* In regulation 16(2)(i)(c), "natural gas station" and "natural gas stations" are replaced with "CNG station" and "CNG stations" respectively.
* In regulation 16(5), "natural gas stations" is replaced with "CNG stations".
Regulation 17 and Schedule C Amendments:
* In regulation 17(3), the phrase "as specified under regulation 15" is omitted.
* In Schedule C(I), "Natural Gas Stations" is replaced with "CNG Stations" and in clause 3, "natural gas stations" is replaced with "CNG stations".
Schedule C1 and D Amendments:
* Schedule C1(i) is amended regarding the calculation of scores for CNG stations to be installed in the CGD Network.
* Schedule C1(ii) is amended regarding the calculation of scores for the number of PNG domestic connections.
* Schedule D is amended to specify work program requirements, including numbers for CNG stations, PNG connections, and steel pipeline, with cumulative targets over 8 or 10 contract years, depending on the geographical area.
Omissions:
* Appendix I and Appendix II are omitted.

of the Petroleum and Natural Gas Regulatory Board Act, 2006 (19 of 2006), the Petroleum and
Natural Gas Regulatory Board hereby makes the following regulations further to amend the
Petroleum and Natural Gas Regulatory Board (Authorising Entities to Lay, Build, Operate or Expand
City or Local Natural Gas Distribution Networks) Regulations, 2008, namely: -
1. Short title and commencement. - (1) These regulations may be called the Petroleum and
Natural Gas Regulatory Board (Authorising Entities to Lay, Build, Operate or Expand City or Local
Natural Gas Distribution Networks) Second Amendment Regulations, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Petroleum and Natural Gas Regulatory Board (Authorising Entities to Lay, Build, Operate
or Expand City or Local Natural Gas Distribution Networks) Regulations, 2008, -
(a) in regulation 2, -
(i) clause (gb) shall be omitted;
(ii) in clause (id) for the words “natural gas station” the letters and the word “CNG station” shall
be substituted;
(iii) for clause (ie) the following clause shall be substituted, namely: -
‘(ie) “work programme”, until issuance of authorisation letter, means number of domestic
PNG connections, number of CNG stations and Inch-kilometer of steel pipeline network as
quoted by the bidder in the bid and after such issuance means number of domestic PNG
connections, number of CNG stations and Inch-kilometre of steel pipeline network as
mentioned in the authorisation letter as per Schedule-D’;
(b) in regulation 7, -
(1) in sub-regulation 1(a), -6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]
(i) in the table before proviso, against Sl. No. 3, in column with heading “Bidding Criteria”,
for the words “natural gas stations”, the letters and word “CNG stations” shall be substituted;
(ii) in the table below proviso, against Sl. No.3, in column with heading “Bidding Criteria”,
for the words “natural gas stations”, the letters and word “CNG stations” shall be substituted;
(2) in sub-regulation 1(b), -
(i) in the table before proviso, for the column heading “Natural Gas Stations (cumulative)”
the column heading “CNG Stations (cumulative)” shall be substituted;
(ii) in the table below proviso, for the column heading “Natural Gas Stations (cumulative)”,
the column heading “CNG Stations (cumulative)” shall be substituted;
(3) in sub-regulation 3, for the words “natural gas stations”, the letters and word “CNG Stations”
shall be substituted;
(c) in regulation 8, in sub-regulation (4) for the words “natural gas station” the letters and word
“CNG station” shall be substituted;
(d) in regulation 12, in sub-regulation (2), in third proviso, the words “natural gas stations” the letters
and word “CNG stations” shall be substituted;
(e) in regulation 16, -
(i) in sub-regulation (2), in clause (c), -
(A) for the words “natural gas station” the letters and word “CNG station” shall be
substituted;
(B) for the words “natural gas stations” the letters and word “CNG stations” shall be
substituted;
(ii) in sub-regulation (5), for the words “natural gas stations” the letters and word “CNG
stations” shall be substituted;
(f) in regulation 17, in sub-regulation 3, the words and figures “as specified under regulation 15”
shall be omitted;
(g) in Schedule- C, -
(i) in Part-II, in the table, for the words “Natural Gas Stations” occurring against entry
number “C”, the letters and word “CNG Stations” shall be substituted;
(ii) in declaration, in clause 3, for the words “natural gas stations” the letters and word “CNG
stations” shall be substituted;
(h) in Schedule C (1), -
(i) for the portion beginning with brackets and letter “(C)” and ending with the letters, figures and
mathematical symbols “HG3=100%”, the following shall be substituted, namely: -
“(C) Number of CNG Stations to be installed in CGD Network:
Let,
IG1 = value of the CNG stations bid by the 1st entity.
IG2= value of the CNG stations bid by the 2nd entity.
IG3= value of the CNG stations bid by the 3rd entity.
Assume that IG1is lower than IG2and IG2 is lower than IG3.
The highest number of the CNG stations bid (HIG3) shall be given a score of 100% and the
number of CNG stations of the other bids shall be given a score in relation to HIG3 on a pro-
rata basis as under-
HG1= 100 % x (IG1 ÷ IG3)
HG2= 100 % x (IG2 ÷ IG3)
HG3= 100 %”;
(ii) for the portion beginning with brackets and letter “(E)” and ending with the words, letters and
figures “Assume P1 is higher than P2 and P2 is higher than P3”, the following shall be
substituted, namely: -
“(E) Number of PNG domestic connections
Let,
P1 = Number of PNG domestic connections by the 1st entity
P2 = Number of PNG domestic connections by the 2nd entity¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 7
P3 = Number of PNG domestic connections by the 3rd entity
Assume P1 is higher than P2 and P2 is higher than P3.”;
(i) in Schedule D, for the terms and conditions number 3 and the entries relating thereto, the
following shall be substituted: -
“3. The activities permitted above shall have to be completed as per the work programme
mentioned below, namely: -

The entity shall be required to achieve the year-wise work programme within 8 contract years as per
details given below:

Alternatively,
In the case of the geographical areas of (i) Bilaspur, Hamirpur and Una Districts; (ii) Panchkula (Except area
already authorised), Shimla, Solan and Sirmaur Districts and (iii) Barmer, Jaisalmer and Jodhpur Districts, the
entity shall be required to achieve the year-wise work programme within 10 contract years as per details given
below, namely: -
