In exercise of the powers conferred by section 61 of the Petroleum and Natural Gas Regulatory Board Act, 2006 19 of 2006, the Petroleum and Natural Gas Regulatory Board hereby makes the following regulations to amend the Petroleum and Natural Gas Regulatory Board
Executive Summary:
This document contains amendments to the Petroleum and Natural Gas Regulatory Board Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks Regulations, 2008. * Buried service lines require a minimum cover of 1.0 m; if impractical, additional protective measures (concrete slabs or high impact resistance plastic sheets) are required at least 300 mm above the service line, with a minimum cover of 600mm.
* Transition fittings are required for plastic to GI pipe transitions, with the plastic part encased in a concrete guard if protruding above ground.
* Carbon steel sections below ground must have minimum 400 micron thick 2 pack high build epoxy coating.
* Above ground service piping shall be Galvanized Iron or copper or carbon steel protected by anti corrosive coating.
* Welded risers are mandatory for service line risers installed in confined spaces like basements with a minimum 25 mm gap between riser and wall, supported every 2 m, and ventilators shall be provided.
* PE pipes are permitted for aboveground risers under specific conditions.
* PE pipe must conform to Annexure 1 requirements.
* PE pipe must start 3 meters from the ground level (GI pipe must be used up to that height).
* PE pipe must be protected from sunlight and external impact.
* Fittings and jointing methods for the PE riser system must conform to GIS PL3: 2006 standard.

2. पे(cid:14)ोिलयम और (cid:18)ाकृितक गसै िविनयामक बोड(cid:13) (नगर या "थानीय (cid:18)ाकृितक गसै िवतरण नेटवक(cid:13) के
िलए सुर(ा मानक(cid:28) सिहत तकनीक(cid:24) मानक और िविशि*या)ं संशोधन िविनयम, 2008 म,,—
(क) अनुसूची 1क म,, "मीटर सेट तथा सतह से उपर स6वस लाइन(cid:28) के िलए पाइप, और 9ूब," शीष(cid:13)क के
तहत (cid:18)ारि<भक श>द “उपभो?त ा के मीटर या मीटर िनयं0ण...... से........ उपकरण "वीकाय(cid:13) ह(cid:28)गे”
तक समािB के "थान पर िन<न िलिखत (cid:18)ित"थािपत (cid:4)कया जाएगा, नामत: :—
“उपभो? ता के मीटर या मीटर का िनयं0ण वा(cid:6)व तक सतह के उपर उपयु(cid:27) स6वस लाइन(cid:28) के िलए
ज"तेदार लोह े क(cid:24) पाइप(cid:28) (जीआई) का (cid:18)योग (cid:4)कया जाना चािहए। ता<ब े क(cid:24) 9ूब का (cid:18)योग

तक संभव हो िबना ज"तेदार पाइप(cid:28) का सीिमत (cid:18)योग (cid:4)कया जाना चािहए; तथािप य(cid:4)द इनका
इ"तेमाल (cid:4)कया जाता ह ै तो उन पर रंग करके उIह , उिचत सुर(ा (cid:18)दान क(cid:24) जानी चािहए। सतह से
उपर पीई गसै पाइप का (cid:18)योग नहJ (cid:4)कया जाएगा िसवाय सतह से उठान े के िलए (राइजर) जैसा (cid:4)क
इन िविनयम(cid:28) क(cid:24) अनसु ूची 1घ म , अनुमित दी गई ह।ै ”;
(ख) अनुसूची 1ग म,, “वा(cid:6)व और दबाव को कम करने वाल े उपकरण” शीष(cid:13)क के तहत, (cid:18)ारि<भक श>द
“ढ़लवां लोहा और/या से............(cid:18)योग नही (cid:4)कया जाएगा” तक समािB के "थान पर िन-िलिखत
(cid:18)ित"थािपत (cid:4)कया जाएगा, नामत: :—
“ढलवां लोहा और/लचीले लोह े से िन6मत वा(cid:6)व बॉडी, बोनेट, कवर और/या Oल,जसे घटक(cid:28)
(एएसटीएम ए 395 के अनुसार) का सीजीडी नेटवक(cid:13) म , (cid:18)योग नहJ (cid:4)कया जाएगा। तथािप, रेTयलु ेटस (cid:13)
के मामले म,, बॉडी या घटक जैसा (cid:4)क इन िविनयम(cid:28) के िविश* कोड के तहत उ(cid:6)लेिखत अनुमत
सामVी स े िन6मत हो सकते ह।W ”;
(ग) अनुसूची 1घ म,, “गसै सवे ा लाइन,” शीष(cid:13)क के उप-शीष(cid:13)क “सवे ा लाइन(cid:28) क(cid:24) "थापना” के तहत
(cid:18)ारि<भक श>द “सभी Xलाि"टक पाइप और (cid:4)फZटTस......से आर<भ होकर रोशनदान उपल>ध कराए
जाने चािहए।”; समािB के "थान पर िन-िलिखत (cid:18)ित"थािपत (cid:4)कया जाएगा, नामत: :—
“सभी Xलाि"टक पाइप और (cid:4)फZटTस जमीन के नीच े लगाई जानी चािहए और वे खलु ी नहJ होनी
चािहए ।
जमीन के नीचे दबाई गई स6वस लाइन(cid:28) को Iयनू तम 1.0 मीटर िम[ी से ढका जाना चािहए। जहां
वा"तिवक बाधाF, अित\र(cid:27) सुर(ा]मक उपाय(cid:28) जैसे कं^(cid:24)ट "लबै के कारण 1.0 मीटर कवर कराना
_ावहा\रक न हो, वहां उ‘ दबाव वाले (cid:18)ितरोधी Xलाि"टक शीट को स6वस लाइन के ऊपर कम स े
कम 300 िम.मी. तक "थािपत (cid:4)कया जाना चािहए । (cid:4)कसी भी ि"थित म ,कवर क(cid:24) गहराई 600 िम.मी.
से कम नहJ होनी चािहए।
Xलाि"टक पाइप से जीआई पाइप तक (cid:14)ांिजशन करने के िलए (cid:14)ांिजशन (cid:4)फZटTस का (cid:18)योग (cid:4)कया
जाना चािहए। सतह से उपर िनकलने वाली (cid:14)ांिजशन (cid:4)फZटTस के Xलाि"टक भाग को कं^(cid:24)ट स े
चाहरदीवारी करके सुरि(त बनाया जाना चािहए।
य(cid:4)द (cid:14)ांिजशन (cid:4)फZटTस के बाद काबन(cid:13) "टील भाग जमीन से नीच े हो तो इसे Iयूनतम 400 माइ^ोन
मोटे 2 पैक ऊंची िब(cid:6)ड एपो?सी क(cid:24) परत चढ़ाकर (य से बचाया जाना चािहए।
जमीन से ऊपर स6वस पाइप (य-रोधी परत लगाकर उसे ज"तेदार लोह े या तांबे या काबन(cid:13) "टील स े
बचाया जाना चािहए।
जब कभी ऊपर उठी (cid:30)ई स6वस लाइन को बंद जगह(cid:28) जैसे तहखाने म , "थािपत (cid:4)कया जाता ह,ै तो
केवल वे(cid:6)ड क(cid:24) (cid:30)ई खड़ी-प\[य(cid:28) का (cid:18)योग (cid:4)कया जाना चािहए। खड़ी-प\[य(cid:28) और दीवार के बीच का
अंतर Iयूनतम 25 िम.मी. होना चािहए तथा इसे (cid:18)]येक 2 मीटर पर सहारा (cid:4)दया जाना चािहए। बंद
जगह म , रोशनदान उपल>ध कराए जाने चािहए।
जमीन के उपर उठी (cid:30)ई पीई पाइप लगाने क(cid:24) अनुमित ह,ै बशतb (cid:4)क िन<न िलिखत आवEयकताF क(cid:24)
पू6त हो, नामत: : —
(क) लगाए गए पीई पाइप इन िविनयम(cid:28) के अनबु ंध 1 म, िविनcद* आवEयकताF के अनुHप ह(cid:28);
(ख) जमीन के "तर से 3 मीटर क(cid:24) उचाई तक जीआई पाइप का (cid:18)योग और उससे उपर उंचाई पर

NOTIFICATION
New Delhi, the 9th March, 2016
F. No. M(1)T4S/CGD/1/2010.— In exercise of the powers conferred by section 61 of the Petroleum and
Natural Gas Regulatory Board Act, 2006 (19 of 2006), the Petroleum and Natural Gas Regulatory Board hereby makes
the following regulations to amend the Petroleum and Natural Gas Regulatory Board (Technical Standards and
Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Regulations, 2008,
namely:—
(1) Short title and commencement.—These regulations may be called the Petroleum and Natural Gas
Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas
Distribution Networks) Amendment Regulations, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including
Safety Standards for City or Local Natural Gas Distribution Networks) Regulations, 2008,—
(a) In Schedule 1A, under the heading “Pipes and tubing for above ground service lines up to meter set
assembly”, for the words beginning with “Galvanized Iron (GI) pipes shall be used in above….” and
ending with “…. above ground gas pipes.” , the following shall be substituted, namely:—
“Galvanized Iron (GI) pipes shall be used in above ground service lines up to consumer meter or
meter control valve. The use of copper tubing shall only be after consumer meter such that this is
not accessible to third party. GI pipes and copper tubing shall conform to the requirements given in
Annexure-IV of this standard. Use of non-galvanized pipes should be restricted as far as possible;
however, in case they are used they shall be properly protected and painted. PE pipe shall not be
used for above ground gas pipes except for above ground risers as permitted in Schedule I D of
these regulations.”;
(b) In Schedule 1C, under the heading “Valves and Pressure Reducing Devices”, for the words
beginning with “ Valves body, bonnet,….” and ending with “…. used in CGD networks.” the
following shall be substituted, namely:—
“Valves body, bonnet, cover and/or end flanges components made of cast iron and / ductile iron (as
per ASTM A 395) shall not be used in CGD networks. However, in case of regulators, the body or
components may be made of material as permitted under the specific code as mentioned in these
regulations.”;
(c) In Schedule 1D, under the heading “GAS SERVICE LINES”, for the sub-heading “Installation of
Service Lines”, for the words beginning with “All plastic pipe and fittings ….” and ending with
“….provided in confined space.”, the following shall be substituted, namely:—
“All plastic pipe and fittings shall be laid underground and shall not be exposed.
The buried service lines shall be provided with a minimum cover of 1.0 m. Where it is impractical to
provide 1.0 m cover due to physical constraints, additional protective measures such as concrete4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III —SEC. 4]
slabs or high impact resistance plastic sheets shall be installed at least 300 mm above the service
line. In no case the depth of cover shall be less than 600mm.
For transition from plastic pipe to GI pipe, transition fittings shall be used. Plastic part of transition
fitting protruding above ground shall be protected by encasing it with concrete guard.
In case carbon steel section beyond transition fitting is below ground, it shall be protected against
corrosion by minimum 400 micron thick 2 pack high build epoxy coating.
Above ground service piping shall be Galvanized Iron or copper or carbon steel protected by anti
corrosive coating.
Wherever the service line riser is installed in confined spaces like basements, only welded risers
shall be used. The gap between riser and wall shall be minimum 25 mm to and shall be supported at
every 2 m. Ventilators shall be provided in confined space.
Usage of PE pipes to construct above-ground risers is permitted, subject to meeting the following
requirements, namely:-
(a) PE pipe employed shall conform to the requirements specified at Annexure 1 of these
regulations;
(b) The PE pipe shall be used starting from a height of 3 metres from the ground level, up to
which GI pipe shall be used ;
(c) The PE pipe shall be entirely protected from exposure to sunlight and any damage due to
external impact;
(d) The fittings employed and the jointing method for the PE riser system shall conform to the
requirements of GIS / PL3: 2006 standard.”.
