16/04/2010, 03/11/2010, 29/12/2015, 29/04/2016, 24/10/2016, 06/07/2017 और
07/06/2018 क(cid:29) अिधसूचना के अंतग-त सशं ोिधत क(cid:29) गई थी।

NOTIFICATION
New Delhi, the 25th January, 2019
No. MCI 18(1)/2018-Med./167315.—In exercise of the powers conferred by Section 33 of the Indian Medical
Council Act, 1956(102 of 1956), the Medical Council of India with the previous sanction of the Central Government
hereby makes the following Regulations to further amend “The Opening of a New or Higher Course of Study or Training4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]
(including Post Graduate Course of Study or Training) and increase of Admission Capacity in any Course of Study or Training
(including a Post Graduate Course of Study Or Training), Regulations 2000” namely:-
1.(i) These Regulations may be called “The Opening of a New or Higher Course of Study or Training (including Post Graduate
Course of Study or Training) and increase of Admission Capacity in any Course of Study or Training (including a Post
Graduate Course of Study Or Training) (Amendment), Regulations 2018”.
(ii) They shall come into force from the date of their publication in the Official Gazette.
2. (i) In Part-I of “The Opening of a New or Higher Course of Study or Training (including Post Graduate Course of Study or
Training) and increase of Admission Capacity in any course of Study or Training (including a Post Graduate Course of
Study or Training), Regulations, 2000” with regard to qualifying criteria and format of Consent of Affiliation for starting of
Postgraduate Courses be substituted by the following:-

CONSENT OF AFFILIATION
[For Starting of Course]
The ______ [Name of the University] has decided in principle to affiliate for the Starting of Diploma in - /MD-MS - /DM-
/M.Ch. ……………… at (Name of Medical College with address) …………………….……… with an annual intake capacity of
………………. (specify number of seats), subject to the grant of permission under section 10(A) of the Indian Medical Council Act,
1956 (102 of 1956) by the Government of India, Ministry of Health and Family Welfare, New Delhi.
This Consent of Affiliation shall be valid for processing of application for three academic years from the date of issue.

Note :
(1) Strike-off the name of course whichever is not applicable and include the name of speciality Broad/ Super-
Speciality for which application is being made as per the Schedule – Specialities/ Subjects in which Postgraduate
Degree and Diploma can be awarded by the Indian Universities of the Postgraduate Medical Education
Regulations, 2000. Any deviation from prescribed nomenclature shall not be permissible.
(2) The Consent of Affiliation should be in above format and no other format would be acceptable.
(3) Separate Consent of Affiliation should be issued for each course.
The applications for starting of a course are made one year in advance. The applications that are made between 15th
March to 7th April, of the year of application to Central Government shall be considered for starting of the course
for the coming academic year. Applications with the above Consent of Affiliation in prescribed Format shall only
be accepted w.e.f. Academic year 2020-21 onwards.”
2 (ii) The qualifying criteria clause 5(1) shall be deleted.
(iii) List of Enclosures to be attached with the Application form under Appendix-I shall be substituted as under:-
“ (i) Consent of Affiliation issued by a recognized University
(ii) Copy of the letter from Medical Council of India approving recognition of the college/institution (if already
approved by Medical Council of India) attested by Dean/Principal/Director of Institute.”
3 (i) In Part-II of “The Opening of a New or Higher Course of Study or Training (including Post Graduate Course of Study or
Training) and increase of Admission Capacity in any course of Study or Training (including a Post Graduate Course of
Study or Training), Regulations, 2000”, the following format of Consent of Affiliation for increase of seats in Postgraduate
Courses shall be added after Regulations 3(3):-
