "dwarfism" means a medical or genetic condition resulting in an adult height of 4 feet 10
inches (147 centimeters) or less;
(d) "muscular dystrophy" means a group of hereditary genetic muscle disease that weakens the
muscles that move the human body and persons with multiple dystrophy have incorrect
and missing information in their genes, which prevents them from making the proteins they
need for healthy muscles. It is characterized by progressive skeletal muscle weakness,
defects in muscle proteins, and the death of muscle cells and tissue;
(e) "acid attack victims" means a person disfigured due to violent assaults by throwing of acid

B. Visual impairment—
(a) "blindness" means a condition where a person has any of the following conditions, after
best correction—
(i) total absence of sight; or
(ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with best
possible correction; or
(iii) limitation of the field of vision subtending an angle of less than 10 degree.
(b) "low-vision" means a condition where a person has any of the following conditions,
namely:—
(i) visual acuity not exceeding 6/18 or less than 20/60 upto 3/60 or upto 10/200
(Snellen) in the better eye with best possible corrections; or
(ii) limitation of the field of vision subtending an angle of less than 40 degree up to 10
degree.
C. Hearing impairment -
(a) "deaf" means persons having 70 DB hearing loss in speech frequencies in both ears;
(b) "hard of hearing" means person having 60 DB to 70 DB hearing loss in speech frequencies
in both ears;
D. "speech and language disability" means a permanent disability arising out of conditions such
as laryngectomy or aphasia affecting one or more components of speech and language due to
organic or neurological causes.
2. Intellectual disability, a condition characterized by significant limitation both in intellectual
functioning (reasoning, learning, problem solving) and in adaptive behavior which covers a range
of every day, social and practical skills, including—
(a) "specific learning disabilities" means a heterogeneous group of conditions wherein there is a
deficit in processing language, spoken or written, that may manifest itself as a difficulty to
comprehend, speak, read, write, spell, or to do mathematical calculations and includes such
conditions as perceptual disabilities, dyslexia, dysgraphia, dyscalculia, dyspraxia and
developmental aphasia;
(b) "autism spectrum disorder" means a neuro-developmental condition typically appearing in
the first three years of life that significantly affects a person's ability to communicate,
understand relationships and relate to others, and is frequently associated with unusual or
stereotypical rituals or behaviours.
3. Mental behaviour,— "mental illness" means a substantial disorder of thinking, mood, perception,
orientation or memory that grossly impairs judgment, behaviour, capacity to recognize reality or
ability to meet the ordinary demands of life, but does not include retardation which is a condition
of arrested or incomplete development of mind of a person, specially characterized by
subnormality of intelligence.
4. Disability caused due to—
(a) chronic neurological conditions, such as—
(i) "multiple sclerosis" means an inflammatory, nervous system disease in which the myelin
sheaths around the axons of nerve cells of the brain and spinal cord are damaged, leading
to demyelination and affecting the ability of nerve cells in the brain and spinal cord to

(ii) "parkinson's disease" means a progressive disease of the nervous system marked by tremor,
muscular rigidity, and slow, imprecise movement, chiefly affecting middle-aged and
elderly people associated with degeneration of the basal ganglia of the brain and a
deficiency of the neurotransmitter dopamine.
(b) Blood disorder—
(i) "haemophilia" means an inheritable disease, usually affecting only male but transmitted
by women to their male children, characterized by loss or impairment of the normal
clotting ability of blood so that a minor would may result in fatal bleeding;
(ii) "thalassemia" means a group of inherited disorders characterized by reduced or absent
amounts of haemoglobin.
(iii) "sickle cell disease" means a hemolytic disorder characterized by chronic anemia, painful
events, and various complications due to associated tissue and organ damage; "hemolytic"
refers to the destruction of the cell membrane of red blood cells resulting in the release of
hemoglobin.
5. Multiple Disabilities (more than one of the above specified disabilities) including deaf
blindness which means a condition in which a person may have combination of hearing and
visual impairments causing severe communication, developmental, and educational problems.
6. Any other category as may be notified by the Central Government.
Note: Any amendment to the Schedule to the RPWD Act, 2016, shall consequently stand amended in
the above schedule.
