AMENDMENT NOTIFICATION
New Delhi, the 10th March, 2017
No. MCI-34(41)/2016-Med./176286.—In exercise of the powers conferred by Section 33 of the
Indian Medical Council Act, 1956 (102 of 1956), the Medical Council of India with the previous sanction of
the Central Government, hereby makes the following Regulations to further amend the “Regulations on
Graduate Medical Education, 1997”, namely:—
1. (i) These Regulations may be called the “Regulations on Graduate Medical Education (First
Amendment), 2017”.
(ii) They shall come into force from the date of their publication in the Official Gazette.
2. Chapter II “ADMISSION, SELECTION, MIGRATION & TRAINING” the title shall be read as
“ADMISSION, SELECTION, COUNSELING, MIGRATION & TRAINING”.
3. In Chapter II under Clause 5 ‘Selection of Students’ the following shall be added:—
5A Common Counseling.
(1) There shall be a common counseling for admission to MBBS course in all Medical Educational
Institutions on the basis of merit list of the National Eligibility Entrance Test.
(2) The Designated Authority for counseling for the 15% All India Quota seats of the contributing States
shall be the Directorate General of Health Services.
(3) The counseling for all admission to MBBS Course in all Medical Educational Institutions in a
State/Union Territory, including Medical Educational Institutions established by the Central
Government, State Government, University, Deemed University, Trust, Society/Minority
Institutions/Corporations or a Company shall be conducted by the State/Union Territory Government.
Such common counseling shall be under the over-all superintendence, direction and control of the
State/Union Territory Government.
