Teaching Hospital under the heading “B.1 General Remarks”, clause B.1.1. shall be substituted as under: A fully functional teaching hospital with 300 beds with all necessary infrastructure like OPD, Indoor wards, OT, ICU, Casualty, Labour Room, Laboratories, Blood Bank, CSSD, Kitchen etc. having minimum 60 % indoor bed occupancy shall be available at time of submission of application to the Central Government. This shall be increased to 350 beds in phasewise manner as prescribed. The indoor bed occupancy shall be increased to 75 % at time of assessment for III renewal of permission and thereafter and also at time of assessment for recognition. 300 teaching beds shall include 120 beds for Medicine and allied, 140 beds for Surgery and allied , 40 beds for Ob-Gy: Provided that in North Eastern States and Hill States the bed strength required at time of inception shall be 200 beds which shall be increased to 350 beds at time of recognition. 200 teaching beds shall include 90 beds for Medicine and allied, 90 beds for Surgery and allied , 20 beds for Ob-Gy. 8. In clause B. Teaching Hospital under the heading “B.1 General Remarks”, clause B.1.8 shall be substituted as under:- Indoor beds occupancy should increase to 75% at the time of IIIrd renewal of permission and thereafter till the time of recognition. 9. In clause B.2 under the heading of “Clinical Departments”, and under the Sub-heading of B.2.2 regarding “additional accommodation” point no. 3. Clinical Demonstration room (at least one for each department) shall be deleted. 10. In clause B.2 under the heading of “Clinical Departments”, and under the Sub-heading of B.2.4 regarding “Operation Theatre Unit”, points no. 2 & 4 shall be substituted as under:- “2. Preoperative beds – 1 bed / O.T. Unit 4. Postoperative beds – 2 beds / O.T. Unit” 11. Each department shall also have 1 Demonstration room of capacity 15-20 students. 13. In clause B.10 under the heading “Staff Quarters” B.10.1, shall be substituted as under: - There shall be accommodation for 100 % of Senior Residents & Junior Residents. It shall be mandatory for all Senior & Junior Residents to stay in Residents’ Hostel / Quarters in the campus where hospital is located. 14. Clause B.12 under the heading “Hostels for Students”, shall be substituted as under: - The college/institution shall have provision of student hostel for at least 60 % of total intake of students at a given time. Each hostel room shall not have more than three occupants. The size of room shall be 9 sq.m. / student. Each student shall be provided with an independent and separate furniture which shall include chair, table, bed and full size cupboard. Each hostel shall have a Visitors’ room and a Study room with Computer & Internet. Both these rooms shall be air-conditioned. There shall be recreational room having T.V., Music, Indoor games and messing facilities. 15. After clause B.12, the following shall be added as under: - B.13. The college/institution shall have provision for Interns’ Hostel for at least 50 % of total intake of students at time of assessment for recognition. (A) For Teaching Faculty: (a) For calculating the deficiency of faculty, Prof., Assoc Prof., Asst. Prof & Tutor in respective departments shall be counted together. (b) Any excess teaching faculty in higher cadre can compensate the deficiency of lower cadre of the same department only. (c) Any excess teaching faculty of lower cadre/ category in any department cannot compensate the deficiency of any teaching faculty in the higher cadre/category of the same department or any other department. e.g. excess of Assistant Professor cannot compensate the deficiency of Associate Professor or Professor. (d) Excess/Extra teaching faculty of any department cannot compensate the deficiency of any teaching faculty in any other department. (B) For Resident Doctors: (a) Excess of SR can be compensated to the deficiency of JR of the same department only. (b) Excess SR/JR of any department cannot compensate the deficiency of SR/JR in any other department. (c) Any excess of JR cannot compensate the deficiency of SR in same or any other department. (d) Any excess/ extra teaching faculty of same or any other department cannot compensate the deficiency of SR/JR. e.g. excess of Assistant Professor cannot compensate the deficiency of SR or JR. (2) A separate department of Dentistry/Dental faculty is not required where a dental college is available in same campus/city and run by the same management. (3) Colleges running PG program require additional staff, beds & other requirements as per the PG Regulations – 2000.
