(आईएसएए) के िवकलांगता आंकने क! बेहतर मौजूदगी और/ या अनुसार 40%- पfितयां िवकिसत कर िलए य(cid:28)द (cid:25) यि(cid:26) को 60% जाने के प8 चात िवचार (cid:28)कया िवशेष\ पैनल िवकलांगता, जा सकता ह।ै $ारा एमबीबीएस जहां (cid:25) यि(cid:26) को पाJKम म & पढ़न े (cid:28)कसी िवशेष\ के िलए पैनल $ारा अनुपयुOत पाया एमबीबीएस के जाता ह।ै िलए उपयुO त माना जाता ह।ै 3. मानिसक मानिसक रोग िवकलांगता का मािनसक बीमारी क! 40% के बराबर (cid:25) यवहार अभाव या मौजूदगी या सीमा G थािपत या इससे अिधक मामूली करने क! उ78े य परक पfित िवकलांगता या िवकलांगता: के अभाव के कारण संG तुत य(cid:28)द (cid:25) यि(cid:26) को 40% से कम नहM (cid:28)कया गया। तथािप, अपनी o(cid:22)ूटयां (आईडीईएएस आर:ण/कोटे के लाभ पर, करने के िलए के अंतग4त) िवकलांगता आंकने क! बेहतर अनुपयुOत माना पfितयां िवकिसत कर िलए जाता ह।ै जाने के प8 चात िवचार (cid:28)कया “““मेिडिसन म & जा सकता ह।ै (cid:10)ैिOटस करने के िलए (cid:28)फटनेस क! प(cid:22)रभाषा के िलए मानक तैयार (cid:28)कए जाए िजनका जैसे (cid:28)क¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 5 भारत के अलावा अ(cid:17) य दशे ) के अनेक सGं थान) $ारा इG तमे ाल (cid:28)कए जाते ह।B 4. आगे उiल ेिखत क. िचरकािलक i. बpल ऊतक दढ़ृ न 40% से कम 40%-80% 80% के कारण तंि(cid:14)का संबंधी िवकलांगता िवकलांगता से अिधक ii. पाIक4नसिेनq म िवकलांगता िGथितया ं िवकलांगता ख. रOत िवकृितया ं i. हीमोफ!िलया 40% से कम 40%-80% 80% िवकलांगता िवकलांगता से अिधक ii. थैिलसीिमया िवकलांगता iii. िसO कल सैल रोग 5. मूक बिधरता उपयु4Oत म& स ेएक से उपयु4Oत म& (cid:28)कसी क! मौजूदगी के सबं ंध म& अलग अलग मामल) क! सिहत बpल अिधक िविनIद14 ट अनुशंसाH म& िनण4य लेते समय उपयु4Oत सभी नामत: बpल िवकलांगता िवकलांगताए ं िवकलांगताए ं के एक घटक के Cप म & दिृ=, [वण, वाक् और भाषा िवकलांगता, बौिfक िवकलागं ता और मानिसक िवकलांगता पर िवचार (cid:28)कया जाना चािहए जब (cid:28)कसी (cid:25) यि(cid:26) म& एक स े अिधक असमथ4कारी िGथित मौजूद ह,ै उ]प (cid:17) न होने वाली िवकलांगता क! संगणना करने के िलए, भारत सरकार $ारा जारी क! गई संबंिधत राजप(cid:14) अिधसूचना $ारा अिधसूिचत संयोजनकारी फामू4ले क! अनुशंसा क! जाती ह:ै क + ख (90-क) 90 (जहां क = िवकलांगता के % का उSच मूi य और ख = िवकलागं ता के % का िनU न मूi य जो िभ(cid:17) न-िभ(cid:17) न िवकलांगताH के िलए प(cid:22)रकिलत (cid:28)कया गया हो। इस फामू4ले का इG तेमाल बpल िवकलांगताH वाले मामल) म& (cid:28)कया जाए और (cid:25) यि(cid:26) िवशेष के मामले म& मौजूद िविश1 ट िवकलांगताH के अनुसार दािखले और/या आर:ण के संबंध म& अनुशंसा क! जाए। BOARD OF GOVERNORS IN SUPERSESSION OF MEDICAL COUNCIL OF INDIA AMENDMENT NOTIFICATION New Delhi, the 4th February, 2019 No. MCI-34(41)/2018-Med./170045.—In exercise of the powers conferred by Section 33 of the Indian Medical Council Act, 1956 (102 of 1956), the Medical Council of India with the previous sanction of the Central Government, hereby makes the following Regulations to further amend the “Regulations on Graduate Medical Education, 1997”, namely: - 1. (i) These Regulations may be called the “Regulations on Graduate Medical Education(Amendment), 2019. (ii) They shall come into force from the date of their publication in the Official Gazette. 2. In the “Regulations on Graduate Medical Education, 1997”, under the heading of “Admission to the Medical Course-Eligibility Criteria” clause 4(3) shall be substituted as under: To be eligible for admission to MBBS course, a candidate must have passed in the subjects of Physics, Chemistry, Biology (or Botany and Zoology)/Biotechnology and English individually and must have obtained a minimum of 50% marks taken together in Physics, Chemistry and Biology (or Botany and Zoology)/Bio- technology at the qualifying examination as mentioned in clause (2) of Regulation 4 and in addition must have come in the merit list of “National Eligibility-cum-Entrance Test” for admission to MBBS course. In respect6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC 4] of candidates belonging to Scheduled Castes, Scheduled Tribes or other Backward Classes the minimum marks obtained in Physics, Chemistry and Biology (or Botany and Zoology)/Bio-technology taken together in qualifying examination shall be 40% instead of 50%. In respect of candidates with specified disability under the Rights of Persons with Disabilities Act, 2016 the minimum marks in qualifying examination in Physics, Chemistry and Biology/Bio-technology taken together in qualifying examination shall be 45% instead of 50%. Provided that a candidate who has appeared in the qualifying examination the result of which has not been declared, he/she may be provisionally permitted to take up the National Eligibility-cum-Entrance Test and in case of selection for admission to the MBBS course, he/she shall not be admitted to that course until he fulfils the eligibility criteria under Regulation 4. 5% of the annual sanctioned intake capacity in Government or Government aided higher educational institutions shall be filled up by candidates with benchmark disabilities in accordance with the provisions of the Rights of Persons with Disabilities Act, 2016, based on the merit list of ‘National Eligibility-cum-Entrance Test’ . For this purpose the “Specified Disability” contained in the Schedule to the Rights of Persons with Disabilities Act, 2016 is annexed in Appendix ‘G’ and the eligibility of candidates to pursue a course in medicine with specified disability shall be in accordance with Appendix ‘H’. If the seats reserved for the persons with disabilities in a particular category remain unfilled on account of unavailability of candidates, the seats shall be included in the annual sanctioned seats for the respective Category. 3 In the “Regulations on Graduate Medical Education, 1997”, after 7th row of Appendix-‘F’, the following row shall be added as under: Sl.
